MCA Has Failed The 86 SPM Top Scorers And Destroyed Their Dreams Again By Breaking Their Own Promise Of Awarding Them PSD Overseas Scholarships Given To Other Top SPM Scorers.

DAP express grave disappointment at the BN Federal government's decision that the 86 SPM top scorers who failed to qualify for this year's Public Service Department (PSD) scholarship grants will not be give overseas scholarships but instead be given places in local private colleges and universities. It was only on May 27 that MCA President Datuk Seri Dr Chua Soi Lek announced to the press that he had told the prime minister in a meeting that top SPM students should be given scholarships to study abroad despite Putrajaya's claim that it did not make any such promise.

MCA's failure to fulfil their own promise that the 86 SPM top scorers be given the same PSD overseas scholarships given to other top SPM scorers is not only unjust but may further hasten the brain drain of young talents. Is it fair that 300 top scorers get overseas scholarships but not the 86 who are also top scorers?

MCA, SUPP and Gerakan Ministers must explain why they did not dare to press for overseas scholarships for all top scorers in Cabinet or to uphold transparency and accountability by revealing the full list of those who got overseas scholarships and their results? Clearly MCA has failed the 86 SPM top scorers and destroyed their dreams again by breaking their own promise of awarding them PSD overseas scholarships given to other top SPM scorers. MCA has also failed to find a permanent solution to this annual problem which will recur again next year.

This is not a racial issue as out of the 86 students who appealed, three were Malay Bumiputera, one Sarawak Bumiputera, 71 Chinese and 11 Indian. The danger for those top scorers who feel unappreciated will tend to migrate to other countries upon graduation. It is not just non-Malay top scorers who are migrating, even top Malays are doing so.

Universiti Utara Malaysia's Dr Ahmad Zaharuddin Sani said in the in the state of Victoria in Australia, there were about 5,000 Malays, three-fourths of them either permanent residents or Australian citizens. The fellow at University of Melbourne's Asia Institute said they were both professionals doctors and engineers and support staff.

Since Merdeka, more than 2 million Malaysians have migrated – a sheer loss of human talent which Malaysia can ill-afford. Prime Minister Datuk Seri Najib Tun Razak has identified human capital as one the primary resource to escape the middle-income trap and turn Malaysia into a high-income economy. Failure to retain and appreciate our top scorers will only adversely impact and jeorpardise efforts to have a per capita GNP of US15,000 by 2020.

MCA Telah Mengecewakan 86 Pelajar Cemerlang SPM dan Memusnahkan Impian Meraka dengan Memungkiri Janji untuk Memberikan Biasiswa Jabatan Perkhidmatan Awam (JPA) Bagi Melanjutkan Pelajaran ke Luar Negara Seperti Yang Diberikan kepada Pelajar Cemerlang SPM Yang Lain.

DAP meluahkan rasa kecewa dengan keputusan Kerajaan Persekutuan BN apabila 86 pelajar cemerlang gagal mendapat tajaan biasiswa luar negara Jabatan Perkhidmatan Awam (JPA) tahun ini, tetapi akan hanya ditempatkan di kolej swasta dan universiti tempatan saahaja. Pada 27 Mei yang lalu, Presiden MCA Datuk Seri Dr. Chua Soi Lek telah mengumumkan kepada media bahawa beliau telah menyatakan dalam pertemuan beliau bersama Perdana Menteri bahawa pelajar cemerlang SPM harus diberikan tajaan biasiswa bagi pengajian luar negara, walaupun Putrajaya mendakwa tidak pernah membuat janji seumpama itu.

Kegagalan MCA untuk mengotakan janji mereka bahawa 86 pelajar cemerlang SPM akan diberi tajaan pengajian luar negara JPA sama seperti pelajar cemerlang SPM yang lain, bukan sahaja dilihat tidak adil malah akan memberi impak kepada bakat muda yang berkebolehan. Adakah adil 300 pelajar cemerlang mendapat tajaan pengajian luar negara JPA tetapi bukan 86 pelajar yang juga sama cemerlang?

MCA, Parti Rakyat Bersatu Sarawak (SUPP) dan Menteri Gerakan seharusnya tampil memberi penjelasan mengapa mereka tidak berani mempertahankan pemberian biasiswa pengajian luar negara kepada pelajar cemerlang tersebut dalam Kabinet atau menegakkan ketelusan dan akauntabiliti dengan mendedahkan senarai lengkap penerima biasiswa pengajian luar negara berserta keputusan peperiksaan mereka? Jelas bahawa MCA telah mengecewakan 86 pelajar cemerlang SPM dan memusnahkan impian meraka dengan memungkiri janji untuk memberikan biasiswa JPA bagi melanjutkan pelajaran ke luar negara kepada pelajar cemerlang SPM. MCA juga gagal untuk mencari jalan penyelesaian bagi mengatasi masalah yang berulang saban tahun ini dan pasti akan berulang lagi pada tahun-tahun yang mendatang.

Ini bukanlah masalah perkauman kerana daripada 86 pelajar cemerlang yang memohon, tiga adalah Bumiputera Melayu, seorang Bumiputera Sarawak, 71 orang Cina dan 11 orang India. Bahayanya, pelajar cemerlang ini yang merasakan mereka tidak dihargai akan lebih cenderung untuk berhijrah apabila tamat pengajian kelak. Bukan sahaja pelajar cemerlang bukan melayu yang akan berhijrah, tetapi juga pelajar cemerlang Melayu akan berbuat demikian.

Dr. Ahmad Zaharuddin Sani dari Universiti Utara Malaysia (UUM) menyatakan bahawa di Victoria, Australia, terdapat 5,000 orang Melayu, 3/4 daripadanya adalah penduduk tetap atau warganegara Australia. Felo Institut Pengajian Asia, Universiti Melbourne menyatakan bahawa mereka adalah golongan profesional iaitu doktor dan jurutera serta kakitangan universiti tersebut.

Sejak Merdeka lagi, terdapat lebih daripada 2 juta rakyat Malaysia yang berhijrah-menyebabkan Malaysia kehilangan bakat dan mengalami kerugian. Perdana Menteri Datuk Seri Najib Tun Razak telah mengenal pasti sumber manusia sebagai salah satu sumber utama mentransformasikan warga Malaysia yang terperangkap dalam kelompok berpendapatan sederhana kepada kelompok berpendapatan tinggi. Kegagalan untuk mempertahankan dan menghargai pelajar cemerlang ini akan hanya memberi kesan negatif dan menggagalkan usaha untuk mencapai sasaran Keluaran Negara Kasar (KNK) berjumlah US$15,000 menjelang 2020.

马华再一次让86名大马高等教育文凭特优生失望,也摧毁了他们的梦想,马华违背自己的诺言,无法让他们像其他特优生一样获得公共服务局海外奖学金。

国阵联邦政府决定不发出海外奖学金给86名大马高等教育考试特优生,而是发出本地私立大专院校的奖学金,民主行动党对此感到极度失望。马华总会长拿督斯里蔡细历刚刚在5月27日宣布他已经在会议中告诉首相,SPM特优生应该获得海外奖学金,即使布城坚持说他们没有答应过这件事。

马华没有办法履行承诺,让86名大马教育文凭特优生,像其他特优生一样,获得公共服务局海外奖学金,这不只不公平,也加速年轻人才外流。300名特优生可以获得海外奖学金,而另外86名却拿不到,这公平吗?

马华、人联党和民政党部长都必须解释,为什么他们不敢在内阁里施压,让所有特优生都可以获得海外奖学金,或者奉行透明和公信原则,要求当局公布获得海外奖学金学生的名单和他们的成绩?很明显地,马华再一次让86名大马高等教育文凭特优生失望,也摧毁了他们的梦想,马华违背自己的诺言,无法让他们像其他特优生一样获得海外奖学金。年复一年,马华一直找不到办法永久解决这个问题,而今年的问题明年肯定还会发生。

这不是种族课题,因为86名上诉的学生当中,有3名马来土著、1名砂州土著、71名华裔及11名印裔。那些觉得自己不受重视的特优生会考虑在毕业后移民到其他国家。不只是非马来人特优生要移民,就连马来人特优生也会这么做。

北大的阿末查哈鲁丁博士说,在澳洲维多利亚省,当地共有5000名马来人,其中四分之三都是永久居民或澳洲公民。墨尔本大学亚洲研究院也指出,这些人都是专业的医生、工程师及专业人士。

自独立以来,共有200万名马来西亚人已经移民,这是马来西亚无法承担的巨大损失。首相拿督斯里纳吉已经确认,人民是我国其中一项重要资源,能协助我们摆脱中等收入的困境,引领马来西亚迈向高收入经济体。如果我们不珍惜、不留住我们的特优生,我们要在2020年达致每人年均收入1万5000美元的目标,将会受到负面影响,前功尽废。

A Minimum Wage Package Must Be An Essential Aspect Of Greater Penang Masterplan (en/bm/cn).

First and foremost, I wish to express my warm greetings and appreciation to YB Senator Dato’ Sri Idris Jala and his team for being here today to present an overview of Greater Penang Masterplan(GPM) We are grateful that the State and Federal Government are able to work closely together in bringing about a programme of change and transformation for the people of Penang. The formulation of GPM shall encapsulate initiatives and ambition to bring sustainable economic growth with social equality that is essentially:-

-Pro-growth
-Pro-jobs;
-Pro-talent
-Pro-welfare; and
-Pro-poor.

To this end, the GPM must include a minimum wage package for Penang. Whilst the level can be subject to discussions with all stakeholders, a minimum wage level must be implemented in Penang soon. The GPM must draw policies and projects that allows Penang to attain our aspirations to be an international and intelligent city. Human talent is a key resource. So is overcoming the infrastructure bottlenecks and inadequacies not just in roads and physical communications but also digital broadband.

Penang as an international and intelligent city must also be livable by addressing the 3Cs issue of crime, cleanliness and traffic congestion. Penang has made much headway but unless the GPM attending to the needs of 3Cs, any success will only be limited.

I hope the joint effort between the State and the Federal Government with other key stakeholders identified will be able to bring in high-value added activities while positioning Penang as a international business and service hub. This includes attraction of talents, building creativity and innovation in science and technology, establishing as an international and liveable city, improving transportation and infrastructure, promoting green spaces, better connectivity and overall improvement of quality of life.

It is clear that Penang has achieved much in recent years. To name a few, Penang led the investment charts with RM12.26 billion of Malaysia’s total investment of RM42.7 billion or 36% of Malaysia's FDI; the first green state in Malaysia; the highest reduction in crime index(27%) in the country, top in medical tourism with 60% of Malaysia's receipts, Penang’s effort to protect, preserve and promote UNESCO World Heritage City of George Town and many other achievements.

Penang is buzzing with excitement and is described as the most happening city in the country. This can only happen with the co-operation from the Federal government where we must harness the energy, expertise and entrepreneurship of Penangites from all sectors to make the GPM a success.

The state government has demonstrated our sincerity for an effective and mature working relationship with the Federal government by discarding our Penang Industrial Blueprint 2011-2015 for the GPM. Last but not least, the State Government of Penang is looking forward for a greater cooperation with PEMANDU and relevant key stakeholders to materialize a programme focused on the priorities of PEOPLE of Penang.

Pakej Pembayaran Upah Minimum Harus Menjadi Aspek Penting Dalam 'Greater Penang Masterplan' (GPM).

Pertama sekali, saya ingin mengalu-alukan Y.B Senator Dato' Sri Idris Jala dan pasukan beliau dan merakamkan ucapan penghargaan kerana sudi hadir meluangkan masa menyampaikan gambaran tentang 'Greater Penang Masterplan' (GPM). Kami bersyukur kerana Kerajaan Negeri dan Kerajaan Persekutuan dapat berganding bahu dalam membawa perubahan dan transformasi untuk warga Pulau Pinang. Formula GPM akan membawa inisiatif dan cita-cita untuk pertumbuhan ekonomi yang pesat dan berterusan dengan kesaksamaan sosial mengikut dasar-dasar berikut:

– Pro-pertumbuhan
– Pro-pekerjaan
– Pro-bakat
– Pro-kebajikan; dan
– Pro-kemiskinan (pro-poor)

Bagi tujuan ini, GPM harus menyediakan pakej pembayaran upah yang minimum bagi Pulau Pinang. Manakala tahap pembayaran adalah tertakluk kepada perbincangan yang bakal diadakan bersama dengan pemegang amanah yang berkepentingan (stakeholders) untuk menetapkan tahap upah minimum di Pulau Pinang tidak lama lagi. GPM harus menggariskan dasar dan projek yang membolehkan Pulau Pinang untuk mencapai aspirasinya menjadi bandaraya antarabangsa dan bandaraya intelek. Bakat menjadi salah satu sumber utama. Begitu juga dalam mengatasi kekurangan infrastruktur dan jalanraya serta komunikasi fizikal termasuklah sistem digital jalur lebar.

Pulau Pinang sebagai bandaraya antarabangsa dan bandaraya intelek juga harus menjadi sebuah bandaraya yang sesuai didiami dengan mengatasi masalah 3C's iaitu Crime, Cleanliness and Traffic Congestion (Jenayah, Kebersihan, Kesesakan Lalulintas). Pulau Pinang telah mencapai banyak kemajuan, akan tetapi seandainya GPM mampu mengatasi 3C's, maka kejayaan akan terbantut.

Saya berharap agar usahasama antara Kerajaan Negeri dengan Kerajaan Persekutuan bersama stakeholders yang dipilih akan memberi nilai tambah serta meletakkan Pulau Pinang sebagai hab perniagaan dan perkhidmatan bertaraf antarabangsa. Ini termasuklah daya tarikan untuk bakat-bakat baru, pembinaan kreativiti dan inovasi dalam perkembangan sains dan teknoligi, mewujudkan bandaraya bertaraf antarabangsa dan sesuai didiami, meningkatkan mutu sistem pengangkutan dan infrastruktur, mempromosikan ruangan hijau, saling berhubungkait dan meningkatkan kualiti hidup secara menyeluruh.

Adalah jelas bahawa Pulau Pinag telah mencapai pelbagai kejayaan dalam beberapa tahun kebelakangan ini. Antaranya, Pulau Pinang mendahului carta pelaburan negara dengan nilai pelaburan berjumlah RM12.26 bilion daripada keseluruhan jumlah pelaburan Malaysia RM42.7 bilion atau 36% nilai Pelaburan Langsung Asing (FDI); negeri hijau pertama di Malaysia; kadar pengurangan indeks jenayah tertinggi (27%) dalam negara; penyumbang utama kepada pelancongan perubatan negara iaitu 60% daripada nilai pendapatan Malaysia, kesungguhan Pulau Pinang untuk melindungi, memulihara dan mempromosi Tapak Warisan Dunia UNESCO – George Town dan pelbagai lagi.

Pulau Pinang penuh dengan kegirangan dan diiktiraf sebagai negeri yang paling meriah di Malaysia. 在大槟城蓝图中,最低薪资配套必须被列为重要的一环

大槟城蓝图的规划应该包含如何确保在社会平等的情况下打造永续经济成长的计划的理想,包括:

– 促进成长
– 提高就业机会;
– 惜才
– 提供福利
– 扶弱.

因此,大槟城蓝图必须列入最低薪资配套。我们可以和各造进一步讨论最低薪资的标准,最低薪资制必须及早在槟城实施。大槟城蓝图必须制定政策和计划,让槟城可以达到我们成为国际和智能城市的理想。人才是最主要的资源。所以我们要解决的不只是基建瓶颈如道路、通讯设备,也包括数码宽频。

槟城要成为一个国际与智能城市,也必须是一个适宜居住的地方,我们必须应对3C问题,那就是罪案、卫生和交通阻塞。槟城已经在各方面领先,可是大槟城蓝图必须协助我们解决3C问题,否则我们的成功是有局限的。

我希望州政府和联邦政府及其它人士可以引进高附加价值的活动,并把槟城定位成国际商业及服务中心。这包括吸引人才、培育科技创新能力、打造一个宜居的国际都市、改善交通和基建、推广绿色空间、更好的联系及全面地改善生活素质。

很明显地,槟城在近年取得一些成就。槟州获得最高的投资额,在全国所获的427亿令吉投资额中,获得122亿6000万令吉或占全国外来投资的36%;全马第一个绿州;罪案率降幅最多(27%);医疗旅游的收入占了全马60%,我们也立志保护、保留与推广联合国科教文组织的世界文化遗产乔治市等等。

槟城可说是样样有,它也被形容为全国最活跃的城市。唯有联邦政府的合作,我们才能做到。我们必须善用槟城各行各业人民的精力、专才及企业精神,让大槟城蓝图成功。

州政府已经展现了我们的诚意,要与联邦政府建立有效与成熟的工作关系,我们搁置本身的槟城工业蓝图(2011-2015) ,让路给大槟城蓝图。州政府希望与首相署表现管理和传递单位(PEMANDU)及相关人士更加紧密合作,以实现这项为人民谋福利的计划。

Historic Water Restructuring Agreements Between Penang State Government and the Federal Government (en/bm/cn)

Historic Water Restructuring Agreements Between Penang State Government and the Federal Government Demonstrates The Commitment Of Penang PR Government To Have A Mature Working Relationship With The BN Federal Government That Is In The National Interest And Beneficial To The People.

The State Government of Penang and the Ministry of Finance have come to an agreement where the state government will agree to the migration of its core assets in Perbadanan Bekalan Air Pulau Pinang(PBAPP) in exchange for a complete restructuring exercise of the outstanding federal loans owed by Penang. The Ministry Of Finance represents the Federal Government and Pengurusan Aset Air Berhad (PAAB), a company under the Minister of Finance Inc. PAAB will assume responsibility for water supply projects through the National Water Services Industry Restructuring Initiative.

The Water Services Industry Act 2006 (WSIA) which has come into force in 2007 and agreed to by the previous BN state government is a takeover of water supply functions now presently under the purview of the state government. The main objectives of the WSIA are:

• Resolution of all federal government water loans

• Provision of water as a basic right

• The state will retain ownership on land at water catchment areas

• The state will retain rights on raw water

Under the WSIA, all water operators will be regulated and licensed by Suruhanjaya Perkhidmatan Air Negara (SPAN). SPAN's responsibility is to regulate as well as to monitor the performance of the water operators. The restructuring is required for a better quality of water and to relieve the states and concessionaires of the heavy burden of funding water infrastructure development, of which is now the responsibility of the Federal Government and PAAB. PAAB is fully owned by Ministry of Finance to facilitate this migration and provide funding for future water assets development.

Chief Minister, YAB Lim Guan Eng said that the Cabinet has approved the restructuring and migration exercises subject to the following terms and conditions:-
• the state's outstanding loan of RM655.24 million to the Federal government will be interest-free and rationalized by alienating state land related water assets to PAAB for a period 45 years. PAAB will lease back the water assets to PBAPP for 45 years. PBAPP shall pay PAAB a yearly lease rental of RM 14.56 million and upon settlement of the lease at the end of 45 years, the state land will automatically revert back to the state;
• the funding of Mengkuang Dam expansion project of RM 1.2 billion will be given as a grant by the Federal Government;
• any revision or variation in water tariffs must obtain the approval and consent of the Penang state government.

This is an improvement of the previous terms as the state's outstanding loan of RM655.24 million was supposed to be charged an interest rate of 3%. Instead of the 3%, it will now be interest-free, and paid by PBAPP. PAAB will also be providing funding at the lowest market rates available to PBAPP for new and upgrading water infrastructure projects in Penang.

Further, the RM1.2 billion has also been converted to a grant instead of an interest-free loan that will be required to be repaid by the state government. Finally the state government retains control over the rate of water tariffs so that the people of Penang decides and not the Federal government.

The Penang State Government, Ministry Of Finance and PAAB will sign the Restructuring Agreements on 2 June 2011 in Putrajaya. The main benefits of the National Water Services Industry Restructuring Initiatives to Penang State government will be:
1. Relieved of repaying the RM 655.24 million water supply loan owing to the Federal Government, which will be repaid by PBAPP.
2. Penang State Government will be given a grant allocation of RM1.2 billion for the expansion project of Mengkuang Dam in Penang.
3. Federal Government will be fully responsible for the source work of water supply projects.
4. Relieve of the heavy financial burden to develop and upgrade water supply assets.
5. Enable PBAPP to focus solely on providing water treatment and distribution services and concentrate on achieving operational efficiencies, good quality water and services.
6. PBAPP can work towards full cost recovery and financial independence in the long term;
7. Retain control by the people of Penang over the determination of water tariffs rates in Penang.

The RM1.2 billion grant for the expansion project of Mengkuang Dam will be expedited from this migration exercise. Currently, Mengkuang Dam's capacity is 23 million cubic meters and with the expansion it will increase the dam capacity to 78 million cubic meters and be able to meet the state's water need until the year 2020.

Penang State Government requires a large capital expenditure for the water supply systems and the restructuring need to be implemented so as to ensure sustainable operations and distribution of water supply. We hope that this exercise will relieve the state from the heavy financial burden to develop water assets and at the same time reduce the burden to review water tariff increases in the future. Penang shall depend on the promise of the Federal government that both the state and PBAPP will not have to depend on funding and loan by the financial institutions in time to come.

The willingness of the Penang state government to agree to this historic water restructuring agreement with the Federal government demonstrates the commitment of the Penang PR state government to have a mature working relationship with the BN Federal government that is in the national interest and beneficial to the people.

Perjanjian Bersejarah Berkaitan Penstrukturan Semula Air di Pulau Pinang Di Antara Kerajaan Negeri dan Kerajaan Persekutuan Menunjukkan Komitmen Kerajaan Negeri Pakatan Rakyat Pulau Pinang Dalam Menjalinkan Kerjasama Dengan Kerajaan Persekutuan Barisan Nasional Demi Kepentingan Nasional dan Manfaat Kepada Rakyat.

Kerajaan Negeri Pulau Pinang dan Kementerian Kewangan telah mencapai persetujuan di mana Kerajaan Negeri akan bersetuju untuk memindahkan aset teras Perbadanan Bekalan Air Pulau Pinang (PBAPP) sebagai pertukaran penyelesaian penstrukturan semula baki pinjaman Persekutuan yang dimiliki oleh Pulau Pinang.

Kementerian Kewangan mewakili Kerajaan Persekutuan dan Pengurusan Aset Air Berhad (PAAB), salah sebuah syarikat di bawah Perbadanan Kementerian Kewangan. PAAB akan memikul tanggungjawab untuk projek bekalan air di bawah 'National Water Services Industry Restructuring Initiative'.

Akta Industri Perkhidmatan Air 2006 (Water Services Industry Act 2006-WSIA) yang berkuatkuasa pada 2007 dan telah bersetuju bahawa Kerajaan Negeri kini akan mengambil alih bidang kuasa pembekalan air. Objektif utama WSIA adalah:
• Resolusi kepada pinjaman air Kerajaan Persekutuan
• Penyediaan air sebagai hak asasi
• Kerajaan Negeri akan mempertahankan pemilikan ke atas tanah tadahan air
• Kerajaan Negeri akan mempertahankan hak ke atas bekalan air mentah

Di bawah WSIA, semua syarikat bekalan air akan dikawal selia dan dilesenkan di bawah Suruhanjaya Perkhidmatan Air Negara (SPAN). SPAN bertanggungjawab untuk menetapkan serta memantau pengoperasian syarikat-syarikat bekalan air. Penstrukturan semula diperlukan untuk meningkatkan kualiti air dan meringankan bebanan pembiayaan pembangunan infrastruktur air yang ditanggung oleh Kerajaan Negeri dan syarikat-syarikat konsesi, yang mana kini menjadi tanggungjawab Kerajaan Persekutuan dan PAAB. PAAB dimiliki sepenuhnya oleh Kementerian Kewangan untuk memudahkan pemindahan serta menyediakan peruntukan kewangan demi pembangunan bekalan air di masa hadapan.

Ketua Menteri, Y.A.B Lim Guan Eng berkata bahawa Kabinet telah meluluskan penstrukturan dan pemindahan latihan berdasarkan terma-terma serta syarat-syarat berikut:
• Pinjaman Kerajaan Negeri berjumlah RM655.24 juta kepada Kerajaan Persekutuan akan diberikan tanpa faedah dan tanpa batasan pemsempadanan berkaitan aset air terhadap PAAB bagi tempoh 45 tahun. PAAB akan menyewa kembali aset air kepada PBAPP untuk tempoh 45 tahun. PBAPP akan membayar PAAB kadar sewaan tahunan sejumlah RM14.56 juta sehingga tamat tempoh 45 tahun, secara automatik tanah akan dikembalikan kepada negeri.
• Pembiayaan projek pembesaran Empangan Mengkuang berjumlah RM1.2 bilion akan diberikan sebagai geran oleh Kerajaan Persekutuan;
• Segala semakan semula atau kenaikan kadar tarif air mestilah mendapat persetujuan dan kelulusan Kerajaan Negeri.

Hal ini adalah peningkatan dari terma-terma sebelumnya sebagai pinjaman negeri berjumlah RM655.24 juta yang seharusnya dikenakan kadar faedah sebanyak 3%. Berbanding kadar faedah 3% yang dikenakan, kini ia akan bebas kadar faedah dan akan dibiayai oleh PBAPP. PAAB juga akan menyediakan peruntukan pada kadar terendah mengikut harga pasaran semasa kepada PBAPP bagi projek baharu dan projek peningkatan infrastruktur bekalan air di Pulau Pinang.

Tambahan pula, sejumlah RM1.2 bilion akan ditukar menjadi geran dan bukannya pinjaman bebas kadar faedah yang akan dibiayai oleh Kerajaan Negeri. Akhirnya Kerajaan Negeri dapat mengawal kadar tarif air dan bukannya Kerajaan Persekutuan.

Kerajaan Negeri Pulau Pinang, Kementerian Kewangan dan PAAB akan menandatangani Perjanjian Penstrukturan (Restructuring Agreements) pada 2 Jun 2011 di Putrajaya. Manfaat utama 'National Water Services Industry Restructuring Initiatives' terhadap Kerajaan Negeri Pulau Pinang adalah:
1. Tidak perlu membayar semula RM655.24 juta pinjaman bekalan air kepada Kerajaan Persekutuan, di mana akan dibiayai oleh PBAPP.
2. Kerajaan Negeri Pulau Pinang akan diberi peruntukan geran sejumlah RM1.2 bilion untuk projek pembesaran Empangan Mengkuang di Pulau Pinang.
3. Kerajaan Persekutuan akan bertanggungjawab sepenuhnya terhadap projek pengendalian sumber bekalan air.
4. Meringankan bebanan kewangan untuk pembangunan dan peningkatan penyediaan bekalan air.
5. Membolehkan PBAPP menfokuskan sepenuhnya terhadap penyediaan bekalan air dirawat dan penyediaan perkhidmatan serta tumpuan terhadap pencapaian operasi yang efisien, peningkatan kualiti air dan lain-lain perkhidmatan.
6. Membolehkan PBAPP bergerak ke arah pemulihan kos dan kemandirian kewangan untuk jangka masa panjang.
7. Mempertahankan kawalan terhadap penentuan kadar tarif air Pulau Pinang oleh warga Pulau Pinang sendiri.

Geran yang bernilai RM1.2 bilion untuk projek pembesaran Empangan Mengkuang akan dipercepatkan pemindahannya. Pada masa ini, kapasiti Empangan Mengkuang adalah 23 juta meter padu dan akan diperluaskan serta ditingkatkan kapasitinya kepada 78 juta meter padu serta mampu menampung keperluan air semasa dalam negeri sehingga tahun 2020.

Kerajaan Negeri Pulau Pinang memerlukan modal yang besar untuk sistem bekalan air dan penstrukturan semula perlu dilaksanakan bagi memastikan operasi dan pembekalan bekalan air mencukupi. Kami berharap agar inisiatif ini dapat meringankan bebanan kewangan negeri dalam membangunkan sumber bekalan air dan dalam masa yang sama dapat mengurangkan bebanan untuk meninjau kenaikan kadar tarif air pada masa hadapan. Pulau Pinang bergantung kepada janji Kerajaan Persekutuan bahawa Kerajaan Negeri dan PBAPP tidak perlu bergantung pada peruntukan pinjaman dari mana-mana institusi kewangan pada masa hadapan.

Kesungguhan Kerajaan Negeri untuk memeterai perjanjian bersejarah berkaitan penstrukturan semula bekalan air dengan Kerajaan Persekutuan menunjukkan komitmen Kerajaan Negeri Pakatan Rakyat Pulau Pinang untuk bekerjasama dengan Kerajaan Persekutuan Barisan Nasional demi kepentingan nasional dan manfaat kepada rakyat.

槟州政府与联邦政府即将签署历史性水供重组协议,展现了槟州民联政府为了国家与人民的利益,愿意与国阵联邦政府共同打造成熟的合作关系。

槟州政府与财政部已经达致协议,州政府同意将槟州控股水务机构(PBAPP)的核心资产转交给联邦政府,以完整地重组槟城所拖欠的联邦贷款债务。财政部代表了联邦政府和水务资产管理公司(PAAB)(隶属财政部的公司)。水供资立管理公司将通过国家水供业重组计划,承担水供工程的责任。

2006年的水供工业法令已经在2007年生效,而前朝国阵政府同意交出原本属于州政府权限的水供资产管理权。上述法令的宗旨在于:
• 解决槟州所拖欠的联邦水务债务
• 水供是基本权利
• 州政府保留集水区的拥有权
• 州政府保留对生水的权利

在这项法令下,所有的水务操作将被规范,并由国家水供服务理事会(SPAN)发出执照。上述理事会的责任是管理以及监控水务操作的表现。为了更好的水质以及减轻州政府及特许经营在水供基建融资方面的沉重负担,重组是必要的。而隶属财政部的水务资产管理公司将促进这项转移工作,并提供未来水资产发展的资金。

内阁已经批准的重组及转移作业的条款如下:

• 槟州所拖欠的6亿5524万令吉债务将是免息贷款,并将州土地上的水资产转让给水务资产管理公司45年。上述管理公司将把水资产转租给槟州控股水务机构45年。供水机构将缴付年租1456万令吉给管理公司,45年租凭期届满后,州政府的土地将自动交回给州政府。
• 孟光水坝的扩建计划所需的12亿令吉,交由联邦政府拨款。
• 任何与水费有关的检讨或变更,都必须经过槟州政府的批准与许可。

上述条款改良了之前的协议,原本州政府所拖欠的6亿5524万令吉债务需加上3%的利息,现在则是免利息,并由控股水务机构缴付。在新的供水设施提升工程中,管理公司也会依据最低市价,为控股水务机构提供资金。

此外,原有的12亿令吉已经从州政府的免息贷款,转成拨款。最后,州政府可以控制水费,由槟州人民来决定水价,而不是联邦政府。

槟州政府、财政部与水务资产管理公司将在2011年6月2日于布城签署水供重组协议。国家水供业重组计划对槟州政府的好处包括:

1. 免去州政府所欠下的6亿5524万水供贷款,并将由控股水务机构缴付。
2. 槟州政府将获得孟光水坝扩建计划的12亿令吉拨款。
3. 联邦政府将全权负责水供工程。
4. 免除发展与提升水供资产的沉重财务负担。
5. 让控股水务机构可以专注在治水及分配用水服务,并全力提高运作效率、提供水的品质及服务素质。

BN Deluding Themselves And Deceiving The People If They Say There Will Be Only 0.27% Inflation Following Power Tariff Hikes, Ending Free Electricity To 900,000 Consumers Using Less Than RM20 Monthly By End 2011 And Withdrawal Of Diesel Subsidy.

BN deluding themselves and deceiving the people if they say there will only be 0.27% inflation following power tariff hikes, ending free electricity to 900,000 consumers using less than RM 20 monthly by end 2011 and withdrawal of diesel subsidy. How can the government state that inflation will rise by only 0.27 % when everyone feels the price increase in basic household commodities is higher than 0.27%?

The withdrawal of diesel subsidies has led to the announcement by transport operators of the rise in transport costs and prices of fishes soaring because fishermen find it too expensive to put their boats out to sea. For BN to state that inflation will only rise by 0.27% is not reflective of reality and is typical of rich men quoting meaningless statistics to justify wrong policies that hurt the poor and ordinary Malaysians.

Prime Minister Najib Abdul Razak has outlined three criteria which must be practised by government agencies in order to be more innovative those:-
• which could bring about a big impact for the nation,
• were cost savings and shorter cycle times; and
• improvements to the delivery system.

Whilst the withdrawal of subsidies for the poor would bring about a big impact for the nation, the refusal to ask Independent Power Producers(IPPs) to share the burden will not bring about cost savings, shorter cycle times or even improvements to the delivery system. Even though economists generally agree that reducing subsidies improves efficiency, any unequal reduction that impacts only on the lower income groups but spares the richer corporate sectors only causes distortions that will negate any efficiency gains.

Up to end 2010, Petronas has extended about RM131.3 billion in gas subsidy to both the power and non-power sectors, with almost RM19 billion annual gas subsidies to IPPs and the commercial power sector. Whilst the government can claim that the IPPs will have to bear a bit more in paying for gas, substantial subsidy savings can be earned by the Federal government by terminating the compulsory purchase of power generated by IPPs.

With Malaysia enjoying an energy reserve margin that is the highest in the world of 52.6%, there is no need for TNB to purchase power from IPPs that TNB does not need. IF TNB is not required to purchase power it does not need, then substantial gas subsidies can be saved as Petronas sells gas at less than 30% of the market rate.

How then can the Prime Minister develop an innovative culture for Malaysia if such crony capitalistic and anti-competitive practices are permitted in the country?

Penarikan balik subsidi minyak telah menyebabkan pengusaha pengangkutan awam menaikkan kos pengangkutan dan harga ikan melambung kerana para nelayan berpandangan bahawa ia terlalu mahal untuk menggerakkan bot mereka ke laut. Bagi BN, dengan menyatakan kenaikan inflasi sebanyak 0.27% bukanlah menggambarkan situasi sebenar dan merupakan ciri-ciri individu yang membenarkan dasar-dasar yang salah yang boleh merugikan Malaysia.

Perdana Menteri, Najib Abdul Razak telah menggariskan tiga kriteria di mana ia perlu dipraktikkan oleh agensi kerajaan agar lebih berinovasi :
• Ia boleh memberi impak yang hebat terhadap bangsa
• Penjimatkan kos dan pemendekan kitaran masa; dan
• Penambahbaikan sistem penyampaian.

Sementara penarikan balik subsidi terhadap rakyat miskin akan membawa impak yang besar terhadap bangsa, penolakan untuk meminta 'Independent Power Producers' (IPPs) untuk berkongsi bebanan tidak akan membawa kepada penjimatan kos, pemendekan kitaran masa ataupun penambahbaikan dalam sistem penyampaian. Walaupun pakar ekonomi menyatakan persetujuan bahawa pengurangan subsidi akan meningkatkan tahap kecekapan, setiap pengurangan tidak setara yang akan memberi implikasi kepada golongan berpendapatan rendah tetapi bagi syarikat korporat ia hanya akan menjadi lebih kaya dan menyebabkan distorsi yang menafikan keberkesanan keuntungan.

Sehingga akhir 2010, Petronas telah menambah sejumlah RM131.3 bilion subsidi bagi kedua-dua sektor janakuasa dan bukan janakuasa, dengan hampir RM19 bilion subsidi gas tahunan kepada IPPs dan sektor elektrik komersil. Sekiranya TNB tidak diperlukan untuk membeli janakuasa yang tidak perlu, maka subsidi gas dapat dijimatkan. Kini, Petronas menjual gas kurang dari 30% harga pasaran.

Jadi bagaimana Perdana Menteri mahu mengembangkan budaya inovasi di Malaysia jika kroni-kroni dan amalan-amalan kapitalis serta anti persaingan dibenarkan di negara ini?

为了让政府机构变得更有革新能力,首相纳吉曾列出三个标准:
• 必须为国人带来影响力,
• 可以省钱、省时,
• 改善传递系统。

取消穷人津贴的确能够对国人带来巨大影响力,当局不愿叫独立发电厂共患难,这不是省钱省时的做法,也无法改善传递系统。虽然,经济学家普遍上同意减少津贴能够改善效率,但是,不公平地削减津贴只会影响低收入群,而不是富裕的企业界,这做扭曲的做法无助于提高成效。

截至2010年底,国油已经为发电及非发电业者付出1313亿万令吉的天然气津贴,独立发电厂与商业发电领域获得了约190亿令吉的天然气津贴。政府企图说明独立发电厂需为天然气付出多一点钱,但是,如果联邦政府终止必须向独立发电厂购电的协议,这笔省下的巨额津贴可以全归联邦政府。

既然马来西亚拥有全世界最高的储备电量52.6%, 国能根本不需要向独立发电厂购买它不需要的电供。如果国能无需购买它所不需要的电供,那么我们可以省下一大笔天然气津贴,目前国油以低于市价30%的价格售卖天然气。

如果我国允许这种朋党资本主义与反竞争的做法,首相怎么可能发展一个具革新能力的马来西亚?

Here is a ragbag of grievances of the ordinary man on the street in Malaysia – the non-thought out removal of subsidies, hike in the prices of gas, power tariffs and utilities plus spiraling costs of food and essential items.

 

Despite the ruling Barisan Nasional government’s garbled statements to justify the subsidy slashes, the vexed question remains – why is the public forced to carry the financial burden when Prime Minister Najib Tun Razak’s government carries on its failed privatization policies and continues to bailout cronies such as the Independent Power Producers (IPPs) and Selangor water bond holders, among others?

 

Power producer firms by tycoons like Ananda Krishnan, Syed Mokhtar Albukhary and Francis Yeoh would continue to get a subsidy of RM19 billion.

 

Let’s look at what the rakyat would receive from the government – a hike in electricity tariffs which would go up by 7.12% starting today, forcing Malaysians to brace for higher inflation.

 

The price of natural gas would also rise by RM3.00 per million metric BTU every six months until it reaches the market levels.

 

From today onwards the government would also remove the super subsidy for diesel for nine categories of commercial vehicles.

In addition, the Association of Malaysian Hauliers (AMH) will raise its haulage tariff guidelines by 20 per cent.

 
 

The waiving of electricity bills for domestic users who record less than RM20per month would cease this coming December. There are 900,000 users in this category.

 

The government says the subsidy cuts and tariff hikes are crucial to trim its burgeoning subsidy bill and plug the budget deficit.

 

So why hasn’t the government withdrawn the RM19 billion subsidy to the IPPs and cronies?

Good question.

 

However ruling UMNO leaders and Najib want to sugar-coat it, this is clearly the government’s way of passing on the burden of its decades-long economic mismanagement to the people.

 

In an immediate response to the removal of super subsidy for diesel, Pan-Malaysia Lorry Owners Association immediate past president Er Sui See said that lorry operators would almost certainly pass the additional fuel cost to consumers and manufacturers as the cut would have a great impact on thin profit margins.

 

While the electricity board, TNB, shares the subsidies with the IPPs, the 5.49 million households would be hit when the suppliers, shopkeepers and food manufacturers absorb the increase in tariffs by passing it on to the public.

 

Malaysians would have to further tighten the belt as the prices of food, goods and services would go through the roof.

 

Food prices in the country have increased at more than twice the rate of global food prices in the first four months of 2011.

 

A FOMCA study notes that food prices of the eight most bought vegetables has increased between 40-60 percent between September 2010 – April 2011.

 

The working class in Malaysia has been burdened with stagnant wages for the last ten years, with wages going up by just 2.6%between 2000 and 2010. But the cost of living in Malaysia is going up with the price hike of essential items like sugar, flour and cooking oil.

 

The price of onions have gone up 4 times from 32 cents per kilo while the price of dried chillies have doubled from one dollar eighty cents per kilo.

 

Other food items which show a significant hike are sugar at 10.2%, vegetables at 8.1% and rice and seafood at 1.6%. The price of food and non-alcoholic beverages have gone up 2.4% compared with 2009.

 

These price increases have put a huge strain on the grocery bills of households as a significant 40% of households earn less than RM1,500 a month.

 

Therefore the tariff hikes and subsidy slashes would further burden the people, push thousands into poverty and exert stress on the most vulnerable communities, who spend more than half of their income on food.

 

And Malaysians would be forced to pay an extra 30% cost for each food item compared to 2005, by the end of this year.

 

Since taking over the government, Najib has parroted his People First slogan. But clearly his loyalty lies with the ruling elite and cronies who would continue to make and enjoy huge profits at the expense of further impoverishment of majority of the population.

 

In this model of development it is obvious that the rich and cronies are constantly protected by the UMNO-led ruling coalition government.

 

But Malaysians would go to sleep on the last day of May and wake up to a nightmare.
