Water disruption in Subang Jaya

SS12 to SS19 Subang Jaya experienced water disruption in the last few days. When residents' calls to Puspel (Syabas' Customer Service) went unanswered, my office was flooded with calls from residents. Residents from these affected areas informed me that there was no prior notice by Syabas on the water disruption. My office and I then made attempts to contact Syabas for information.

As my office continued to receive calls from residents,  we found that many were unsure as to who is responsible for the operations and service of Syabas. We had to explain that Syabas  is a privatised company and it has its duty to inform its own customers.  However, due to the critical nature of this disruption, I had to step in and assist residents in obtaining timely information. I immediately contacted one of the Executive Directors of Syabas who promised to look into the matter. Due to lack of information and response from Syabas' towards residents' calls, I assisted to provide updates from Syabas via Twitter as and when I received them.

While awaiting water supply to be restored, I requested for water tankers to be deployed to these affected areas. I was told as of 9pm last night, 10 tankers made a total of 32 trips to various parts of Subang Jaya as and when requested by residents via Puspel.

Today, I understand from Syabas and residents that water supply has been restored. This water disruption has been caused by decrease in water level at 3 reservoirs in Effingham, Bukit Gasing and Subang Airport and has affected water distribution to 9000 customers' accounts to be unstable.

I have also informed the Menteri Besar of Selangor YAB Tan Sri Dato' Seri Khalid Ibrahim on this matter and these are the following issues which I will pursue with Syabas following this incident:
  • why wasn't there an alert when water level at these 3 reservoirs dropped?
  • why didn't consumers receive any notice (prior to and during disruption)?
  • what happened to Puspel's call centre and what is  its call-handling capacity especially during a crisis?

YB Wong Hon Wai bersama wakil tempatan melawat rumah kos rendah di Bukit Minyak yang menjadi mangsa angin kencang. Bumbung tingkat atas tersebut telah pecah akibat tiupan angin kencang. Jabatan Kebajikan dan Bahagian Perumahan telah menghulurkan bantuan kepada mereka.

(檳城‧大山腳)在29日凌晨發生的大風災,大山腳武吉敏惹廉價組屋深受肆虐,五層頂樓有14戶人家的屋頂被強風掀走,其中4戶"片瓦不存",一抬頭就可看到天空!

另外,在風災中,有6輛汽車被掉落的屋頂擊毀。

掌管檳州房屋委員會的黃漢偉,在週二(3月29日)傍晚到現場視察,對於只有11年屋齡的組屋屋頂,可以被強風輕易刮走,直言事態並非表面這麼簡單,問題相當嚴重。

但他並沒有進一步說明,問題是如何的"不簡單"?

黃漢偉是在巴東當拉浪區州議員陳宗興,威省市議員溫維安及拉瑪貞德仁,武吉丁雅區州議員的助理阿米祖丁,峇都交灣區國會議員的助理沙迪斯等人陪同下,巡視災區。

武吉敏惹組屋有兩棟建築物,總部是80單位,而受風災影響的都是第5層樓,也都是頂樓單位,4戶片瓦不存,另10戶人家,也沒有了屋頂,屋內只剩下天花板。

要求市局派工程師考察

黃漢偉說,他會要求威省市政局派工程師來考察,以給予專業的報告。

"不過,目前首要之緊是解決這些災民的住宿問題,我將會把這14戶儘快安頓在大山腳宏願組屋。以後的維修,就先看工程師的報告才做打算。"

福利局發放援助金災後的週二上午,福利局也安排發放了援助金給災民,其中4戶嚴重的每戶獲500令吉,另10戶是獲200令吉。

另外,黃漢偉也見證市議員拉瑪貞德蘭,把峇都交灣區國會議員拉瑪沙米撥出的緊急援助金移交給4戶嚴重災民,每戶得300令吉。

威省市議員溫維安說,在發生風災的當天中午12時許,威省市政局就經派人前往清理現場,有30名員工參與此事,一直到下午4時30分,才清理完畢。

Govt to bear 80% repaint cost Offer extended to all state-owned flats

THE Penang Government is offering to bear 80% of the cost of repainting the exterior of state-owned high-rise flats with residents footing the balance money.

Chief Minister Lim Guan Eng said the state government made the decision after receiving requests from residents that their flats were in dire need of a fresh coat of paint.

"The state will bear a substantial amount of money for the repainting work.

"I hope flat residents and their Community Development and Security Committee (JKKK) will meet to discuss the offer and get back to the state quickly, hopefully by end of the year," he said during a visit to Kampung Melayu flats in Air Itam on Thursday.

Lim said the repainting of the two blocks of Kampung Melayu would cost RM600,000. There are a total of 966 units there.

He added that even though repainting work was not as urgent as upgrading of basic infrastructure, the state was willing to bear the cost.

"In 2009, the state began allocating at least RM10mil a year for the upgrading of facilities at the 15,000 state-owned units but the budget did not include repainting work.

"Before the new state government took over, there was no such allocation," he said.

For Kampung Melayu, Lim said the state spent about RM467,500 last year to undertake 13 upgrading works like rewiring of electricity cable in the units and corridors, replacing cast iron pipes, replacing rain pipes and re-attaching waste nozzle cap.

"Since we have done all these, we hope residents will pay up the more than RM150,000 maintenance arrears and about RM3,000 rental arrears," he said.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai said there were 45 state-owned housing projects including terrace houses.

Wong, who is also Air Itam assemblyman, said the upgrading work at the Kampung Melayu flats undertaken this year included resurfacing of road and car park area, rewiring of electricity cable at Block A and replacing three lifts at the same block.

Meanwhile, Lim announced that the state government would repair the roof of a low-cost flat which was damaged by strong winds in Taman Bukit Minyak, Bukit Mertajam several days ago.

He said the state would fork out more than RM200,000 for the purpose.

"Those affected will be provided temporary housing till repair works are completed.

"The Penang Water Supply Corporation will also repair the water tank in the flat which was damaged during the storm," he said.

On Monday, strong winds blew off the roofs of more than 200 houses in three districts in Kedah and two in Penang.

PR to Counter PM’s Declaration for BN to Recapture Penang in the Next General Elections

Pakatan Rakyat(PR) Will Hold A Series Of Statewide Meetings To Improve Performance By Redoubling Efforts To Better Serve The People And Good Governance To Counter Prime Minister's Datuk Seri Najib Tun Razak Declaration For BN To Recapture Penang In The Next General Elections.

PR Penang will hold a series of state-wide meetings to improve performance by redoubling our efforts to better serve the people and good governance to counter Prime Minister's Datuk Seri Najib Tun Razak's declaration for BN to recapture Penang in the next general elections. Whether there are signs of the winds of change in Penang that would enable BN to win back Penang, is not important.

What is important is that in their naked pursuit for power BN is willing to cover up their deep differences over:-
• who would be the Chief Minister should BN recapture Penang; or
• how to reconcile the contradiction of a racist and extremist Penang UMNO that calls non-Malay "pendatangs" with no right to claim for equal treatment and the non-UMNO parties in BN opposing PR's increase in allocation funding for Islamic affairs; or
• UMNO's attack against PR's annual RM100 Senior Appreciation Program as sinful because it is sourced from gambling money whilst Gerakan considers it as from of corruption or
• Penang BN's failure to address corruption scandals under their previous administration.

Penang PR will direct all its leaders, especially its elected representatives, to show how they have served their voters in their constituencies to make a difference. At the same time, the PR state government will go to the ground to explain to the people the changes brought by the PR state government since 2008.

Penang PR will neither be complacent nor in denial mode in dealing with the latest challenge from Najib. Instead of seeing this as mere rhetoric from the Prime Minister we will consider this as a competitive challenge to do better. As I have said one of the big differences between PR and BN is PR's capacity for change, humility and willingness to admit our mistakes, which is motivated by our desire to improve.

Whilst facing up to the latest challenge thrown up by Najib, the Penang state government regrets that the Prime Minister has been misinformed by Penang BN that Penangites especially stall holders were facing pressure and had difficulty earning a living, unlike during the time of the Barisan administration of the state.

This is wrong and untrue. The Penang state government treats and enforces the laws equally. Penang's economy is booming from the historic record RM 12.2 billion investments which topped the investment charts in Malaysia creating zero unemployment and a worker shortage. Penang PR state government is for all regardless of race, religion and political background.

In providing facilities PR state government does not discriminate even against BN supporters. The free wifi initiative is even provided for BN areas. Further, the first two female YDP of Penang Municipal Countil(MPPP) and Seberang Perai Municipal Council (MPSP) were appointed by this PR state government.

Further, the Penang state government is in no financial position to compete with the Federal government in terms of funding allocation. If Najib wants to fully bear the cost of repainting the Rifle Range flats and all government build flats in Penang, the Penang state government is willing to give way and let the Federal government take all the credit.

Najib had said that I had only visited the Rifle Range flats and announced that the state government would subsidise 80% of repainting costs because I knew he was coming there. Again Najib was misinformed by his Penang BN advisors. That was not the first time I visited Rifle Range flats. And the state government subsidising 80% of repainting cost was not announced first at Rifle Range flats or even at Kampung Melayu but nearly 2 weeks ago at Mahsuri flats in Bayan Baru, which the Prime Minister did not even visit.

For this reason, if Najib and the Federal government wish to fully sponsor the cost of repainting the flats 100%, the state government is willing to give way. The Penang PR state government will not compete with the Federal government in improving the lives of the people as long as there is a public benefit.

Putting public interest first ahead of political interest has always been the governing creed of the Penang PR state government. That is the principal reason why the Penang state government shelved our completed Penang Blueprint for Industrial Masterplan 2011-2015 in favour of the proposed Greater Penang Masterplan by the Federal government. As long as collaboration between the Federal and state government can continue for not only the interest of the state but also national interests, Penang state government is willing to offer our full co-operation and commitment.
