良好市民找不到吃，难道地方政府能够天天养人民吗？

行动党德彬丁宜区州议员黄文标针对怡保市政厅，保持着依旧小贩执照有效期是从1月至12月的模式。表示这种没有伸缩性的期限，对年中或年尾要加入小贩行列的新经营者根本不公平。导致小贩为了节省开销，宁愿冒着被取缔的风险。

也是行动党霹雳州秘书的他，接到多宗早市或夜市场小贩要求协助减传票罚款，甚至投诉市政厅到了年尾还频密取缔他们而经常血本无归。并表示是时候怡保市政厅检讨执照生效期的制度，就如政府部门发出的大马护照，路税和商业注册都是根据申请注册时开始计算生效期。但是为何怡保市政厅可以让招牌执照伸缩性日期申请一年的期限，但是为何小贩执照甚至狗牌却不能？如果国阵政府般不到，就等民联成了执政党后来进行修改。

他指这种不公平制度加上以开传票来增加收入，这对小贩市场不但没有帮助，而且目前面对雨季的来临足以让小贩喘不过气。他提醒怡保市政厅身为地方政府，是要为人民提供机会的方便，并不是使用没有人性化的死板制度来刁难市民。良好市民找不到吃，难道地方政府能够天天养人民吗？
