Penang CNY Cultural and Heritage funciton is still young for listing under National Cultural Heritage

YB Wong Hon Wai, the advisor for the Penang Chinese New Year Cultural and Heritage celebration in George Town Heritage Area commented that the celebration is still young to apply for National Cultural Heritage Listing. The celebration was started in year 1994 and YB Wong Hon Wai has been appointed as advisor by the Penang State Government to oversee this celebration from 2009 to 2012. YB Wong said there are still room for improvement for this celebration although it has received overwhelming support from the general public.

檳街頭文化廟會暫不申遺

(檳城30日訊)檳城街頭文化廟會「還年輕」,暫未準備向國家文化遺產提出申請。

在馬紮根已久的檳城舞大旗鼓及新山古廟神遊活動,在上週六被宣佈列為國家文化遺產,而在檳城古蹟區越辦越成功的文化廟會也建立口碑,每年吸引數以萬計的國內外遊客到訪。

對此,檳州文化委員會主席黃漢偉今出席活動被詢及文化廟會是否也打算提出申請時說,當局暫無此打算。

2009年至今,黃漢偉也是檳城街頭文化廟會一連4屆的大會主席。

他說,廟會從1994年開始舉辦,迄今10多屆,雖然來自民間稱讚有加,並把廟會視為文化品牌,但他認為,廟會將來還有進步空間。

他說,廟會未來可塑性還很大,假以時日是有望成為文化遺產的,不過現階段還言之過早。

To paraphrase a famous quote from Shakespeare's Hamlet, "The Prime Minister doth protest too much, methinks."
It would appear that is the case today when Prime Minister Dato' Sri Najib Tun Razak is trying to fool the public into believing that the use of "white pows" at Perkasa's Chinese New Year gathering last Sunday has nothing to do with Barisan Nasional.

Najib also said that the incident was a learning experience for race relations in Malaysia. How can Najib dismiss this extremely disrespectful and insensitive gesture so frivolously, when white packets are traditionally used for Chinese funerals? The failure of the Prime Minister to condemn Perkasa for such a disparaging gesture shows how protective Dato' Sri Najib is of Perkasa even at the expense of trampling over the sensitivities of the Chinese community.

Now, Najib is quickly trying to distance himself from the fiasco by claiming that Ibrahim Ali is an independent member of parliament and holds no official position, thus he has nothing to do with Barisan Nasional or the Government.

No one believes this. Only two years ago in an Al Jazeera interview, Najib himself had defended Perkasa by saying that they are "not so extreme" if one understood their demands, and that Perkasa can be accommodated by the Umno-led Government. And while he is an "independent MP" by name, Ibrahim Ali has always openly supported BN and Dato' Sri Najib against Pakatan Rakyat.

On top of that, UMNO and BN has consistently supported Perkasa, attended their functions, and have even adopted their views on national policies. Even MCA has been exposed as openly assisting Perkasa when their Sri Desa Branch Chairman and Seputeh division committee member Dr Tiew Chew Ming was reported to have spoken on behalf of Perkasa as saying that Perkasa fights for all people regardless of race and had also arranged for people to attend this Perkasa function.

The late Datuk Dr Zainal Aznam, a member of the National Economic Advisory Council (NEAC) that drafted the New Economic Model (NEM), had even blamed the BN Government for submitting to Perkasa by dropping the proposed Equal Opportunities Commission, which was supposed to be part of the NEM. This happened following protests by Perkasa against the NEM.

Compounding this, time and time again Malaysians have seen Ibrahim Ali and Perkasa have been getting away with the most seditious actions and statements. Despite acts such as the burning of Bersih Chairperson Datuk Ambiga's picture, calling her a "dangerous Hindu woman" and warning the Chinese not to come out on July 9 to join the Bersih 2.0 demonstration because "anything can happen", no action whatsoever has been taken on Perkasa.

It is thus crystal clear that Perkasa has the support of the UMNO and BN leadership as well as UMNO's paper Utusan Malaysia, when they can get away with such vile and seditious threats.

Only by openly cutting off all ties and support with Perkasa can Dato' Sri Najib and UMNO convince Malaysians that Perkasa has nothing to do with BN. The PM must realise that it is his open support for Perkasa that emboldens them to act in an intolerant manner that preaches hate and extremism as well as expose his 1Malaysia as empty sloganeering.

纳吉也说,这起事件是马来西亚种族关系的教训。传统上,"白包"只用于华裔葬礼,纳吉怎么可以如此轻佻的对待土权这种毫不尊重及不敏感的姿态?首相没有谴责土著权威组织的轻视态度,从中可以看出拿督斯里纳吉是如何地维护土权,甚至不惜践踏华社的敏感神经。

现在,纳吉想要尽速与这起闹剧撇清关系,他说依布拉欣阿里是独立议员,没有官职,因此他与国阵或政府没有关系。

没有人会相信他。在两年前一次接受半岛电视台的访问时,纳吉早就为土权辩护。当时他说,如果人们了解土权的诉求,他们其实"不算太极端",因此,巫统领导的政府可以容纳土权。虽然依布拉欣阿里以"独立议员"自居,但是他常常公开支持国阵及拿督斯里纳吉,和民联作对。

还有,巫统和国阵还一贯地支持土权,出席他们的活动,甚至采纳他们对国家政策的看法。就连马华也公开支持土权,根据报道,马华斯里迪沙支部主席兼马华公会士布爹区会当然委员张秋明甚至替土权说话,指土权是为全民斗争、不分种族的组织,他还协助安排人们出席土权的活动。

曾经起草"新经济模式"的已故国家经济咨询理事会成员拿督再纳,他生前责怪国阵政府向土权低头,不接受理事会所建议的"公平机会",这原本是新经济模式的部分内容,却在土权示威过后被删除掉。

加上这一次,马来西亚人一次又一次看到依布拉欣阿里和土权过份的煽动性言论和动作。尽管他们焚烧净选盟主席拿督安美嘉的照片、称她为"危险的印度女人"、还警告华人不要在709走上街头因为"什么事都可能发生",但是,从来没有人对土权采取行动。

很明显地,土权有巫统和国阵在背后撑腰,还有巫统的报章《马来西亚前锋报》做后盾,他们可以不必为自己的卑鄙及煽动性威胁承担任何责任。

唯有与土著切断一切关系、停止支持他们,拿督斯里纳吉及巫统才可以让马来西亚人相信,土权的所作所为与国阵无关。首相必须要知道,他如此公开地支持土权,只会纵容他们继续胡作非为、鼓吹仇恨及极端主义,也证明他的"一个马来西亚"只是空洞的口号。

Kepala babi yang dijumpai di kawasan pintu masuk Masjid Nurul Iman di Batu 17, Rawang, Selangor merupakan satu tindakan yang tidak sensitif, pengecut dan provokasi yang bertujuan untuk mengapi-apikan sentimen perkauman dan agama di ambang pilihan raya umum.

DAP mengecam hebat insiden ini dan berpendirian bahawa tidak ada ruang di Malaysia bagi tindakan-tindakan yang sia-sia dan menjijikkan seperti ini yang bertentangan dengan sifat masyarakat kita yang aman dan berbilang budaya.

Kami menyeru supaya rakyat Malaysia bertenang dan tidak bertindak balas kerana tindakan ini jelas dilakukan oleh pihak-pihak tertentu dengan motif yang jahat. Namun demikian, mereka tidak akan mencapai objektif jahat mereka kerana rakyat Malaysia bukan sahaja sudah biasa hidup bersama malah suka meraikan kepelbagaian budaya dan agama di negara kita. Keamanan masyarakat kita tidak akan hancur dek tindakan-tindakan pengecut oleh puak pelampau.

DAP Strongly Condemns The Pig's Head Found At A Mosque In Rawang As An Insensitive Act Of Cowardice And Provocation Designed To Stoke Racial And Religious Sentiments Ahead Of The General Election

The pig's head found at the entrance of the Nurul Iman Mosque at Batu 18, Rawang, Selangor is an insensitive act of cowardice and provocation designed to stoke racial and religious sentiments ahead of the upcoming General Election.

The DAP strongly condemns this incident as there is no room in Malaysia for such indiscriminate and disgusting acts that go against the peace-loving and multi-cultural nature of our people.

We urge Malaysians to remain calm and not to overreact as this incident was clearly the doing of certain quarters with despicable intentions. However, the perpetrators will fail to achieve their evil goals because Malaysians have learnt not only to live with but to celebrate the cultural and religious differences in our society. We will not let decades of peace be undone by the cowardly actions of extremists and bigots.

We also call upon all parties to unite in condemning the desecration and defilement of any place of religious worship, be it a mosque or a church or a temple, and hope that the Government will immediately get to the bottom of this.

PRESS STATEMENT
THE RIGHTS OF THE MARGINALISED GROUPS MUST BE PROTECTED

 
The Human Rights Commission of Malaysia (the Commission) is of the firm view that enforcement agencies should not abuse their powers and, amongst other things, should respect the rights of the marginalised groups especially those of the Orang Asli and the natives. Reference is made to the incident involving the detention and arrest by the police of 13 Orang Asli in Gua Musang, Kelantan on 28 January 2012. Apparently, the Temiar tribe had staged a peaceful protest against the activities of logging companies, which have resulted in an encroachment into their land. Regrettably, it is alleged that the police, in dealing with the protest, had used force in dismantling the blockade by the Orang Asli, and in the process exhibited a lack of sensitivity, concern and understanding of the plight of our marginalized citizens. It is further understood that even after assurances by the state authority that the grievances of the Temiar tribe would be resolved by mid-January, logging activities are still going on, thus triggering off the protest by the Temiar.
The police had reportedly forced down the barrier and burned down the adjacent structures set up by the Temiar, who were merely expressing their stance in their struggle to claim back their rights to the native lands. The family members and friends were reportedly prevented from accompanying them to the detention centre and they were also denied legal representation before being released several hours later. The Commission calls upon the State Government to act expeditiously in resolving the plight of the Orang Asli in Kelantan and to protect their rights to their ancestral lands and livelihood. It also urges that all State Governments respect court decisions awarding the rights to land of the Orang Asli and hold more open consultations with the communities.
The Commission is currently holding its first ever National Inquiry into the land rights of the indigenous peoples with the goals to develop recommendations to the Federal and State Governments to review domestic land laws and policies to incorporate human rights elements and to formulate strategies and plan of action with the aim of protecting and promoting the indigenous peoples' rights to land.

Suruhanjaya Hak Asasi Manusia Malaysia (Suruhanjaya) berpandangan tegas bahawa agensi-agensi penguatkuasa tidak sepatutnya menyalahgunakan kuasa dan, antara lain, harus menghormati hak- kumpulan yang terpinggir terutamanya masyarakat Orang Asli dan Pribumi. Rujukan ini dibuat berhubung dengan kejadian penahanan dan penangkapan 13 Orang Asli di Gua Musang, Kelantan oleh pihak polis pada 28 Januari 2012. Jelas bahawa suku kaum Temiar telah mengadakan bantahan secara aman terhadap aktiviti-aktiviti syarikat pembalakan yang telah menceroboh ke atas tanah mereka. Malangnya lagi pihak polis telah didakwa menggunakan kekerasan dalam rombakan sekatan oleh masyarakat Orang Asli dan dalam proses tersebut telah menunjukkan sikap kurang sensitif, kurang mengambil berat dan kurang pemahaman tentang nasib rakyat yang terpinggir. Adalah juga difahamkan bahawa aktiviti pembalakan masih lagi diteruskan walaupun selepas jaminan diberikan oleh pihak berkuasa negeri untuk menyelesaikan ketidakpuasan suku kaum Temiar ini menjelang pertengahan bulan Januari, dengan itu telah mencetuskan bantahan suku kaum Temiar
Pihak polis dilaporkan telah merombak penghalang dan membakar struktur bersebelahan yang dibina oleh suku Temiar yang telah hanya menyatakan pendirian mereka dalam perjuangan untuk menuntut kembali hak mereka kepada tanah adat. Ahli keluarga dan rakan-rakan dilaporkan telah dihalang untuk mengiringi mereka ke pusat tahanan dan mereka juga telah dinafikan perwakilan peguam sebelum dibebaskan beberapa jam kemudian. Suruhanjaya menggesa kerajaan negeri untuk bertindak segera dalam menyelesaikan nasib masyarakat Orang Asli di Kelantan dan melindungi hak mereka kepada tanah nenek moyang dan hak kepada kehidupan. Adalah juga digesa agar semua kerajaan negeri menghormati keputusan mahkamah yang telah memberi hak tanah kepada Orang Asli dan agar dapat mengadakan lebih banyak rundingan terbuka bersama masyarakat ini.
Suruhanjaya kini sedang menjalankan Inkuiri Nasioinal buat pertama kalinya mengenai hak tanah masyarakat Orang Asli/Orang Asal yang bermatlamat untuk merangka syor-syor kepada Kerajaan Persekutuan dan Negeri untuk mengkaji semula perundangan domestik tanah dan dasar-dasar yang menerapkan pendekatan hak asasi dan untuk merangka strategi dan pelan tindakan dengan tujuan untuk melindungi dan mempromosi hak Orang Asli/Asal kepada tanah.

West Coast Expressway: 134% Increase in Cost?!

The Prime Minister must justify how the cost of the West Coast Expressway (WCE) increased by 134% from RM3.015 billion to RM7.07 billion while its concession period also nearly doubled extended from 33 to 60 years

In Kumpulan Europlus (KEURO) Bhd's announcement made to Bursa Malaysia on 25 May 2007, "the Board of Directors of KEURO wishes to announce that Konsortium LPB Sdn Bhd ("KLPB"), a subsidiary of the Company has on 25 May, 2007 entered into a Concession Agreement ("CA") with Government of Malaysia for the construction of 215.8 KM West Coast Expressway ("WCE") which will connect North South Expressway at Taiping in the North and to Banting in the South leading to Kuala Lumpur International Airport."

The announcement further added that "the total Development Cost of WCE is RM3.015 billion".

Hence it has come as a complete shock that after more than 4 years of delays and renegotiation between KEURO and the Federal government, the Development Cost of WCE has increased by 134.5% to RM7.07 billion as announced by the company last week.  Even more staggering was the fact that the concession period has been extended from 33 to 60 years.

The increase in cost and extension of the concession period comes together with new additional benefits where the Government will grant WCE a RM2.24 billion soft loan at 4% interest and an interest subsidy, of up to 3% from commercial loans for a period of 22 years.  As per the original concession term, the land acquisition cost amounting to RM980 million will also be borne by the Government.

One of the possible contributory reasons to the sharp increase in cost could be the extension in length of the highway from 216km announced in 2007 to 316km in 2012, an increase of 100km.   While the 100km or 46% increase in length cannot fully justify a 134% increase in cost, the more perplexing question is perhaps, how did the expressway suddenly increase by 100km between the townships of Taiping and Banting?

The BN Federal Government needs major improvements in negotiating its mega-project contracts.  Last month in December, it was announced by Boustead Naval Shipyard that they have received a letter of award from the Ministry of Defence to construct 6 second generation patrol vessels (SGPVs) for the amount of RM9 billion.  This was despite the fact that the Minister of Defence had himself stated in Parliament that the ceiling cost for the ships would be RM6 billion just 9 months before in March last year.

It seems that the more the Government negotiates, the higher the contract value and the more favourable the contract terms will be for the contracting business entities.

The Prime Minister must explain the above glaring discrepancies to demonstrate that he is truly transparent and accountable to the public.  Najib has embarked on a Government and Economic Transformation agenda since ascending the premiership nearly 3 years ago and yet today, Malaysians are still witnessing unbelievably lucrative concessions being awarded to the politically-connected and cronies of BN politicians.

Najib has also reneged on his promise to be a "people first" government.  The above highway privatisation deal not only uses tax-payer's funds to provide financing for its construction, the same tax-payers and their grandchildren will have to pay for the next 60 years for the use the expressway.  This deal proves that no "transformation" has taken place, and the financial interest of political cronies outweighs the needs of the ordinary Malaysians.
