 (檳城23日訊)一宗火災,令檳州高樓住戶安全敲起警鐘!檳威兩地多個高樓組屋的樓層消防水管,早已不翼而飛,就連議員也形容,這是很嚴重但又是很普遍的矛盾現象。

 北海峇眼再也人民組屋昨日發生一宗消防水管失竊影響救災后,再次敲響高樓組屋的安全警鐘,檳州房屋委員會主席黃漢偉接受《中國報》訪問時說,在一些高密集人口及高犯罪率地區,消防水管被偷的情況很嚴重。

 "其實不只消防水管、消防栓也是小偷目標之一。"

 選區內擁有最多組屋的壟尾區州議員楊順興受訪時也形容,該區組屋樓層的消防水管被偷,已是一個非常"普遍"的情況。

要求管理層維修

 "尤其在廉價組屋,消防水管一早就不見。"

 他說,他會向組屋管理層反映此問題,同時要求消拯局協助,視察組屋防火設備是否足夠。

 "若有不足或損壞,會要求管理層維修。"

 此外,雙溪檳榔區州議員郭庭源也說,早在308大選前,消防水管被偷的現象已普遍存在。

 "曾經日落洞一座組屋單位失火,但組屋樓層卻沒有消防水管,導致消拯員救災時面對困難。"

上鎖防盜鎖匙交居民保管

黃漢偉說,為免消防水管被偷,組屋管理層可以把裝置水管的箱子上鎖。

 "不過必須確保火災時有人負責開鎖,組屋管理層可把鎖匙交給住在樓層的居民保管。"

 他說,消防水管、消防栓及水溝蓋等公共設施,會成為小偷的目標,主要是因為這些設施可賣錢。

 "無論是重新安置多少次,這些設施仍然會被偷竊。"

 他建議尋找較不值錢的替代材料製造這些設施,或許就能減少被偷的可能性。

義消隊自備水管救災

為免沖上組屋救火時,才發現消防水管失蹤,義務消拯隊往往都自備水管上樓救災。

 壟尾義消隊主席謝國明說,許多組屋都面對消防水管被偷竊問題,義消隊在出動時,都會攜帶自備的消防水管上樓救災。

 "這個設備價值300多令吉,我們每次出動都會帶上。"

 他說,曾經有次上樓救災時,卻發現樓層單位沒有消防水管,當時只好等樓下隊友送上替代水管,導致救災行動受影響,不過幸好那次只是小型火災,沒有人受傷。

 "為免再遇上同樣的情況,現在我們都是直接帶著水管上樓,以防萬一。"

(檳城30日訊)檳州行動黨3人小組調查報告出爐,證實"500令吉變50令吉"一事,純屬溝通誤會!

以檳行動黨財政為主的3人小組負責人黃漢偉昨日(30日)召開新聞發佈會說,經過多天的調查後,種種證據顯示,行動黨聯合晚宴的主辦當局即高淵3支部"身家清白",並無涉及任何欺騙成份。

黃漢偉細說從頭:行動黨高淵市、武吉班卓及武吉淡文支部是於5月27日晚上7時30分,聯合舉行了一場黨慶晚宴。活動目的除了歡慶創黨45周年紀念外,大會也決定將宴會部份盈利,捐獻慈善用途,包括單親家庭及殘障人士的援助。

"當晚,共有6名貧困者被邀請領取慈善金紅包。不過,大會並沒有在宴會上宣佈慈善金紅包的數額。"

數額和事實有出入引爭議

他表示,即便如此,2天後6家中文報當中的3家,分別報導了當天晚宴的新聞,並在報導中指出,大會將3千令吉分別派發給6名受惠者。

"因為數額和事實有出入而引起了爭議,大會主席趙善輝接著於6月3日澄清慈善金紅包的數額是50令吉,另加每人60令吉生活補助品。他也向媒体透露當晚宴會的盈余是1萬213令吉。該新聞在6月4日獲得6家中文報大事報導。"

3人調查小組成員包括檳州秘書黃偉益以及組織秘書鄭雨周。

黃漢偉說:"經過調查小組向趙善輝與一名採訪該晚宴的記者瞭解後,證實一切屬於誤會,過程當中沒有人涉及把錢吞掉,也沒有人剝削受捐助者應享有的福利。"

給每名受惠者 建議另追加450令吉

另一方面黃漢偉提及,調查小組一致認為給受惠者50令吉的紅包是不足夠的,他們建議主辦當局另追加450令吉給每名受惠者。而主辦當局也接受了調查小組的意見。

他強調,調查小組不只澄清慈善的撥款,當晚桌子的數目也不一致。

在報章上桌子的數額是70桌,但是主辦當局的賬目時列明87桌(賣票)及10桌(工作人員,媒体,特別邀請人士)。雖然桌子的數目並沒有引起任何爭議,調查小組認為97張桌子像主辦當局向調查小組如實報告,這是有票根的證據,不像媒体報導的70桌。

趙善輝致歉,希望威南眾記者多多包涵!

他解釋,由於當天宴會的節目極為複雜,身為大會主席他,在匆忙的情況下接受其中一名記者詢問時,來不及好好解釋清楚那500令吉的數額究竟如何分配,才造成眾記者的誤會。

他也提醒當地的國陣領袖,經檳行動黨調查後,已證實他們的清白,若再隨意誣衊,他不排除會採法律途徑對付有關人士。

他特別點名馬華的陳清涼,因為後者曾在事後接受《星報》訪問時,言之鑿鑿地表示大會曾公開每受惠者將獲得500令吉,而根據當晚的錄影,根本就沒有這回事!

再批判,黨紀對付!

"事情已經告一段落,當中並無涉及任何詐騙行為,黨員請勿再作任何揣測,而其他政黨人士亦別亂作批評,否則我們定會採取行動。"

調查小組成員黃偉益說,經過小組成員詳細地瞭解以後,確定整起事件上純屬溝通誤會,故此,黨員受促今後勿作任何批判,否則火箭將會援引黨紀對付。

"500令吉變50令吉"調查報告簡要:

(1)晚宴司儀當晚並沒有正式公佈慈善金紅包的數額。

(2)當晚的出席者證實並沒有聽到任何有關慈善金紅包的數額報導。

(3)一名接受調查小組詢問的記者表示,只有他一名記者問趙善輝有關慈善金紅包的數額,後者告訴他,加上一些生活用品,大約為500令吉。

(4)有關記者表示,是他告訴其他報館記者有關慈善金紅包的數額。

(5)趙善輝表示500令吉事實上是包括給所有受惠者的總額。

(6)有關記者表示他聽到每人領取500令吉。

於是,他心算後寫下3千令吉的數額;同時也告訴其他記者每人獲得500令吉,那麼,六位受惠者的總數額是3千令吉。

(7)調查小組詢問趙善輝為何500令吉這個數目會出現,趙善輝解釋說這只是一個數額的大概,也包括了每人50令吉的慈善金紅包的數額。由於當晚忙於晚宴的事情,他只是給了大家一個大概的數額200令吉為生活補助品的費用。而他已在6月3日時澄清給與每位受惠者每人60令吉的生活補助品。

(8)這證實了受惠者每人獲得50令吉的慈善金紅包。

(9)在當晚的入門票,布條中說明是黨慶晚宴,從中並沒有提及任何慈善字眼。而慈善字眼只是出現在報章上,部份盈利將歸慈善用途。

組屋居民欠租1000萬 黃漢偉:政府研究2解決方案

 (北海20日訊)檳州房屋發展委員會主席黃漢偉說,州政府推行人民廉價組屋政策至今,總共被人民拖欠高達1000萬令吉的租金。

 針對這筆拖欠款額,檳州公共賬務委員會主席佳日星曾在檳州行政議會上提及兩項解決方案。

 黃漢偉說,首個方案,是成立一個基金會,協助人民償還拖欠屋租或管理費,第2個方案則是一筆勾銷赤貧人士所拖欠的租金及管理費。上述兩項方案都需經過官員鑒定,確保赤貧人士有此需要后才執行。

 他說,目前,兩項方案皆在研究中,稍后將作定奪。

 黃漢偉今早到來峇眼再也組屋視查及慰問赤貧家庭后,向媒體發表談話。全檳共建有1萬5000個廉價房屋單位。

僅收回4空置單位

 他續說,北海峇眼再也政府組府目前共有200戶居民拖欠租金及管理費。至今年5月,檳州政府僅收回4間單位,這些皆空置已久。至于其他拖欠租金的住戶僅接獲檳州政府追討款項信函。

 "所有追討款項信函的格式是一致。根据條例,所有單位住戶都需在限期內償還所有拖欠款項,否則州政府有權收回其居住單位。

 "但基于體恤一些赤貧家庭的困境及經濟能力,檳州政府會經過考量后才定奪。 "

 另外,他提醒廉價組屋單位的住戶,禁止將組屋單位轉租給第三者。若官員揭發此事,該局將馬上收回單位,撤銷資格。

 据他所知,峇眼再也組屋其中兩間單位出現轉租情況,官員還在調查中。

 黃漢偉前往慰問有關租戶時,獲悉61歲的一家之主法茲爾育有8名子女,其最小兒子今年才13歲,仍在求學。

 法茲爾患有視障,失去工作能力。其子女的年齡介于13歲至34歲之間。除了13歲及17歲的孩子仍在求學,19歲的孩子在找工作,另外5名孩子皆有家室。

 法茲爾說,大兒子擁有大學資格,但已有家室,有妻兒得照顧,經濟沒有能力撫養父親。

 他早前有向福利部申請援助,無法成功獲批。

PHASE Three of the RM1mil facelift for the Air Itam market in Penang is scheduled to begin next month.

Air Itam assemblyman Wong Hon Wai said this phase involved the upgrading of six stalls for poultry.

"In the first two phases which ended last month, 20 sundry goods stalls, 25 fish stalls, 18 tofu stalls and 12 stalls from the pork section have already been given a facelift," he told reporters at the market.

He added that the upgrading included improvements on the lighting and drainage systems, and new tiles on the walls.

"The new stalls are equipped with roller shutters and their own water supply," he said, adding that the fourth and final phase would be the upgrading of the vegetable stalls.

"This market was built before World War II and minor upgrades were carried out over the years. The entire facelift project is expected to be completed by the end of this year," he said.

He said the new public toilets at the market were expected to be completed next month.

It was reported in January last year that the Air Itam market was among five markets earmarked for upgrading works under the Penang Municipal Council's 2010 budget.

The other markets in the upgrading programme are those in Cecil Street, Jelutong, Batu Maung and Pulau Tikus.

Wong also said that the RM27,000 resurfacing works on two roads in Air Itam — the road leading to Kampung Pisang and another road in Happy Valley (Taman Lembah Ria) — were completed two weeks ago.

On another matter, Wong urged the Domestic Trade, Co-operatives and Consumerism Ministry to get to the root cause of the rising price of fish instead of issuing notices to traders who had increased the price.

It was reported on Friday that three fishmongers accused of profiteering had each been served with a notice by the state Domestic Trade, Co-operatives and Consumerism enforcement division, under the newly-implemented Price Control and Anti-Profiteering Act 2011.

(檳城)亞依淡巴剎提昇工程如火如荼進行中,續上個月完成第一期提昇工程,第二期提昇工程也在日前完工,而第二期提昇工程完成後,豆腐商販也在嶄新的環境下開始營業了!

亞依淡區州議員黃漢偉昨日(6月17日)到亞依淡巴剎巡視察完工的第2A期提昇工程,並為每個攤格都有水龍頭和磚墻感到滿意。

他說,亞依淡巴剎的2A期提昇是涵蓋豆腐攤格,而工程在5月16日至6月15日期間施工,並在一個月內完成18個攤格。在施工期間,豆腐小販暫和其他小販共用地方,繼續尋求生計。

他說,亞依淡巴剎的廁所也獲得提昇,舊有的廁所已被拆掉,而新廁所預計在下個月完工;期間,檳島市政局也在停車場處設立了流動廁所,方便公眾使用。

第三及四期工程料7月動工

他表示,豬肉攤格、雞肉攤格和蔬菜攤格將會在第三和第四期的提昇工程中展開,預計7月動工,年底之前可以完工。他預計提昇工程耗資87萬令吉。

黃漢偉:數百戶居民受惠
甘榜比桑路重鋪方便出入

黃漢偉也表示,他在今年5月份撥出1萬5千令吉為甘榜比桑的主要出入口甘榜比桑路重新鋪路,這150公尺的路段以於2周前完工,讓數百戶居民可以更方便出入。

他補充,他也為安樂村重鋪上100公尺的路段,約1萬2千令吉。

黃漢偉也在甘榜比桑路掛上布條向居民宣佈路段重鋪的消息,之後,他也接獲居民反映,指甘榜比桑仍有一處的路段殘舊不堪,因此他也答應會在近期內撥款鋪路。

"大家對鋪路有刻版印象,認為只有在大選季節才鋪路,但是我們平時也有鋪路,並非只是為了大選。"(星洲日報/大北馬)

in Penang will have the opportunity to purchase their first home at RM67,500 in Paya Terubong.

State Town and Country Planning, Housing and Arts Committee chairman Wong Hon Wai said that buyers who fulfilled the criteria would be eligible to buy the low medium-cost Suria Vista apartments.

"Interested buyers have to be Malaysian citizens above the age of 18 who have never owned a home, with a monthly household income that must not exceed RM3,500," he said.

Wong said the project had 123 LMC units but only 90 units were opened to the public because the remaining 33 units were meant for relocating squatters from the Air Itam area.


"Interested buyers can fill up the application form which will be submitted to the online portal of the state secretary's office (SUK) for screening and assessment," he said.

OHM Group marketing executive Saw Chong Seng said each of the 700sq ft units had three bedrooms and two bathrooms and did not come with a parking space.


"Parking space and renovations come with an optional price of RM22,500," he said, adding that the project was 68% completed and expected to be ready by year-end.

He said eligible buyers could visit the show unit in Suria Vista Apartment at Paya Terubong between 10am and 6pm, from now until this Sunday, and fill up an application form there.

(槟城16日讯)提高发展商与购屋者成功配对率,槟州房屋部充当"月老"为廉价屋搞速配!

高收视率的中国电视节目《非诚勿扰》为适婚男女搞速配,不但可以发生在红男绿女身上,如今甚至可以用在分配廉价屋上,为了加速州内廉价屋的分配及提高效率,槟州房屋部也来搞搞新"噱头",当起月老为廉价屋搞一场速配活动。

房屋部将配合发展商的廉价屋推展礼,让符合资格的廉价屋申请者实地考察及参观示范屋,一旦满意后可以当场接受州政府的分配。

符合资格将获得分配

如果有关购屋者还未在州房屋部的申请廉价屋等候名单内,可以当场填写申请表格,不过,必须符合房屋部定下的申请资格,经过房屋部官员审核及过滤后,才能够获得分配。

掌管槟州房屋委员会的行政议员黄汉伟,今日上午在垄尾旭阳之苑综合中廉价公寓建筑工地召开记者会上,披露这项消息。

在场者尚包括发展商OHM集团的市场执行人员苏琮胜及槟州房屋部官员。

分配程序更有效率 实地考察参观示范屋

黄汉伟指出,这种检讨以往做法推出的新机制,将比以往州政府分配廉价屋的程序更节省时间,而且可提高申请者接受所分配房屋的几率。

他说,根据以往的做法,每当有发展商兴建廉价屋时,州房屋部都会根据申请廉价屋系统内的等候名单,分批寄信通知申请者,在等候申请者接受分配及作出答复期间及过程非常费时,甚至受到一些人士批评州政府在兴建可负担房屋方面的成绩做得不够理想。

申请者拒接受分配

他以拥有90间廉价屋单位的旭阳之苑为例,虽然当局已经寄出第二批信件予总数180人的申请者,不过,反应却不理想,很多申请者甚至提出多个个人原因拒绝接受分配,这些原因包括地点不适合、距离工作及孩子上学的地方太远及其他原因等等。

他说,如果通过全新的速配机制,可以让廉价屋申请者到建筑工地实地考察及参观发展商建好的示范屋,了解地理环境及详情后,再考虑是否愿意购买,符合资格者当场可获得房屋部分配廉价屋。

旭阳之苑廉价公寓售价近7万

一间面积700平方尺的廉价屋只需6万7500令吉,发展商保证不含其他附加费用。

发展商OHM集团市场执行人员苏琮胜今日上午,在旭阳之苑公寓建筑工地召开记者会上保证,由该公司兴建的旭阳之苑发展计划,每间700平方尺的廉价公寓仅售价6万7500令吉,没有任何附加费用,但不包括停车位。

不过,他说,购屋者可以选择性购买停车位每个1万5000令吉及包括地砖及更换实木木门的基本装修费7500令吉。

他说,有关廉价屋单位目前仅剩90间供申请,有意"落实居者有其屋"梦想的购屋者,受促于本周末,即于6月17至19日上午10时至下午5时,亲临垄尾旭阳之苑建筑工地登记。

由信誉卓越发展商OHM集团承建的垄尾旭阳之苑公寓发展计划,设计善用空间、客厅及卧房宽敝舒适。

三房二浴室的700平方尺的廉价单位只需6万7500令吉,物超所值。

工程已完成60%

他说,该20层楼高发展计划是综合中价及廉价单位公寓,拥有256个单位,其中123个单位为廉价单位,其余133单位为中价单位,工程进展已完成60%。

他说,该公寓单位设计为三房二浴室,永久地契,其他设施及特色包括烧烤区、花园、保安、智慧卡保安系统、游乐场及闭路电视,多层停车场可容纳200多辆车。

他说,廉价屋单位每间售价6万7500令吉,至于中价单位则介于11万6000令吉至12万8000令吉,附送一个停车位及地砖和基本的房门及安装电插头装修。

减少购屋者付台底钱 避免中介人牟暴利

廉价屋速配机制可减低发生购屋者付台底钱及中介人牟取暴利的情况出现。

槟州行政议员黄汉伟相信,随着推出这个相信是全马首例的廉价屋速配机制后,将能够达致槟州民联政府的意愿,减少购屋者付台底钱及中介人趁机牟取暴利的情况出现。

e房屋网站检查名单

他说,有兴趣的购屋者可以先上网,浏览槟州房屋部于去年推介的e房屋网站erumah.penang.gov.my。

键入身分证号码检查是否已在申请廉价屋的等候名单内,并在发展商举行的廉价屋推介礼上参观及了解详情,一旦满意后马上接受房屋部的分配。

他说,至于那些还未在房屋部等候名单内,但却有意购买的人士,可以当场填写申请廉价屋表格。

不过,必须符合条件,包括(1)必须是马来西亚公民、(2)必须年满18岁以上(由呈交表格当天算起)、申请中廉价屋者每月收入不可超过3500令吉(丈夫与妻子总收入)及(4)不曾拥有房屋。

他说,一旦这项计划成功,州房屋部计划将这项新机制推行到威省的另一项廉价屋计划分配上。

他说,这项机制只能够实行在特定的发展计划,至于一些抢手的房屋计划相信较难行得通。

33间保留给亚依淡木屋民 剩90单位开放公众申请

槟州行政议员黄汉伟指出,在旭阳之苑公寓的123间廉价单位中,其中33间保留予亚依淡一带面对逼迁并已接受赔偿的木屋居民,仅剩90间公开让民众申请。

他说,州房屋部经过检讨以往分配廉价屋的做法后,发现民众接收到的资讯有限,因此决定推出这项全新的机制,扮演中介的角色,将资讯传送予廉价屋申请者,让他们作出正确的选择。

他说,这种做法也能够确保州内的廉价屋供应与需求受到有效的控制。

此外,他促请一些已在州房屋部申请廉价屋等候名单内的人士,向州房屋部填写PN2表格,以更新资料及填写所指定要求的发展计划,让房屋部对廉价屋的分配作出安排。

 檳州政府在旭陽之苑公寓中廉價屋上採用新的配對方式,讓中廉價屋申請者先參觀示範屋,看單位后才決定是否要購屋。

 這個方式獲得熱烈反應,檳州房屋委員會主席黃漢偉說,為期3天的示範屋開放日,共有約200人表明意愿想要購買該中廉價屋。

 "這些公眾已登記表明意願,有意購買該中廉價屋。"

 黃漢偉日前接受《中國報》電話訪問時,這麼說。

申請者需經篩選

 為減少過去獲選購買中廉價屋的申請者,拒絕州政府提供的屋子問題,導致整個配對過程非常耗時,州政府推出這個讓申請者"先看屋再買屋"的方式。

 黃漢偉說,根據發展商的報告,本月17日至19日的示範屋開放期間,共有4000名至5000名公眾前往參觀,登記申請購買中廉價屋者共有約200名。

 他說,發展商會把這200人的名單呈給州政府,州政府會審核這批申請者,確保申請者符合購買中廉價屋資格后,再篩選90名申請者購屋,過程可能需要1個月時間。

 "共有90間中廉價屋單位是讓公眾申請,發展商拿到篩選后的名單,就會通知獲選公眾辦理購屋手續。"

 他說,若遇上一些會因房貸關係而無法購屋者,州政府將進行第二輪篩選。

 "雖然未必在首次篩選就完全成功配對購屋者,但這'看屋再購屋'的方式確實省下許多工作。"

(檳城)中廉價屋也有示範屋!公眾可"慢慢看,爽(滿意)才申請"。檳州政府已公開中廉價發展計劃的確實地點,讓申請者自己選,以避免政府配給了獲屋者卻不滿意地區而拒絕;州政府也會在特定計劃中與發展商舉辦公開示範屋活動,公眾可在特定日期先前往參觀,滿意了再申請。檳州房屋發展委員會主席黃漢偉昨日(6月16日)在壟尾旭陽之苑屋業發展計劃施工地召開新聞發佈會,如是表示。

申請不一定獲得

黃漢偉說,發展商將在本月17至19日早上10時至傍晚6時,公開旭陽之苑中廉價屋的示範單位。

"有意申請者屆時可前來參觀,在現場填寫申請表格,不過不擔保一定獲得,州政府擁有最後的決定權。"

檳網站公佈確實地點

黃漢偉說,州政府已在網站(erumah.penang.gov.my/)公佈州內中廉價屋發展計劃的確實地點,申請者可選擇屬意的地點;也可查詢自己是否有資格申請、更新個人資料等。

過去,申請者只可以選擇地區;去年開始,申請者可選擇地點;現在,甚至可先看示範屋再申請。

黃漢偉解釋,過去州政府常面對獲屋者不滿地點而拒絕配給的情況,這拖慢了州政府分發中廉價屋給公眾的工作。

僅90單位公開申請

旭陽之苑中廉價屋單位將公開給公眾申請,但僅有90單位。

旭陽之苑有20樓,共256單位。其中4樓是有200多單位的多層停車場;第五樓至第十二樓中的半數單位是中廉價屋(700平方尺),12樓以上的單位全為中價屋。

州政府撥出當中33單位安置亞依淡區受發展計劃影響的居民後,將公開其餘的90單位讓公眾申請;另133單位為中價屋,售價11萬6千令吉至12萬8千令吉之間。

發展商:無需停車位可不買
沒逼獲屋者購"提昇配套"

旭陽之苑發展商的市場執行員蘇琮勝說,發展商不會強逼獲屋者購買"提昇配套"。

每個停車位1萬5千令吉

旭陽之苑中廉價屋的售價是每單位6萬7千500令吉,獲屋者可另購停車位,每個1萬5千令吉;也可以7千500令吉為全屋鋪上地磚及換上品質及好的大門。

黃偉漢說,發展商已向他承諾不會強逼獲屋者,不需要停車位者可不必另花費1萬5千令吉。(星洲日報/大北馬)

(檳城)學海無涯,要培育下一代養成閱讀的好習慣,就應該從他們小時候開始,讓他們有不同管道接觸知識,從而瞭解閱讀並非苦事。

因此,黃漢偉行政議員贊助亞依淡州選區內的6所華文小學閱讀星洲日報,讓學生可以學習課本以外的知識,並瞭解社會、國家和世界發生的大小事。

星洲日報2011年《學生閱報計劃》黃漢偉行政議員贊助推介禮昨日(6月17日)在中華小學禮堂舉行,希望學生透過閱讀星洲日報,可以讓學生接觸課外讀物,瞭解社會、國家和世界發生的大事,讓"學生不出門,能知天下事"。

贊助174天
日贈6華小5份《星洲》

黃漢偉贊助亞依淡區內6所華小,即中華小學A校、中華小學B校、公民總校、公民第一分校小學和僑每間學獲贈5份星洲日報,讓學生傳閱。

黃漢偉是從今年2月14日開始,為每所學校贊助17天的星洲日報,直到今年度學期結束,即11月18日;讓學生可以透過報紙學習到課本上沒有的事務,增長知識。

有見解,看得更遠!
求學階段須多吸收新知

黃漢偉在致詞時說,報紙在學生學習的道路上扮演重要的角色,報紙把社會、國際和世界各重要事件變成文字,濃縮在數十頁的報紙,讓讀者可以在短時間內瞭解世界和分析未來趨勢。

"課本是一、二年前所編訂的知識,但報紙則是第一時間告訴讀者最新的消息,是對外吸收新知識的管道。"

他說,在面對問題時,除了可以詢問其他人的意見,也不妨可以多閱讀不同種類的書籍,尤其是名人的傳記,從中學習名人在面對問題時的態度和處理方式,籍此增進思考和解決問題的能力。

可達到更好未來

他呼吁學生要善於利用求學階段吸收不同的知識,增加各方面的知識後,就猶如站在巨人的肩膀上,對事情更有見解,也可以看得更遠。

他回憶小時候的鄰居是派報員,每天早上六時左右在鄰居領取當日的報紙後,當其他人還在睡夢中時,他已經成為第一個獲得當日報紙的訂戶,也因此讓他養成閱讀報紙的習慣。

他認為,若可以從小培養閱讀的習慣,就可以達到更好的未來。

陳榮端:不能僅上網玩遊戲

中華小學A校家協主席陳榮端認為,學生不能僅上網玩遊戲,現代的學生多沉迷在網絡和電子遊戲中,但學生應該從小培養閱報的習慣,所謂"秀才不出門,能知天下事"。

她呼吁學生認真閱報,相信從中可以獲益不淺。

賀世敏:在各州積極推行計劃

星洲日報檳吉玻業務開發主任賀世敏表示,星洲日報在全國各州積極推行學生閱報計劃,主要是提昇學生對閱讀報章的興趣,確保學生從小瞭解並掌握時事,更通過報章的資訊及知識,開拓未來的視野。

"不要說現在我們只要念好書,將來成功了發達了才來關心社會,造福人群這種言論;我們很遺憾的現實中這種例子是少之又少,畢竟關心社會的精神,是需要從小開始培養,並不容易在一朝一夕即可養成。"

In the opening speech of art exhibition of 50 artists, YB Wong Hon Wai, stressed that freedom of expression includes freedom of dress in yellow, freedom to recite poem and freedom to paint in yellow. It is the fundamental right as proctected under Federal Constitution and natural law.

(檳城4日訊)檳州房屋、城鄉發展及藝術委員會主席黃漢偉為馬來西亞當代藝象展主持開幕,他稱人民要穿甚麼顏色衣服,與畫家要以甚麼顏色作畫一樣,都是不能被剝奪的基本自由。
他說,在聯邦憲法保障下,人人都擁有基本自由。警方禁止民眾身穿黃色衣服,已經剝奪人民的基本自由。

"這就好像畫家作畫一樣,以什麼方式作畫,或用什麼顏色,都不可被禁止一樣。"

他週六下午,為檳州畫廊及藝象中心聯辦的"馬來西亞當代藝象展"主持開幕時,如是指出。
藝象中心總策劃莊夢軒指出,馬來西亞當代藝象展將從本月1日展出至20日,此次畫展共獲得全國各地50位畫家的參展。

她說,繼2009年匯集新馬各名家出版第三本《跨入想象的空間》藝評畫冊後,這次特別篩選近50位具創作力的有緣畫家,以最淺顯精煉藝評話語,來傳達贊美他們對藝術忠實的貢獻與探索藝術的狂熱。會上,在莊夢軒、檳州畫廊委員諾紀雅、贊助商Campap代表蘇天福及Ferringhi Garden代表龍天義陪同下,黃漢偉為馬來西亞當代藝象展主持開幕。

(檳城)星期日(7月3日)上午的紛飛細雨,並沒有讓亞依淡安樂村居民卻步於社區的清潔運動。在"同舟共濟"的精神下,村內大大小小一大早就身穿綠衣,堅持冒雨參加!

這項由安樂村社區發展及治安委員會所舉辦的清潔活動,獲得各族同胞約百人的參與。對於出席者之踴躍,主辦當局亦深感驚訝,並對安樂村居民的自動自發和團隊精神予以高度的讚賞。

疏通積水防蚊症
黃振部:多注意居家衛生

安樂村社區發展及治安委員會主席黃振部在致詞時說,這些日子以來,該村的骨痛熱症病例有不斷上升的跡象,為了避免出現更多的受害者,他呼吁居民要注意居家環境的衛生,尤其是積水問題,更需火速解決。

"另外,基於下雨的緣故,原本配合此次的清潔運動而舉辦的兒童繪畫比賽因此取消,不過,我們決定將所有的顏色筆都發給小朋友,讓他們帶回家。"

會上,主辦當局也頒贈了腳車等物品給安樂村內家境清寒的小朋友,共有5戶人家受惠,而領獎的小朋友過後亦笑得見牙不見眼的。

一起拼治安拼清潔
黃漢偉:安樂村民要安居樂業

亞依淡區州議員黃漢偉說,安樂村顧名思義是一個讓人安居樂業的好地方,因此,居民有義務要互相合作,將這裡持續打造成一個良好品質的居住環境。

他提及,這一帶在倆年前曾出現過連續的搶劫案,不過,後來在警方的努力追查下,已經把竊匪繩之於法了。

"比起以前,現在這一區的治安已經相對變好許多,當然,我們還有改善的空間,一切需要大家共同的努力。"

他說,州政府目前投入了許多資源在臨近的各項工程之上,包括擴大天德園、峇都欄樟等道路,讓交通可以更流暢。

"目前,亞依淡巴剎也正積極動工之中,相信再不久,大家就能享有一個更好、更完善的巴剎了。"(星洲日報/大北馬)

5 global groups slam crackdown, remind Najib of UNHRC membership

Five international human rights organisations have reminded prime minister Najib Razak that his administration’s witch-hunt of Bersih sympathisers had violated a condition of the United Nations’ Human Rights Council of which Malaysia is a member.

“Malaysia's image and standing as a member of the UN Human Rights Council is being severely tarnished when instead of responding substantively to the detailed proposals for electoral reforms made by Bersih, you and your government have unleashed a barrage of arbitrary arrests of Bersih's leaders and supporters in violation of their fundamental rights to freedom of association, expression, and peaceful assembly,” said the letter by Amnesty International, Asian Forum for Human Rights and Development, Human Rights Watch, International Federation of Human Rights and World Organisation Against Torture.

The groups also called for the immediate release of all those detained under various draconian acts, including the six Parti Sosialis Malaysia activists detained under the Emergency Ordinance.

The letter reminded Najib’s pledge when he assumed the prime ministerial post in April 2009, including his "intention to uphold civil liberties" and "regard for the fundamental rights of the people of Malaysia.”

“We call on you to turn these pledges into concrete action by ordering law enforcement officials to immediately cease use of all preventive detention laws, and by starting a time-bound process to repeal those laws," it added.

The government had earlier unleashed a frenzy of measures to prevent the July 9 peaceful demonstration by electoral reform group Bersih, which had since moved its gathering to a stadium.

The decision to move the rally is believed to be taken following threats of violence on participants, as well as an attempt to orchestrate a riot by UMNO’s offshoot Perkasa with a view to put the blame on Bersih. Such a suspicion was fuelled by a report yesterday of the police’s seizure of Molotov cocktails, weapons together with Bersih T-shirts, all of which the police said were “hidden” at several spots in the city centre.

Close to 200 people have been detained by the police in the run-up to the rally, mostly for the offence of wearing the yellow Bersih T-shirts.

The letter meanwhile blasted the government for declaring Bersih “illegal”.

"Your government has failed to provide any credible evidence to substantiate the Registrar of Societies' claims that Bersih is trying to topple the government, or is a risk to public order, safety, economy, and sovereignty," it stressed.

Kempen tersebut akan dilancarkan oleh Menteri Besar Selangor, Tan Sri Abdul Khalid Ibrahim pada 15 Julai ini.

Menurut Exco Kerajaan Negeri, Rodziah Ismail setiap warga emas yang layak akan diberikan kupon bernilai RM100 untuk berbelanja di pusat membeli belah terpilih di negeri itu.

"Saya menyeru kepada warga emas yang layak supaya mendaftarkan diri di mana-mana pusat khidmat Ahli Dewan Undangan Negeri di Selangor.

"Mereka juga boleh mendaftar dengan mendaftar dengan menggunakan khidmat pesanan ringkas (SMS) di SMUE semak dan hantar kepada 15888.

"Kita akan memberi taklimat kepada semua pusat khidmat DUN pada 9 Julai ini. Saya berharap program ini dapat mengurangkan bebanan pihak tertentu terutamanya dengan kenaikan harga barang," katanya kepada pemberita pada sidang media selepas mesyuarat Exco Kerajaan Negeri di Bangunan Sultan Salahuddin Abdul Aziz Shah, Rabu.

Clampdown, Internet and mobiles may be jammed

The events in the next few days would give us an idea as to how the police would treat the “yellow Malaysians” who would gather for the indoor rally.

It’s now confirmed that the Bersih 2.0 rally, which calls for free and fair elections, would be held at a stadium. But the rally organizers have their demands – to hold the rally at Stadium Merdeka, set-up a Royal Commission of Inquiry on the electoral process and release all detainees, including those arrested under the Emergency Ordinance.

But yellow t-shirts are still deemed illegal and Bersih stays an unlawful organization. How would Prime Minister Najib Tun Razak negotiate with an unlawful organization? Beats me.

Sometimes, government leaders cannot get it right. In Malaysia, we have been seeing this over the last two weeks.

Internet, mobile phones jammed

Najib and Home Minister Hishammuddin Hussein plus the whole Barisan Nasional government are clearly jittery.

Thanks to the inefficiency of the government, we are moving backwards as a nation. Clamping down on legitimate dissent, jailing activists, nabbing people for wearing yellow t-shirts, getting panicky over street protests – these are not the marks of a progressive nation.

All the weaknesses of Barisan Nasional’s shoddy administration which gave the opposition its historic win in 2008 are also present as I write this – discontent among the urban and rural folks, soaring prices, repression of democratic rights, arbitrary arrests….the list could go on.

But instead of looking into issues that affect Malaysians, the government is again using its police goons and manipulating the law to repress people.

I am playing a guessing game here – the other possible developments in the next days could include the Malaysian Communications and Multimedia Commission (MCMC) suspending or closing down blogs; internet-based papers being jammed as what happened during the Sarawak elections and your faithful mobile phone operators doing a number on its clients.

 I am yet to exhaust my list.

One has to only read the headline news on Tuesday to play my guessing game. The whole “weapons being found ahead of rally” drama is plain stupid. i would think the police would have better brains – didn’t we all see the molotov cocktails? The bottles were so clean and the “parring” glittering.

If the police do not stop barging in on private meetings held by Bersih 2.0 organizers and eyeing everyone with suspicion, we could conclude they would flex their muscles come Saturday. So, no yellow t-shirts, shoes, ties, hair bands, plastic flowers.

Roadblocks and fleeing FDI

This morning – despite Bersih agreeing to move its rally to a stadium – the police erected roadblocks along major roads in the Klang Valley including Shah Alam and Klang, causing massive peak-hour traffic congestions. I understand three more people were arrested this morning for wearing the yellow Bersih t-shirts.

All signs point to a major clamp-down in the next few days.

We know that domestic politics have a strong impact on foreign investment. The latest report by Global Investment Trend Monitor, a publication of the United Nations Conference on Trade and Development, shows the 2010 FDI figure for Malaysia at USD 7billion.

In comparison, Indonesia received USD 12.8billion while Hong Kong and Singapore’s FDI stands at USD 62.6billion and USD 37.4billion respectively. Thailand, with its political upheaval, received USD 6.8billion.

Clearly someone has to tell the government that it needs to buck up for the revival of the economy. 

There must be a clear injection of accountability into the administration for investors to come. Using the police to do its dirty work, back door deals to stem healthy dissent, a complete disregard for the law and suppression of democratic rights are an overkill.

Besides this, allowing belligerent politicians to play the racial card would only see to the continued nose-diving of foreign investment in the country. The very fact that some politicians use the racial bogeyman to create chaos, knowing it would lead to people harming each other on the streets, shows the failure of the government to instill racial harmony in the real sense.

The victory clinched by the Bersih 2.0 rally organizers demonstrates peoples’ power. The government has to respect the aspirations of the people. Or it would become even more irrelevant than before.
