A NEW Act is being planned to improve and broaden the scope of the Rukun Tetangga (RT) neighbourhood watch scheme and the Voluntary Patrolling Scheme (VPS), Minister in the Prime Minister's Department Tan Sri Dr Koh Tsu Koon said.He said the move was consistent with current developments and also in line with the abolition of several enactments, including the Emergency Ordinance 1969.
"In relation to this, we welcome feedback and suggestions to further improve the proposed Act," he said in reply to Datuk Ismail Abdul Muttalib (BN – Maran) in the Dewan Rakyat and speaking to reporters later at the Parliament lobby.
Dr Koh said most of the RT sectors had played positive roles since the scheme started in 1975, under the Essential Regulations (Rukun Tetangga) of the Emergency Ordinance.
"It involved various activities to promote interaction, welfare, health, wellness, good neighbourliness, understanding and harmony among residents in the area it operates," he said.
Regarding the VPS, which started in 2004, Dr Koh said it involved the co-operation between the community and the police in dealing with neighbourhood crimes.
Dr Koh said from 2007 to last year, the Government had given RM3.2mil in compensation to RT and VPS members, following 142 cases of death, 12 cases of permanent disability and 560 cases of injuries.
He said RT and VPS members were given 24-hour accident insurance coverage by Takaful Nasional.
As at August this year, there were 5,456 RT sectors nationwide, a 37% improvement over the 3,995 figure in early 2009.
The VPS increased 110% from 1,248 sectors in 2009 to 2,698 by August this year.
Meanwhile, Energy, Green Technology and Water Minister Datuk Seri Peter Chin Fah Kui said the Government has not made any final decision on its plan to build a nuclear power plant.
"We are still conducting studies on the suitability and the safety of the proposed nuclear plant.
"The result will help the Government to make a final decision," he told Charles Santiago (DAP – Klang), who had asked about the issue.
Chin said the nuclear power plant would be built only if the majority of Malaysians agreed to have it.
