| No immediate plan to rebuild Rifle Range Flats Posted: 20 May 2011 09:42 AM PDT In an interview by China Press, YB Wong Hon Wai said that there is no immediate plan to tear down and rebuild Rifle Range Flats. As the outcome of the Rifle Range Urban Renewal Competition, the State Government has received many inputs from architects and planners. The State Government is currently working on improving the cleanliness, changing the faulty lifts and sewarage pipes for Rifle Range Flats. It is the State Government's objective to make it a more comfortable space for the residents there.

黃漢偉：經各方面考量 打槍埔組屋暫不重建

（檳城20日訊）檳州行政議員黃漢偉說，州政府曾考慮馬來西亞房地產商會檳州分會的建議，即將舊樓拆掉重建，但在接獲許多建築師的意見后，將打槍埔組屋發展需從各層面思考，所以暫時沒有上述打算。
掌管檳州房屋發展委員會的黃漢偉，接受《中國報》電訪時指出，州政府是從各方面來考量，並非聽取單方面的以發展商角度考量。
馬來西亞房地產商會檳州分會主席拿督陳福星日前建議州政府，仿傚新加坡房屋局，拆掉舊樓重新發展，如打槍埔組屋區。
黃漢偉說，鑒于該會曾向州政府做出這項建議，州政府也于較早前舉辦一項"打槍埔社區重建比賽"，經過綜合一些繪測師與建築師的各項意見后，認為不一定要拆除有關組屋，州政府需再探討。
只須提升各方面設施
他認為，在20多年前是有許多家庭遷入打槍埔組屋，這些家庭都有子女，一廳一房的組屋略嫌擠迫，但如今他們的孩子都搬去其它地方，住在那兒的多數是樂齡人士與單親媽媽。
"以當地人口的結構來看，只是需要提升各方面的設施，如電梯、垃圾與衛生方面等。"
黃漢偉也指出，以前J座組屋是軍人的宿舍，在丟空約10年后，州政府將該座組屋約50個單位進行裝修，並成為暫時安頓被逼遷居民的臨時住所。

(en/cn) Posted: 21 May 2011 12:37 AM PDT Deputy Prime Minister Tan Sri Muhyiddin Yassin ordered for a probe by the Public Service Department(PSD) to investigate complaints that some SPM top scorers were not offered scholarships is in line with DAP's call yesterday for a full investigation and stern action against errant government officials. Tan Sri Muhyiddin had said that the problem does not lie with the Education Ministry as we have already forwarded our list of scholarship candidates. If that is the case then a probe by PSD is necessary to determine what went wrong and why there is a perennial annual problem of top students failing to receive JPA scholarships despite scoring straights A+s, while students who scored much lower were given scholarships to study overseas. Malaysians are puzzled as to how this blunder by fumbling officials can even occur. In this day and age, with computerised databases and the amount of technology available, how can such a straightforward process of awarding scholarships to top students end up so botched?
Malaysian students who have worked diligently in order to achieve their dreams now face the prospect of having their dreams crushed by a bureaucracy that is inept and unappreciative. What about the parents who have to explain to their children that despite doing their best and being the best, they have been denied their due opportunities because of a silly bureaucratic mistake that they now have to appeal for? How can the Federal Government make those students appeal for something that they well and truly deserved? To do so is akin to punishing them for a fault that is not theirs! This is nothing short of preposterous, and the Federal Government had better get their act together or risk losing more Malaysian talent to other countries who must be laughing their heads off at our sheer incompetence. According to the Malaysia Information Technology Report for Q2 2011, Government spending in IT infrastructure and services was estimated to be around RM2 billion in 2010 alone. Every year, billions of ringgit are spent on upgrading and maintaining Government IT systems, yet errors of this magnitude can still occur. In any case, such an error can easily be corrected, as it is a matter of automatically awarding scholarships to every student with the prerequisite results. This is a simple process, a 'no-brainer', given the advanced technology available in Government systems. Isn't spending billions of ringgit on computerisation a waste of public funds when the Federal Government can not even correct this simple but silly mistake of not granting top scholarships to top students? If such a simple database exercise cannot be handled properly, it is no surprise that Malaysians have unanimously rejected the 1Malaysia email proposal. Last Saturday, Ibrahim had called for a ‘crusade’ against ‘ungrateful Christians’ if they pursued a purported plot to make Christianity the official religion of the federation and install a Christian premier. However, despite a public outcry against the Pasir Mas MP, Nazri had said that no action can be taken against Ibrahim over his intimidation of violence against the Christians as such remarks are now a norm in Malaysia. PAS leader Dzulkefly cited the popular axiom that two wrongs don’t make a right as a comparison to Nazri’s statement. “It’s a premise for allowing one wrong to beget a wrong. It seems, according to Nazri, many wrongs make a right. He’s opening the door to overzealousness and open bigotry,” posited Dzulkefly. Is it okay if a lot of people are doing it?
Nazri’s cavalier attitude towards Ibrahim’s actions seems to depict a government, and his own authority as a law minister, as helpless against mob rule. “Is it okay if a lot of people are doing it?” he asked. Dzulkefly also questioned Ibrahim’s use of the word ‘jihad’, which brings up all the deeply emotive sentiments of religious war. “Did the Christians pastors really declare war against Islam? Jihad is only used to further the word of God. Posted: 20 May 2011 05:40 AM PDT When Pemandu announced its subsidies rationalisation plans in June 2010, it has proposed to cut subsidies for fuel, electricity and essential food items on a quarterly or half-yearly basis.
The BN government has since announced several rounds of reduction in subsidies for fuel, sugar and other items. The price of sugar for example, has increased from RM1.45 to RM2.30 per kilogramme, or an increase of 58.6% in less than 18 months.
Diesel subsidies for critical transportation companies will also be reduced and the cost is expected to increase 24.1% from RM1.45 to RM1.80 per litre. In addition, statements made by Ministers over the past few days indicates that RON95 petrol used by the majority of Malaysians will be increased further in June, after 2 rounds of hikes in the 2nd half of last year.
Despite repeated denials and assurances from the Prime Minister, the inevitable outcome of the reductions is to exacerbate inflation in the country, already suffering from rising global food pricesm.
The Government had last year assured Malaysians of lower income groups that the impact of subsidy reductions on their living standards will be cushioned with a series of mitigation over the next 2 years.
For petrol subsidy reduction, Pemandu has proposed a cash rebate mitigation plan for motorbikes less than 250cc and cars less than 1000cc amounting to RM54 and RM126 per annum. As for the reduction in food subsidies, Pemandu had proposed a cash rebate of RM20 to MyKad/MyKid holders through post-offices for the first year, and subsequently through "MyKasih card" for those with income below a certain unspecified threshold.
However to date, despite the several rounds of immediate subsidy cuts, the Government has completely failed to disclose any proposed mitigation measure, much less implement any of them. It appears as if the Government is trying to pretend as if no mitigation measure has ever been proposed in the hope that Malaysians will soon forget about it.
The people who will suffer most from the repeat rounds of subsidy cuts are those who are in the low and lower-middle income groups. The lack of concern from the Government for the bottom 40% of income earners in Malaysia will only accentuate the already high-levels of income inequality in the country.
As it stands, the World Bank Report on "Inclusive Growth" in November 2010 has highlighted the fact that income inequality in Malaysia is among the highest in Asia and is close to the levels suffered in South America. In addition, the high levels of inequality has remained stubbornly high over the past [decade].
Hence the Government's continued absence of measures and concerns to help the bottom 40% of income earners in the country to cope with rapidly rising cost of living, worsened by the repeated rounds of subsidy reduction will only increase the degree of inequality suffered in Malaysia. | |
