Beliau berkata, meskipun Selangor terkaya di Malaysia, namun plaza tol yang banyak di negeri itu, membebankan pengguna jalan raya, khasnya golongan muda.
Jelas Azmizam, kos perjalanan pergi balik Shah Alam-Kuala Lumpur bagi kedua-dua tol itu berjumlah RM 4.20, yang membebankan kira-kira 120,000 pengguna kenderaan setiap hari.
"Sedangkan kos pembinaannya berjumlah RM357 juta. Telah 25 tahun syarikat konsesi membuat kutipan. Saya rasa sudah cukup lama. Kedua tol ini mesti dimansuhkan," tegas beliau.
Sehubungan itu beliau menyeru supaya perdana menteri, Datuk Seri Najib Razak mendengar bantahan mereka dan menutup dua plaza tol berkenaan.
"Kalau betul Najib kata nak dahulukan rakyat, sila mansuhkan kedua tol ini.
"Kami cabar Barisan Nasional dan juga Pakatan Rakyat. Mana-mana parti yang tidak sokong tuntutan untuk memansuhkan tol, akan ditolak dalam pilihan raya umum ke-13," tegasnya.
Dalam pada itu, beliau memaklumkan akan melancarkan kempen mansuh Tol PJS di Lebuhraya Pantai Baru dalam masa terdekat.
"Ini adalah permulaan kempen bagi memansuhkan semua tol di semua lebuh raya di negara ini," tegasnya.

Suara Sri Andalas Posted: 15 May 2012 11:13 PM PDT Selangor Mulls Legal Action if Putrajaya Refuses to Solve Water Stalemate Posted: 15 May 2012 04:00 AM PDT SHAH ALAM, May 15 — Selangor has threatened to take Datuk Seri Peter Chin Fah Kui to court if the energy, green technology and water minister refuses to use his ministerial powers to break the deadlock over the statutory transfer of water assets in the state to the federal government.
Tan Sri Khalid Ibrahim's administration has tussled with water concessionaires in the state and Putrajaya over the valuation of assets such as pipelines, dams and treatment plants since Pakatan Rakyat (PR) first took over Selangor in 2008.
But the Selangor mentri besar told The Malaysian Insider recently he is prepared to take the Barisan Nasional (BN) federal administration to court if it refuses to agree to take the transfer of assets, compulsory under a law passed in 2006, to international arbitration.
"The law gives him the power. We will get a judicial review. The minister needs to do something but he need not act in favour of anybody," Khalid (picture) said when asked what he would do if Putrajaya refuses to go to international arbitration as suggested by Selangor for over a year.
The Ijok assemblyman said in an exclusive interview he was waiting for a reply from Chin after writing to the minister in late April, adding that "I don't think they are chickening out but we are forcing the issue." Section 114(1) of the Water Services Industry Act (WSIA) allows the minister to assume complete or partial control of concessionaires in the interest of the nation, and "shall not be challenged, appealed against, reviewed, quashed or questioned in any court". The law requires the centralising of all water assets except those in Sabah and Sarawak to make water supply management more efficient but Umno-linked water concessionaires Puncak Niaga and Syabas have repeatedly rejected offers from the state. Both are controlled by Tan Sri Rozali Ismail, who is Selangor Umno treasurer and the 31st richest man in Malaysia, according to Forbes. The state government has made three previous offers for the water assets. The first offer, RM5.7 billion for assets and equity, was turned down by all four concessionaires in the state, while the second RM9.4 billion offer — this time including liabilities — was rejected by Syabas and Puncak Niaga. A third offer worth RM9 billion for a 100 per cent takeover of all four companies in January last year was also rejected. Putrajaya has also dismissed Selangor's valuation of RM11 billion for all the assets including the 80 per cent the state government says it already owns, saying the federal government's Water Asset Management Company (PAAB) will only pay RM1.1 billion. Selangor has asked Putrajaya for over a year now to allow the matter to be brought to international arbitration as the various parties cannot agree on the valuation of the assets. "WSIA says implement and now there are some worries about not being fair, then international arbitration is the answer," the Bandar Tun Razak MP said in the interview. The PKR-led state government has said that resolving water asset impasse is crucial to continue its free water scheme and head off tariff hikes. It currently writes off the first 20 cubic metres used by some four million consumers in Selangor, Kuala Lumpur and Putrajaya. But PR has accused the federal government of stalling the process at the expense of the Selangor public by bailing out water concessionaires with a RM6.5 billion takeover of outstanding debts owed by the companies in 2010. "Again the federal government is bailing out private companies, so why not just make a deal with the state?" Khalid asked. The mentri besar said he wants to solve the issue before his mandate expires in a year. He also told The Malaysian Insider he would not hold elections until the second half of the year, which would deny Datuk Seri Najib Razak the chance to win back the country's richest state and help cement his hold on power. Observers say the prime minister needs to improve on Election 2008, during which BN lost a record 82 federal seats and five state governments and only a return to its customary two-thirds majority of Parliament would guarantee his survival.

Beliau yang juga Adun Sri Andalas berkata, gantirugi sebanyak RM38.50 kepada pihak Projek Lebuhraya Usahasama Berhad (PLUS) dan mengharapkan pihak PLUS tidak mengambil tindakan kepada kenderaan-kenderaan yang tidak membayar tol pada hari itu.
"Saya ingin menjaga hubungan baik dengan PLUS tetapi saya tetap mendesak agar tol ini segera dimansuhkan," katanya ketika ditemui di Pejabat Plaza Tol Batu Tiga hari ini.
Pada Sabtu lalu, hampir 300 rakyat berkumpul di Tol Batu Tiga dan Sungai Rasau di sini bagi menyertai demonstrasi mendesak Kerajaan Pusat menghapuskan kedua-dua tol terbabit. Demonstrasi aman anjuran Angkatan Muda Keadilan (AMK) Selangor itu mencuri tumpuan pengguna lebuh raya hari itu apabila mereka membunyikan hon sebagai tanda sokongan dan mengambil pelekat kereta dengan slogan 'Hapuskan Tol Demi Rakyat'. Namun, seorang individu tidak dikenali mengangkat palang di satu lorong plaza tol Batu Tiga menyebabkan beberapa kenderaan melepasinya tanpa membuat bayaran. Sementara itu, Dr Xavier mengandaikan jika lima minit direkodkan untuk 35 buah kenderaan melalui satu laluan tol, maka sebanyak 420 buah kenderaan dalam masa sejam serta hampir 10,000 buah kenderaan sepanjang hari dan mencatatkan kutipan tol mencecah RM400,000 sehari. "Tidak mungkin PLUS mengalami kerugian serta tidak mampu menanggung kos membaikpulih lebuhraya itu kerana Plaza Tol Batu Tiga dan Sungai Rasau sudah beroperasi melebihi 25 tahun," katanya yang juga Exco Kesihatan, Pekerja Ladang, Kemiskinan dan Kerajaan Prihatin Selangor. Malah, semua pihak termasuk Umno-BN sendiri menyokong pemansuhan tol Sungai Rasau dan Batu Tiga ini kerana ia jelas membebankan penggunanya selain kesesakan teruk setiap hari. Bagaimanapun, pihak PLUS hanya bertindak menambah laluan tol tetap ia tidak mengurangkan kesesakan selain hanya mengaut keuntungan setiap hari.

Perjumpaan yang dianjurkan kerajaan negeri bertujuan menyelesaikan isu membelenggu masyarakat India yang tinggal di ladang-ladang yang menghadapi masalah bagi mendapatkan MyKad biru dari Jabatan Pendaftaran Negara (JPN). Exco Kesihatan, Pekerja Ladang, Kemiskinan dan Kerajaan Prihatin Selangor, Dr Xavier Jayakumar berkata, Selangor sendiri sebagai negeri maju dianggarkan terdapat beribu orang di kalangan masyarakat India yang menghadapi masalah berkenaan serta orang Cina, Melayu dan Orang Asal. Kerajaan negeri mengambil inisiatif menganjurkan perhimpunan ini kerana Kerajaan Pusat menjelaskan akan mengambil tindakan segera bagi meenyelesaikannya sekiranya segala maklumat diberikan. "Menteri Dalam Negeri atau kerajaan BN kata kalau kita boleh serahkan nama pemegang MyKad merah ini, mereka akan ambil tindakan secepat mungkin. Sebab itu kita ambil cabaran ini. "Orang-orang ini dianggap sebagai warganegara Malaysia kerana lahir dan bekerja di negara ini tetapi akhirnya lebih dari 55 tahun, tiada sebarang bantuan diberi Kerajaan Pusat kerana mereka pemegang MyKad merah. Mereka ini juga tidak boleh mendapatkan bantuan dari kerajaan negeri melalui agenda Merakyatkan Ekonomi Selangor (MES)," katanya dalam sidang media di sini hari ini. Turut hadir, Adun Taman Medan, Haniza Talha dan Adun Kampung Tunku, Lau Weng San. Bagi mencari jalan penyelesaian, Dr Xavier berkata, kerajaan negeri berusaha menghimpunkan golongan itu dalam majlis itu yang akan berlangsung dari jam 10 pagi hingga 2 petang. Katanya, kerjasama dari pelbagai pihak termasuk Adun, pertubuhan bukan kerajaan(NGO), Jawatankuasa Kemajuan Kampung (JKKK), Ketua Komuniti dan selainnya diperlukan bagi menghimpunkan kesemua mereka termasuk membantu kalangan yang uzur dan tua serta kanak-kanak yang dikesan turut tidak memiliki sijil kelahiran. Menurutnya, mereka diminta membawa dokumen seperti MyKad merah, dokumen perkahwinan dan yang berkaitan bagi memudahkan segala bukti dikumpulkan. "Semua data-data ini kita akan hantar kepada Menteri Dalam Negeri untuk diambil tindakan selanjutnya. Dalam majlis ini, saya harap dan jangkakan lebih 1,500 orang akan hadir. Kita juga akan menjemput pihak Jabatan Pendaftaran Negara(JPN) untuk hadir," katanya yang mempersoalkan isu pendatang asing yang didakwa memiliki MyKad biru tetapi golongan berhak dinafikan haknya.

Demonstrasi aman anjuran Angkatan Muda Keadilan (AMK) Selangor itu mencuri tumpuan pengguna lebuh raya itu apabila mereka membunyikan hon sebagai tanda sokongan dan mengambil pelekat kereta dengan slogan 'Hapuskan Tol Demi Rakyat'. Peserta demonstrasi juga membawa kain rentang bertulis 'Hapuskan Tol Baru Betul', 'Hapuskan Tol Demi Rakyat' selain laungan 'Hidup Rakyat', 'Hapuskan tol', 'Undi Pakatan Rakyat Tak Bayar Tol', dan 'Undi BN Bayar Tol'. "Kami dapat simpulkan kehadiran rakyat berbilang kaum pada hari ini sebagai gerakan rakyat secara bersepadu untuk bersama-sama mendesak Kerajaan Pusat berhenti dari terus membebankan rakyat. "Sedangkan pulangan modal yang sepatutunya mereka perolehi sudahpun mereka dapatkan lama dulu," jelas Ketua AMK, Shamsul Iskandar Mohd Atkin. Turut hadir Ketua Penerangan PKR Selangor, Shuhaimi Shafiei dan Ketua AMK Selangor, Azmizam Zaman Huri dan MP Shah Alam Khalid Samad di Tol Batu Tiga di sini. Sementara di plaza tol Sg Rasau, pemimpin Pakatan Selangor dan kira-kira 100 individu turut mengadakan sebuah lagi demonstrasi bagi tujuan yang sama. Khalid berkata kedua-dua tol tersebut sepatutnya sudah lama dihapuskan. "Laluan ini memang sudah lama wujud dan mereka (syarikat konsesi) sekadar melebarkannya daripada dua ke enam lorong. "Pengguna pula terus dikenakan bayaran sehingga ke hari ini selepas kira-kira dua puluh tahun kutipan tol dimulakan. "Mengambil kira kenderaan yang semakin banyak, sehari sahaja PLUS (Projek Lebuhraya Usahasama Berhad) mampu mengutip ratusan ribu. Bayangkanlah untuk beberapa tahun ini, memang inilah paling mengarut sekali," jelasnya sewaktu ditemubual TVSelangor. Salah seorang peserta demonstrasi mencuri tumpuan apabila beliau mengangkat palang di satu lorong plaza tol Batu Tiga menyebabkan beberapa kenderaan melepasinya tanpa perlu membuat bayaran. Bagaimanapun, Dr Xavier yang berada di situ segera mengarahkan palang tersebut diturunkan dan beliau berjanji untuk membayar ganti rugi yang ditanggung pihak PLUS.

"If the prime minister has integrity and wants to be seen as someone with dignity and morals, he should give full cooperation to all legal requirements," said the PAS vice president. Last month, rights group Suaram revealed that French public prosecutors had obtained evidence in the form of a fax page dated June 1, 2001, in which Najib, the then Defence minister, had sought a payment of US$1 billion for Perimekar, a company owned by Abdul Razak Baginda. Razak had been acquitted of a charge of murdering Mongolian citizen Altantuya Shaariibuu, with whom he said he had an affair and whose murder was linked to the Scorpene purchase. The ongoing tribunal in Paris has listed several top Malaysian officials, including Najib and Defence minister Ahmad Zahid Hamidi. Zahid had earlier questioned the tribunal’s powers to issue a subpoena and seek Interpol help if witnesses refused to attend. "Who are they to issue a warrant of arrest? The de facto law minister had said this in response to the Bar's resolution condemning "excessive" and "indiscriminate" use of force by police during the April 28 Bersih rally and its demand that the government and police chief apologise for alleged acts of police brutality. "The announcement lends itself to the perception that the proposal is revived from time to time when the government feels threatened by an independent Bar that does not countenance the abuse of power by the institutions of the state (the police, in this case), and speaks up in defence of the public at large. "The Bar, in doing so, is fulfilling its duty under section 42(1)(a) of the Legal Profession Act, namely, 'to uphold the cause of justice … uninfluenced by fear and favour'," president Lim Chee Wee said in a statement, adding the Bar was "flabbergasted" at Nazri's statements. Nazri and Home Minister Datuk Seri Hishammuddin Hussein had accused the Bar Council, which administers the Malaysian Bar, for being prejudiced in condemning the police and government after the April 28 rally spiralled into chaos. Nazri said yesterday the proposal to set up a law academy will be discussed by the Cabinet and the Attorney-General soon as it is high time a new organisation, other than the Bar Council, be formed to represent those who have studied law. The Padang Rengas MP had said the setting up of the academy was aimed at avoiding a monopoly in the issue of legal interpretation. "I'm sure those in academia would have a better interpretation of the law. The Bar Council may not get it right all the time. They are very partisan. I don't think they should be given a monopoly," he said. But Lim said today the Bar was opposed to Nazri's proposal of a legal academy, "which appears similar to the proposal that the Government had mooted, and subsequently withdrawn" in 1996 and 2002. The Malaysian Bar approved the resolution on Friday after only 16 out of 1,270 lawyers opposed the resolution, which contained findings of alleged police brutality against protesters and members of the media. A total of 939 votes were recorded in support of the resolution. There are some 14,000 members of the Malaysian Bar. The April 28 rally, which saw tens of thousands gather at six different locations before heading to Dataran Merdeka, was peaceful until about 2.30pm when Bersih chief Datuk Ambiga Sreenevasan asked the crowd to disperse. Kali ini, ramai bersetuju bahawa ia hampir pasti diadakan sebelum Ramadan; lebih tepat 9 Jun ini, iaitu penghujung cuti sekolah. Namun, ada pihak melihat tarikh itu tidak sesuai, terutama faktor hari keputeraan Yang di-Pertuan Agong, yang akan dirayakan pada 2 Jun. Apa pun, cuti sekolah tidak semestinya menjadi ketetapan untuk mengadakan pilihan raya. Puasa dijangka bermula 21 Julai. Maka, boleh saja Parlimen dibubarkan, sebelum bulan penuh keberkatan itu, selewat-lewatnya pertengahan Jun. Walaupun ada desakan kuat dan menyeluruh agar tempoh kempen minimum ditentukan 21 hari, tetapi seperti diketahui umum, yang dipersetujui Jawatankuasa Pilihan Parlimen (PSC) hanya 10 hari. Dengan itu, jangka masa daripada hari Parlimen dibubarkan hingga tarikh mengundi, tidak akan melebihi sebulan. Gosip terkini: Bubar Parlimen, 14 Mei; penamaan calon, 26 Mei; dan mengundi, 9 Jun. Jika mahu ditunda lagi melepasi Ramadan, tarikh alternatifnya sama ada sebaik saja Aidilfitri, tetapi sebelum penerbangan pertama haji (tempoh yang dilihat begitu singkat dan mengikat), ataupun selepas rombongan terakhir jemaah haji pulang ke tanahair, iaitu hujung November. Bekas Perdana Menteri, Dr Mahathir Mohamad pernah mengadakan pilihan raya semasa musim haji dan dikritik hebat. Saya kira Najib tentu mahu mengelak sebarang insiden yang boleh mencalarkan imejnya lagi, terutama pada kaca mata masyarakat Melayu. Sesungguhnya gerak-geri Perdana Menteri Najib Razak diperhatikan secara dekat dan cermat. Diari beliau diamati terutama jadualnya ke luar negara, termasuk menghadiri konvokesyen anaknya. Pengumuman “durian runtuh” kepada peneroka Felda — meskipun dipertikai daripada segi amaun, yang dilihat kecil (RM15,000) berbanding sepatutnya RM38,000 seperti kata Husam Musa — dianggap membawa petanda pembubaran Parlimen semakin dekat. Sebelum aroma bantuan one-off hilang serinya, Najib perlu mendapat mandat buat kali pertama daripada rakyat. Beliau cukup menyedari, dibantu informasi perisikan rasmi dan tidak rasmi, majoriti pengundi tidak sabar lagi menunggu kesempatan untuk melakukan perubahan menyeluruh. Ramai menjangkakan, tidak mustahil Najib mencipta sejarah mengejutkan, malah mampu mengalahkan rekod Presiden Perancis, Nicolas Sarkozy, yang gagal melepasi penggal pertama pemerintahannya. Najib bakal kecundang dalam pilihan raya pertama yang diterajuinya? Ya, cuba bayangkan situasi itu. Masakan Najib dan konco-konconya sekadar menunggu hukuman rakyat? Sudah pasti tidak. Segala ikhtiar dan perancangan (lebih tepat, komplot) diusahakan bagi menyekat kemaraan Pakatan Rakyat. Jika komplot jahat dan licik itu didedahkan, misalnya melalui konspirasi SPR-JPN dalam memanipulasi senarai daftar pemilih, mereka bersikap pekak badak saja. Persetankan! Meskipun Umno-BN kalah di Kelantan sejak sekian lama, dan pernah tewas di Sabah dan Terengganu, manakala empat tahun lalu lebih buruk lagi dilanda tsunami politik, iaitu kecundang di Perak, Selangor, Kedah dan Pulau Pinang (selain Serambi Makkah), namun ia tetap berkuku di peringkat persekutuan, yang masih memungkinkan untuk terus menguasai sumber dan peluang ekonomi. Kekalahan itu rupanya tidak pernah menginsafkan pemimpin, aktivis dan penggerak Umno. Mereka mungkin lebih kerap turun ke padang, menyantuni rakyat, mengambil berat keperitan orang ramai, dengan pelbagai slogan menarik, tetapi motif utamanya hanyalah untuk meraih kembali kuasa. Lagak dan gaya kehidupan mewah pemimpin Umno di negeri-negeri yang mereka kalah ini masih tidak banyak berubah. Benar sekali, rasuah politik dan amalan koprupsi tidak dapat dicerai-tanggal daripada budaya Umno. Ubat mujarab adalah memberikan pengajaran bermakna dengan menyingkirkan Umno-BN dari Putrajaya. Taliah hayat kini mungkin terputus satu saluran, tetapi jantung masih berdegup. Keghairahan untuk kembali merebut takhta tidak pernah pudar, malah mungkin semakin segar-bugar! Ingat ucapan popular Najib, yang menggesa ahli-ahli Umno mempertahankan Putrajaya walaupun ke “titisan darah yang terakhir”. Bagi saya, frasa itu ia bukan sekadar pembakar semangat, tetapi menyimpan motif tersirat yang menggerunkan. “Sejak awal merdeka, khususnya di zaman Pemuda Tahan Lasak, gelagat Umno memang dikenali dengan tindakan provokasi yang melampau, terutama sewaktu kempen pilihan raya. Saya bimbang, ketika mereka di ambang kejatuhan, macam-macam perkara buruk boleh dicetuskan Umno,” petikan emel yang saya terima daripada pembaca Harakah. Beliau menambah, parti-parti dalam Pakatan Rakyat terbukti sabar dan reda ditimpa kekalahan. Tiada rusuhan dicatatkan, sebaliknya pemimpin dan ahli-ahlinya tabah melalui siri tribulasi yang memedihkan. Zaman sudah berubah. Rakyat kian matang dan cerdik. Proses pendemokrasian dan fenomena langit terbuka, serta kemajuan ekonomi dan pertambahan kelas menengah telah mengubah lanskap politik Malaysia. Umno yang gelisah berdepan kebangkitan rakyat, masih memainkan sentimen dan emosi perkauman (kadang-kadang bersalut agama yang dangkal). Ia akan terperangkap dengan jeratnya sendiri. Aksi ganas menganggu aktiviti Pakatan makin memburukkan lagi imej yang sedia jelik itu. Umno akan mencuba seribu dalih, termasuk serangan psikologi dan juga fizikal, bagi menghalang peralihan kerajaan dalam PRU13 yang kritikal ini. Ahli dan penggerak Pakatan tidak harus terjerumus dalam “permainan kotor” Umno itu. Rakyat sedang memerhati, menilai dan menghakimi. Tetap istiqamah dengan strategi dan pendekatan yang telah dirumuskan. Bersih!" from the floor. The chanting started when Najib took to the stage, and it continued when he began his speech. According to a footage uploaded on Internet, after some 25 seconds into his speech, Najib was clearly annoyed by the chanting; he raised his right hand and told the protesters to stop it. "Can you please stop it? Can you stop it, please?" he said, to some inaudible reply from the floor. "I know, I know, but can you stop it? You can meet with me later, okay? Please, can you stop it?" Najib tried to defuse the anger. "I want to vote…Why you don't allow me to vote…," a participant shouted as the chanting continued. "No, no, no, okay… alright, alright, you… no, no, you wait for me," Najib responded. "You have to respect… (inaudible)," the man replied. Fortunately the chanting died down soon after that and Najib was able to continue his speech. The event dubbed 'An Evening with the Prime Minister' was organised by the Malaysian High Commission at the prestigious 02 Arena in the UK capital, which can accommodate about 2,000 people. According to Malaysia's High Commissioner to the United Kingdom Zakaria Sulong, the event was to enable Malaysians in London to interact in an informal manner with the prime minister. The O2 Arena is well-known for the staging of pop concerts and prestigious events. The building which features most uniquely on the European city's skyline is one among the many venues chosen for the 2012 London Olympics. KOTA KINABALU: A police inspector has been charged with the high-profile murder of a single mother in Sabah's interior Keningau nearly seven months ago.
Keningau CID investigating officer Insp Rizal Umar, 30, was charged with murdering 27-year-old Kartini Borhan at a house at Lot 7, Phase 5, Taman Adika, Keningau between 4am and 5am on Sept 29 last year.
No plea was recorded after the charge was read before magistrate Norhamizah Shaiffuddin in Keningau.
The court set May 19 for mention of the case when Senior Federal Counsel Jamal Aripin is expected to apply to transfer the case to the High Court in Kota Kinabalu.
Norhamizah ordered Rizal to be remanded at the Kepayan prison here pending the outcome of the case.
Rizal, who was at the centre of the investigations into Kartini's murder, was transferred to the operations room of the Kepayan state police headquarters here after being released on police bail.
He was suspended following the charge.
Over 20 members of Kartini's family including father Borhan Sulaiman, 52, who is the principal of SK Banjar, were at the court yesterday.
The murder of Kartini, a mother of a seven-year-old girl, took a twist when police investigated deeper into the events that led to her murder.
Initially she was believed to have been stabbed by an intruder during a break-in at her house.
Following her murder, her family members had been making numerous public calls and lodged police reports trying to find her killer.
