　（檳城7日訊）發林警察宿舍變"養蚊地"！

　位于發林警局旁的12座警察宿舍，自發生居民遭毒蚊叮上事件后，檳島東北縣署已把該區列為骨痛熱症觀察區。

　檳州行政議員黃漢偉指出，為解決警察宿舍出現毒蚊問題，他與發林警方于今早聯辦一場清潔運動，旨在提高當地居民對環境清潔的覺醒。

疏忽清理積水

　他說，今早約有近百名警員及居民同心協力展開大掃除行動，以滅除該區的毒蚊滋生溫床。

　黃漢偉今早為發林警察宿舍主持清潔運動推介儀式上說，在阿依淡州選區，除了發林警察宿舍被列入骨痛熱症熱點的觀察區外，甘榜馬來由組屋也是其中被觀察的地區。

　他說，這些組屋頻頻面對蚊蟲孳生問題，主因是該區居民往往疏于清理當地的積水處，以致淪為毒蚊孳生溫床。

　另一方面，針對阿依淡巴剎提升計劃，黃氏說，該巴剎首階段（雜貨攤格）提升工程，已完成90%工作。接著市局將進行次階段工程，該局也會在近期與豬肉及豆腐等攤格販商會面，以了解民意，隨著達致共識后提升工程會續展開。

　至于第3階段（蔬菜攤格）工程，預料會在明年全面竣工。

　他說，當局在實施提升巴剎計劃方面，皆以小型商家的利益及福利為考量，盡量在不影響他們的情況下進行開展工程。

Yang Berhormat Dato' Speaker,
Pengiktirafan George Town sebagai tapak warisan Dunia UNESCO oleh World Heritage Committee pada 7 Julai 2008 di Quebec City memerlukan Kerajaan untuk menyediakan satu bentuk mekanisma pengurusan dan perundangan yang sesuai bagi memastikan tapak warisan Dunia UNESCO George Town dijaga.

Mekanisme Pengurusan
Draf Rancangan Kawasan Khas (Draft Special Area Plan) dan Pelan Pengurusan Pemuliharaan Bandaraya Bersejarah Selat Melaka: George Town telah disediakan mengikut seksyen 16B, Akta Perancang Bandar dan Desa 1976 sebagai satu mekanisme pengurusan bagi memastikan bahawa kawalan pembangunan dan polisi berkenaan warisan dapat diimplementasikan dengan sewajarnya.

Mekanisme Perundangan

Kerajaan Negeri mengambil initiatif untuk menggariskan Rang Undang-Undang Warisan Negeri Pulau Pinang 2011 yang bertujuan untuk mengadakan peruntukan bagi pengurusan, pemeliharaan dan pemuliharaan warisan kebudayaan dan warisan semula jadi bagi negeri Pulau Pinang.




Peruntukan undang undang perihal warisan negeri Pulau Pinang ini dizahirkan dengan niat untuk mengiktiraf signifikasi elemen elemen warisan kebudayaan dan warisan semulajadi yang telah wujud sekian lama untuk kita tatapi dan hargai dan seterusnya untuk menjadi kebanggaan generasi akan datang .

Bidang kuasa Kerajaan Negeri
Saya ingin merujuk kepada Jadual Kesembilan Senarai III bahawa subject matter culture, preservation of heritage adalah di bawah senarai bersama iaitu antara negeri dan persekutuan. Saya ingin menambah juga di bawah Senarai II – 12A bahawa libraries, museums, ancient and historical monuments and records and archaelogical sites and remains adalah di bawah senarai Negeri.

Iaitu Dewan Undangan Negeri Pulau Pinang berkuasa untuk membuat enakmen warisan negeri Pulau Pinang seperti yang diperuntukan di bawah Perlembagaan Persekutuan.
Selain daripada itu, mengikut Seksyen 30(a) Akta Warisan Kebangsaan 2005 bagi tapak-tapak warisan yang tidak mendapat keizinan Pihak Berkuasa Negeri, maka Kerajaan bolehlah mengambil alih tanggungjawab untuk memelihara dan memulihara tapak-tapak warisan tersebut dengan kaedah dan perundangan sendiri.

Dari segi isi kandungan Rang undang undang ini , disamping memperincikan tafsiran elemen elemen warisan negeri , ianya mengandungi perkara perkara berkaitan dengan ;-

1. Fasal 4 dan Fasal 5 telah menggariskan penubuhan Majlis Warisan Negeri Pulau Pinang bersama fungsiny. Penubuhan Majlis Warisan Negeri yang berfungsi sebagai badan tertinggi yang menetapkan dasar dan garispanduan berkaitan dengan warisan dalam negeri, disamping membuat pemantauan terhadap pelaksanan "conservation management plan" setiap tapak/bangunan warisan yang telah didaftarkan dalam Daftar warisan Negeri.

2. Bahagian III Enakmen yang dicadangkan mengadakan peruntukan bagi pelantikan, fungsi dan kuasa Pesuruhjaya Warisan Negeri yang dipertanggungjawabkan untuk melaksanakan fungsi dan menjalankan kewajipan di bawah Rang Undang-undang ini. Pesuruhjaya Warisan Negeri terlibat dengan usaha dengan agensi lain Pihak Berkuasa Tempatan serta lain lain badan yang terlibat dengan usaha usaha pemeliharaan dan pemuliharaan warisan dalam negeri, meninjau dan menetapkan apa-apa warisan kebudayaan dan warisan semulajadi, membuat kerja kerja penyelidikan berkaitan warisan , disamping bertanggungjawab dalam menyediakan dan menjaga Daftar Warisan Negeri . Dalam hal ini perlantikan Pesuruhjaya warisan Negeri serta pegawai pegawai bantuannya adalah dari kalangan penjawat awam dalam pentadbiran Negeri.

3. Bahagian IV Enakmen yang dicadangkan mengadakan peruntukan bagi tatacara penetapan warisan kebudayaan ketara dan warisan semula jadi sebagai tapak warisan dan perkara berkaitan warisan kebudayaan tidak ketara.

Proses pengenalpastian dan penetapan tapak warisan yang bermula dari kerja kerja tinjauan tapak/bangunan , notis pemberitahuan awam , bantahan awam , kelulusan Majlis , pewartaan dan seterusnya rayuan bagi pihak pihak yang terkilan.
Fasal 25 memperuntukkan bahawa seseorang yang terkilan dengan keputusan Pesuruhjya boleh membuat rayuan kepada Pihak Berkuasa Negeri dalam tempoh 30 hari daripada keputusan itu, dan keputusan Pihak Berkuasa Negeri adalah muktamad.

4. Daftar warisan negeri yang mengandungi senarai lengkap tapak/ bangunan warisan, termasuklah warisan tidak ketara yang telah diwarta dan boleh di rujuk dan di periksa oleh orang awam pada waktu pejabat .

5. Demi melindungi tapak warisan yang telah diwartakan, Fasal 32 mengenakan kewajipan kepada pemunya tapak warisan yang berhasrat untuk menjual keseluruhan atau mana-mana bahagian tapak warisan hendaklah memberitahu Pesuruhjaya secara bertulis maklumat tentang perjanjian penjualan dalam tempoh 28 hari dari tarikh perjanjian itu ditandatangani.

6. Fasal 34 mengenakan tanggungawab kepada pemunya atau penghuni suatu tapak warisan untuk memastikan bahawa tapak itu sentiasa berada dalam keadaan baik.

7. Fasal 34(3) Jika Pesuruhjaya berpuas hati bahawa langkah-langkah yang munasabah tidak diambil bagi pemeliharaan sewajarnya tapak warisan itu, dia boleh menjalankan apa-apa kerja pembaikan, setelah memberikan kepada pemunya atau penghuni tapak itu 14 hari notis bertulis mengenai niatnya untuk membuat demikian dan segala kos dan belanja yang ditanggung semasa menjalankan kerja ini hendaklah dibayar balik oleh pemunya atau penghuni tapak itu.

8. Bahagian VII Enakmen yang dicadangkan juga mengadakan peruntukan bagi pelantikan pegawai peguatkuasa dan pengeluaran kad kuasa untuk menjalankan kuasa yang diberi kepadanya.

9. Fasal 49 menghendaki pemunya atau penghuni tapak warisan untuk mendapatkan persetujuan daripada Pesuruhjaya sebelum mengenakan apa-apa fi kemasukan ke mana-mana tapak warisan.

10. Fasal 52 memperuntukan berkenaan kesalahan-kesalahan berkenaan dengan kerosakan tapak warisan dan sekiranya disabitkan didenda maksimum RM500,000 atau dipenjarakan maksimum 5 tahun atau kedua-duanya.


11. Fasal 54 memperuntukan mana-mana orang yang menyebabkan kerosakan atau kemusnahan tapak warisan atau bahan warisan hendaklah membayar kos pembaikan bagi tapak atau bahan ini sebagai tambahan kepada denda atau penjara.

Dengan wujudnya Enakmen Warisan Negeri Pulau Pinang ini , kerajaan negeri pastinya akan menjadi lebih komited dan bertanggungjawab untuk terus memelihara dan memulihara tapak tapak warisan serta juga warisan kebudayaan tidak ketara dengan kaedah dan perundangan yang lengkap dan teratur .

Umum juga mengetahui bahawa negeri Pulau Pinang banyak mempunyai kawasan dan tapak tapak bersejarah yang perlu dipelihara dan dikekalkan sebagai warisan negeri. Setakat ini sahaja terdapat sebanyak 24 tapak/bangunan bersejarah di seluruh negeri yang perlu didaftar sebagai warisan negeri, termasuklah bangunan pentadbiran MPPP di Padang Kota , Bangunan Dewan Undangan Negeri Pulau Pinang , dll. Walau bagaimana pun , saya fikir masih terdapat banyak lagi tapak dan bangunan bersejarah di seluruh negeri Pulau Pinang yang masih belum diterokai dan belum diberi perhatian yang secukupnya samada di bahagian pulau mahu pun di Seberang Perai.

Apabila menggariskan Rang Undang-undang ini, pertimbangan khas telah diambil bahawa warisan bukan sahaja wujud di George Town. Skop pemakaian RUU ini meliputi seluruh Pulau Pinang di mana tapak warisan yang dikenapasti dan didaftarkan. Skop Pemakaian RUU ini juga merangkumi bukan sahaja bangunan warisan tetapi meliputi warisan semulajadi dan warisan budaya tidak ketara.

Oleh yang demikian , dengan terlaksananya Enakmen warisan Negeri ini serta dengan tenaga kepakaran yang ada , diharapkan lebih banyak tapak dan bangunan warisan yang akan dikenalpasti , didaftar dan di pelihara dengan lebih terjamin dan sistematik., Dalam pada itu , barang diingat , kewujudan warisan kebudayaan tidak ketara yang meliputi aspek budaya dan adat resam , hasil kesenian anak negeri yang unik akan juga akan dikenalpasti , didaftar dan di pelihara dibawah peruntukan enakmen warisan ini.


Saya menggunakan platform ini ingin mengulangi seruan Kerajaan Negeri kepada Kerajaan Pusat bahawa peruntukan adil RM 25 juta seperti RM 30 juta kepada Melaka daripada kerajaan persekutuan perlu diberi kepada Kerajaan Negeri Pulau Pinang. Kerajaan Persekutuan tidak melaksanakan keadilan dalam hal ini. Ini seolah-olah satu Negara dua sistem dalam hal ini. Walau bagaimanapun, Kerajaan Negeri tidak pernah ketinggalan di dalam usaha untuk mempromosikan Negeri Pulau Pinang amnya dan Tapak Warisan Dunia George Town khususnya. Kerajaan Negeri juga sentiasa berusaha untuk melipat-gandakan program-program yang di Tapak Warisan Dunia George Town walaupun Kerajaan Negeri masih tidak mendapat peruntukan kewangan RM25 juta seperti yang dijanjikan oleh mantan Perdana Menteri. Pulau Pinang memang telah mendahului dengan penubuhan George Town World Heritage Incorporated(GTWI) dengan cepat dan pelbagai program telah dijalankan untuk tujuan memelihara nama baik George Town sebagai Tapak Warisan Dunia.

Kerajaan negeri juga mengambil maklum untuk memastikan bahawa peruntukan peruntukan Rang undang undang ini adalah selaras dengan undang undang yang ada diperingkat Persekutuan. Jika mana mana peruntukan Enakmen Warisan Negeri ini tidak selaras dan bercanggah dengan peruntukan undang undang Persekutuan, maka semangat Perlembagaan Persekutuan terpakai iaitu Akta Parlimen akan mengatasi Enakmen Negeri.

Yang Berhormat Speaker , dengan mengambil maklum atas perkara perkara dasar di atas , saya memohon mencadangkan.

槟议会三读制定遗产法令
赋权政府严惩破坏古迹者

除了世遗特区蓝图，槟州政府如今再通过议会制定《槟州遗产法令》，赋权当局管理、维护及提升全槟有形与无形的文化及自然遗产。

槟州城市及乡村规划、房屋及艺术委员会主席黄汉伟行政议员今午提呈《槟州遗产法令》，供议会三读批准此项涵盖全槟的州级法律，加强古迹维护。

参与辩论的5名朝野议员都赞同立法，一旦宪报后生效，新法令将允许当局严惩破坏古迹者。

未与国家遗产法令冲突

《槟州遗产法令》将不影响《2005年国家遗产法令》，任何诠释上的出入，以后者的阐释为准。

《槟州遗产法令》建议成立"槟州古迹理事会"，以照顾、维护及保护文化与自然遗产，给予州政府咨询、制定维护遗产的政策、监督与协调古迹区的发展及研究州内的文化与自然遗产。

理事会成员不可少过17人，除了由槟州首长担任主席，成员包括3位行政议员、州秘书与财政、两个市政局主席及世遗机构总经理等。出席会议的成员可获得津贴。

专员可进入潜能古迹区

此外，《槟州遗产法令》也赋权当局委任"槟州遗产专员"，执行《槟州遗产法令》、鉴定古迹为槟州遗产、准备与更新槟州遗产登记名策、策划活动推广古迹保护和维护工作。

值得一提的是，法令赋予专员极大权限，如进入有潜能列为古迹的私人地区，展开调查或考究。

但是法令规定，专员须事先给予业主或住户至少14天的书面通知。如果业主因宗教因素拒绝专员进入，专员须取得州政府的书面批准。

此外，专员在鉴定特定古迹区或建筑物为槟州遗产后，须书面通知业主或住户。后者有权反对、要求召开听证会及提出上诉。

执法官有权对公众搜身

除了古迹专员，《槟州遗产法令》允许当局委任执法官辅助古迹专员，唯后者须遵从专员的指示及持有执法证件。

执法官的权限包括在获得法庭搜查令下，进入古迹执法，甚至硬闯古迹区及充公证物。

执法官也授权对公众搜身，但需相同性别及态度友善，阻止执法者一律视为违法。

破坏古迹定义相当广泛

另一方面，《槟州遗产法令》对破坏古迹的定义相当广泛，共有7种情况被视为破坏古迹。违法而罪成者可面对最高50万令吉罚款，不超过5年监禁，或两者兼施。

古迹专员在取得州政府的同意后，可把有形和无形的古迹宪报为槟州遗产。

如果相关古迹不在政府地段，当局在宪报前须在不少过30天前通知业主或住户。之后，业主或住户仍可在当地居住。

届时，古迹业主可向专员申请拨款或货款，作为维护和保护古迹用途。

Pagi ini, 13hb Mei 2011, jam 9.00 pagi, Dap Kedah/Perlis telah mengadakan suatu upacara resmi kempen pelancaran pendaftaran sebagai Rakan DAP berdekatan medan selera Pekan Simpang Kuala, Alor Setar, Kedah. Pelancaran aktibiti ini adalah simbolik untuk kemudian nya, secara berterusan, menjalankan pendaftaran tersebut di Sungai Petani, Lunas, dan juga di Negeri Perlis. Tujuan kempen ini adalah untuk bergiat lebeh lagi actibiti aktibiti mengalu alaukan rakyat untuk menyokong menjadi pembantu jentera DAP bukan sahaja di kawasan yang DAP akan bertanding, tapi juga di merata rata kawasan di negeri Kedah dan Perlis untuk membantu kemenangan semua parti parti PAKATAN RAKYAT pada PRU-13 nanti.

Harapan DAP bersama sama parti lain dalam PR adalah untuk melihat lebeh ramai lagi sukarelawan bagi membantu bakal calon PR di semua kawasan menjelang dan pada PRU-13 yang rasa kian hampir.

The Government must use greater efforts to overcome the problem of haze

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw reminds the Government again to have further discussions with Indonesian government to find solutions to recurrent haze in Malaysia, including persuading the latter to ratify the Treaty on Transboundary Haze Pollution adopted by ASEAN.

According to media reports, the haze in this country comes annually from Sumatra and Kalimantan. The Air Pollution Index(API)issued by the Department of Environment reaches over 100 in some areas. This is unhealthy.

On 12.5.2011, Dr Tan repeats his statement on the annual haze.

For many years, haze appears in Malaysia and neighbouring countries, affecting the people. For example, today the API in Klang is over 100, Banting 96, Shah Alam 84, Bukit Rambai, Melaka 82. The Department of Environment believes that this fine dust comes from Sumatra and Central Riau. Some Indonesians say that this has nothing to do with their country. Farmers clear land for cultivation by burning and plantations burn old trees to save cost.

Association of South East Asian Nations, ASEAN, has repeatedly discussed this issue. For instance, ASEAN Inter-Parliamentary Assembly, AIPA, has resolutions on the subject. Malaysian Government has frequent meetings with Indonesian Government, reaching agreements. Alas, farm burnings and forest fires persist. We have heard about Malaysian-Indonesian Joint Disaster Management Committee, Cross-Border-Fire-Fighting Operations and so forth. But, there is little effective action.

In 2002, ASEAN adopted a treaty on Transboundary Haze Pollution. Indonesia has not ratified it. This is to coordinate joint efforts to overcome farm burnings, forest fires and haze.

PENANG TO GET ANOTHER 750 FREE WIFI HOTSPOTS — State government's latest initiative will see free Wi-Fi coverage areas doubled to 1,500

Penang, Friday (May 13, 2011) – The Penang government has intensified its efforts to provide free broadband access in the island by adding another 750 free Wi-Fi hotspots in public areas throughout the state as part of phase two of its 'Penang Free Wi-Fi' initiative.

The Penang free Wi-Fi intiative is implemented by open tender to all companies listed on Bursa Malaysia in 2 stages. The first stage is the qualifying stage where the listed company has to provide 750 Wi-Fi hotspots at its own cost without any financial contribution from the state government.

After installing the 750 free Wi-Fi hotspots, then only the listed company will qualify to bid for the second stage where the state government pays for another 750 Wi-Fi hotspots. So far, only one listed company has qualified. As for the first 750 Wi-Fi hotspots were provided free of charge by the listed company, the state government cannot compel where the Wi-Fi site should be sited. The company placed the first 750 Wi-Fi sites based on commercial consideration in the ability to generate advertising revenue.

Even though it is not possible to have an open tender with one listed company, the state government has managed to reduce the price that was initially offered. In line with CAT governance of Competency, Accountability and Transparency, the Penang state government is willing to offer the same terms to any other listed companies interested. This free Wi-Fi effort with Service Level Agreement ensuring maximum uptime by the Penang state government is the first of its kind in Malaysia.

The installation of these additional 750 hotpots is expected to be completed by September 2012, by which time the number of free Wi-Fi coverage areas would have doubled to 1,500.

The 'Penang Free Wi-Fi' service is a component of the state's Wireless@Penang initiative and the first 750 hotspots were launched in 2009. The free Wi-Fi service provider is REDtone International Berhad (REDtone) who installed the first 750 free Wi-Fi hotspots without a single cent from the Penang state government. The principal reason why only listed companies can qualify is to ensure reliability in service and dependability in performance.

The state government today through PDC Telecommunication Services Sdn Bhd (PDCTelco) signed a collaboration agreement with REDtone for the deployment of phase two of the 'Penang Free Wi-Fi' project for a period of 5 years at a cost of RM8.5 million. This RM8.5 million will be borne equally by both PDC Telco and the state government. Any advertising revenues earned will be shared between REDtone and PDC Telco. Signing on behalf of PDCTelco was YB Jeff Ooi Chuan Aun, Chairman of PDCTelco while REDtone was represented by REDtone International Bhd's Managing Director, Wei Chuan Beng.

As a gesture of goodwill, REDtone has also offered 50 Wi-Fi hotspots free which will add up the total number of free Wi-Fi hotspots available to Penang in public areas to 1550 by end of September 2012. What is unique about this arrangement is that for the first time in Malaysia, there is an agreement for Service Level Availability with penalties imposed for non-performance. This would handle complaints of poor reception or slow service subject of course to heavy usage. Further, REDtone shall provide 50MB as backhaul to the Internet for the existing 750 sites and he new proposed sites.

The free Wi-Fi service enables Penangites and visitors to the island to enjoy wireless Internet service without having to fork out any money at specified public areas. Further as PR state government is for all, hence Wi-Fi is also for all.

That is why one critical requirement in the agreement signed today requires at least 10 free Wi-Fi sites in public areas for every one of the 40 state constituencies in Penang including opposition areas. The free Wi-Fi service locations are easily identified by signages.

Currently, there are 50,000 registered users for the 'Penang Free Wi-Fi' service. To become a user, the person will need to register first.

在安装了750个免费无线上网热点后，有关上市公司才有资格竞标第二阶段的工程，那就是州政府将支付另外750个热点的费用。到目前为止，只有一家上市公司符合资格。因为首750个免费无线上网热点是由有关上市公司免费提供的，州政府无法强迫他们安装在特定的地点。有关公司的首750个热点是出于赚取广告收入的商业考量。

今天签署的合约里，其中一项重点的条件就是各个州选区必须至少安装10个免费WiFi（全槟包括在野党州选区共有40个）。用户可以通过标志牌辩识WIFI服务区。

WIFI服务使用者必须先注册。目前，全槟共有5万名用户已经注册使用槟州免费WIFI。

அண்மையில் கிள்ளான் துங்கு அம்புவான் மருத்துவமனையில் தீவிர கண்காணிப்பு பிரிவில் அனுமதிக்கப்பட்டிருக்கும் 13 வயது சிறுமியின் நிலையைப் பார்க்கும்போது உள்ளம் குமுறுகின்றது என கிள்ளான் நாடாளுமன்ற உறுப்பினர் சார்ல்ஸ் சந்தியாகோ தமது வருத்தத்தை தெரிவித்தார்.

இன்றைய மாணவர்கள் நாளைய தலைவர்கள் ஆவர்.அவர்களுக்கு நல்ல படிப்பறிவும்  பகுத்தறிவும் கொடுத்து, நற்பண்புகளை ஊட்டி, நல்லொழுக்கத்துடன் வளர்த்தால்தான் நாட்டிற்கு நல்ல குடிமகன்களையும் நல்ல தலைவர்களையும் உருவாக்க முடியும். ஆனால் தற்போது பிள்ளைகளும் பள்ளி பருவ மாணவர்களும் சித்ரவதை செய்யப்படும் செய்திகளே அதிகமாகிக் கொண்டு வருவது மனதுக்கு வேதனையாக உள்ளது என்றார் அவர்.

"வேலியே பயிரை மேய்வதுபோல், பாதுகாக்க வேண்டிய பெற்றோர்களும் பாதுகாவலர்களும் சிறார்களைக் கொடுமைப்படுத்துவதும் சித்ரவதை செய்வதும் சற்றும் பொறுத்துக் கொள்ள முடியாத செயல் என கூறிய சார்ல்ஸ், இவ்வாறு செய்பவர்களை  சட்டம் கட்டாயம் தண்டித்தாக வேண்டும்" எனவும் கேட்டுக் கொண்டார்.

சிறார்கள்  சித்ரவதை அதிகரித்து வருவது குடும்ப உறுப்பினரிடையே உள்ள உறவு, அன்பு என்ற அடித்தளத்தைக் கொண்டிருக்கவில்லை என்பதை மிகத் தெளிவாக காட்டுகிறது. குடும்ப ஒற்றுமையும் பாசமும்  நாளுக்கு நாள் குறைந்துக் கொண்டே வருகிறது என எச்சரித்த சார்ல்ஸ், "குடும்பம் ஒரு பல்கலைக்கழகம்" என்பதை வலியுறுத்தினார். அன்பு, பாசம், உறவு, மகிழ்ச்சி, துக்கம், அழுகை என எல்லா அம்சங்களும் அடங்கிய ஓர் அழகான கலவைதான் குடும்பம். இப்படி சிறார்களை கொடுமை செய்வதன் மூலம் எந்தவொரு பயனும் விளையப் போவதில்லை என்றாரவர்.

தன் அரவணைப்பில் வாழும் பிள்ளைகளுக்கு தகுந்த படிப்பை வழங்குவது மட்டுமில்லாமல் அப்பிள்ளைகளின் உரிமைகளும் காக்கப்  படவேண்டும். ஆரோக்கியமாகவும் ஆக்ககரமாகவும் செயல்படும் வகையில் பிள்ளைகளை வளர்ப்பது  பெற்றோர்களின் தலையாய கடமையாகும் என்பதை அவர் வலியுறுத்தினார்.

பெற்றோர்களுக்காக விழிப்புணர்வு கருத்தரங்குகள், பிள்ளைகளின் உரிமைகள், பெற்றோர்களின்  கடமையும் பங்கும், குடும்ப ஒற்றுமையும் சுபிட்சத்தின் முக்கியத்துவம் என பல கோணங்களில் அவர்களுக்கு பயற்சிகள் வழங்க வேண்டும். பெற்றோர்களுக்கு மட்டுமில்லாது பிள்ளைகளுக்கும் அவர்களது உரிமையைப் பற்றிய விவரங்களை எடுத்துரைக்க வேண்டும். எப்போது மக்களிடையே விழிப்புணர்வு மேலோங்கி நிற்கிறதோ, அப்போதுதான் இவ்வாறான குற்றச்செயல்கள் குறைய ஆரம்பிக்கும்.

"ஆகவே, குற்றச்செயல்களைக் குறைக்க எண்ணம் கொண்டிருக்கும் அரசாங்கம் மக்களிடையே விழிப்புணர்வுத்  திட்டங்களை அறிமுகப்படுத்த வேண்டும் என சார்ல்ஸ் அரசாங்கத்தை கேட்டுக் கொண்டார்.

The Government must use greater efforts to overcome the problem of haze

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw reminds the Government again to have further discussions with Indonesian government to find solutions to recurrent haze in Malaysia, including persuading the latter to ratify the Treaty on Transboundary Haze Pollution adopted by ASEAN.

According to media reports, the haze in this country comes annually from Sumatra and Kalimantan. The Air Pollution Index(API)issued by the Department of Environment reaches over 100 in some areas. This is unhealthy.

On 12.5.2011, Dr Tan repeats his statement on the annual haze.

For many years, haze appears in Malaysia and neighbouring countries, affecting the people. For example, today the API in Klang is over 100, Banting 96, Shah Alam 84, Bukit Rambai, Melaka 82. The Department of Environment believes that this fine dust comes from Sumatra and Central Riau. Some Indonesians say that this has nothing to do with their country. Farmers clear land for cultivation by burning and plantations burn old trees to save cost.

Association of South East Asian Nations, ASEAN, has repeatedly discussed this issue. For instance, ASEAN Inter-Parliamentary Assembly, AIPA, has resolutions on the subject. Malaysian Government has frequent meetings with Indonesian Government, reaching agreements. Alas, farm burnings and forest fires persist. We have heard about Malaysian-Indonesian Joint Disaster Management Committee, Cross-Border-Fire-Fighting Operations and so forth. But, there is little effective action.

In 2002, ASEAN adopted a treaty on Transboundary Haze Pollution. Indonesia has not ratified it. This is to coordinate joint efforts to overcome farm burnings, forest fires and haze.
