A total of 18,716 domestic workers ran away from their employers' homes last year, the Dewan Rakyat was told yesterday. Deputy Human Resources Minister Datuk Maznah Mazlan said from the total, 17,205 were domestic workers from Indonesia.
"As of last year, 247,069 foreign housemaids were employed in Malaysia, with 76.7 per cent from Indonesia," she said in reply to Lim Lip Eng (DAP-Segambut). Lim had asked on the measures taken by the government to address the problem of domestic workers running away from their employers.
Maznah said the ministry had taken a few measures to address the problem, including holding joint working group discussions, seminars and dialogues on foreign domestic workers, introducing a biometric system and a booklet on hiring foreign domestic workers. "Malaysia has had a series of discussions with the Indonesian government on salaries of domestic workers, which started in 2009. "These resulted in both countries signing protocol amendments to the memorandum of understanding between Malaysia and Indonesia on the benefits of domestic workers in May this year."
She added that the biometric system, which had been implemented by the Home Ministry, could help trace runaway maids should they try to seek employment in other places. "Employers can also read the guide book on hiring foreign domestic workers by the ministry to improve their knowledge on the benefits, welfare and protection that domestic workers are entitled to according to the law."

The Chua Family Should Not Lie That Penang Under Pakatan Rakyat Has A Deficit When PR Has An Unblemished Record Of Three Straight Years Of Surpluses Since 2008 By Relying On Corruption-Free And Good Governance Based On Competency, Accountability And Transparency (CAT).

The Chua family in MCA comprising MCA President Datuk Seri Dr Chua Soi Lek and his Deputy Minister son Chua Tee Yong should not persist in lying that Penang under Pakatan Rakyat has suffered a deficit when PR has an unblemished record of 3 straight years of surpluses since 2008 by relying on corruption-free and good governance based on CAT. Chua Tee Yong had followed up on his father's claims that Penang was now running a RM108 million deficit budget that affected Penang's economic growth.

This is untrue as Penang PR has an unblemished record of 3 straight years of surpluses since we took over from BN in 2008 by relying on corruption-free and good governance based on CAT. This has been confirmed by the Auditor-General's Report that Penang is the best financially managed state for two years running. Penang is the only state or Federal government in Malaysian history that has been praised by Transparency International for fighting corruption.

Penang recorded the highest budget surpluses in history with RM88 million in 2008, RM 77 million in 2009 and RM33 million in 2010. The budget surplus would have been RM92 million in 2009, if not for the state government paying RM15 million to the High Court due to the Tang Hak Ju land scandal caused by the previous BN government.

Unfortunately due to the previous BN state government's land scandal, the present PR state government is likely forced to pay RM40 million to Tang Hak Ju. The present PR state government has also not recoup its RM30 million losses from the Pulau Jerejak land scandal.

It is this healthy financial management by the state government that allowed Penang PR to distribute RM12 million yearly to Sekolah Agama Rakyat, mission, Chinese, Tamil and Sikh schools. Was RM 12 million given to these schools yearly by the previous BN state government?

Penang PR's sterling financial performance is not limited to the state government's administration but also turning around and saving MPSP from bankruptcy. From 2000-2007, MPSP suffered record deficits every year, losing and spending RM230 million by the previous BN state government. MPSP was practically bankrupt when PR took over.

However in only one year, PR CAT's governance managed to rescue MPSP from financial bankruptcy by recording a small surplus in 2008 and surplus again for all 3 years as follows:-

2008 RM 3 million
2009 RM 15 million
2010 RM 23 million

There is no doubt the Penang under PR has performed so far better than BN. This confidence is reflected by the Penang recording the largest investment in history and being No. 1 in Malaysia with RM12.2 billion. Penang has also the highest reduction in crime index in the country with a drop of 27% and No. 1 in health tourism and air passenger growth (25%) in the country.

The Chua family should seek truth from facts and not seek lies by twisting facts to gain popularity and attack PR. PR is not perfect and willing to correct any mistakes made but PR is different from BN in that PR does not indulge in corruption or cronies.

Keluarga Chua di dalam MCA yang terdiri daripada Presiden MCA, Datuk Seri Dr Chua Soi Lek dan anaknya yang merupakan Timbalan Menteri, Chua Tee Yong tidak seharusnya terus berbohong bahawa Pulau Pinang yang berada di bawah Pakatan Rakyat telah mengalami defisit sedangkan PR mempunyai rekod lebihan bajet sejak tiga tahun berturut-turut sejak tahun 2008 atas amalan bebas rasuah dan urus tadbir yang berasaskan CAT. Chua Tee Yong turut mengikut tuduhan ayahnya bahawa Pulau Pinang kini mengalami bajet defisit sebanyak RM108 juta yang menjejaskan pertumbuhan ekonomi Pulau Pinang.

Ini adalah tidak benar kerana PR Pulau Pinang mencatat rekod lebihan bajet untuk tiga tahun berturut-turut sejak kita mengambil alih tampuk pemerintahan daripada Barisan Nasional (BN) sejak tahun 2008 atas amalan bebas rasuah dan urus tadbir yang berasaskan CAT. Perkara ini turut disahkan dalam Laporan Ketua Audit Negara yang mana Pulau Pinang merupakan negeri yang mempunyai pengurusan kewangan terbaik untuk dua tahun berturut-turut. Pulau Pinang juga merupakan satu-satunya negeri atau negara yang telah dipuji oleh 'Tranparency International' di Malaysia kerana berjaya memerangi rasuah.

Pulau Pinang mencatat lebihan bajet yang paling tinggi dalam sejarah dengan RM88 juta pada tahun 2008, RM77 juta pada tahun 2009 dan RM33 juta pada tahun 2010. Anggaran lebihan bajet pada tahun 2009 sepatutnya bernilai RM92 juta sekiranya Kerajaan Negeri tidak perlu membayar RM15 juta atas perintah Mahkamah Tinggi ekoran skandal tanah Tang Hak Ju yang telah dilakukan oleh Kerajaan BN sebelum ini.

Malangnya akibat skandal tanah Kerajaan Negeri BN sebelum ini, Kerajaan Negeri PR kini mungkin terpaksa membayar RM40 juta kepada Tang Hak Ju. Kerajaan Negeri Pakatan Rakyat juga masih tidak memperoleh kembali hutang RM30 juta daripada skandal tanah Pulau Jerejak.

Ini adalah pengurusan kewangan yang sihat oleh Kerajaan Negeri sehingga membolehkan PR Pulau Pinang mengagihkan RM12 juta setahun kepada Sekolah Agama Rakyat, sekolah Mubaligh, sekolah Cina, sekolah Tamil dan sekolah Sikh. Adakah RM12 juta juga diberikan oleh Kerajaan BN sebelum ini?

Prestasi kewangan cemerlang PR Pulau Pinang tidak hanya terhad kepada pentadbiran negeri sahaja tetapi juga telah memulih dan menyelamatkan MPSP daripada muflis. Dari tahun 2000 hingga 2007, MPSP terpaksa menanggung defisit setiap tahun di mana, kehilangan RM230 juta yang telah dibelanjakan oleh Kerajaan Negeri BN sebelum ini. Secara praktikalnya, MPSP adalah muflis semasa PR mengambil alih negeri ini.

Walau bagaimanapun, hanya dalam masa satu tahun, Kerajaan CAT PR berjaya menyelamatkan MPSP daripada terus muflis dengan mencatatkan sedikit lebihan pada tahun 2008 dan seterusnya untuk tiga tahun berturut-turut seperti berikut :-

2008 – RM 3 juta
2009 – RM 15 juta
2010 – RM 23 juta

Tidak diragukan bahawa Pulau Pinang di bawah PR menunjukkan prestasi yang jauh lebih baik daripada BN. Keyakinan tersebut diiringi dengan kejayaan Pulau Pinang mencatat jumlah pelaburan yang tertinggi dalam sejarah dan menduduki tempat pertama di Malaysia sebanyak RM12.2 bilion. Pulau Pinang juga mengalami penurunan indeks jenayah yang tertinggi di Malaysia dengan penurunan sebanyak 27 peratus dan menduduki tempat pertama dalam sektor pelancongan kesihatan dan pertumbuhan penumpang udara sebanyak 25 peratus di negara ini.

Keluarga Chua seharusnya mencari kebenaran melalui fakta dan bukannya berbohong dengan memutar-belitkan fakta semata-mata untuk meraih populariti dan menyerang PR. PR tidak sempurna dan bersedia untuk memperbaiki setiap kelemahan yang dilakukan tetapi PR berbeza dengan BN kerana PR tidak memanjakan diri dengan rasuah dan kroni.

马华公会的蔡氏家族,也就是马华总会长拿督斯里蔡细历医生,以及其担任副部长的儿子蔡智勇不应该坚持撒谎,声称槟城在民联的领导下面对严重的财政赤字,因为民联自2008年执政后,以杜绝贪污的能干、公作、透明施政方针,已一连3年创下了无瑕疵的盈余记录。蔡智勇日前追随其父亲的步伐,指控槟城正面对1亿零800万令吉的赤字,影响了槟城的经济成长。

这并非事实,因为在2008年从国阵手中接管槟州后,槟州民联政府以杜绝贪污的能干、公信、透明 施政方针(CAT),已创下连续3年无瑕疵的盈余记录。一连2年的总稽查司报告,已证实槟州是最佳的财务管理州属,槟州也是全马唯一获得国际透明组织表扬极力肃贪的州属。

槟州在2008年财政预算案取得史上最高的8800万令吉盈余,2009年7700万令吉盈余和2010年的3300万令盈余。若非前朝政府造成的陈合裕土地案丑闻,导致州政府必须依据高庭判决赔偿1500万令吉,2009年的财政预算盈余应该高达9200万令吉。

很遗憾的是,基于前朝国阵州政府的土地舞弊案,现在的民联州政可能被迫付还4000万令吉给陈合裕。现任民联州政府也无法补偿从木寇山土地舞弊案所亏损的3000万令吉。

这良好的财务管理,让槟州民联政府有能力每年拨出1200万令吉给宗教学校、教会学校、华小、淡小和锡克学校,在这之前,国阵州政府曾每年拨款1200万令吉给这些学校吗?

槟州民联政府的出色财务表现不限于州政府行政上,也转向挽救威省市政局免于破产。从2000年至2007年,威省市政局每年面对财务赤字记录和损失,被前朝国阵政府花掉2亿3000万令吉, 在民联政府接管时几乎濒临破产。

但是,在短短的一年内,民联猫政府成功拯救威省市政局免于破产,于2008年转亏为盈,创下略有盈余的记录,接下来的3年都是盈余,分别是2008年盈余300万令吉,2009年盈余1500万令吉和2010年盈余2300万令吉。

毫无疑问的,槟州在民联的管理下,表现远远超越国阵,槟州在2010年成功以高达122亿令吉总投资额,创下槟州史上最佳表现和全马居冠的投资记录。槟州总罪案率下降27%也是全马罪案率下降最多的州属,更是全国排名第一的医疗旅游和航空搭客成长率(25%)。

蔡细历父子应该事实求是,不要颠倒是非、企图通过歪曲事实和谎言来赢取声望及攻击民联,民联并不完美的,不过愿意改正错误,但不同的是,民联不像国阵那样沉迷于贪污和朋党关系。

KUALA LUMPUR: The proposed National Wages Consultative Council (NWCC) has come under fire from unionists and opposition MPs who described it as an added "bureaucratic layer" to an already questionable government will to implement a minimum wage policy.

The NWCC Bill was tabled in Parliament for first reading yesterday after the Najib administration conceded that giving workers decent salaries is pivotal to realise its aim to drive the nation's per capita income up on par with rich countries. The government has vowed that a minimum wage policy will be implemented by year end.

But unionists are perplexed by the government's logic in creating the council when the longstanding issue of providing Malaysian workers with decent living wages can be instantly addressed by introducing a minimum wage law.

"The setting up of the NWCC is redundant, a waste of public funds and it introduces another bureaucratic layer in wage determination," Klang DAP parliamentarian Charles Santiago, a trained economist and leading advocate for a floor wage policy, told reporters in Parliament today.

Another contention to the NWCC is the alleged lack of independence and autonomy in the council.

Members of the NWCC will be appointed by the human resources minister and they will conduct studies and make recommendations to the government on minimum wages. The minister has the final say and the council's suggestions are not binding.

Santiago said this can lead to abuse and suggested a tripartite system, a practice popularly used in rich economies and recommended by the International Labour Organisation, be implemented to ensure non-partisanship in the council.

A tripartite system involves the employers, employees and a third independent party comprising individuals that meet a set of specified criteria with their appointments based on a rotation system.

The criteria must include knowledge of labour laws, experience in analysis of complex national issues while those seen to have vested interests and incapable of making independent judgements must be disqualified.

Appointments must also include consultations with stakeholders, workers and employers reserving the right to veto up to one-third of the total number of nominations.

"This leaves in the end an independent group that is acceptable to both employers and employees to help bring a minimum wage figure that is acceptable to all," said Santiago.

This is a workers' agenda

The NWCC Bill also made no mention or definition of a minimum wage which the Klang MP said will defeat the purpose of the council which is supposed to determine wages. This, he noted, can lead to further abuse.

Santiago said various references can be drawn from countries like Indonesia and South Korea whose workers enjoy strong protection from robust labour policies.

Both countries, which have outdone Malaysia in economic performance, have clear cut minimum wage laws that defined the term as meeting the need for decent living.

This definition must also include cost of living, wages comparable workers and labour productivity.

"This is not a political agenda. This is a workers' agenda. I think its about time we help them get out of the poverty line, which is not a new issue," former Malaysian Trade Union Congress president Syed Shahir told the press conference.

The NWCC Bill is expected to be tabled for second reading in the coming session with the opposition gearing up for a heated parliamentary gabfest.

All the hype and promises by the government have not helped salvage the proposed minimum wage from being a major disappointment, DAP said.

KUALA LUMPUR: The National Wages Consultative Council (NWCC) bill is a big disappointment for Malaysian workers, said the DAP.

Klang MP Charles Santiago said that the bill, which was tabled for its first reading in Parliament today, did not have anything to say about a minimum wage itself.

"They (the human resources ministry) should define what a minimum wage is. It's disappointing that after all the hype, the bill doesn't say anything about a minimum wage," said Santiago.

The DAP economist also said that except for the introduction of the NWCC, much of the Employment Act remained the same.

According to the bill, the NWCC's responsibility is to come up with recommendations for the human resources minister to set minimum wages for the country.

However, the bill states that it is up to the minister to accept these recommendations. A refusal to do so, it added, would force the council to review these recommendations.

But Santiago said that a such council should not wait on the minister's word for the approval of a minimum wage.

He also took a swipe at the representation of government servants in the NWCC.

He raised concerns about the "at least five other members" of the council, and speculated that these places would be filled by former "directors-general" or other ministerial officials.

Santiago said that these positions should be filled by academics, industrial relations experts or labour lawyers who could contribute with honesty and impartiality.

"The biggest fear is that these places would be filled by all these Tan Sri and Datuks," he said.
