Kesenian


Tahun 2010 dan 2011 telah membuka lembaran baru bagi Muzium dan Balai Seni Lukis Pulau Pinang.

Antara beberapa pencapaian:

2. Pihak Muzium bersama MPPP telah menggariskan terma penggunaan No. 57, Jalan Macalister sebagai sayap tambahan untuk menonjolkan lagi kekuatan warisan sejarah dan kesenian negeri Pulau Pinang.


3. Beberapa pameran kesenian dan sejarah telah diadakan di No.57, Jalan Macalister antaranya: Pameran International Print Exhibition, Pameran Sejarah Sun Yat Tsen dan hubungannya dengan Pulau Pinang, Pameran Kesenian Japanese Foundation dan juga baru-baru ini Pameran ulangtahun 46 penubuhan muzium.


4. Pihak Muzium juga menganjurkan sambutan ulangtahun ke 46 dan ini merupakan kali pertama kita meraikan sambutan ulangtahun sejak penubuhan pada tahun 1964.

5. Pihak Muzium juga merekodkan detik-detik dan membukukan apa yang berkisar dalam buku laporan tahunan 2010 Lembaga Muzium dan Balai Seni Lukis Pulau Pinang. Kali terakhir penerbitan buku laporan ialah pada tahun 1993 iaitu 17 tahun lalu. Ia telah merakamkan carta organisasi, aktiviti-aktiviti, sumbangan ahli Lembaga dan Jawatankuasa, komen-komen pengunjung muzium, senarai sumbangan orang ramai dan sebagainya.



Setelah George Town dinobatkan sebagai Tapak Warisan Dunia UNESCO, usaha kerajaan negeri dari segi penonjolan dari segi warisan, kebudayaan dan kesenian telah dirancakkan. Kerajaan negeri telah memberi dinamisme baru kepada Lembaga Muzium dan Balai Seni Lukis Pulau Pinang. Kerajaan negeri juga telah meubuhkan George Town World Heritage Incorporated dan pelabagai inisiatif serta usaha telah dijalankan. George Town Festival telah dirayakan dengan meriahnya pada bulan Julai 2010 dan akan dianjurkan juga George Town Festival 2011 yang merupakan kombinasi kesenian, kebudayaan dan warisan.




Perancang Bandar dan Desa

Pengiktirafan George Town sebagai tapak warisan Dunia UNESCO oleh World Heritage Committee pada 7 Julai 2008 di Seville, Spain memerlukan Kerajaan untuk menyediakan Pelan Pengurusan Pemuliharaan sebagai satu mekanisme dalam pemeliharaan dan pengurusan Tapak Warisan Dunia. Oleh itu Draf Rancangan Kawasan Khas (Draft Special Area Plan) dan Pelan Pengurusan Pemuliharaan Bandaraya Bersejarah Selat Melaka: George Town telah disediakan mengikut seksyen 16B, Akta Perancang Bandar dan Desa 1976 bagi memastikan bahawa kawalan pembangunan dan polisi berkenaan warisan dapat diimplementasikan dengan sewajarnya.

Program Seranta dan publisiti sedang dilangsungkan di tiga lokasi dalam George Town dari 11 April 2011 hingga 9 Mei 2011 iaitu:
(1) Ruang Konkos, Tingkat 2, Komtar
(2) Bangunan George Town World Heritage Incorporated, No. 116 dan 118, Lebuh Acheh.
(3) Dewan Perbandaran MPPP, Jalan Padang Kota Lama.

Kaunter pameran bagi tiga lokasi ini dibuka dari pukul 9 pagi hingga 4.30 petang pada setiap hari bekerja. Sesi taklimat kepada orang awam telah diadakan dan sesi seterusnya adalah pada 8 Mei 2011 pukul 930 pagi di Dewan Perbandaran MPPP, Jalan Padang Kota Lama.

Pihak Awam adalah berpeluang mengemukan pandangan berhubung cadangan-cadangan yang dibuat dengan mengemukakan Borang Bantahan Awam.












Perumahan



Y.B. ADUN Dato' Keramat telah membangkitkan isu hakmilik strata flat Rumah Pangsa Taman Free School.

Sebagai makluman Ahli Yang Berhormat, flat perumahan awam di Taman Free School yang terletak di atas lot 3404, PT 126, Seksyen 2, George Town, Daerah Timur Laut ialah sebuah projek Setiausaha Kerajaan Negeri Pulau Pinang yang telah didirikan pada tahun 1981. Bangunan tersebut masih belum menerima hakmilik strata ini adalah kerana bangunan ini dikategorikan sebagai 'bangunan khas' di dalam Akta Hakmilik Strata 1985 kerana bangunan ini diduduki sebelum tahun 2006. Antara langkah-langkah yang telah diambil oleh Bahagian Perumahan adalah dengan melantik pihak Arkitek untuk penyediaan 'As Build Plan' dan mengemukakan permohonan kepada pihak MPPP untuk mendapatkan OC Khas. OC Khas untuk TFS telah dikeluarkan pada 28 Mac 2011. Sehubungan itu, pihak juruukur yang dilantik sedang menyediakan plan ulasan untuk dikemukakan kepada PTG untuk kelulusan. Jangkamasa untuk proses pengeluaran hakmilik strata ini dijangka mengambilmasa 6 hingga 12 bulan tertakluk kepada kelulusan agensi berkenaan.



Kerajaan Negeri merupakan sebuah Kerajaan Berjiwa Rakyat dan berhubung cadangan Y.B Dato Keramat untuk menghapuskira tunggakan caj penyelenggaraan bagi golongan miskin dan Orang Kelainan Upaya (OKU) yang menghuni Rumah Kos Rendah Kerajaan Negeri, Kerajaan Negeri sedang mengkaji cadangan tersebut yang mana ianya juga merupakan cadangan daripada Jawatankuasa Kira-Kira Wang Awam (PAC).

Y.B. ADUN Seberang Jaya, Telok Bahang, Sungai Bakap, Padang Lalang, Sungai Bakap, Pengkalan Kota turut membangkitkan isu harga rumah.


Menurut Laporan Pasaran Harta 2010 yang diterbitkan oleh Jabatan Penilaian dan Perkhidmatan Harta, Kementerian Kewangan Malaysia, pasaran harta tanah negeri mencatat prestasi lebih baik. Terdapat 25, 986 transaksi bernilai RM9.37 billion direkodkan dalam tahun 2010 berbanding 22,724 transaksi yang bernilai RM6.53 bilion pada tahun 2009).

Harga rumah di Pulau Pinang adalah stabil dengan peningkatan ketara direkodkan di kawasan mampan (established neighbourhood). Juga menyaksikan pasaran sewa yang stabil dengan pergerakan menaik dicatat di beberapa kawasan terpilih.


Langkah-langkah yang diambil oleh Kerajaan Negeri bagi menstabilkan harga rumah adalah seperti berikut:

i) Memperluaskan stok tanah perumahan.

Kaedah penambahan stok tanah bagi tujuan untuk pembangunan perumahan yang boleh mengurangkan kenaikan kos tanah di kawasan pilihan.

ii) Kerajaan Negeri melalui MPPP membenarkan ketumpatan yang lebih tinggi iaitu 87 unit per ekar di kawasan yang dizonkan sebagai perumahan am dalam Pelan Dasar Perancangan dan Kawalan Pemajuan MPPP, 1996. Dengan peningkatan unit ini, kawalan harga telah dikenakan ke atas pemaju, iaitu:

• 5% harga rumah hendaklah dijual kurang RM200,000.00.
• 10% harga rumah hendaklah dijual kurang RM300,000.00.
• 15% harga rumah hendaklah dijual kurang RM500,000.00.

iii) Kerajaan Negeri melalui Perbadanan Pembangunan Pulau Pinang (PDC) pula sentiasa mengambil kira kemampuan kuasa beli di kalangan rakyat dalam setiap perancangan untuk membangunkan projek-projek perumahan. Sehingga kini, PDC masih terus melaksanakan projek-projek perumahan kategori kos rendah dan kos sederhana rendah bagi menampung keperluan pembeli-pembeli yang berpendapatan rendah dan sederhana rendah. PDC juga akan menumpukan projek-projek perumahan kos sederhana yang mampu dimiliki oleh rakyat tempatan.

iv) Kerajaan Negeri juga memberikan insentif dan had ketumpatan yang lebih tinggi bagi pemajuan perumahan kos rendah dan kos sederhana rendah agar bekalan rumah di Pulau Pinang adalah mencukupi bagi semua penduduknya. projek perumahan kos sederhana rendah diberikan ketumpatan sehingga 120 unit seekar manakala tiada had ketumpatan bagi perumahan kos rendah (dengan syarat mematuhi semua kehendak perancangan).

vi) Kerajaan Negeri menetapkan perkiraan sumbangan kuota pembinaan rumah kos rendah pada kadar minimum 30% tambahan kepada jumlah unit yang dibenarkan terpakai kepada pembangunan yang melebihi 150 unit bagi "kawasan luar pembangunan" atau 100 unit bagi "kawasan pembangunan".

vii) Kerajaan Negeri menetapkan perkiraan sumbangan kuota pembinaan bercampur rumah kos rendah dan kos sederhana rendah pada kadar minimum 20% sehingga 30% tambahan kepada jumlah unit yang dibenarkan mengikut garis panduan yang diluluskan oleh Kerajaan Negeri, dan

viii) Kerajaan Negeri juga menetapkan syarat kelayakan rumah yang lebih realistik bagi golongan pertengahan iaitu individu yang berpendapatan RM2,501.00 hingga RM3,500.00 sebulan dan merendahkan had kelayakan umur dari 21 tahun kepada 18 tahun.


Selain itu, Kerajaan Negeri telah membuat perancangan untuk membina perumahan kos rendah iaitu pembangunan semula Kampung Pisang Awak Fasa II di atas tanah Plot A, bersebelahan Lot Pt 51, Seksyen 4, Bandar Jelutong, Daerah Timur Laut. Pembangunan semula ini melibatkan pembinaan sejumlah 384 unit rumah yang terdiri daripada 192 unit rumah kos rendah dan 192 unit rumah kos sederhana rendah.

Kerajaan Negeri juga bercadang untuk menender semula pembangunan perumahan kos rendah di Ampang Jajar/Ujung Batu.

Selain itu, Kerajaan Negeri melalui Perbadanan Pembangunan Pulau Pinang (PDC) iaitu agensi dibawah Kerajaan Negeri sedang membina perumahan kos rendah sebanyak 204 unit dan rumah kos sederhana rendah sebanyak 705 unit.

Y.B ADUN Pulau Betong dan Y.B ADUN Bayan Lepas membangkitkan isu berhubung situasi pertukaran milik tanah, pengusiran penduduk keluar daripada tanah yang diduduki dan bertanyakan perancangan Kerajaan Negeri untuk menetapkan polisi supaya pemaju untuk memberikan pampasan yang adil dan munasabah supaya penduduk tidak teraniaya.

Untuk makluman Y.B, Kerajaan Negeri Pulau Pinang telah mempunyai satu dasar penempatan semula setinggan/penduduk yang terlibat dengan projek kerajaan. Dasar tersebut menyatakan bahawa penduduk-penduduk yang terlibat dengan pembangunan projek kerajaan akan ditempatkan semula sama ada dengan penyediaan unit rumah kos rendah atau diberikan bayaran exgratia mengikut perincian butir-butir yang digariskan dalam dasar tersebut. Walau bagaimanapun, nilai bayaran ex-gratia / pampasan dikaji semula dari masa ke semasa mengikut kesesuaian disebabkan perubahan semasa.

Bagi tanah milikan swasta, Kerajaan Negeri menggalakkan suatu penyelesaian yang munasabah kepada semua pihak yang mungkin melibatkan gantian rumah ataupun wang ganti rugi. Bentuk pampas an adalah tertakluk kepada keadaan tertentu masing-masing. Sekiranya suatu penyelesaian tidak tercapai maka COW tidak dibenarkan.

Y.B ADUN Sungai Dua bertanyakan berhubung penyaluran peruntukan bayaran sumbangan pelepasan kuota Bumiputera.
Untuk makluman Y.B, sebanyak RM23,674,288.86 oleh Kerajan Negeri telah dikutip atas sumbangan pelepasan kuota Bumiputera sejak tahun 2008 dan wang ini adalah dalam akaun amanah Kerjaan Negeri.

Y.B ADUN Sungai Bakap meminta supaya Kerajaan Negeri membuat proses pemgambilan balik tanah di Makau Suah untuk dibangunkan dengan Projek Perumahan Rakyat (PPR).

Untuk makluman Y.B, di bawah Rancangan Malaysia Ke-10, Kerajaan Negeri melalui UPEN telah mengemukakan empat Projek Perumahan Rakyat (PPR) yang dirancangkan untuk dibina di atas tanah kerajaan di Ladang Kaledonia, Seberang Perai Selatan, di Teluk Kumbar, Daerah Barat Daya, di Relau, Daerah Timur Laut dan di Bukit Tengah, Daerah Seberang Perai Tengah. Berhubung permintaan Y.B untuk dibuat pengambilan balik tanah di Makau Suah untuk dibangunkan projek PPR, Kerajaan Negeri mengambil maklum dan akan mengkaji cadangan tersebut.
Y.B ADUN Seberang Jaya meminta supaya Kerajaan Negeri untuk memperjuangkan hak-hak penduduk bangunan bertingkat supaya disediakan peruntukan kepada bangunan-bangunan yang mengalami masalah penyelenggaraan.

Untuk makluman YB, Kerajaan Negeri telahpun memperkenalkan Dasar Menaik Taraf Rumah Awam Kerajaan dan dasar ini memerlukan masa sekurang-kurangnya 5 tahun bagi melengkapkan kerja memperbaiki kemudahan keseluruhan projek-projek rumah awam kerajaan yang sebelum ini tidak pernah dilaksanakan secara menyeluruh. Kerajaan Negeri telah menyediakan peruntukan sejumlah RM9.94 juta dalam tahun 2010 dansebanyak RM13.51 juta untuk memperbaiki dan menyediakan kemudahan yang lebih selesa kepada penghuni-penghuni rumah awam kerajaan yang melibatkan pembaikan kerosakan lif dan penggantian, membaiki kebocoran paip air, pendawaian semula elektrik, penggantian railing dan sebagainya demi memastikan keselamatan dan keselesaan penduduk.

Untuk makluman Y.B ADUN Datok Keramat dan Y.B Telok Bahang, konsep mengecat 80:20, iaitu 80% daripada kos kerja-kerja mengecat tersebut akan dibiayai oleh Kerajaan Negeri manakala 20% lagi akan dibiayai oleh para penduduk dilaksanakan adalah untuk memberikan kesedaran kepada penghuni dan penduduk berhubung tanggungjawab bersama dan kepentingan untuk menjaga dan memelihara tempat kediaman mereka sendiri.

Sehubungan itu, tumpuan menaiktaraf dan pembaikan rumah- rumah pangsa kos rendah akan difokuskan kepada projek-projek rumah pangsa kos rendah Kerajaan Negeri terlebih dahulu

Y.B ADUN Telok Ayer Tawar membangkitkan isu berhubung projek terbengkalai Taman Aman Bayu yang mana terdapat penduduk-penduduk yang menetap di dalam kontena dan menyewa diluar disebabkan pembinaan rumah kos rendah yang disyaratkan masih tidak dibangunkan lagi.
Jawapan telah diberi secara bertulis. Kerajaan Negeri akan memantau dan mengambil tindakan yang sewajarnya bagi memastikan pemaju tersebut mematuhi setiap syarat-syarat yang telah ditetapkan Kerajaan Negeri sebelum Sijil Layak Menduduki (OC) dikeluarkan bagi memastikan hak penduduk setinggan-setinggan tersebut akan diberikan perhatian yang sewajarnya.

Y.B ADUN Pulau Tikus bertanyakan berhubung keperluan pembinaan rumah kos rendah di Daerah Barat Daya, Seberang Perai Utara dan Seberang Perai Selatan berdasarkan perancangan 5 tahun penubuhan Lembaga Perumahan Pulau Pinang.

Untuk makluman Y.B, merujuk kepada statistik permohonan sehingga 31 Mac 2011, terdapat sebanyak 4,472 permohonan di Seberang Perai Utara dan 1,225 permohonan di Seberang Perai Selatan. Sehubungan itu, perancangan pembinaan rumah kos rendah di daerah-daerah ini adalah diperlukan pada masa kini mahupun pada masa akan datang melalui perancangan pembangunan oleh Lembaga Perumahan Pulau Pinang.

Y.B Sungai Pinang membangkitkan isu berhubung kualiti pembinaan rumah kos rendah dan kos sederhana rendah yang dibina tidak mencapai standard kualiti yang ditetapkan dan memberikan cadangan supaya liability period dipanjangkan tempohnya daripada tempoh yang sediada. Liability period adalah sebahagian daripada Schedule G dan Schedule H dan perlu pindaan terhadap Akta Parlimen.

Decision on Telekom's land in USJ 6

Appeal Board upholds Telekom's rights

SHAH ALAM: It was a bittersweet day for residents of USJ 6 when the Selangor Appeals Board decided to uphold Telekom Bhd's right to develop its 0.35-hectare utility reserve land yesterday.

While the telecommunications company is now allowed to continue with its development, three conditions imposed upon them will reduce the size and nature of the development to ensure that traffic conditions in the area will not be severely impacted.

Telekom had initially proposed to construct a nine-storey commercial tower in a development undertaken by TM Facilities and Pujangga Budiman in a joint venture.

But conditions set by the board have ensured that the development is no higher than the existing five-storey Telekom building located in the same area.

"The building shall not be higher than the existing Telekom building [in USJ 6]," said board member Ho Khong Ming.

The board ruled that the developer must also reduce the size and height of the building as traffic on most roads in USJ 6 is already congested, according to a 2008 Traffic Impact Assessment (TIA) report.

In addition, Ho said: "The development shall only be for offices, and no part of the development can be used for commercial purposes that would attract more traffic than offices."

He said retail outlets, restaurants, supermarkets, hotels and cinemas are not permitted. Thirdly, the developer must adopt the TIA's suggestions to improve traffic conditions in the area and adhere to any additional conditions imposed by the local council.

Two other Appeals Board members, Datuk Abu Bakar Awang and Datuk Azmeer Rashid, were also present.

The board also said the Subang Jaya Municipal Council (MPSJ) should issue a public apology over its blunder in designating the land as a field in its draft local plan before changing the land's status to "commercial" without public consultation.

Subang Jaya assemblyperson Hannah Yeoh said they will consult Gobind Singh Deo, who is the lawyer representing the residents, to consider the possibility of a judicial review.

MPSJ had twice rejected the developer's application to sub-divide the utility reserve land for development in its full board meetings in November 2005 and February 2006.

However, the local council gave conditional approval for the project in 2008 before the TIA was completed. The residents filed an appeal against the project in 2009.

Due to public protest, MPSJ revoked its development order in 2009, but the revocation is legally void as it was never endorsed by the State Planning Committee.

Subsequently, MPSJ councillors and its then president Datuk Adnan Md Ikshan cancelled the revocation in an ad-hoc meeting in April 2010.

However, the Appeals Board's decision to allow commercial development on utility reserve land is expected to have far-reaching consequences for similar cases in Selangor.

Yeoh said the precedent would now apply to other cases in Petaling Jaya, Serdang and other areas. 

Meanwhile, residents who were present yesterday expressed their disappointment over the Appeals Board's decision.

"We're the ones who will be directly affected by the development and the worsening traffic conditions," said resident Philip Song, 49.

I have been pursuing this case together with the residents of USJ 6 since 2008. Three (3) years later, we now have a decision by the Appeals Board. 3 conditions imposed by the Appeals Board:

(1) traffic condition has to be improved
(2) size of project must be reduced, must not exceed the size of current Telekom building on the land
(3) for office use only

Next step : YB Gobind Singh Deo, our lawyer representing the residents is considering the possibility of a judicial review. I want to thank both lawyers Gobind Singh and Haijan for voluntarily assisting the residents in the last 2 years.

As the State Assemblyman of this area, I will continue to fight against unsustainable development in the already "overdeveloped" township of Subang Jaya.

DAP Would Not Allow MCA to Cloud MCA’s Failure Of Performance With Racial Sentiments And Fear But Focus On Change To Deliver A People-Centric Government That Addresses Rising Costs And Improve The Rakyat’s Economic Livelihood.(En/CN)

The next general elections will be won on the performance, integrity of leadership and the ability of BN and PR to deliver on its promises. DAP would not allow MCA to cloud MCA's failure of performance with racial sentiments and fear but focus on change to deliver a people-centric government that addresses rising costs and improve the rakyat's economic livelihood.

DAP regrets that MCA has continued to make personal attacks against the DAP to hide its flaws, cover-up its defects and pretend that MCA is multi-racial when it is not. Even though MCA is a chauvinistic Chinese party, MCA does not even defend the rights and interests of the Chinese. History has proven that MCA is only interested in personal enrichment, pursuing positions and posts at the expense of principles and people's rights.

Look at the numerous financial scandals involving MCA and topMCA leaders from the RM1.4 billion Deposit Taking Co-operatives scandal in 1986 to the RM12.85 billion Port Klang Free Trade Zone scandal recently. MCA allows DAP leaders to be branded as disloyal when DAP fights for freedom, truth justice and democracy and yet are not ashamed when MCA leaders are exposed for being permanent residents in foreign countries.

If MCA claims they are not obsessed by the perks and privileges of office, why do MCA leaders not leave Cabinet now? There is no reason for the sole MCA State EXCO member in Perak and Negeri Sembilan to cling on to their posts when MCA is totally wiped out in elections. Why then does Datuk Lim Siang Chai accept a back-door appointment as Senator and Deputy Minister of Finance when he was rejected by voters and had lost in the 2008 general elections in Petaling Jaya Selatan parliamentary constituency?

If MCA has any principle or honour, MCA should not just withdraw from Cabinet, they should also leave BN. MCA's failure to do so show their threat to withdraw from Cabinet if they do not receive Chinese support at the next general elections is a political ploy to frighten voters to support MCA. Voters are now mature and would not be easily frightened or deceived because they can see that MCA now exists merely to serve UMNO in exchange for positions and posts.

DAP has always been a multi-racial party and challenges MCA to show proof how DAP has disrupted racial harmony. Is Penang PR giving additional allocation more than double what was given by the previous BN government for Islamic affairs an act of disrupting racial harmony? Is Penang PR giving financial aid to Sekolah Agama Rakyat that was cut off by UMNO, as well as to Chinese schools, mission schools and Tamil Schools an act of disrupting racial harmony. Is Penang PR giving a yearly RM100 anti-corruption dividend to all senior citizens above 60 regardless of race, religion and political affiliation an act of disrupting racial harmony? Is Penang PR setting up a non-Muslim Religious Affairs portfolio an act of disrupting racial harmony?

MCA's failure of performance has resulted in more than 2 million Malaysian leaving since Merdeka. Even its leaders have prepared permanent residency in foreign countries. How many more Malaysians must leave before MCA wakes up?

By attacking a multi-racial party like DAP with a ferocity unmatched in recent memory shows that MCA is willing to work hand in hand with racist newspapers like Utusan Malaysia to finish off the DAP. As a multi-racial party, DAP has slowly gained the support Malay and bumiputera voters in Peninsular Malaysia and Sarawak.

In Sarawak, DAP would not have won 6 out of the 12 seats won without significant support from non-Chinese voters. In Peninsular Malaysia, DAP won Puchong under Gobing Singh by a huge majority of 12,593 votes even though there are more Malay(44%) than Chinese(41%) voters.(see below)

*Cameron Highlands, Raub, Puchong, Alor Gajah and Tanjung Piai all have more Malay than Chinese voters. DAP lost all these seats in 2008 with the exception of Puchong.

The path towards Malaysian unity is slow and painful in the face of attacks of 1Melayu, 1 Cina and 1 India by UMNO, MCA and MIC. However DAP will never give up but persevere in our battle to establish a Malaysian nation that belongs to all. We should be more concerned about how our resources are stolen from us, why those who are corrupt escape unpunished and the impact of rising prices on people's livelihood.

Only an economy free from corruption can we ensure that the people prosper and benefit. Let us embrace a future free from fear and cronyism. Let us embrace the future by embracing every Malay, Indian, Chinese, Kadazan and Iban, as Malaysian brothers and sisters, Malaysian sons and daughters.

Then only can we grow together, learn together and enjoy the success together.

看看马华和马华高层领袖所涉及的金融丑闻,从1986年14亿令吉的合作社风波到最近涉及128亿5000万令吉的巴生港口自由贸易区丑闻。在行动党为自由、公义和民主而奋斗时,马华领袖已经被揭发拥有外国的永久居留证,他们还毫不羞耻地将行动党领袖标签为"不效忠"。

如果马华真的不迷恋当官的特权和好处,为什么马华到现在还不退出内阁?当马华在选举中大败后,他们没有理由还紧紧抱住霹雳和森美兰州各别唯一的马华行政议员职位不放。2008年,拿督林祥才在八打灵再也南区国会选区落选,为什么他还接受"走后门"的安排,出任上议员及副财务部长?

如果马华还有原则或尊严,马华不只应该退出内阁,他们也应该退出国阵。马华却做不到,证明他们所谓"来届大选得不到华人支持就不入阁"只是一个政治把戏,用来威胁选民投选马华。现在的选民已经越来越成熟,不再那么容易被吓到或欺骗,因为他们已经看到,现在的马华纯粹只是服从巫统,以换回一官半职。

行动党向来是一个多元种族政党,我们挑战马华证明行动党如何破坏种族和谐?槟州民联政府比前朝国阵政府拨款更多给回教事务,难道这是破坏种族和谐?槟州民联拨款给宗教学校(原本国阵已经停止有关拨款)、华校、教会学校和淡米尔学校,难道是破坏种族和谐?槟州民联每年将"反贪红利"通过回馈金计划,不分种族、宗教和政治背景,每年分派100令吉给所有60岁以上的乐龄人士,难道这是破坏种族和谐?槟州民联设立非回教宗教事务委员会,难道这也是破坏种族和谐?

马华失败的表现,已经导致从国家独立开始便有200万名国人离开这个国家。就连马华领袖也拥有外国的永久居留证。他们还要等到多少国人移民,马华才会觉悟?

马华最近穷凶极恶地攻击像行动党这样的多元种族政党,证明马华正与《前锋报》这样的种族主义报章合作毁掉行动党。做为一个多元种族政党,行动党已经慢慢地获得马来半岛、砂州马来人和土著选民的支持。

Call on the Government to announce the details of 1 Care

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw calls on the Central Government to announce the details of its 1 Care programme.

On 6.6.2011, Dr Tan issues a statement concerning 1 Care.

The Government has 12 National Key Economic Areas (NKEAs) with Key Performance Indices (KPIs) and National Key Result Areas (NKRAs). By 2020 the expenditure is estimated at RM1.4 trillion, 92% being from the private sector. One of the Government Transformation Programmes (GTPs) is said to be 1 Care, rhyming with 1 Malaysia.

What is 1 Care? The Government has yet to let the public know.

Over 10 years ago, there was much talk about corporatisation of the health services involving over 3,000 hospitals, clinics and public polyclinics in Malaysia. In 1999, the then Health Minister Datuk Chua Jui Ming denied it.

Although the Government refers to the corporatisation of the National Heart Institute (IJN) since 1993 with continued subsidies, the trend of Government-Linked Companies (GLC) like Sime Darby taking over private hospitals such as Subang Jaya Medical Centre makes people search for answers. This sounds American. In 2010, President Obama promulgated Health Care Legislation,allocating USD 940 billion to cover 32 million more Americans. Does the Prime Minister Datuk Seri Najib intend to propose new Health Care Legislation?

We would like to know what GTP on health care is. We continue to seek details on 1 Care as health issue is very complicated. Can poor people afford it? What is important is that Malaysians should be treated fairly in health care.

Equal Opportunity Commission to Reverse Brain Drain?

The Prime Minister Datuk Seri Najib Abdul Razak has set the lofty goal of becoming a high-income nation earning US$15,000 per capita which all Malaysians must support.

However, the recent World Bank Malaysia Economic Monitor Report on "Brain Drain" serves up a stark reminder to Najib that such goals will be nothing but pipe dreams if critical reforms are not instituted. The Report said that "Malaysia seems stuck in a middle-income trap, the predicament that prevents middle-income countries from fulfilling the next step in their development path towards high income."

It added that our "growing inability to remain competitive as a high-volume, low-cost producer coupled with the difficulty to break into fast-growing markets for knowledge- and innovation-based products and services."

As a result, we are failing to achieve our income potential and it cited the damning but instructive example of South Korea where "four decades ago South Korea was markedly poorer than Malaysia, South Korea's per capita income is now three times higher than Malaysia's."

To break out of the middle-income trap and to fulfil our growth and income potentials, the World Bank report had confirmed what many had already knew, that Malaysia must stem and reverse the acute brain drain faced by this country, where 2 out of every 10 tertiary educated leaves.

In fact, the World Bank survey has found that an overwhelming 87% of respondents suggested that a "paradigm shift away from race-based towards needs-based affirmative action" may entice a migrant to return to Malaysia. What's more, the survey had indicated that 60% of respondents cited "social injustice" as a key reason for their leaving the country.

Hence as an immediate measure to demonstrate Najib's commitment towards achieving a high-income nation status, he must reinstate the "Equal Opportunity Commission" (EOC) which was proposed in the New Economic Model (NEM) Part 1, but was subsequently inconspicuously dropped due to strong protests from within UMNO and from right-wing Malay rights groups such as Perkasa.

The EOC was proposed in the original NEM to "cover discriminatory and unfair practices" in both the public and private sectors, not only to promote "economic efficiency through competition", but more critically, to ensure "inclusive growth".

The late Datuk Zainal Aznam, who was the Deputy Director at Institute of Strategic and International Studies (ISIS) and Malaysian Institute for Economic Research (MIER), who had spent 20 years with the Economic Planning Unit (EPU), was a key member of the National Economic Action Council (NEAC) who delivered the NEM.

Datuk Zainal Aznam was highly critical of the Government's decision to drop the proposed EOC where he said "after more than 50 years of independent growth, we are no closer to being racially blind… Current and future conflicts in Malaysia will be fuelled more by an outraged sense of inequality and unfairness in economic opportunities…"

At a forum organised by think-tank Institute for Democracy and Economic Affairs (IDEAS) in February this year, Datuk Zainal Aznam had revealed that reforms such as the EOC were "lambasted and strangled by right wing groups led by Perkasa. They wanted to burn part one (of the NEM)"

He lamented that "there is political will, but it is insufficient, like (what happened with) the Equal Opportunities Commission," and added that he had "serious doubts (about) how far the BN government is willing to go."

As a tribute most befitting to Datuk Zainal Aznam who had passed away on last week, Najib should immediately announce the reinstatement of the proposed EOC, and introduce the necessary legislations in the coming parliamentary sitting commencing on 13th June. The measure will contribute positively towards helping Najib's Talent Corporation succeed in convincing migrants to return, and curb the excessive drain on the country's talent, so critical in achieving Malaysian's high income nation target.
