BN Penang In Breach Of Confidentiality And Secrecy Of National Water Agreements Worked Out Between The Penang State Government And The Federal Government.

The Penang state government regrets that BN Penang has chosen to score cheap political points by publicising details of a national water agreement worked out between the Federal and state government. Such agreements are secret in nature and highly confidential, as only either the state or the Federal government have the right to disclose the details of such an agreement.

State Barisan Nasional (BN) working committee chairman Datuk Dr Teng Hock Nan appears to have forgotten that he is no longer the Penang state government. Has Teng forgotten he was rejected by his Pulau Tikus voters and lost in the last general elections? He is also not holding any Federal government position. What right and on whose behalf is he representing in making such announcements that should only come from either the Federal or state government?

Negotiations over the terms of the water agreement were concluded two months ago and awaiting the approval of the Cabinet. The signing ceremony has been fixed in Putrajaya this Thursday on 2 June 2011 between Energy, Green Technology and Water Minister Datuk Peter Chin Fah Kui and myself. If anyone should make any disclosure it should come from either Peter Chin or the state government not Teng who has no locus standi whatsoever. It is unbecoming and irresponsible for Teng to behave as something that he is not when he is now neither a state EXCO member nor a Federal government official.

The Penang state government was initially reluctant to accede to the migration of the state's water assets to the Pengurusan Aset Air Bhd(PAAB) under the Federal government. However as Chairman of Perbadanan Bekalan(PBA), I had no choice but to find a solution as the previous BN state government had agreed to surrender the state's water assets to the Federal government under the Water Services Industry Act 2006.

Accordingly, the Penang PR state government insisted that the some of the terms of migration of water assets be improved on what was originally proposed. Amongst them as mentioned by Teng, was the construction of the RM1.2 billion Mengkuang dam to increase water capacity in the state by 3.8 times. Under the previous BN administration, this RM1.2 billion was to be an interest-free loan.

The Penang PR state government had insisted that the interest free loan of RM1.2 billion be converted into a grant as a condition for the migration of water assets to be speedily carried out. After the expansion of the dam is completed, the dam would still belong to the state government. This was finally agreed to by the Federal government.

Teng was again not truthful in saying that the state government should answer the details of the RM1.2 billion dam expansion project. As the RM1.2 billion is federal government's money, the Federal government decides how this is spent such as who to give and whether there should be an open tender or not.

Instead of praising both the Federal and state government for agreeing to convert an interest-free RM1.2 billion loan into a grant, which is definitely beneficial and better for the people of Penang than the terms previously offered, Dr Teng had chosen to politicise the deal by claiming that BN had never marginalised Penang despite losing the state. Why did Teng not give credit where credit is due by noting the success of the PR state government in converting a RM1.2 billion loan into a grant?

I shall be disclosing other improvement in terms for the Penang state government later. I regret that Teng and Penang BN has again acted unprofessionally and irresponsibly by breaching the secrecy and confidential nature of the agreements merely for political publicity. I shall be directing state government officials to enquire with the Federal government whether the details of such an agreement between the federal and state government are revealed to rejected BN politicians who hold no official positions.

Kenyataan Akhbar oleh Ketua Menteri Pulau Pinang, Lim Guan Eng pada 31 Mei 2011 di Komtar, George Town.

Barisan Nasional (BN) Pulau Pinang melakukan kesalahan perlanggaran maklumat sulit (breach of confidentiality) berkenaan Perjanjian Kerjasama Penstrukturan Semula Perkhidmatan Bekalan Air antara Kerajaan Negeri dan Kerajaan Persekutuan.

Kerajaan Negeri Pulau Pinang kesal dengan BN Pulau Pinang yang telah memilih untuk mencari publisiti politik murahan dengan mendedahkan butiran perjanjian penstrukturan semula perkhidmatan bekalan air antara Kerajaan Negeri dan Kerajaan Persekutuan. Perjanjian tersebut adalah rahsia dan sulit di mana hanya Kerajaan Negeri mahupun Kerajaan Persekutuan mempunyai hak untuk mendedahkan butiran perjanjian tersebut.

Pengerusi Jawatankuasa Kerja Barisan Nasional (BN) negeri, Datuk Dr Teng Hock Nan nampaknya lupa bahawa beliau bukan lagi memimpin Kerajaan Negeri Pulau Pinang. Adakah Teng telah lupa bahawa beliau telah ditolak oleh pengundi di Pulau TIkus sekaligus telah kalah dalam pilihan raya umum lalu? Beliau juga tidak memegang sebarang jawatan dalam Kerajaan Persekutuan. Apa hak dan atas nama siapa beliau wakili untuk membuat pengumuman yang sepatutnya hanya boleh diumumkan oleh Kerajaan Persekutuan atau Kerajaan Negeri sahaja?

Rundingan perjanjian air tersebut telah diputuskan dua bulan lepas dan sedang menunggu kelulusan daripada Kabinet. Upacara menandatangani perjanjian akan diadakan di Putrajaya pada Khamis ini bersamaan dengan 2 Jun 2011 antara Menteri Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin Fah Kui dan saya sendiri. Jika ada sesiapa yang membuat pendedahan, seharusnya ia datang dari pihak Peter Chin mahupun Kerajaan Negeri, bukannya Teng yang tidak mempunyai sebarang hak untuk melakukannya. Perkara ini dilihat sebagai perilaku tidak bertanggungjawab Teng kerana beliau kini bukan lagi ahli EXCO kerajaan negeri mahupun pegawai Kerajaan Persekutuan.

Kerajaan Negeri Pulau Pinang pada awalnya enggan untuk meluluskan penghijrahan aset air kerajaan negeri kepada Pengurusan Aset Air Berhad (PAAB) di bawah Kerajaan Persekutuan. Walau bagaimanapun, sebagai Pengerusi Perbadanan Bekalan Airi (PBA), saya tidak mempunyai pilihan lain melainkan mencari penyelesaian memandangkan Kerajaan Negeri BN sebelum ini telah bersetuju untuk menyerahkan aset air Negara kepada Kerajaan Persekutuan di bawah Akta Industri Perkhidmatan Air 2006.

Atas alasan tersebut, Kerajaan Negeri Pakatan Rakyat Pulau Pinang berkeras supaya beberapa syarat penghijrahan aset air sedia ada yang dicadangkan diperbaiki. Seperti mana yang dimaklumkan oleh Teng, pembinaan Empangan Mengkuang bernilai RM1.2 bilion dengan peningkatan kapasiti simpanan air sebanyak 3.8 kali ganda berbanding sekarang akan dilaksanakan. Di bawah pemerintahan Kerajaan BN sebelum ini, RM1.2 bilion hanya digunakan sebagai pinjaman tanpa faedah.

Kerajaan Negeri Pakatan Rakyat Pulau Pinang berkeras untuk menukarkan pinjaman tanpa faedah sebanyak RM1.2 bilion ini kepada geran sebagai syarat untuk meningkatkan penghijrahan aset air. Sebaik pembesaran empangan ini selesai, empangan tersebut akan menjadi milik tetap Kerajaan Negeri. Perkara ini akhirnya telah mendapat persetujuan Kerajaan Persekutuan.

Teng sekali lagi tidak jujur dengan mengatakan bahawa Kerajaan Negeri perlu menjawab butiran lanjut mengenai projek pembesaran yang bernilai RM1.2 bilion ini. Disebabkan RM1.2 bilion ini adalah peruntukan dari Kerajaan Persekutuan, Kerajaan Persekutuan mempunyai hak untuk memutuskan kepada siapa peruntukan tersebut diberikan sama ada melalui sistem tender terbuka mahupun tidak.

Selain terus memuji baik kepada Kerajaan Persekutuan mahupun Kerajaan Negeri atas persetujuan untuk menukarkan RM1.2 bilion pinjaman tanpa faedah kepada geran yang nyata memberi manfaat dan kebaikan kepada penduduk Pulau Pinang berbanding syarat yang ditawarkan sebelum ini, Dr Teng telah memilih untuk mempolitikkan isu ini dengan mendakwa bahawa BN tidak pernah meminggirkan Pulau Pinang walaupun kehilangan negeri? Mengapa Teng tidak memberi penghargaan sedangkan penghargaan itu sepatutnya diberikan atas kejayaan kerajaan negeri PR Pulau Pinang untuk menukarkan pinjaman RM1.2 bilion kepada geran?

Saya akan mendedahkan peningkatan lain yang telah berjaya dilakukan oleh Kerajaan Negeri Pulau Pinang selepas ini. Saya kesal dengan Teng dan Barisan Nasional (BN) Pulau Pinang yang sekali lagi bertindak tidak bertanggungjawab dan sangat tidak profesional dengan melanggar privasi dan perjanjian sulit berkaitan perjanian tersebut semata- mata untuk mencari publisiti murahan. Saya akan mengarahkan pejabat kerajaan negeri untuk mengemukakan pertanyaan kepada Kerajaan Persekutuan sama ada butiran perjanjian antara Kerajaan Negeri dan Kerajaan Persekutuan ini telah diberikan kepada ahli politik BN yang tidak memegang sebarang jawatan rasmi.

槟州政府对于槟城国阵选择进行廉价政治宣传,擅自公布州政府与联邦政府所制订的国家水供合约内容。这种合约原本属于机密,只有联邦政府或州政府才有权利公开这类合约的内容 。

国阵槟州工作委员会主席丁福南医生看来忘了他已经不在朝。难道丁福南已经忘了上一届大选他被浮罗池滑选民拒绝、败选?他也没在联邦政府内担任任何职位,所以,当他宣布上述事项时,他有什么权利、代表什么人?而有关宣布原本必须来自联邦政府或州政府。

上述水供合约的谈判刚刚在两个月前得出结论,目前还在等候内阁的批准。签约仪式原订在2011年6月2日星期四,由能源、绿色科技和水源部部长陈华贵和我共同签署。如果有人要做宣布,那必须是陈华贵或是州政府,而不是丁福南,他并不能越俎代疱。丁福南现在的做法是不符合身份、不负责任的,毕竟他现在已经不是州行政议员,也不是联邦政府的官员。

槟州政府原本不愿同意将槟州水务资产交给联邦政府的水务资产管理公司(PAAB),但是,身为供水机构(PBA)的主席,我别无选择,因为前朝国阵政府已经同意在2006年水供工业服务法令下,让水供资产管理权交由联邦政府。

槟州民联政府也坚持修改一些移交水资产的管理条款, 其中包括丁福南所提到的,由联邦政府斥资12亿令吉扩建大山脚孟光水坝,让储水量比目前增加3.8倍。在前朝治理下,这笔12亿令吉的资金是免费贷款。

但是,槟州民联政府坚持将这笔12亿令吉的免息贷款转化成拨款,做为水资产加速移交的条件。一旦水坝工程竣工,水坝还是州政府的资产。上述建议最终获得联邦政府的首肯。

丁福南再一次说谎,指州政府应该全面答复 12亿令吉的水坝扩建计划。因为12亿令吉是联邦政府的钱,是联邦政府决定这笔钱怎样用、要给谁、要不要公开招标。

丁福南不但没有赞扬联邦政府和州政府制订了比从前更好的合约, 最终将12亿令吉的免息贷款转为拨款,让槟城人民受惠,相反地,他选择将有关协议政治化,借机指国阵虽然失去槟城政权,但是从来没有边缘化槟城。

为什么丁福南没有论功行赏,赞扬槟州民联政府成功把12亿令吉转为拨款?

我将会代表槟州政府亲自公布上述协议的内容。我对丁福南和槟州国阵再一次表现得不专业、不负责任感到遗憾,他们为了政治宣传,越俎代疱,违背合约的保密原则。我会指示州政府官员询问联邦政府,他们是否将州政府与联邦政府制订的合约内容公开给被选民拒绝、无官职的国阵政治人物。

Precautionary measures and routine maintenance have shut down all but four German nuclear power plants. Chancellor Merkel’s Bavarian sister party now says it wants to bring down the curtain on atomic energy altogether.

 

German power companies have warned consumers that they might face power shortages in the coming weeks, as only four of the country’s 17 nuclear power plants were providing electricity to the national grid starting from Saturday, May 21.

 

Eight of the stations were taken offline as a result of Chancellor Angela Merkel’s three-month moratorium on a law lengthening the running time of German nuclear plants. This freeze on the extension, introduced in response to the problems at the Fukushima plant in Japan, effectively removed the mandate allowing the oldest stations in the country to operate.

 

As of Saturday, the Emsland bei Lingen nuclear plant in north-western Germany became the fifth station to close its doors for three weeks of routine maintenance and safety checks, meaning that 13 of the country’s power plants are temporarily out of commission for one reason or another.

 

The German power grid says it’s currently buying electricity from Poland and the Czech Republic at most times of the day and night.

 

Bavaria goes anti-nuclear

 

The Bavarian faction of Chancellor Angela Merkel’s conservative union, the CSU, set its first-ever target for Germany to stop using nuclear power late on Friday, suggesting a total withdrawal by 2022. The markedly conservative group that dominates Bavarian politics held a closed-door meeting for its top brass which ran several hours late as they debated the issue.

 

Bavarian State Premier Horst Seehofer said providing a fixed date would encourage the energy sector to concentrate on alternative solutions like renewable energies.

 

“There will only be investment if we establish clarity,” Seehofer said.

 

This puts the CSU at odds with their national sister-party, Merkel’s CDU, and with their pro-business FDP coalition partners, both of whom have not named a date for nuclear shutdown. Merkel tends to refer to nuclear power as a bridging technology on the path towards increased renewable-usage, but has shied away from any specific timelines.

 

“There will be very tight-knit solidarity within the Union,” Seehofer said after the meeting, when asked whether his party’s stance could damage relations with the national office. Merkel was also present in Andechs on Friday evening, although officially, she was visiting the after-party, not the CSU debate.

 

Workers at the Isar I nuclear plant in Bavaria protested the CSU decision, asking party leaders in an official letter to “stop fuelling fear and mistrust of nuclear power among the people.”

 

Not soon enough?

 

Germany had been scheduled to stop all nuclear power production by 2020 as part of a legislation introduced by Chancellor Gerhard Schröder’s Social Democrat and Green coalition, until the current administration overturned this law.

 

The Social Democrats were also set to debate Germany’s energy policy over the weekend, with party leader Sigmar Gabriel advocating a return to the 2020 shutdown, and a reduced market share for the major players E.On, RWE, Vattenfall and EnBW.

 

The Green party, meanwhile, says the current government should complete a nuclear withdrawal before the end of the current legislative period in 2017, arguing that events at the Fukushima plant showed that nuclear power is not safe.

 

For years, Germany’s anti-nuclear movement has been particularly strong, and public opposition has been further fueled first by the government’s new energy policy and then by the earthquake- and tsunami-triggered accident at Fukushima. Poor showings in recent regional elections for Merkel’s conservatives and their liberal allies were perceived in part as a public expression of this dissatisfaction.

Call on Dato' Mah Hang Soon Perak BN government Exco member in charge of local governments to solve the public transport woes in Manjung and other districts. PR is willing to offer its services for the sake of the people to solve the public transport woes though the state power has been taken from them.

One of the top priorities when PR Perak became the state government in March 2008 was to solve the woes of public transportation in Perak. There were no flight services to Perak and bus services were poor or non-existent in many areas.

BN Perak Government had been debating for years whether to extend the Sultan Azlan Shah Airport and whether to build the Ipoh Central Public Transportation Hub in Perak. Meanwhile, the people of Perak were without flight services and public bus transport were poor or non-existent in many areas.

PR Perak Government sprang into action and concluded a deal with Firefly to fly between Ipoh, Singapore and Subang. Firefly is now flying regularly 2 flights a day in and out of Ipoh.

PR Perak government also gathered all the bus operators in Kinta Valley to form a company called The Combines Bus Services Sdn Bhd, which then concluded a deal with the Perak State Government to build the Ipoh Central Public Transportation Hub in Meru Raya. 250 new buses would replace the old buses and they will be plying Kinta Valley and to other parts of Perak and Malaysia within 2 years from the date of the Agreement.

PR Perak government was also finalizing an Agreement with a developer to develop Manjung Central public Transportation Hub in Seri Manjung in the Manjung District but the same was abruptly terminated with the grab of power which occurred on 6th February 2011.

More than 2 years have lapsed but we see very slow progress of Ipoh Central Public Transportation Hub taking shape. Old buses in Ipoh have yet to be replaced.
Last year, the BN Government announced a subsidy of RM70,000.00 per month for a bus company to operate in Manjung District and it was to commence operation the beginning of this year but nothing has materialized. The poor especially those who are sick continue to suffer. They could not go to the hospital with the cheaper mode of public bus transport. Many have to pay as much as RM30 per trip to the Manjung Hospital using taxis.

If BN Government does not know how to solve the public transport problem, the Pakatan Rakyat is willing to offer its services for the sake of the people though the state power has been taken away from us.
