Air Itam market upgrade: Handling over the keys to the traders

As reported in Guang Min. YB Wong Hon Wai, State Assemblyman of Air Itam, handling over the keys to the traders. This marked the completion of Phase I upgrade of Air Itam market. The market upgrade exercise started on 15 March 2011 and schedule to complete by end of the year.

(檳城19日訊)一開始引來小販反彈的阿依淡巴剎提升工程,經過幾次會議協商後順利展開,如今完成第一階段工程,小販也沒有再發出不滿的聲音。
依照原本計劃,要在農曆新年前展開工程,小販需分三批遷移至臨時停車場做生意,引來小販的不滿,民政黨及馬華的協調員也插手非議。
過後阿依淡區州議員黃漢偉與檳島市政局、承包商開了6次會議,也與小販舉行3次協調會議,雙方加強溝通,工程終於在3月15日展開。
黃漢偉週四早上到巴剎巡視,並移交捲門鎖匙給干料小販。
他說,第一期工程涉及45檔包括海鮮攤販和干料小販,耗約2個月完成。
他表示曾要求承包商,施工期間以不影響小販生意為優先,而不以進度作為考量點。

料年杪完成所有工程

"耗費87萬令吉的提升工程分4階段進行,預計全部工程需至年杪才完成。目前進行第二期工程,涉及豬肉與豆腐檔。"
他表示,暫時不會調高租金,小販每個月需繳付的租金和執照費共21令吉。
出席者包括檳島市議員林清和、柏勒阿南、首長州選區助理方建明及檳市局官員。

施工沒影響生意

67歲的干料雜貨小販周鄭亞准對於新環境豎起姆指大大讚好,開心極了。
他說,承包商在他早上10點收檔後才動工,施工期間生意照做,生計不受影響, 這做法讓他非常滿意。

YB Wong Hon Wai chipped in the medical fund for 2 families. Sin Kang Primary School has launched a campaign to assist 2 students/family members who has suffered from cancer. The school students, teachers and parents raised RM30,000 for that purpose.

■顏美美的小女兒只有兩個月半大,樣貌可愛,逗得黃漢偉笑逐顏開。

(檳城19日訊)檳城新江小學以"愛"推動全校籌款運動支援2學生家庭的報導見報後,陸續獲得各界人士的關注及捐款,包括亞依淡區州議員黃漢偉也雪中送炭,獻上3000令吉撥款。
黃漢偉亦是閱報後得知上述個案,週四前往新江小學探訪兩名患癌學生及家長,他高度讚揚新江董家教合力籌募超過3萬令吉醫藥費,給予有關癌症家庭渡過難關,以解生活費的煩憂。

讚校方仁風義舉

"校方在短短10天成功召集全體教職員和家協理事,為學生劉燕妮及家長周康順積極籌款,身為人民代議士的我,也要付出一份力,傚仿學校的仁風義舉,從選區撥款各1500令吉。"
就讀五年級的劉燕妮及另一名學生家長周康順皆不幸患上血癌與鼻咽癌,後者因接受治療而缺席當天的探訪會,由其太太顏美美代為接領款項,陪同見證者也包括家協副主席張彬聖。

師生用行動體現愛的教育

黃漢偉一再稱讚新江小學,不僅是一所辦教育的學校,也發揮大愛精神,關懷學生及家長病情。同時,間接教育該校的學生們,何謂守望相助的含義,因為社會需要"愛"維繫和滋養。
由於兩個家庭都不幸受到癌症的困擾,校方卯足全力推動籌款運動,不僅獲得全體師生的空前迴響,甚至社會人士也踴躍捐助,籌得3萬254令吉,充分體現出大家珍惜生命的精神。
校長黃亞發也指出,自兩個家庭的境況見報後,還是有很多熱心的家長及公眾給予關心,捐款紛沓而至,看到這些充滿愛心的人士伸出援手,讓我們覺得這個社會真的很溫暖。
他表示,這是他掌校6年多以來,首次發動的籌款運動,當時透過班級老師獲知學生面對的家庭問題,遂向家長進一步了解及得到同意後,就由家教協會發起為期10天的籌款運動。

燕妮盼早日康復重返校園

"我很想念以前上學的日子,也非常掛念學校的老師和同學。"
自從患上血癌,劉燕妮就聽取醫生的建議,暫時休學直至病情穩定,她坦言,已經半年沒上學,在治療的這段日子,讓她很想念學校的人事物,迫切希望早日重返校園生活。

周康順情況穩定

她說,她的願望是快點好起來,以後開一家餐館當老闆,因為她喜歡吃,尤其是KFC,不過現在要忌口。為照顧身體虛弱的燕妮,其父親劉青吉唯有放下工作,陪在她身旁。
另外,學生周慧敏的父親周康順今年48歲,是一名從事地磚的水泥工人,於2年多前發現患上鼻咽癌,他必須接受35次的療程,已完成4次電療,情況穩定。
顏美美(35歲)是全職家庭主婦,與周康順育有4名子女,大女兒周慧敏就讀新江小學,2名兒子分別6歲及4歲,還有嗷嗷待哺的僅2個月半女娃娃,每月開銷逾千令吉。

Ridiculous And Gross Injustice That Top Students Who Have Done No Wrong Must Appeal To Fumbling And Incompetent PSD Officials To Be Awarded Scholarships.(en/cn)

Once again, the Malaysian public is serenaded with fancy promises by the Federal Government, only to be brought down again by incompetency in policy implementation. The Federal Government's promise of a meritocratic award of JPA scholarships to every single student that achieves 8A+s and above is now overshadowed by the bungling ineptitude of the delivery system.

Deputy Education Minister Wee Ka Siong blamed Public Service Department(PSD) officials for failing to follow Cabinet criteria in selecting scholarship recipients. As a result, many qualified applicants failed to obtain grants while those who students who performed worse were given scholarships instead.

Wee also added that there were a number of instances where straight A+ students had been denied scholarships and instead were only offered placements in matriculation programmes with loans. Meanwhile, students who obtained 4+s were awarded scholarships to the United States.

This gross blunder is totally unacceptable and should be rejected by all Malaysians. What's worse, the solution offered by Deputy Minister Wee Ka Siong has only compounded the problem and highlighted the severe lack of empathy within the walls of Putrajaya. He has suggested that students should accept whatever they are given first, and then submit an appeal to the JPA for review.

Why should the people who have not done any wrong be the ones who have to appeal? This is not only ridiculous but a gross injustice that top students who have done no wrong, must appeal to fumbling and incompetent PSD officials to be awarded scholarships. Should not responsibility be placed upon the JPA to correct their errors? This is a case of punishing the victim instead of the perpetrator. If the Federal Government thinks they can sweep this issue under the carpet, they are wrong.

This is exactly the kind of issue that has contributed to the growing national brain drain problem. How are young Malaysians supposed to believe that they live in a fair and just society when such straightforward matters cannot be conducted in a transparent and proper manner? It appears that instead of attempting to win the hearts and minds of talented young Malaysians, the Federal Government is intent on victimising and ostracising them. Blame should be squarely placed upon the shoulders of the Federal Government if this scandal leads to even more bleeding of talent.

We demand that a full investigation is carried out, and that those students with deserving results be immediately given scholarships without the need for them to demean themselves by appealing when it is not their mistake in the first place. Further JPA officials responsible should be punished as an example to other incompetent officials of zero tolerance for those who fail to practice competency, accountability and transparency.

Clearly the Federal government should go back to basics in employing competent government officials. 3 aspects are important for professional service. One, a good or effective system in place. Two a positive work ethic and attitude. Thirdly, inculcating a team spirit. How can the Economic Transformation Programme(ETP) efforts to attract and retain human talent work when the Federal government officials can not even get it right the simple job of offering scholarships to the best students and instead awarding it to the worst?

无罪无过的优秀生必须向公共服务局那些笨拙及无能的官员上诉,才能得到奖学金,这简直是天大的笑话和极度不公平的事情。

联邦政府对马来西亚人民所做的美丽承诺,再一次因政策执行不力而落空。联邦政府原本已经答应依照成绩表现,颁发公共服务局奖学金给每一名考获8个A+的学生,如今已经被恶劣、笨拙的公共服务系统弄得一塌糊涂。

副教育部长魏家祥责怪公共服务局的官员没有遵从内阁的指示,遴选奖学金得主。结果,很多符合资格的申请者被淘汰,反应那些成绩表现较差的学生获得奖学金。

魏家祥也指出,很多考获全科A+的学生不但得不到奖学金,反而只被选中以贷款方式就读大学预科班。而那些考获4A的学生,竟然获得前往美国的奖学金。

这种荒唐的事情令人无法接受,所有马来西亚人必须拒绝这种做法。更糟的是,副教育部长魏家祥所提供的解决方案只是雪上加霜,也突显了布城的高墙内的官僚没有同理心。他竟然建议学生,不论他们获得什么都先接受,然后再向公共服务局上诉。

为什么没有做错事的人要上诉?无罪无过的优秀生必须向公共服务局那些笨拙及无能的官员上诉,才能得到奖学金,这简直是天大的笑话和极度不公平的事情。难道公共服务局不应该首先为负起纠正错误的责任?这是典型"受害者被罚而犯错者无罪"。如果联邦政府以为他们可以把这个课题扫入地毯下,那么他们就错了。

正是这样的问题,导致我国人才外流越来越严重。政府连如此直接了当的问题都不能透明地、妥当地处理,我们要年轻一代的马来西亚人怎么相信他们活在一个公平与公正的社会?看来,联邦政府并不是努力地争取年青人才,反而企图把罪名推给他们、孤立他们。如果这项丑闻导致更多人才出走,联邦政府应该当当正正地负起责任。

我们要求当局全面调查这件事,那些符合资格的学生应该在不需要自我贬低、跑去上诉的情况下,即刻获得补发奖学金,毕竟错不在于他们。还有,负责的公共服务局官员必须接受处分,杀一儆百,警惕那些不称职的官员,绝不容忍不称职、无公信力、不透明的官员。

很明显地,联邦政府应该回到原点,雇用称职的政府官员。专业的公共服务必须具备三个条件:其一、良好及有效率的制度。其二、积极的工作文化和态度。其三、培养团队精神。联邦政府官员如果连颁发奖学金给优秀生这样简单的事情都做不到,反而把奖学金给了次等生,经济转型计划(ETP)还要谈什么吸引人才、留住人才?

DAP Insists That Monitors Of Political Parties And Election Commission(EC) Must Be Present At Postal Or Advanced Voting To Ensure That There Is No Cheating.

Postal voting for military and police personnel has been redefined as advance voting and will be handled only by Election Commission (EC) officers in the next general election. EC deputy chairman Datuk Wan Ahmad Wan Omar said advance voting would be fully handled by specially designated assistant returning officers (ROs) instead of the personnel’s superior officers in military camps and district police headquarters.

Whilst abolishing postal voting, except for members of the national security forces operating overseas and at the borders, is welcome there is concern that there is no difference in ensuring a free, fair, neutral and independent elections if political parties still do not have full access during the voting process. DAP insists that monitors of political parties and EC must be present during the voting process to ensure that there is no manipulation or cheating.

All Malaysian law enforcement and armed forces personnel sacrifice their lives every day to protect our country and should also enjoy the same rights and privileges as everyone else. Therefore, voting should be made as easy and accessible as possible for them.

In the current practice, postal voting is virtually conducted by the armed forces or police themselves. Counting is then done separately, where you have the ballot in a sealed envelope and an accompanying form that carries the signature of the witness and other details. As a result, this obvious lack of transparency has given rise to suspicions that votes can be traced to the voter, which is unconstitutional.

The current proposal to do away with postal voting is therefore seen to be a remedy to the above problem. However, the big question is: how will it then be done? From media reports, it would appear that armed forces and police personnel would cast their votes two or three days earlier at polling stations. If that is true, the question also arises whether all the normal checks and balances will be adhered to, such as the availability of polling agents and so on.

Lastly, it would also be interesting to see whether these changes will be implemented in the upcoming General Election. It is up to Election Commission Chairman to prove that these changes are positive and would add safeguards that would prevent cheating instead of making easier for certain parties to cheat during postal or advanced voting.

DAP fully supports a more transparent polling process, and hope that the Election Commission will ensure that this principle is adhered to. In addition, if we can now provide normal polling opportunities for armed forces and police personnel, we should also do so for the one million Malaysians residing or working overseas. Singapore has been successfully providing for the rights of its citizens at its High Commissions and Embassies overseas, and India has now started as well. If India, with a far larger electorate is able to implement such a programme, then there is no reason why Malaysia is unable to accommodate for the rights of her citizens.

Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, YAB Lim Guan Eng pada 20 Mei 2011 di Kuala Lumpur.

DAP mendesak agar pemantauan dari parti politik dan Suruhanjaya Pilihan Raya (SPR) dibenarkan ketika proses pengundian pos atau pengundian awal bagi memastikan tiada sebarang penipuan dilakukan.

Undi Pos untuk anggota tentera dan polis telah diberi penjenamaan semula dan dikenali sebagai pengundian awal dan hanya akan dikendalikan oleh pegawai Suruhanjaya Pilihan Raya (SPR) menjelang pilihan raya umum akan datang. Timbalan Pengerusi SPR Dato Wan Ahmad Wan Omar berkata pungutan pengundian awal (advanced voting) akan dikendalikan sepenuhnya oleh pegawai khas yang dilantik semula dan bukan lagi pegawai atasan di dalam kem askar mahupun ibu pejabat polis.

Sementara itu, penghapusan undi pos yang dikecualikan kepada kesemua anggota keselamatan yang bertugas di luar Negara dan di perbatasan adalah sangat- sangat dialukan berikutan wujud kebimbangan bahawa tiada perbezaan dalam mewujudkan pilihan raya yang bebas, adil dan berkecuali sekiranya parti politik masih tidak mempunyai hak untuk menjadi pemerhatian ketika proses pengundian dijalankan. DAP menegaskan bahawa pemantauan dari parti politik dan SPR harus dilaksanakan ketika proses pengundian dillakukan bagi memastikan tiada ada manipulasi mahupun penipuan berlaku.

Semua penguatkuasaan undang- undang Malaysia dan anggota angkatan bersenjata mengorbankan hidup mereka setiap hari bagi melindungi Negara dan mereka seharusnya mempunyai hak dan keistimewaan yang sama seperti orang lain. Oleh itu, proses pengundian undi seharusnya dilakukan dengan semudah mungkin.

Dalam amalan sekarang, undi pos dilaksanakan kepada hampir semua angkatan bersenjata termasuk polis sendiri. Pengiraan undi kemudiannya dilakukan secara berasingan di mana kertas undi dimasukkan dalam sampul dan dikempilkan bersama dengan borang yang bertandatangan dan butiran lain. Akibatnya, proses begini jelas tidak telus dan boleh menimbulkan kecurigaan kepada semua undian yang dilakukan samada identiti pengundi boleh dikesan, ini dianggap tidak mengikut perlembagaan.

Kertas cadangan baru untuk menghapuskan undi pos dilihat menjadi pengubat kepada permasalahan di atas. Walau bagaimanapun, persoalan besar ialah bagaimana perkara ini boleh dilakukan? Dari laporan media, pasukan bersenjata dan anggota polis akan membuang undi dua atau tiga hari awal di tempat pengundi sebelum tarikh sebenar pilihan raya. Jika ini benar, timbul pertanyaan adakah proses undi akan dikawal rapi seperti Ejen Tempat Undi(Polling Agent) dibenarkan dan sebagainya?

Akhir sekali, perkara lebih menarik untuk dilihat ialah adakah perubahan tersebut akan dilaksanakan dalam pilihan raya akan datang. Terpulang kepada Pengarah SPR untuk membuktikan sama ada perubahan tersebut ke arah positif dan akan memberi pelindungan untuk mengelakkan berlakunya penipuan termasuk memudahkan pihak- pihak tertentu melakukan penipuan selama proses undi pos atau pengundian awal.

DAP menyokong sepenuhnya proses pengundian yang lebih telus dan berharap SPR akan memastikan bahawa peraturan ini dipatuhi. Selain itu, jika kita dapat menyediakan peluang mengundi secara biasa kepada anggota bersenjata dan polis, kita juga harus memberi peluang yang sama kepada hampir 1 juta rakyat Malaysia yang menetap atau bekerja di luar Negara. Singapura telah berjaya memberikan hak- hak rakyat untuk mengundi di Suruhanjaya Tinggi dan Kedutaan Besar di luar Negara dan India juga telah melakukannya. Jika India yang mempunyai pengundi yang jauh lebih besar mampu melaksanakan program seperti ini, jadi tiada sebab mengapa Malaysia tidak mampu untuk mengembalikan hak mengundi kepada rakyatnya.

民主行动党坚持邮寄选票或预先投票进行时,政党代表与选委会必须在场监督,以确保投票过程没有作弊成分。

军人与警员的邮寄选票已经重新被定义为"预先投票(Advance Voting)", 来届大选,将由选举委员会官员全权执行。选举委员会副主席拿督旺阿末说,预先投票将由特别委派的选举官执行,而不再是军营或县属警局的高级官员。

我们欢迎当局废除邮寄选票(在海外及边防服务的军人除外)的措施,但是,我们关注如果政党不能参与监督预先投票,那么,新的措施还是无法确保自由、公平、中立和独立的选举。行动党坚持,邮寄选票或预先投票进行时,政党代表与选委会必须在场监督,以确保投票过程没有被操纵或作弊成分。

全体马来西亚的执法人员、武装部队愿意牺牲自己的生命保家卫国,他们应该和其他公民一样,享有同等的权利和待遇。因此,我们必须让他们可以容易地、方便地投票。

目前,邮寄选举是由军队或警队本身执行。计票则是分开进行,选票将会连同一张表格被放入一个密封的信封,表格上有证人的签名和其它细节。因此,这样的程序明显地缺乏透明度,让人怀疑投票者的身份是否可被追查,而这是违宪的。

这项废除邮寄选票的新措施看来是要解决上述问题。但是,最大的问题是:当局要怎么做?从媒体的报道看来,军警人员将提早两、三天到投票站投票。如果这是真的,我们要问整个程序是否遵从普通的投票监督? 例如,允许监票员在场监票等等。

最后,我们关注这些改变是否将在来届大选派上用场。唯有选委会主席自己可以证明这些改变是正面的、能够防范作弊,而不是让一些政党可以利用邮寄投票或预先投票进行时趁机作弊。

行动党完全支持更加透明的投票程序,并希望选委会能够确保各造恪守这个原则。再说,如果我们现在可以为军警人员提供正常的投票机会 ,我们也应该要为100万名在国外居住或工作的大马人提供投票机会。新加坡已经成功地让它的国民,在各国专员署或大使馆行使投票的权利,印度也已经开始进行。如果印度这样选民众多的人口大国可以让其国民在国外行使投票的权利,我实在看不出为什么马来西亚不能?

இது பராகுவே நாட்டில் நடந்த உண்மையாகும்.  சிகரெட் உற்பத்தியாளரான பிலிப்ஸ் மொரிஸ், சிகரெட் பெட்டியில் சுகாதார எச்சரிக்கை வெளியிட்டதற்காக வழக்கு தொடுத்துள்ளது.

சுருங்கமாகச் சொன்னால், நாடு தனியார் துறையினால் மிக மோசமாகிக்கொண்டு போகிறது. இவ்வாறு மக்களின் நலனையும் சுகாதாரத்தையும் கெடுக்கும் ஒப்பந்தங்களை அரசாங்கம் ஏற்றுக் கொள்ளத்தான் வேண்டுமா என சார்ல்ஸ் சந்தியாகோ கேள்வி எழுப்பினார்.

Stop "Fat Cats" Subsidies First

Muhyiddin must not pull the wool over the people's eyes by cutting simple subsidies for the man-on-the-street but refuses to take action against large subsidies feed fat crony companies.

There is little to dispute on the fact that subsidies cannot last forever and our Malaysian subsidy system needs to be restructured. According to our Deputy Prime Minister, Tan Sri Muhyiddin Yassin, the subsidy burden is expected to increase from RM10.32 billion to RM20.58 billion this year, of which approximately RM18 billion goes to fuel-related subsidy.

As a result, Muhyiddin has hinted strongly that retail fuel prices, particularly that for RON95 used by majority of Malaysians, will be raised sooner rather than later. This comes hot on the heels of the most recent 20 sen increase in sugar prices, the 4th such increase in 18 months, or a total of 58.6% increase over the period.

However, what the Deputy Prime Minister has failed to explain to the Malaysia public is the overwhelming bulk of the projected RM18 billion of fuel-related subsidies is given to companies with lucrative concessions earning billions of ringgit in profits annually.
Hence the Government's continued attempt to reduce subsidies for the man-on-the-street and its continued refusal to restructure unfair contracts with concessionaires such as the IPPs proves only that the Government does not prioritize the interest of the people ahead of its profitable cronies.

Raising the prices of essential goods and services enjoyed by all Malaysians can only reduce the country's subsidy bill marginally. For example, the 5-in-1 subsidy cut last year would only result in savings amounting to RM750 million, while a 20% cut in subsidies to IPPs alone will save RM1.6 billion.

We completely support the call by UMNO Youth Chief, Khairy Jamaluddin to cease further subsidy cuts in the light of the increased burden of rising food prices. Khairy is absolutely correct to point out that "the cost of fulfilling government guidelines for economic activities was RM17 billion per year", which is "21 times the savings from subsidy cuts for sugar and oil-based goods in July 2010 and 14.4 times for the same cuts in December last year". We agree that the Government should do more instead to improve government efficiency and accountability to help reduce expenditure and trim the budget deficit.
