陪古蹟前進工作營 知識與經驗分享 雙管齊下維護檳古蹟


(檳城28日訊)為全面提升檳民古蹟醒覺意識、各階層共同維謢古蹟,檳世遺辦公室舉辦為期3天的"陪古蹟前進"講座與工作營,以書面知識分享與實際個案雙管齊下,進行古蹟區保護醒覺探討。

檳藝術委員會主席黃漢偉表示,喬治市入遺後古蹟建築在檳城的未來扮演重要角色。檳城有必要全城動起來,從州政府到民間,各自扮演各人角色,從學習古蹟區管理到全民保護,共同進行古蹟維護工作。

他週六在喬治市海灣酒店為"陪古蹟前進"講座與工作營主持開幕時指出,古蹟保護有必要系統化進行,州政府為良好管理古蹟區,已於月前通過"2011年檳州遺產法案"委任檳州遺產專員和成立檳州保護古蹟委員會,立法保護古蹟區。

黃漢偉盼全城動起來

他說,檳保護古蹟委員會概念源自房屋委員會。州政府原擬成立檳古蹟委員會(Lembaga warisan),但礙於檳古蹟委員會一旦以完全政府機構形態成立,將在處事程序上令保護工作備受官僚系統阻礙,無法更靈活迅速處理,所以委任專員更為適宜。

"另外,屋租統制法令廢除後,市區人口外移到新興衛星市如峇央峇魯等。許多年輕一代均在市區外成長,遠離市區不了解古蹟和文化的重要性與價值。"

他強調,學校正規歷史教育,時常有意無意忽略或刪除本土歷史。本地非政府組織、民間學者或歷史學家應加入研究,以填補這塊空洞,也帶領年輕一代重新認識老祖宗集體創造的民間文化與智慧,成為真正的集體回憶。

"除了保護古蹟,州政府也銳意發展博物館,讓它在文化傳承上扮演更重要角色。其實,更多學校應定期讓學生到博物館參觀,掌握本土文化精髓。"

為期3天的講座與工作營請來3名澳洲古蹟工作者演講。工作營以老屋業主、繪測師、律師、旅遊業者和其他檳民為目標群眾,除聆聽講座外也針對個別保護個案進行腦力激蕩和討論,分享國內外古蹟保護知識。

工作營可將帶領營員到古蹟區,進行如仁愛堂的流失等真實個案探討。

HERITAGE now plays an important role in developing Penang's economy, culture and arts following the state's listing as a World Heritage Site by Unesco.

It is now timely for Penang to accelerate its learning curve in the field of heritage management and to equip people with the awareness about conservation and sustainable development of its heritage resources, said the George Town World Heritage Incorporated (GTWHI) research officer Muhammad Hijas Sahari.

In a statement, Hijas said GTWHI would be organising their fourth public forum and workshop entitled 'Progressing With Heritage 2011' at the Bayview Hotel from tomorrow until Monday.

Held in cooperation with AusHeritage and Penang Heritage Trust, the event will feature lectures by eight heritage experts from Australia who will be brought in as resource persons for the forums and the workshops.

Some of the speakers are Barrie Cooper who initially set up a company which carried out restoration plaster-work on heritage buildings in Australia, Dr. Donald Ellsmore who is currently involved in heritage conservation project in New South Wales, Victoria and Tasmania and AusHeritage Ltd deputy chair Ian Cook.

The forum and the workshop aim to raise the level of interest and awareness in conservation and at the same time develop realistic frameworks and the way forward for the George Town World Heritage Site.

Segambut DAP MP Lim Lip Eng alleged that several police personnel are in cahoots with stolen car syndicates nationwide and he urged Bukit Aman to probe the matter. Lim, who lodged a report at the Jinjang police station today, claimed that cars reported stolen by the owners were later found by the cops, but reconditioned and given to syndicates to be resold to second-hand car dealers or private owners.
"I've received over 15 complaints since December last year from second-hand car dealers that have yet to be solved, as out of the 60 cars confiscated from them - which were believed to be stolen goods - only fewer than 20 have been returned," he said. Lim said he only lodged a report on the matter today as he had recently obtained evidence indicating there has been foul play. He referred to a police report where a victim had alleged his Mercedes C200 Compressor had been stolen on March 13, 2009 and had made an insurance claim.
In an undated letter from the Criminal Investigation Department of Ampang Jaya district police headquarters and signed by inspector Saiful Irwan Abdul Hamid, it was stated the car was found and returned to its owner, but according to Lim, the owner never collected the car. Instead the same car, with a different registration number, was then allegedly bought by a second-hand car dealer, Pang Koo Tak, from Setiawan, Perak.
Missing car later confiscated by police
To Pang's surprise, said Lim, the car was confiscated on Jan 19 by a police officer named Razlam Ab Hamid of Bukit Aman's disciplinary department for further investigations as the chassis number was the same as that of the stolen vehicle.
Lim said Pang had approached him for help to get back the car, as he was still servicing the hire-and-purchase loan. "My question is, shouldn't the car be blacklisted? The owner bought the car after he checked its registration with the Road Transport Department (RTD) and the car was inspected by Puspakom Sdn Bhd. "My suspicions are that the car was found by the police and later cleared thoroughly by the RTD and Puspakom, and then given to syndicates to channel it to buyers," alleged Lim. "The office from Bukit Aman's disciplinary department is investigating their own department, so there must be suspicion of some sort against the police officers involved," he alleged. Lim added that those who bought the reconditioned cars that are now confiscated are being victimised as they are still servicing their loans. "This includes the insurance companies which had paid off customers who had lodged reports claiming that their cars were stolen," he said.
Lim urged Bukit Aman to probe the police officers allegedly involved in selling stolen cars to third parties without the knowledge of the insurance companies.

73% Above Market Rates to Bailout Water Companies

The Edge Financial Daily reported that Syarikat Pengurusan Aset Air Bhd (PAAB) will acquire the bonds issued by the Selangor state water concessionaires through its-wholly owned subsidiary Acqua SPV Bhd for the amount of RM6.5 billion. The paper further quoted a market source that "in terms of price, the buying back is at 94.49 against mark to market value of only 54.54 at the end of last month".

It is bad enough that the Federal Government has decided to bail out the Selangor water concessionaires, but for it to pay a whopping 73.2% higher than the market vallue of these bonds borders on being outrageous and an abuse of taxpayers' monies.

This rescue deal for the private concessionaires is reminiscent of the Malaysian Airlines System bailout when the Federal Government paid RM8.00 per share, or 121% higher than the market price of RM3.62 per share to Naluri Bhd, owned by Tan Sri Tajuddin Ramli in December 2000. In fact, the Government has yet to see any returns on its "investment" for the stock price has slumped to RM1.59 (as at yesterday) or a 80.1% decline for its investment after 10 years. The company continues to be troubled as it made RM242.3 million in losses for its first quarter this year in its financial results released this week.

It is inexplicable that the Government has decided to settle the outstanding bonds of these privatised water companies when it should be the shareholders of these companies themselves who should be responsible for their debt.

In fact, when these companies were profitable, they have declared handsome dividends for their shareholders. Among the concessionaires, Syarikat Pengeluaran Air Sungai Selangor Holdings (SPLASH), whose parent company is Gamuda Bhd, declared dividends of RM578.6 million in 2007 while Puncak Niaga Holdings Bhd had declared dividends amounting to RM214 million between 2006 and 2010.

The above certainly makes true the dictum of the BN Government privatising profits and socialising losses by taking over the debt burden of these companies.

The debt bailout is worsened by the fact that the Government has not been transparent with the whole exercise when the Minister of Energy, Water and Green Technology, Datuk Peter Chin announced that there has been no cabinet decision on the matter earlier this week.

To date, we still do not know how the Federal government plans to restructure the water industry in Selangor based on the Water Services Industry Act 2006 after taking over these debts and whether these private concessionaires would be required to repay the Government for the bailout.

The Minister must no longer pretend to be clueless about the entire exercise and disclose the full terms of the bailout exercise as this affects the basic right to water of all residents in Selangor, Kuala Lumpur and Putrajaya as well as billions of ringgit of tax-payer's monies. Unless of course, he is completely powerless in his own Ministry, with key decisions made without his knowledge, in which case, he should then just resign honourably to protect his personal reputation and integrity.
