Himpunan Orang Asal Se Pahang pada 8.7.12 di Kg Penderas, Kuala Krau

Saya selaku Pengerusi Biro Masyarakat Felda dan Orang Asal Parti Keadilan Rakyat Pusat dan Negeri Pahang telah menghantarkan undangan kepada semua Cabang PKR Pahang dan Ngo Orang Asal seperti JOAS dan Jaringan Kampong Orang Asal Negeri Pahang untuk mengadakan mesyuarat tertutup di Rest House Temerloh pada 17hb Jun 2012 jam 11.00 pagi bagi membincangkan agenda khusus iaitu Himpunan Orang Asal Se Pahang.

Mesyuarat itu akan membuat ketetapan mengenai Agenda Himpunan tersebut dan juga penetapan pimpinan PKR yang akan merasmikan Himpunan tersebut dan juga yang merasmikan penutupan Himpunan.

Himpunan tersebut akan diadakan di perkarangan Rumah Sdr Jalil, seorang aktivis Orang Asal di Kampong Penderas.

Surat jemputan telah dipanjangkan kepada YAB Menteri Besar Selangor, Tan Sri Dato Sri Abdul Khalid Ibrahim bagi upacara perasmian dan Dato Fauzi Abdul Rahman untuk upacara penutup.

Himpunan itu akan dihadiri oleh lebihkurang 300 orang peserta dari kalangan Orang Asal seluruh Pahang walaupun menerima juga Orang Asal dari luar Pahang dan Non-Orang Asal yang menyumbang kepada perjuangan Orang Asal.

UNISEL AKAN CAIRKAN ASET UNTUK BANTU PELAJAR


Kerajaan Selangor memandang berat kesusahan yang dihadapi pelajar-pelajar baharu Universiti Selangor (UNISEL)  yang teraniayai ekoran tindakanKerajaan Persekutuan dan Menteri PengajianTinggi yang membekukan PTPTN kepada pelajar di universiti tersebut.

Sebagai tindakan jangka pendek, pihak UNISEL akan menggunakan asetnya untuk membantu pelajar-pelajar yang dalam kesukaran meneruskan pengajian. Aset ini merupakan hartanah seluas 500 ekar yang diperolehi hasil penyusunan semula hutang-hutang TALAM.

Kerajaan Selangor telah selesai menyusun semula hutang-hutang ini di mana tanah seluas 500 ekar telah menjadi aset UNISEL.

Kerajaan negeri akan membantu UNISEL mengapungkan hartanah tersebut dipasaran untuk mendapatkan wang tunai. Dianggarkan sejumlah RM30 juta boleh diperolehi hasil dari usaha ini. Sebahagian wang ini akan digunakan untuk membantu pelajar-pelajar yang teraniayai akibat dari tindakan kerajaan BN membekukan PTPTN.

Walaubagaimanapun, bantuan kewangan ini hanyalah berbentuk sementara sehingga penyelesaian konkrit dicapai. UNISEL akan memperincikan bantuan yang akan diberikan kepada pelajar -pelajar teraniayai ini dalam tempoh terdekat.

Kerajaan Selangor sangat kecewa dengan tindakan Kerajaan Persekutuan khususnya Menteri PengajianTinggi yang mengaku bertanggungjawab mengarahkan pembekuan PTPTN kepada UNISEL.

Tindakan tidak bertanggungjawab dan membelakangi semangat Federalisme ini bukan sahaja menganiayai pelajar-pelajar baharu malah telah mengecewakan ibubapa  yang menaruh harapan tinggi terhadap anak-anak mereka.

Barisan Nasional telah menjadikan pelajar UNISEL dan ibubapa mereka yang sebahagian besarnya Melayu sebagai mangsa hanya kerana perbezaan dasar politik antara Kerajaan Selangor dan Pusat.  Hal ini jelas menunjukkan BN sanggup melakukan apa sahaja untuk melaksanakan politik sempit mereka hatta menganiaya dan menggadai masa depan anak-anak muda di negara ini.

SHAH ALAM, 7 JUN : Tindakan Perbadanan Tabung Pinjaman Tinggi Nasional (PTPTN) membekukan pinjaman kepada mahasiswa-mahasiswa UNISEL bukti Umno-BN mempolitikkan pendidikan untuk kepentingan dirinya sendiri.

Pemimpin Pakatan Rakyat hari ini berkata tindakan kerajaan pusat terhadap lebih 1,000 pelajar baru UNISEL atau Universiti Selangor merupakan dendam terhadap Pakatan Rakyat.

Ahli Parlimen Shah Alam, Khalid Samad, berkata Umno-BN hanya memperjuangkan kepentingan parti dan bukannya Melayu seperti yang dilaungkan mereka.

"Lebih 90 peratus pelajar UNISEL adalah Melayu Bumiputera dan ini membuktikan Umno sedang mengkhianati orang Melayu," katanya dalam satu sidang media di pejabatnya di sini.

Hari ini, Menteri Pengajian Tinggi, Datuk Seri Mohamed Khaled Nordin berkata keputusan itu adalah untuk Pakatan membuktikan yang mereka mampu memberikan pendidikan percuma di Selangor.

Manakala Timbalan Perdana Menteri, Tan Sri Muhyidin Yasin hari ini menyifatkan tindakan PTPTN adalah 'adil' untuk PKR menguji dasar pendidikan percuma di negeri ini.

Manakala, Exco Selangor, Dr. Yaakob Sapari menyelar tindakan Khaled itu sebagai menekan mahasiswa yang baru mendaftar.

"Menteri hanya diberi amanah mentadbir, mengapa perlu dikeluarkan arahan bagi menyekat itu dan ini.

"Perlu diingat bahawa 22 peratus dari cukai kerajaan pusat disumbang oleh kerajaan Selangor," tegas beliau sambil menyifatkan keputusan itu tidak matang dan kebudak-budakan.

Katanya, Pakatan hanya akan melaksanakan dasar pendidikan percuma setelah mengambil alih Putrajaya.

"Tindakan ini membuktikan bahawa Umno-BN tidak akan menyediakan pendidikan percuma kepada rakyat."

Sementara itu, setiausaha publisiti DAP Selangor Jenice Lee menyifatkan tindakan Khaled sebagai tidak professional.

Tegasnya pendidikan seharusnya bebas daripada campur tangan politik yang menindas mahasiswa.

"Keputusan itu jelas bermotifkan balas dendam terhadap Pakatan yang ingin melaksanakan pendidikan percuma dan saya perlu tegaskan bahawa pendidikan adalah tanggungjawab kerajaan pusat," katanya yang juga Adun Teratai.

Submarine deal resurfaces to haunt Malaysia's top man Monday, 04 June 2012 Roger Mitton   Share307 A decision made in Paris last month means that one of this region's most sensational episodes is going to resurface with a vengeance. It began a dozen years ago when Malaysia's Prime Minister Najib Razak held the defence portfolio and ordered two Scorpene submarines from the French shipbuilder, DCNS, for about US$400 million each. The deal was brokered by Razak Baginda, who ran the Malaysian Strategic Research Institute, which was funded by Najib and designed to further his political career. In the interest of full disclosure, let me reveal that I met Razak regularly during my posting in Kuala Lumpur in the 1990s and continue to see him each time I visit Malaysia. When he became pointman for the Scorpene purchase, however, I had left KL and did not see him again until we met in Venice, Italy, at the 2002 ASEAN-Europe conference. Razak attended only briefly and when I asked why he was rushing off, he said he was needed in Paris for an important defence deal. Later, it was revealed in the Malaysian parliament that the "commission" for the sub contract was 114 million euros, or about $160 million at the time. The money was paid into the KL bank account of Perimekar, a company set up by Razak just before the contract was signed and which had no track record of handling defence procurements.  It is alleged that the $160 million was split
between Razak, Najib and other figures in the United Malays National Organisation, the dominant party in Malaysia's ruling National Front coalition. Based on this allegation, the French police raided the offices of DCNS and seized a stack of documents indicating the payment of massive bribes. And last month, after examining the documents, Judge Roger Le Loire ordered a criminal investigation to be launched. It will almost certainly involve filing subpoenas for both Razak and Prime Minister Najib to appear in court. Before considering that dramatic prospect, however, we must recall that when negotiating the contract, something amazing happened to Razak.

He fell in love. Now although Razak, a family man with a high-profile public image, had long emulated the philandering reputation of his mentor Najib, this latest affair was completely different. He fell hook, line and sinker for the woman – a stunningly beautiful Mongolian model named Altantuya "Tuya" Shaaribuu. Soon after meeting her in Hong Kong, Razak took her off to tour Europe in his red Ferrari, wining and dining at all the best spots and finally ending up in Paris where they met Najib. Multilingual Tuya, as well as being drop-dead gorgeous, was also smart and quickly learned about the huge bribe for the sub deal and doubtless envisaged a handsome cut for herself. But succumbing to "fatal attraction syndrome", she clung relentlessly to Razak, and he, fearing that her indiscretions might bring him down, tried to end the affair. She would not have it, and in desperation, he spoke to Najib and the police were called in to keep her away. Two aggressive Special Branch officers took their assignment literally and kidnapped her. Then they raped her, shot her in the head and blew up her body with C4 explosives from Najib's defence ministry – and for good measure, erased her entry into Malaysia from immigration records. In effect, she vanished. But thanks to continued pressure from her well-connected family and the Mongolian Embassy, the crime was eventually uncovered and those involved arrested – all except Najib, of course. After a long, lurid and electrifying trial, the two cops were sentenced to death and Razak was acquitted. Now, however, with the launch of Judge Le Loire's investigation in Paris, it appears he could soon be back in court.

And PM Najib may not escape so easily either, since the issue will be raised in parliament next week and will impact the coming general election.  If so, Tuya's gruesome death will not have been in vain.

Share on print Share on email More Sharing ServicesShare this Labour MP Evarist Bartolo revealed details of a Maltese company implicated in French anti-corruption sting Raphael Vassallo Yesterday's Parliamentary discussion took an unexpected turn, when Opposition MP Evarist Bartolo used his adjournment speech to highlight details of an ongoing international criminal investigation into a complex web of murder, intrigue and scandal in which a Maltese company is understood to be involved.

According to the investigation cited by Bartolo in parliament yesterday, a French-owned, Malta-based financial consultancy services called 'Gifen' is involved in a money-laundering operation which is in turn connected to: a €1 billion contract for the purchase of military submarines from France by the Malaysian government in 2002; allegations of a €114 million 'commission' that changed hands during negotiations between French and Malaysian officials; and - most sinister of all - the kidnapping and violent murder of a Mongolian modelling student in Malaysia in 2006.

In parliament yesterday, Bartolo revealed how this complex bribery/murder scenario, that has caused scandal in both Malaysia and France over the past decade, has now also managed to finds its way here to Malta: with a Maltese company currently being investigated by French officials over allegations of laundering part of the money involved in this transaction..

The former Education Minister revealed how French inquiring magistrates have now ordered the police to initiate an international investigation into a number of companies based in France, Luxembourg and Hong Kong - including one in Malta - as part of a global anti-corruption sting.

The story opens in June 2002, when, after three years of negotiations, the Malaysian government concluded a €1 billion deal with French company Armaris (now DCNS) and Spanish naval shipbuilder Izar (now Navantia) for the purchase of 2 SSK Scorpene submarines, as well as associated support and training.

The contract was signed by Malyasia's minister of defense (now prime minister) Najib Razak, and allegations quickly followed that DCSN had previously been sold confidential information relating to their bid by Malaysian companies understood to be close to Razak.

One company named in the initial rumours was Perimekar, owned by Razak's close associate, the prominent Malaysian businessman Abdul Razak Baginda.

But it was with the 2006 murder of 28-year-old Mongolian modelling student Altantuya Shaaribuu that suspicions of high-level corruption started to gain ground in earnest.

In March 2009, French Journalist Arnaud Dubus published a report in France's Liberation, citing hundreds of confidential documents, which suggested a connection between the mysterious murder of the student-model, and a 'commission' of around €114 million paid to Perimekar in connection with the Scorpene submarine deal.

The motive for Altantuya's death was reportedly that she had claimed a €500,000 share of the "commission" paid to Baginda (who appears to have also been her lover) for the purchase of the submarines... and then threatened to reveal all that she knew about this case if her demand was not met.

According to documents made public by French newspaper 'Liberation', Altantuya had been murdered on the orders of Abdul Razak Baginda, who was later acquitted on all charges by a Malaysian court.

However, Prime Minister Razak himself has now been implicated in the associated bribery deal, and Dubus' report includes details of text messages he had reportedly sent Baginda, which in turn strongly imply a cover-up and interference with police investigations.

The kidnapping itself was carried out in broad daylight in front of Baginda's house in the presence of eye-witnesses. And in a detail that could easily have emerged from a James Bond movie, the perpetrators were later identified only because the taxi-driver who had been hired by Altantuya for the day, reported the kidnapper's car licence plate to the police... officially as part of a complaint that he had not been paid for his services.

Police investigations traced the vehicle to Malaysian Special Branch police, causing embarrassment to the government, and awakening curiosity among the local press.

But while the Malaysia investigations have apparently stalled, French investigators soon took an interest in a case which appears (if allegations are true) to also point fingers at one of France's top names in the shipbuilding industry.

French investigating magistrates are now looking into a Hong Kong-based company called Terasasi (Hong Kong) Ltd. Abdul Razak Baginda is listed as one of the two directors of the company. The other director is his father, Abdul Malim Bag.

MB: Pusat Tiada Hak Diskriminasi Unisel

SHAH ALAM 6 JUN : Kerajaan Pusat tidak mempunyai hak untuk bersikap diskriminasi dan menafikan hak pelajar baru Universiti Selangor (Unisel) untuk mendapatkan pinjaman Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN).

Menteri Besar, Tan Sri Abdul Khalid Ibrahim berkata, tindakan tidak bertanggungjawab tersebut jelas bertentangan dengan prinsip perbadanan itu untuk membantu golongan yang berkelayakan mendapat pinjaman.

"Walaupun Unisel merupakan sebuah universiti negeri tetapi ia juga menyediakan peluang pendidikan tinggi kepada pelajar dari luar Selangor seperti Terengganu, Sabah, Johor dan sebagainya.

"Jadi tindakan ini sama sekali tidak adil dan seterusnya membantutkan peluang pelajar-pelajar untuk melanjutkan pelajaran," jelas Abdul Khalid dalam satu sidang media selepas Mesyuarat Exco sebentar tadi.

Mengulas cabaran Menteri Pengajian Tinggi, Datuk Seri Mohamed Khaled Nordin untuk Kerajaan Negeri menghapuskan yuran pengajian Unisel, beliau menjelaskan perkara itu di luar bidang kuasa Kerajaan Negeri.

"Melainkan kalau Khaled Nordin putus asa dengan kementeriannya dan memberi kita peluang pegang, nescaya dalam masa 100 hari sekurang-kurangnya, dengan gembira kita akan menghapuskan segala yuran untuk pendidikan sehingga ke peringkat tertinggi.

"Itu jugalah yang diperjuangkan Pakatan Rakyat iaitu komitmen memberi pendidikan percuma apabila berjaya memegang Putrajaya, bukanlah sekarang kerana kapasiti bidang kuasa antara negeri dan pusat berbeza," tegas Abdul Khalid.

Ditanya tindakan susulan berhubung pembekuan pinjaman tersebut, beliau berkata, Kerajaan Negeri memandang serius perkara berkenaan dan akan menggesa Kerajaan Pusat untuk menarik balik pembekuan tersebut.

"Ibubapa juga boleh berkerjasama dengan kita untuk mendapatkan pinjaman daripada PTPTN demi pendidikan anak-anak mereka kerana itu hak mereka," jelasnya lagi.

Menteri Pendidikan Tinggi Mengarahkan PTPTN Menyekat Pinjaman Pelajar UNISEL?

Perkembangan terbaru bahawa PTPTN bertindak menyekat pinjaman pelajar Unisel adalah membimbangkan.

Saya juga terkejut dengan satu tweet oleh Dato' Seri Khaled Nordin, Menteri Pendidikan Tinggi berhubung perkara ini, yang dibuat semalam seperti berikut:

"Unisel boleh hapuskan yuran, dgn sendirinya memenuhi matlamat
pendidikan percuma dan penutupan PTPTN yg dilaungkan Anuar dan Pakatan
"

Gelagat beliau yang seolah-olah meraikan kepayahan ribuan pelajar dan mengamalkan politik dendam menimbulkan tanda tanya yang lebih besar: apakah beliau sendiri yang mengarahkan agar PTPTN menyekat pinjaman kepada pelajar Unisel sebagai sebahagian dari mainan politik dendam Umno/Barisan Nasional?

Polemik tawaran pendidikan percuma dan pemansuhan PTPTN adalah perkembangan yang sihat dan wajar diraikan. KEADILAN mengambil pendirian bahawa model pendidikan tinggi sedia ada yang mendahulukan pendidikan swasta dengan menghadkan pelaburan di dalam institusi pendidikan awam akan menjerumuskan negara ke kancah hutang seperti yang telah berlaku di negara-negara lain.

Pada masa yang sama, KEADILAN juga yakin bahawa Malaysia mampu menawarkan pendidikan tinggi percuma kepada rakyatnya berdasarkan kira-kira yang telah dibentangkan kepada rakyat.

Oleh kerana pendidikan tinggi adalah bidang kuasa pusat dan mengikut Perlembagaan dibiayai oleh dana kewangan Kerajaan Pusat, maka sebarang perubahan dalam model pendidikan tinggi negara hanya boleh dilaksanakan secara bersepadu oleh Kerajaan Pusat.

Seharusnya Dato' Seri Khaled Nordin, sebagai Menteri Pendidikan Tinggi menjadi pemuka yang paling intelek untuk mempertahankan model pendidikan tinggi yang mendahulukan swasta seperti yang diamalkan sekarang, bukannya mengambil sikap kebudak-budakan dengan berdendam dan menghukum pelajar.

Saya juga harus memuji rakan saya Saudara Khairy Jamaluddin yang jelas lebih professional dan berilmu dalam hal ini, sewajarnya beliaulah yang dilantik menjadi Menteri Pendidikan Tinggi oleh Umno/Barisan Nasional bagi menggantikan Dato' Seri Khaled Nordin.

Saya mencabar Dato' Seri Khaled Nordin untuk menjelaskan kepada rakyat sama ada tindakan menyekat pinjaman PTPTN kepada pelajar Unisel ini adalah arahan beliau sendiri?

Jika itu benar, tindakan itu perlu dikutuk dan beliau wajar meletakkan jawatan kerana mengamalkan politik berdendam yang tidak lagi sesuai dengan arus politik mutakhir.

Jika beliau tidak terlibat, beliau harus bertanggungjawab campur tangan dan memastikan tindakan kebudak-budakan yang zalim ini tidak akan berlaku lagi di masa akan datang.

Capex Bukan Di Bawah Tanggungjawab Kerajaan Negeri

SHAH ALAM, 6 JUN : Kerajaan Selangor hari ini menegaskan perbelanjaan modal (capex) bagi kerja-kerja penyelenggaraan adalah tanggungjawab Kerajaan Pusat dan bukan di bawah bidang kuasa negeri.

Menteri Besar, Tan Sri Abdul Khalid Ibrahim berkata, capex hanya akan menjadi tanggungjawab kerajaan negeri sekiranya industri air negeri distruktur semula.

Kenyataan Abdul Khalid itu sekaligus menolak dakwaan Umno-BN bahawa krisis air sengaja dipolitikkan oleh kerajaan Pakatan Rakyat (Pakatan).

"Telah dinyatakan sebelum ini bahawa Pengurusan Aset Air Berhad (PAAB) bertanggungjawab memberi peruntukan supaya pembaikan dan pemulihan dapat dilakukan berasaskan kepada beberapa pemantau oleh Suruhanjaya Perkhidmatan Air Negara (SPAN).

"Apabila penyusunan semula air berlaku, barulah kerajaan negeri dapat menguruskan serta memberi peruntukan itu untuk kerja-kerja penyelenggaraan.

"Kita hanya ikut Akta Air atau Water Act (Wasiah)," katanya.

Sebelum ini portal berita Mstar Online melaporkan Koordinator Barisan Nasional (BN) Selangor, Datuk Seri Mohd Zin Mohamed mendakwa masalah kekurangan bekalan air Selangor mula timbul selepas Pakatan mengambil alih pentadbiran.

Kata Mohd Zin, kerajaan negeri membekukan capex syarikat konsesi sehingga mereka tidak berupaya meneruskan kerja-kerja penggantian paip yang telah lama dan rosak.

Jelasnya, sikap kerajaan negeri menunding jari kepada syarikat konsesi adalah tidak masuk akal kerana mereka sendiri yang membekukan Capex.

Justeru ujar Abdul Khalid, forum khas air yang akan dilaksanakan minggu depan adalah peluang terbaik bagi menerangkan kaedah pengurusan air di Selangor dan kawasan Semenanjung.

"Kita perlu adakan forum ini kerana orang ramai masih tidak faham. Dulu Umno-BN kata Selangor tak cukup air mentah, kita dah terangkan semuanya. Sekarang mereka kata kita tidak cukup non-revenue water (NRW).

"Kerajaan negeri akan pastikan tiada kenaikan tarif air dan akan teruskan pemberian air percuma untuk jangka masa sepuluh tahun akan datang," jelasnya.

Padang PKNS: MB Pelawa Penduduk Bincang

SHAH ALAM, 6 JUN : Penduduk SS7, Kelana Jaya dialu-alukan untuk mendengar perbincangan Jawatankuasa Bebas yang akan ditubuhkan Kerajaan Negeri Selangor bagi menyelesaikan isu padang kompleks Sukan Perbadanan Kemajuan Negeri Selangor (PKNS).

Menurut Menteri Besar, Tan Sri Abdul Khalid Ibrahim, isu tersebut perlu dinilai secara telus dengan membabitkan penyertaan semua pihak termasuk Majlis Bandaraya Petaling Jaya (MBPJ) dan Jabatan Perancangan Bandar dan Desa (JPBD).

Beliau berkata, jawatankuasa itu akan dikendalikan badan profesional yang terdiri daripada bekas hakim serta arkitek perancangan bandar dan desa, tanpa membabitkan individu yang mempunyai kaitan dengan Kerajaan Negeri.

"Jika dilihat secara menyeluruh mengenai perkara ini, semua pihak terbabit sama ada secara langsung atau tidak langsung termasuk Kerajaan Negeri sendiri.

"Jika ada yang mengatakan proses ini dikendalikan oleh Exco atau kakitangan Kerajaan Negeri, maka kita tidak panggil ia sebagai Jawatankuasa Bebas. Malah kita tidak akan mempelawa penduduk untuk turut serta," katanya.

Tambahnya, pelaksanaan terhadap perkara itu akan dilaksanakan dalam masa terdekat dengan mengambil kira pandangan semua pihak.

"Mereka (Jawatankuasa Bebas) akan mengkaji semula apa yang berlaku supaya perkara ini dapat diselesaikan segera dan kita dapat tahu hal yang sebenar," ujarnya.

Sebelum ini, isu terbabit dibangkitkan apabila padang PKNS di SS7 Kelana Jaya berhampiran Lebuhraya Damansara Puchong ingin dimajukan PKNS sebagai projek komersial.

Hal tersebut menimbulkan bantahan penduduk setempat ekoran kawasan itu diwartakan sebagai kawasan hijau.

Bagaimanapun, Datuk Bandar MBPJ, Datuk Mohamad Roslan baru-baru ini mengakui terdapat kesilapan cetak oleh MBPJ dalam Rancangan Tempatan Petaling Jaya (RTPJ2).

Oleh itu, Roslan memaklumkan pihaknya akan mengikut buku yang dicetak oleh Jabatan Perancangan Bandar dan Desa (JPBD).

Daftar Pemilih : Selangor Sedia Heret SPR, Pusat Ke Mahkamah

SHAH ALAM, 5 JUN: Kerajaan Selangor bersedia mengambil tindakan mahkamah terhadap Suruhanjaya Pilihan Raya (SPR) dan Kerajaan Pusat sekiranya semakan oleh Kerajaan Negeri mendapati daftar pemilih SPR terbukti mengandungi unsur-unsur penipuan.

Demikian menurut Pengerusi Jawatankuasa Tetap Kerajaan Tempatan, Kajian dan Penyelidikan Negeri Selangor, Ronnie Liu dalam rancangan 'Terus Terang' terbitan TV Selangor .

Menurut Ronnie, daftar pemilih yang dikeluarkan oleh SPR menimbulkan banyak keraguan.

"Kita ada terima laporan dari senarai daftar pemilih SPR yang baru, kita semua terkejut pengundi baru untuk Selangor sahaja bertambah sebanyak setengah juta.

"Ini luar biasa. Ini tentu ada 'hanky panky'. Kotor, tetapi kotor sampai mana kita belum tahu lagi sebab kita baru sahaja melancarkan satu proses semakan dengan pergi rumah ke rumah dengan bantuan ketua kampung, ahli majlis dan rakan-rakan.

"Lebih kurang dalam masa seminggu lagi kita akan dapat tahu wujudkah pengundi hantu, berapa pengundi hantu, dari Indonesia, Myanmar kita akan beritahu, kita akan buat laporan nanti," ujar Ronnie ketika menjawab soalan pengacara rancangan temubual itu, Mat Zahari Ali.

Pada April lalu, laporan minoriti Jawatankuasa Terpilih Parlimen untuk memperbaiki sistem pilihan raya dan membuktikan penipuan terang-terangan SPR telah ditolak perbahasannya oleh Speaker Dewan Rakyat, Tan Sri Pandikar Amin Mulia.

Antara bukti yang dikemukan dalam laporan itu terdapat 80 ribu pengundi di negara ini yang mempunyai dua alamat secara serentak.

Rentetan peristiwa itu telah membawa kepada perhimpuan BERSIH 3.0 (Gabungan Pilihan Raya Bersih dan Adil) pada 28 April lalu.

Dalam satu kenyataan Menteri Besar, Tan Sri Abdul Khalid Ibrahim kepada TVS baru-baru ini, Dewan Negeri Selangor tidak akan dibubarkan sebelum daftar pemilih SPR dibersihkan.

Scorpene Lawyers Now Deciphering Documents to Show Najib ‘RECEIVED THE MONEY DIRECTLY’

High or low treason, Malaysia’s ruling BN government is keeping its eyes tightly shut over a shady RM7.3bil submarines acquisition and with good reason. Their leader, Prime Minister Najib Razak, is at the center of the arms procurement corruption trial involving French vendor DCNS that began in Paris in April.

Despite the mountain of evidence uncovered by the French police, Malaysian authorities – from Najib’s department to his Umno party, the police, Malaysian Anti Corruption Commission and even the Royal Malaysian Navy itself have refused to comment.

But silence will not be golden for Najib, who controversially came to power in 2009.

“The lawyers told us that the documents seized by the French police show a clear link between Razak Baginda and Najib. The French judge is satisfied there are grounds to subpoena Baginda and wants Suaram lawyers to decipher more documents that directly showed Najib received the money before they summon him,” PKR MP for Batu Tian Chua told Malaysia Chronicle.

Tian was referring to the French legal team hired by Malaysian NGO Suaram, which had in 2010 filed a complaint with the Parisian authorities after failing to get the Malaysian agencies to initiate a full-scale probe despite years of trying and growing public anger over the abuse of trust and taxpayers’ money.

The 58-year-old Najib has been accused of accepting 114 million euros or RM570mil bribe for agreeing to buy two Scorpene submarines from DCNS in 2002 when he was the Defense minister.

Razak Baginda, formerly a prominent political analyst, has long been a close friend of Najib’s. He was a lecturer for the Ministry of Defense and among the negotiators in Scorpenes purchase by the Malaysian government. He also ran a private think-tank.

Bombshell in Bangkok leaves Malaysian navy ‘deaf’ and ‘dumb’?

Suaram and its lawyers had last week held a high-profile press conference in Bangkok, revealing the latest status in the Parisian investigation, and Tian was among those who had flown to the Thai capital to get the latest information.

In Bangkok, French lawyers had dropped a bombshell. According to Joseph Breham, who heads the legal team, Parisian police had found evidence that a firm Terasasi controlled by Baginda and his father had sold Malaysian naval secrets to DCNS.

"It was a secret document by the Malaysian Navy, an evaluation for the order of the submarines, which is a highly confidential report," said Breham.

But it looks like the cat may have got Royal Malaysian Navy’s tongue. Despite the gravity of the situation, the Malaysian naval leaders had nothing to say.

“We have no comment for now,” Royal Malaysian Navy media and web director Commander Ismail Othman was reported as telling a news portal.

Silence is NOT golden despite media blackout in M’sia

Baginda was also charged for abetting the murder of his ex-lover Altantuya Shaariibuu, who is believed to have been killed because of her knowledge of the Scorpene transaction. Baginda’s private investigator P Balasubramaniam has alleged that she was also Najib’s mistress and it was the PM who had ‘passed’ her onto Baginda.

Two of Najib former bodyguards were sentenced to hang for murdering Altantuya while Baginda was controversially acquitted, prompting further concern that the Malaysian authorities were shielding the ‘real killers’ or ‘puppet-masters’.

"We were shocked with Suaram's exposé that a company linked to PM Najib had sold these defence secrets. This is a national crisis that requires immediate action,” PKR MP for Gombak Azmin Ali told reporters on Wednesday.

"I urge Najib not to take this issue lightly. He must come forward to answer how his key advisers had sold off our defence secrets. I also urge the relevant authorities — the police, MACC and the Malaysian Armed Forces — to commence investigations immediately and bring those responsible to justice.”

Given that the submarines were ordered in 2002, Altantuya was murdered in 2006, Najib’s bodyguards sentenced in 2009, few Malaysians expect the BN to move with any speed on the case – especially with the 13th general election looming.

Due to the complete blackout by the government media, with opinion pollsters also cautioned against doing any survey on whether the Scorpenes corruption and Altantuya murder had dented Najib’s credibility, Azmin is unlikely to get any answer from Najib at all.

Will Najib and Umno duck the issue again at Parliament next week?

Nonetheless, the Pakatan Rakyat coalition led by Najib’s arch rival Anwar Ibrahim is unlikely to let Najib off the hook. Pantai Lembah MP Nurul Izzah has also pledged to raise the matter in Parliament, which convenes next week.

Tian has also assured constituents that he will lodge another formal report with the MACC.

Documents seized by the French police included a document tagged "Malaysia", wherein there was a confidential report regarding Perimekar and Terasasi – two firms linked to Baginda and alleged to be the vessels through which the DCNS bribes had been funneled back to Najib and his Umno party.

The confidential report included a note on "Retracing the background of negotiations”, which stated that pursuant to the major defense contracts between France and Malaysia, there was a requirement that substantial transfer of money had to be channeled to individuals and/or political organizations.

"The note specifically states that apart from individuals, the ruling party Umno is the biggest beneficiary. Consultants are often used as political network agents to facilitate these monetary transfers and to receive commissions from their mandators. The note mentions about Mohd Ibrahim Mohd Noor and Abdul Razak as points of reference for the political network,” said SUARAM in a statement issued on Wednesday.

Mohd Ibrahim is known to be close to former Finance minister Daim Zainuddin, but he dropped out of Perimekar when Daim’s power in Umno waned after resigning in 2001. It was then that Razak Baginda took over as Najib’s power in both Umno and the federal government grew.

 

Outlaws in Europe

Baginda is being sought as a witness in the French case. After his acquittal, he left overseas and obtained a doctorate fro the Oxford university and is believed to be living in self-exile with his family in Europe.

All eyes are now whether the French court will summon current Malaysian Defense minister Zahid Hamidi and if Najib will agree to take the witness stand.

If the Malaysian men refuse to do, they will become outlaws in Europe, which would make it extremely embarrassing for Najib to continue to be PM unless Malaysia were to cut off diplomatic ties with the Eurozone.

Maltese opposition MP alleges French company may have laundered some of the money

Malaysia's long-running submarine scandal appears to have widened all the way to the Mediterranean island of Malta, with an opposition Member of Parliament alleging that a French-owned, Malta-based financial consultancy is being investigated for its role in the controversial US$1 billion purchase of the boats by the Malaysian government.

According to the Malta-based news portal Malta Today, MP Evarist Bartolo told the Maltese parliament that the French-owned financial consultancy Gifen is being investigated by French officials over allegations that part of a €114 million commission paid to Perimekar Sdn Bhd, then wholly owned by Abdul Razak Baginda, a close associate of Malaysian Prime Minister Najib Tun Razak, may have been laundered through Malta. The Perimekar commission has been criticized as a subterfuge to steer kickbacks to political figures.

Other news reports from Malta alleged that Gifen was established by Jean-Marie Bouvin, who has been also heavily involved in other sales by the French state-owned company DCN of submarines to Pakistan and frigates to Taiwan. Both of those transactions have been dogged by a flock of spectacular murders.

French prosecutors were said to have discovered Gifen after they scrutinized a vast trove of documents and internal confidential reports of DCN and the French Ministry of Defense as well as interviewing DCNS officials and related companies such as Thales as well as officials in the French ministry of defense.

Other companies allegedly used for similar purposes, Bartolo said, were Eurolux, based in Luxembourg, and Technomar, based in Belgium. Bartolo further alleged that Gifen, which was founded in 2001 by Bouvin, was well-connected with the French secret services, and had close ties both with former French President Nicolas Sarkozy and Prime Minister Dominique de Villepin. After France signed the UN Convention Against Corruption, Bouvin allegedly began to operate though different channels – setting up companies in Ireland, Switzerland, Mauritius, the Isle of Man and Malta, Malta Today reported.

Sarkozy has been mentioned in connection with bribes promised to Pakistani generals for the purchase of SSK Scorpene submarines from Armaris, now a unit of the French defense giant DCNS. Eleven French technicians were blown up with a car bomb that was first blamed on Al Qaeda. However, subsequent stories in France about the scandal, called "L'Affaire Karachi," alleged that Pakistani generals blew up the van in retaliation for the cancellation by then-President Jacques Chirac of kickbacks promised in the sale of the vessels.. Sarkozy has angrily denied any involvement in the kickback scheme. However, now that he has lost the French presidency to Francois Hollande, investigators may be taking another look at his activities.

Bartolo, the former Education Minister, said French inquiring magistrates have now ordered the police to initiate an international investigation into the companies based in France, Luxembourg and Hong Kong – including Gifen in Malta – as part of a global anti-corruption sting.

The Malaysian Ministry of Defense purchased the two SSK Scorpene submarines in 2002 from Armaris. At that point, Najib Tun Razak was defense minister and engineered the purchase.

French lawyers William Bourdon and Joseph Breham of the public service law firm Avocats a la Cour were successful in opening the DCNS books on behalf of the Malaysian human rights NGO Suaram earlier this year. In an email, Breham said he was aware of Gifen as a company but wasn't sure if it is part of the probe he has been following.

In any case, a stream of revelations of bribes and kickbacks has flowed across the world. So far, however, they have done little damage to Najib's popularity as he maneuvers his national ruling coalition into position for what are expected to be national elections sometime this fall. Among those allegations, according to Breham, is that Terasasi Sdn Bhd., which is owned by Razak Baginda, was paid €39 million euros for confidential documents on the ministry of defense's specification for the submarine purchase. As Asia Sentinel has reported, the money appears to have been steered through Terasasi Hong Kong Ltd., which was established later.

According to Malta Today, Bartolo revealed that several companies worldwide currently investigated by French authorities in connection with this case and that Gifen’s most active years were between 2001 and 2004, with an income of almost €1.5 million, while its registered expenses took the form of ‘consultancy services’ and ‘travelling expenses."

Bartolo was also quoted as adding that French investigators are currently looking into whether Gifen was used “to facilitate the movement of money involved in this contract,” as well as to pay for travelling expenses for the Malaysians. According to the Opposition MP, Bouvin would pay commissions through a company called Heine in order to secure successful bids for public contracts.

Bartolo added that responsibility to regulate such operations in Malta fell to the Financial Intelligence Analysis Unit and the Malta Financial Services Authority, and that the reputation of Malta as a center for financial services was at stake. He reminded the House of a report by the Council of Europe’s Committee on Money Laundering, which had observed that Malta’s legislation is good, but enforcement is lacking.
