More than 262 tear gas canisters were used to disperse the Bersih 2.0 rally participants on July 9, a written reply given to Parliament says.
Replying to a question from Segambut DAP parliamentarian Lim Lip Eng, the Home Ministry said 226 tear smoke shells (TS shells) - which are fired with tear-gas launchers - and 36 tear smoke grenades (TS grenades) - which are hand thrown - were used against the protesters. "The costs of the TS shell and TS grenade are RM79.76 and RM135 (each), respectively," Home Minister Hishammuddin Hussein said. The government spent a total of RM22,855.76 on the ammunition, he said. "Both the tear gas types is made in the United States by ALS Technologies Inc," he added.
Lim had also asked on the total participants arrested during the rally and their breakdown according to gender, race and age, as well as the action taken against them. "A total of 1,509 - 1,412 males and 97 females - were arrested. "From of the total, 1,435 were Malays, 21 Chinese, 29 Indians and 24 others," said Home Minister Hishammuddin Hussein.

Over half or 761 of the those nabbed were between the age of 11 to 35, while 645 individuals were age 36 to 60. The remaining 103 were above the age of 61. The reply, however, fail to state the action that was taken against them after arrest.
On Tuesday, the government said that it had spent over RM2 million to deploy over 11,000 police personnel to clamp the Bersih 2.0 rally. The amount spent on handling the rally in Kuala Lumpur included deployment of personnel from police contingents nationwide to aid the KL contingent, Hishammuddin had said.
Bersih 2.0 had led more than 10,000 people from across the nation to march the streets of the capital in their demand for electoral reform. The authorities have since been fiercely criticised for their mishandling of the rally while dozens of photographs and videos alledging police abuse had been spread online.

Adalah dimaklumkan bahawa saya telah meninjau tempat kejadian banjir kilat pada jam 7 petang 23 September di Jlan Makmur 20 dan 24 serta merta memamlumkan punca-punca banjir kilat berkenaan kepada    Yang Di Pertua, Majlis Perbandaran Johor Bahru Tengah dan Jurutera  Jabatan Pengairan dan Saliran Derah Johor Bahru selpas lawatan saya dalam surat bertarikh 24 September. 

Dilampirkan fambar di temapat kejadian untuk tujukan pihak akhbar-akhbar.


Banjir berpunca daripada hujan lebat di antara pukul 5 hingga 7 petang pada 23 September. Punca permasalahan adalah disebabkan dua faktor yang dipercayai dapat dielakkan.

Berikut adalah di antara punca-punca banjir kilat dan cadanagan tindakan  daripada pihak kami untuk mengatasi masalah tersebut dari terus berlaku:

Memastikan pemaju menyediakan kolam kelodak atau silt trap menurut peraturan yang ditetapkan.



Oleh itu, salinan surat berkenaan juga dihantar kepada pemaju-pemaju dua projek perumahan yang sedang berjalan di hulu Sungai Melana supaya diperingatkan kolam penakung kelodak disiapkan menurut kehendak undang-udang.

Saya juga difahamkan pihak MPJBT telah membersihkan lebih kurang tiga tan sampah sarap dari sisten perparitan di Jalan Makmur Taman Damai Jaya pada 24 September.
2010923傍晚五点钟至七点钟之间,一场滂沱大雨后,在短短不到半小时的时间内,士姑来新山花园(Taman Damai Jaya)玛目2024路地区发生闪电水灾,多家民宅受到影响,水深逾尺。士姑来州议员巫程豪闻讯后,马上到现场了解闪电水灾情况。

许多居民向巫程豪指出,他们在大雨约十五分钟,就发现水沟的水开始倒流入家中,便马上将车子驶到安全的地点,然后马上回家欲将贵重的物件搬到较高处,无奈水位迅速涨高,不到十五分钟,水便已淹进家中,深达尺余,许多居民只好看着黄泥水淹没家中的加剧、地毯和电器,而无法即使把这些家中用具抬到楼上。有关地区是属于廉价双层排楼地区。

该区居民指出,自从巫程豪担任州议员后极力向有关当局,当局提升默拉纳河道后,以及地方政府监督附近屋业发展工程,确保新屋业发展有设立蓄水池,减少泥水冲下默拉纳河,该区已经近三年未发生水灾了。

今次事发突然,大部分居民在毫无准备的情况下,应对今次的闪电大水时措手不及。部分居民也指出,虽然河道已经被提升,然而住宅区的沟渠却与河道齐高,导致沟渠的水在河水上涨时无法及时排走,并使河水倒灌入屋。

相信这和附近位于默拉纳河上游的两项屋业发展计划,没有根据地方这呢功夫条例,设立合格的蓄水池,造成上游泥水流量意示过快,河水水位迅速升高,河水无法即使排除,加上玛目一代的排水沟被垃圾阻塞,排水量不胜负荷,造成闪电水灾无法避免。

居民向他投诉指水沟并未被清理,导致水沟遭阻塞,无法及时把水排出。此外,根据水退后留下的泥泞看来,水中带有大量的泥浆。

巫氏表示,他将继续关注此事,并查出导致水患噩梦重新困扰该区居民的原因,以便向各有关当局建议解决方案,以便一劳永逸地解决该区居民面对的困扰。

据悉,今天早上新山市议会已经派人清理该排水沟的垃圾,估计有5公吨的垃圾被清理。

巫程豪指出由于上游地区正进行屋业发展,导致工地的泥土被侵蚀流到河中。他不排除发生这种现象的原因是因为有关发展计划的建筑工地,并无含有拦截淤泥作用的防洪蓄水洪池(silt trap),致使水灾的情况加重。 他已经通知新山中区市议会以及新山水利灌溉局,要求监管发展商,确保位于上游的屋业发展计划,有根据条例设立防洪蓄水洪池(silt trap)。

Rais Yatim Should Stop His Dangerous Games Of Portraying Himself As A Bahasa Malaysia Language Hero By Denying That I Had Also Spoken In Bahasa Malaysia.

The series of malicious lies against me continue with harsh and personal attacks by Information, Communications and Culture Minister Rais Yatim that at an official function that Rais attended in Penang had sidelined the use of Bahasa Malaysia. Rais Yatim Has No Sense Of Right And Wrong When A State Government Is Held Responsible For A Function Organised By A Private Body And Refuses To Admit The Penang Chief Minister Also Spoke In Bahasa Malaysia.

Rais had first lied that only he spoke some Bahasa Malaysia at the Han Chiang College dinner on 29 September 2011, when he represented Prime Minister Datuk Seri Najib Tun Razak who could not attend as promised.Rais claims that he was the only person speaking Bahasa Malaysia that night is false as I had also spoken in Bahasa Malaysia, English and Mandarin. Rais also spoke some Chinese at the event. Why is Rais trying to portray himself as a Malay language champion by denying that I had also spoken in Bahasa Malaysia?

Rais is wrong to treat the Han Chiang event as a Penang government event when it was organised by the private college. Clearly those who wish to explain away or cover up their lies would have to make another lie. Instead of admitting that he had been mistaken that the Han Chiang event was not a state government event, Rais had continued to attack the Penang state government by stating that I should have advised my konco-konco (followers) at the Han Chiang College to respect the national language.

The use of the words konco-konco(followers) is unwarranted because those managing Han Chiang are involved in education and not in political partisanship. Rais not just rude and disrespectful to organizers but has also breached protocol by asking the state government to interfere in a function meant for the Prime Minister. I wish to stress that the state government has no role whatsoever in the organisation of the 29thSeptember function at Han Chiang College.

Further how can the present state government be involved with the establishment of the Han Chiang College as alleged by Rais when the college was set up well before the PR government took office in 2008? If Rais is unhappy with Han Chiang, he should have boldly protested to Han Chiang that night itself. Instead he took the "brave" route of criticising Han Chiang from the distant safety of Negeri Sembilan.

Clearly, a mountain of lies by Rais would not be sufficient to hide the truth that he has unfairly maligned the Penang state government in bad faith over a private function organised by Han Chiang College. Further Rais should stop behaving exactly like Utusan Malaysia, which refuses to admit its lies and will continue those lies just to play up Malay sentiments.

Will Rais Yatim deny that I had also spoken Bahasa Malaysia at that event? That is why Rais Yatim should stop his dangerous games of play-acting as the Bahasa Malaysia language hero and stop blaming the state government for a private event organised by a private college for the Prime Minister.

Rais Yatim perlu menghentikan permainan bahaya beliau yang kononnya menunjukkan dirinya sebagai pejuang Bahasa Malaysia dengan menafikan bahawa saya juga turut bertutur dalam Bahasa Malaysia.

Siri pembohongan yang berniat jahat dan menyerang peribadi saya diteruskan oleh Menteri Penerangan, Komunikasi dan Kebudayaan, Datuk Seri Rais Yatim yang mendakwa bahawa sebuah majlis rasmi yang dihadiri Rais di Pulau Pinang telah meminggirkan Bahasa Malaysia. Rais jelas tidak dapat membezakan antara salah dan betul.

Pertamanya, Kerajaan Negeri tidak mempunyai sebarang hak dalam majlis yang dianjurkan oleh agensi swasta, dan di samping itu, beliau enggan mengakui bahawa Ketua Menteri Pulau Pinang turut bertutur dalam Bahasa Malaysia.

Rais pada mulanya berbohong bahawa hanya beliau seorang sahaja bercakap Bahasa Malaysia pada majlis makan malam di Kolej Han Chiang pada 29 September 2011 ketika beliau hadir mewakili Perdana Menteri Datuk Seri Najib Tun Razak. Dakwaannya adalah tidak benar kerana saya juga turut bertutur dalam Bahasa Malaysia, Inggeris dan Mandarin. Rais juga turut berucap beberapa patah dalam Bahasa Mandarin. Mengapa Rais cuba menggambarkan dirinya seorang sahaja pejuang Bahasa Malaysia dengan menafikan bahawa saya turut bertutur dalam Bahasa Malaysia?

Rais telah salah menilai majlis anjuran Han Chiang sebagai majlis Kerajaan Negeri Pulau Pinang apabila majlis tersebut merupakan anjuran kolej swasta. Jelas sekali orang yang ingin menutup pembohongan akan terpaksa berbohong lagi. Daripada mengakui kesilapan yang mengatakan bahawa majlis anjuran Han Chiang bukan merupakan majlis kerajaan negeri, Rais terus menyerang Kerajaan Negeri Pulau Pinang dengan menyuruh supaya saya menasihati konco-konco (pengikut) di Kolej Han Chiang supaya menghormati bahasa kebangsaan.

Penggunaan perkataan ‘konco-konco’ (pengikut) adalah tidak munasabah kerana pihak pengurusan Han Chiang hanya terlibat dalam bidang pendidikan dan bukan politik. Rais bukan sahaja biadap dan tidak menghormati penganjur malah telah melanggar protokol dengan meminta kerajaan negeri untuk mencampur tangan dalam sebuah majlis yang dianjurkan untuk pemimpin tertinggi Kerajaan Persekutuan. Saya ingin menegaskan di sini bahawa kerajaan negeri tidak mempunyai apa jua peranan dalam penganjuran majlis di Kolej Han Chiang pada 29 September yang lalu.

Tambahan pula, bagaimana kerajaan negeri sekarang boleh terlibat dengan penubuhan Kolej Han Chiang sebagaimana didakwa oleh Rais sedangkan kolej tersebut sudah lama wujud sebelum Kerajaan Negeri Pakatan Rakyat mengambil alih pada 2008? Sekiranya Rais tidak gembira dengan Han Chiang, beliau sepatutnya berani membantah pada malam tersebut. Sebaliknya beliau hanya ‘berani’ mengkritik Han Chiang daripada jarak yang jauh dan selamat, iaitu ketika beliau berada di Negeri Sembilan.

Jelas sekali, sebanyak mana pembohongan Rais pun tidak cukup untuk menyembunyikan kebenaran bahawa beliau dengan tidak adilnya telah menghina Kerajaan Negeri Pulau Pinang atas majlis anjuran Kolej Han Chiang.

Seharusnya Rais berhenti daripada berkelakuan seperti Utusan Malaysia yang enggan mengakui pembohongan dan akan terus menipu untuk memainkan sentimen perkauman.

Adakah Rais Yatim akan menafikan bahawa saya juga turut bertutur dalam Bahasa Malaysia pada malam tersebut? Itulah sebabnya mengapa Rais Yatim harus menghentikan permainan bahaya kononnya beliau merupakan seorang pejuang Bahasa Malaysia, dan juga berhenti menyalahkan Kerajaan Negeri untuk sebuah majlis anjuran kolej swasta.

新闻、通讯及文化部长莱士雅士继续用一系列的恶意谎言,对我进行人身攻击,他说他所出席的一项槟州官方活动边缘化国语。莱士雅丁简直是非不分,那是私人机构主办的活动,却把它归咎于州政府,他也不愿意承认槟州首长也用国语致词。

莱士雅丁代表首相拿督斯里纳吉出席于2011年9月29日的韩江学院晚宴上,他首先谎称只有他一个人使用国语致词,这是不真实的。我也在当晚用国语、英语和华语致词。莱士雅丁也在当晚使用了一些华语。为什么莱士雅丁要自我描述成马来语英雄,不愿意承认我也用马来语致词?

莱士雅丁硬要把韩江学院主办的活动说成是槟州政府主办的活动是不对的。很明显地,那些撒谎的人必须继续用另一个谎言来加以掩盖。他不但不承认自己错把韩江学院的活动当成州政府官方活动,他还继续攻击槟州政府,说我应该建议韩江学院的"跟班(konco-konco)"尊重国语。

他用"跟班"这种字眼是无根据的,因为韩江学院的领导人都是办教育,而不是办政治的。莱士雅丁不只是对主办单位无礼,也违反礼节,要州政府插手干预一个原本是邀请首相开幕的活动。我要郑重强调,州政府在9月29日韩江学院的那场活动上,不曾参与筹办工作。

再说,现任政府又如何与韩江学院的创办有关?有关学院是民联在2008上任之前成立的。如果他对韩江不满,他大可在当晚大胆地向韩江抗议,但是,他却跑到几百公里外的森美兰州,在安全距离内做这种看来"勇敢"的批评韩江。

很明显的,莱士雅丁的谎言掩盖不了事实,明明是私人机构主办的活动,他却不公平地恶意诬赖槟州政府。他也应该停止像《马来西亚前锋报》那样,不承认撒谎,还继续用谎言煽动马来人的情绪。

莱士雅丁会不会否认我也在同一个场合用国语致词?那就是为什么莱士雅丁应该停止他的危险游戏,假装自己是国语英雄, 也不要再把一个私立机构为首相而主办的活动,算到州政府的头上。

Labour law changes ‘illegal’, says Klang MP

PETALING JAYA, Oct 1 — The proposed changes to labour laws, which trade unions say would promote outsourcing, are "illegal" as middlemen who subcontract work cannot be considered employers, Klang MP Charles Santiago has said.

He said that an employer must be, by definition, the owner and operator of a factory and that an employment contract is only valid if entered into with someone who wields control over tools and the workplace.

"Outsourcing companies are not owner-operators of factories so they cannot become employers," he told Malaysian Trade Unions Congress (MTUC) members at Wisma TWU here today.

Santiago pointed out that if outsourcing companies were allowed to be employers, workers would not be able to claim benefits from the principal company and would have to pay out of their own pockets for medical care and other benefits."So you could be working for Company A but that Company A is no longer your employer because your employer, if this Bill goes through, will be Company S, which is the outsourcing company.

"So if you are hurt at the workplace, who will be responsible?" he said to raucous cries of approval from the 300-odd MTUC members in attendance.

He cited an example of a contract worker injured by a forklift at his place of work who paid RM4,000 to RM5,000 for treatment as the principal company had refused to acknowledge him as an employee.

The amendments would also encourage recruitment through outsourcing, a "very dangerous trend" that would have huge implications for workers' rights, Santiago also stressed.

He said that, contrary to the Human Resources Ministry's assurance that the amendments would bolster workers' rights, such changes would only erode existing rights and jeopardise their welfare.

Santiago added that if the government was concerned over abuse by subcontractors, it should have mooted amendments to the Private Employment Agencies Act 1981, not the Employment Act 1955.

MTUC decided today to proceed with its plans to picket Parliament on Monday over proposed amendments to labour laws, despite an 11th-hour meeting with the Human Resources Ministry.

The decision was made by MTUC council members after representatives from the umbrella body's 250 trade unions and the ministry failed to break the impasse over Putrajaya's plans to revise labour laws after the four-hour long forum.

MTUC president Mohd Khalid Atan said he would mobilise at least 1,000 members to stage a protest against the proposed amendments, which are expected to be tabled when Parliament is in session beginning Monday.

He added that MTUC had also agreed to write to the ministry soon asking for the Bill to be withdrawn completely.

The Human Resources Ministry, led by Datuk Dr S. Subramaniam, previously said it had consulted workers' unions and employers' associations 18 times since early 2010 before coming up with the amendments.

The ministry is set to present the Bill to amend the Employment Act 1955 for a second reading in the Dewan Rakyat.

The second reading of the Employment (Amendment) Bill 2010 has been postponed twice previously.

Last October, the ministry withdrew the Bill from the second reading to incorporate several changes and add further amendments but has refused to divulge further details.

The Bill was first tabled on July 8 last year and touched on provisions involving sexual harassment in the workplace and the welfare of housekeepers.

It is believed the laws scheduled to be amended include the Employment Act 1955, the Industrial Relations Act 1967 and the Trade Union Act 1959.
