The police are still searching for several "important" witnesses in the investigation into Utusan Malaysia's Christian Malaysia report, the Home Ministry said today.
Home Minister Datuk Seri Hishammuddin Hussein stated that 63 police reports were made on the matter, recordings of 60 conversations were taken and recordings of the conversations of five Utusan Malaysia journalists were taken. "The police are still locating several important witnesses to help complete the investigation for this case," Hishammuddin said in a written reply to Lim Lip Eng (Segambut-DAP).
Lim had asked the ministry to state the basis of Utusan's report of an alleged conspiracy that church leaders were plotting together with the DAP to make Christianity the official religion of Malaysia and to install a Christian prime minister.
In response, Hishammuddin also said that the ministry had already issued a warning letter to Utusan for its May 7 article titled "Kristian Agama Rasmi? (Christianity the official religion)". The minister said that the matter was being investigated under Section 4(1)(c) of the Sedition Act 1948.
Christian leaders and DAP members have denied the reports which have sparked protests but the Home Ministry has only slapped Utusan Malaysia with a warning letter for publishing the unsubstantiated report. Prime Minister Datuk Seri Najib Razak was forced to meet with church leaders to clear the air but Umno vice president and Home Minister Hishammuddin later said that there was "some basis" to the reports.

Residents of Taman Kok Doh in Segambut are worried about several exposed wires jutting out from two lamp posts in their neighbourhood park. The residents claimed that the wires have been left exposed for more than five months. The neighbourhood park which is located in Jalan 19/42 serves more than 200 families in the vicinity.
Resident M.C. Leong, 58, was unhappy that no action was taken to cover the exposed wires. He fears for the safety of children playing at the park. Leong said the elderly go to the park for their morning exercise while youngsters use it to play basketball in the evening. "The park is used daily for basketball, qi gong and other activities. "At night, the residents use the park for activities such as line dancing. The authorities need to act fast before any untoward incident happens," he said.
Another resident Leong Sze Min, 27, said City Hall should conduct more frequent checks on all the parks in the neighbourhood. "Something must be done immediately to cover up the exposed wires. We hope the authorities will look into this matter immediately to prevent any accidents," she said.
An 11-year-old boy was electrocuted in March 19 at a playground in Taman Batu Tiga, Subang Jaya. SK Seksyen 20 student Muhammad Naqiuddin Mohd Marzuki was running home when he slipped and fell at 6.50pm after playing football with several friends on a wet field. As he was falling, one of his legs hit the lamp post and he was believed to have been electrocuted.
Segambut member of parliament Lim Lip Eng said the authorities should take action before there is a repeat of the Subang Jaya incident. He claimed that he had lodged several reports with City Hall two months ago but no action was taken. "I had written to City Hall three times and had called their hotline but there was no response," he said. Lim said he would asked City Hall to take action immediately.
The residents are also concerned about the uncollected rubbish at the park. They fear it will become a breeding ground for the Aedes mosquitoes.

No Difference Whether MCA Is Inside Government Or Not When MCA Leaders Dare Not Object Inside Cabinet But Oppose Outside To The Press Against The Diesel Subsidy Cuts And The Abuses In The PSD Overseas Scholarships For Top Students.

DAP is not surprised at the expose by Domestic Trade, Cooperatives and Consumer Affairs Minister Datuk Ismail Sabri that MCA President Datuk Seri Dr Chua Soi Lek did not object to diesel subsidy cuts during the National Economic Council(NEC) meeting when the matter was decided. Ismail even scolded Chua for being unfair to the BN government for siding with the C2-class fishing trawler operators protesting against the increase in diesel prices from RM1.25 to RM1.80 instead of defending the government.

Has Chua got the guts to deny and demand that Ismail Sabri withdraw and apologise for making these allegations?


Ismail pointedly said that Chua should have raised his concerns during the NEC meeting instead of letting his party leaders complain now through the media. In other words Ismail has exposed Chua for playing a double-faced sandiwara of opposing the diesel subsidy cuts outside but supporting inside.

What then is the use of Chua threatening to pull out MCA from government if they lose the next elections, when now in government MCA dare not fight for the rights of the people. There is no difference whether MCA is inside government or not when MCA leaders dare not object inside Cabinet but only dare to play the hero by loudly opposing outside to the press against the diesel subsidy cuts and abuses in the PSD overseas scholarships awarded to top students.

Yesterday in Parliament, Minister in the Prime Minister's Department Datuk Seri Nazri Aziz dismissed claims by MCA of abuses of power by PSD officers in selecting overseas scholarships for top SPM students. Nazri rejected MCA's demands by saying that there is "no evidence" proving there was such abuses by PSD and it is not the government's policy to reveal the results of successful scholarship holders.

This is contrary to MCA and Chua's demands that all top students be given overseas scholarships and that the full scholarship list be made public. MCA should explain not only the MCA Ministers acquiescence of Cabinet decisions and meetings made against MCA's stand above, but why MCA still continue to cling on to public office despite such open humiliation disclosing the complete irrelevance of MCA's role in government.

For this reason, very few believe MCA will carry out its threat to pull out of government should they lose in the next general elections. Like SUPP leaders who defied party authority to accept Ministerial posts, we are certain that MCA leaders will quickly snap up at any opportunity, including through back-door appointment, for the public posts they have been craving for their entire lives

DAP tidak terkejut dengan kenyataan yang dikeluarkan oleh Menteri Perdagangan Dalam Negeri, Koperasi dan Kepenggunaan, Datuk Ismail Sabri Yaakob yang menyatakan bahawa Presiden MCA, Datuk Seri Dr. Chua Soi Lek tidak menentang pemotongan subsidi disel ketika mesyuarat Majlis Ekonomi Negara (National Economic Council – NEC) yang memutuskan isu tersebut. Ismail juga menegur tindakan Chua yang memihak kepada nelayan dan pengusaha bot pukat tunda kelas C2 yang membuat demonstrasi atas bantahan kenaikan harga disel dari RM1.25 ke RM1.80, dan tidak memihak kepada Kerajaan adalah tidak adil kepada Kerajaan Barisan Nasional.

Adakah Chua berani untuk menafikan tuduhan Ismail Sabri dan menuntut Ismail Sabri menarik balik dan memohon maaf atas kenyataan yang dikeluarkan itu?

Ismail dengan tegas berkata bahawa Chua sepatutnya menyatakan keprihatinannya ketika mesyuarat NEC dan bukannya membenarkan barisan pemimpin partinya membuat aduan menerusi media pada saat ini. Dalam erti kata lain, Ismail menuduh Chua seperti talam dua muka dan bersandiwara terhadap penentangan pemotongan subsidi disel di luar Kabinet tetapi berlakon menyokong ketika berada di dalam kerajaan.

Jadi apa gunanya Chua mengugut untuk mengeluarkan parti MCA daripada kerajaan sekiranya tewas dalam pilihanraya akan datang, apabila sekarang pun dalam kerajaan MCA tidak berani untuk menentang demi kepentingan rakyat. Jadi tidak ada bezanya sama ada MCA berada dalam kerajaan mahupun tidak kerana para pemimpin MCA tidak berani menyatakan pandangan yang memihak kepada faedah rakyat ketika berada dalam Kabinet sebaliknya hanya berani untuk berlagak seperti wira menentang keras pemotongan subsidi disel dan salah guna kuasa ketika pembahagian biasiswa pengajian luar negara JPA kepada pelajar cemerlang menerusi media.

Semalam ketika di Parlimen, Menteri di Jabatan Perdana Menteri, Datuk Seri Nazri Aziz menolak dakwaan MCA yang kononnya berlaku penyalahgunaan kuasa oleh pegawai JPA dalam mengagihkan biasiswa pengajian luar negara kepada pelajar-pelajar cemerlang SPM. Nazri menolak tuntutan MCA dengan mengatakan bahawa tidak ada bukti menunjukkan berlakunya penyalahgunaan kuasa atau kesilapan oleh JPA dan bukan polisi kerajaan untuk mendedahkan senarai penerima JPA.

Hal ini bertentangan dengan tuntutan MCA dan Chua sendiri yang mendesak agar semua pelajar cemerlang diberikan biasiswa pengajian luar negara dan senarai penuh didedahkan kepada umum. MCA harus menerangkan bukan sahaja kenapa menteri MCA di dalam Kabinet meluluskan perkara yang bertentangan dengan pendirian MCA tanpa protes, tetapi juga harus menerangkan kenapa MCA terus memegang jawatan kerajaan apabila mereka telah dihina secara terbuka bahawa MCA tiada peranan langsung di dalam kerajaan.

Atas dasar tersebut, hanya beberapa individu sahaja yang percaya bahawa MCA akan melaksanakan ugutannya untuk keluar daripada kerajaan sekiranya tewas dalam pilihanraya akan datang. Seperti para pemimpin SUPP yang menerima jawatan menteri, walaupun parti telah putuskan yang sebaliknya, kami yakin bahawa para pemimpin MCA akan bertindak pantas untuk mengambil kesempatan yang ada termasuk melalui ‘pintu belakang’ untuk mendapat sesuatu jawatan dalam perkhidmatan awam seperti yang mereka idamkan selama ini.

当马华领袖不敢在内阁反对,只敢在外对媒体高喊反对削减柴油津贴及公共服务局奖学金分配出现滥权事件,显示出马华入不入阁,根本没什么分别。

民主行动党对国内贸易、合作社及消费人事务部部长拿督依斯迈沙比里揭露,马华总会长拿督斯里蔡细历医生在国家经济理事会会议,议决削减柴油津贴的会议上,并没有反对削减柴油不感震惊。依斯迈沙比里更责骂蔡细历在C2型深海捕鱼渔民示威,抗议政府将柴油费从原有的1令吉25仙,提高至1令吉80仙的事件上,选择倾向渔民而不是国阵政府,对国阵而言是不公平的。

蔡细历到底有没有勇气否认这项指责,并要求依斯迈沙比里收回言论和对他的指控作出道歉?

依斯迈沙比里尖锐地指出,蔡细历应该早在国家经济理事会会议上,表达他对此事的关注,而不是到了现阶段,让他的党领袖透过媒体大肆投诉。换句话说,依斯迈沙比里已揭露了蔡细历在这件上扮演双面人的政治把戏,在削减柴油津贴的课题上,采取"在内支持、在外反对"的戏码。

如果现在马华身在内阁,却不敢为人民争取权益,那蔡细历恐吓选民称马华若下届大选惨败就不入阁,又有何用呢?马华是否入阁,根本是毫无分别的,因为马华领袖根本不敢在内阁里提出反对声音,他们只敢在外透过报章大逞英雄,声称反对削减柴油津贴、不满公共服务局官员在分配奖学金涉嫌滥权导致优秀生不获海外奖学金等。

昨天,在国会下议院,首相署部长拿督斯里纳兹里驳回马华指公共服务局官员在分配大马教育文凭海外奖学金事件存有滥权的指控。纳兹里也拒绝了马华的要求,并声称没有确凿的证据指官员有滥权或犯错,而公开得奖名单也不是政府的政策。

这与马华要求所有优秀生获得海外奖学金、以及公布得奖名单的立场是截然不同的。 马华应该解释的,不只是为何马华部长在内阁及会议上默许这些与他们立场不一的决定,还有就是马华为何在遭受了"马华在政府内没有角色可言"的公开羞辱之后,还坚持抱住官职不放?

以此看来,只有小部分人会相信马华若在来届大选惨败后会履行他们 "不入阁"的恐吓。就像人联党领袖也可以违背党的意愿受委官职一样,我们可以确定,马华领袖将会不惜放过任何机会,包括走后门的方式受委出任他们穷其一生所追求的官职。

PhD thesis ''Wealth Inequality in Malaysia'' was awarded magna cum laude by SciencesPo Paris in December 2010. He holds a Master's degree in Public Affairs (cum laude) from the same institution, as well as a Master of Economics from University of Malaya and Bachelor of Sciences (Finance) from University of Southern California. He is currently on a secondment to ISIS Malaysia as a senior analyst focusing on economic policy.

Questions for Parliament 2011 Session II

Parliament just started its 2nd session of the year today and will end before the end of the month. Below are the list of questions which I've submitted for replies from various ministries.

1. Tony Pua meminta Perdana Menteri menyatakan prestasi dan kedudukan syarikat 1Malaysia Development Berhad (1MDB) sejak ianya ditubuh

(a) Penyata keuntungan dan "balance sheet"

(b) Kedudukan terkini kesemua pelaburan termasuk nilai dan jangkaan pulangan setiap projek


2. Tony Pua meminta Perdana Menteri menyatakan langkah-langkah yang akan diambil oleh kerajaan untuk mengurangkan 'brain drain' akibat perasaan tersingkir seperti yang dibentangkan dalam laporan World Bank terkini, termasuklah jaminan peluang pekerjaan yang saksama.


3. Tony Pua meminta Perdana Menteri menyatakan

(a) Bayaran yang telah dibuat kepada Gamuda-MMC untuk projek pembinaan MRT dan sebarang nilai kerja yang telah dibuat, tetapi yang belum dibayar.

(b) Anggaran kos perlantikan Gamuda-MMC kepada kerajaan, termasuk kos "contingency" atau luar jangkaan, jika ada untuk project MRT.


4. Tony Pua meminta Perdana Menteri menyatakan

(a) Skop projek Karambrunai Resorts yang diumumkan sebagai satu-satu "Entry Point Project" yang bernilai RM9.6 bilion

(b) Sama ada permohonan lesen kasino telah diminta oleh pemaju dan ianya akan atau telah dipertimbangkan oleh kerajaan.


5. Tony Pua meminta Perdana Menteri menyatakan butiran perjanjian yang akan ditandatangani oleh kerajaaan dengan syarikat Tricubes Bhd untuk memajukan projek emel 1Malaysia, dan sama ada Tricubes akan diberikan hak untuk mengesahkan maklumat individu dengan Pejabat Pendaftaran Negara.


6. Tony Pua meminta Menteri Kewangan menyatakan

(a) Anggaran pecahan subsidi yang akan ditanggung kerajaan pada tahun 2011 mengikut kategori terperinci

(b) Anggaran kenaikan hasil kerajaan berpunca dari sektor minyak dan gas, dan lain-lain sumber


7. Tony Pua meminta Menteri Kewangan menyatakan

(a) impek pengurangan subsidi makanan, petrol, diesel, gas dan lain-lain barangan asas kepada golongan masyarakat berpendapatan 40% terendah sejak Januari 2010.

(b) Langkah-langkah 'mitigation' yang akan atau telah dilaksanakan untuk membantu golongan tersebut yang menghadapi kenaikan kos kehidupan yang mendadak.


8. Tony Pua meminta Menteri Industri dan Perdagangan Antarabangsa menyatakan sebab-sebab kedudukan Malaysia dari segi "Keberkesanan Kerajaan" dan "Keberkesanan Perniagaan" telah merosot dengan begitu teruk sekali dari tempat 9 dan 4 ke 17 dan 14 mengikut "IMD World Competitiveness Yearbook 2011"


9. Tony Pua meminta Perdana Menteri menyatakan

(a) Laporan daripada 'public hearing' yang telah dijalankan oleh SPAD atas pembinaan MRT, termasuk bantahan-bantahan utama

(b) Pengubahsuaian ke atas pelan pembinaan MRT atas maklumbalas yang telah diterima daripada pihak awam


10. Tony Pua meminta Menteri Kewangan menyatakan

(a) Anggaran jadual perlaksanaan sistem cukai GST

(b) Anggaran kos kerajaan untuk menyediakan sistem cukai GST dan kos pengurusan setiap tahun

(a) Oleh setiap parti politik untuk setiap suku tahun sejak 2008

(b) Oleh SPR lain-lain pihak (seperti kakitangan kerajaan dan POS Malaysia) setiap suku tahun sejak 2008

(a) Senarai terperinci nama dan nilai setiap projek ETP/EPP yang telah diumumkan

(b) Nilai pelaburan yang telah dibuat sejak projek-projek ini diumumkan

MPs Can Get Copy of IPP Contracts?

Datuk Mukhriz Mahathir was reported to have said that the highly-secret agreements between Tenaga Nasional Bhd (TNB) and independent power producers (IPPs) can be released to parliamentarians, but cannot be disclosed to the public, as these are confidential matters.

He said "In Parliament, when a MP asks for anything, we have always been transparent." In fact, he even added that "MPs also have legal immunity which may allow them to bypass the non-disclosure clause in the agreement."

Despite being a first term parliamentarian, I can say with certainty that the above statement by Mukhriz is complete and utter bunkum.

Members of Parliament (MP) are not privy to documents protected under the Official Secrets Act (OSA). To have access to these documents, the Cabinet will have to initiate a declassification process. Under the Act, anyone not unauthorised found in possession of these documents will be punishable with a mandatory 1 year, or up to 7 years in prison.

In fact, the then Parliamentary Opposition Leader, Lim Kit Siang had fought the OSA Amendment Bill 1986 tooth and nail, calling it "a critical assault on five crucial areas of Malaysian life: Parliamentary democracy, Freedom of the Press, Independence of the Judiciary, Responsible and Accountable Government, and Corruption-Free Malaysia". MPs have no immunity over the possession (even if it is for 5 minutes) of the Government's "confidential" documents!

The precedent has also been set that the tolled highway concession contracts as well as the Port Klang Free Zone contracts were made accessible to the MPs, they went through a lengthy declassification exercise by the Cabinet and Attorney-General.

What made Mukhriz's statement even more ludicrous is its complete contradiction to the statement by the Energy, Water and Green Technology Minister, Datuk Peter Chin who had just last week announced that the Government has no power to release these documents to MPs and the public as they are agreements signed between "private entities". Who is telling the truth, and who is lying?

Regardless of the above, I hope to be proven wrong and becoming a complete fool, if Mukhriz can on Monday 13th June next week when the 2nd parliamentary sitting of the year commences, to give each MP a copy of the IPP agreement, attached with an undertaking from the Attorney-General that MPs are not punishable under the OSA for having possession of these documents.

If not, then perhaps Mukhriz should explain in full why the Government chooses not to declassify these public interest documents, especially in the light of the unjust increase in tariffs to residential, commercial and industrial users, without any restructuring of the lobsided power purchase agreements allowing the IPPs to continue to make billions of ringgit in profits annually.
