The Prime Minister Should Answer Tan Sri Ani Arope's Revelation That The Economic Planning Unit(EPU) Is Responsible For The Gas Subsidy Scandal That Costs The Public RM131.3 Billion At End 2010.

Prime Minister Datuk Seri Najib Tun Razak should answer former Tenaga Nasional Berhad (TNB) chief executive Tan Sri Ani Arope's revelation that the EPU is responsible for the gas subsidy scandal that costs Malaysians RM131.3 billion at end 2010. Tan Sri Ani chose to resign from his executive chairman post rather than sign the imbalanced deals, which saw the first generation of IPPs created, such as YTL Power Services, Powertek and Malakoff during the Mahathir administration.

EPU forced Tenaga to buy electricity from an independent power producer (IPP), believed to be Genting Sanyen, at 14 sen per kilowatt hour (kWh) despite an existing offer of 12 sen/kWh then; other IPPs then were charging 16 sen/kWh. Tan Sri Ani even dubbed EPU as the “Economic Plundering Unit” for rising electricity tariffs, saying the powerful agency forced the national power company to sign lopsided purchase deals nearly 20 years ago where Tenaga must purchase power it does not need. This has resulted in Malaysia having the highest energy reserve margin in the world at 52.6% at 2010.

Up to end 2010, Petronas has extended about RM131.3 billion in gas subsidy to both the power and non-power sectors. If the gas prices remain unchanged (power sector at RM10.70 per MMBTU; non-power sector at RM15.35 per MMBTU), about RM27 billion in 2011 would have to be incurred.

Tenaga Nasional Bhd was allowed the 7% increase as Tenaga had to pay more for natural gas prices that has increased by RM3 per MMBTU, which would cut its gas subsidy costs to RM25.64 billion from RM27.22 billion. Clearly, there is no justification for Putrajaya to hike electricity tariffs by 7% when a review of the original terms of IPPs would be more than sufficient to cut the subsidy bill.

Federation of Malaysian Manufacturers (FMM) has pointed out the Malaysian power sector had yet to translate its price advantage in fuel prices into more competitive electricity rates despite paying less for natural gas (RM13.70 per mmBtu) compared to Thailand (RM18.23), Singapore (RM43.32) and Indonesia (RM21.04). The cost of electricity in Malaysia following this hike is nearly at par with Thailand. If we compare with Thailand's rate for low, medium and high voltage, Malaysia's electricity tariff for all these categories is higher.

The Prime Minister must answer why Malaysians must pay for the mistake or the imbalanced deals by EPU that is against national interest because it benefited the few IPPs at the expense of 27 million Malaysians.

Perdana Menteri Harus Menjawab Pendedahan Yang Dibuat Oleh Tan Sri Ani Arope Bahawa Unit Perancangan Ekonomi (EPU) Bertanggungjawab Terhadap Skandal Subsidi Gas Yang Menyebabkan Rakyat Menanggung Kos Berjumlah RM 131.3 Bilion Pada Penghujung Tahun 2010.

Perdana Menteri, Datuk Seri Najib Tun Razak harus menjawab pendedahan yang dibuat oleh mantan Ketua Pegawai Eksekutif Tenaga Nasional Berhad (TNB), Tan Sri Ani Arope bahawa Unit Perancangan Ekonomi (EPU) bertanggungjawab terhadap skandal subsidi minyak yang menyebabkan rakyat Malaysia menanggung kos berjumlah RM131.3 bilion pada tahun 2010. Tan Sri Ani yang memilih untuk melepaskan jawatan beliau daripada menandatangani perjanjian berat sebelah, yang melihat penciptaan generasi pertama IPP, seperti YTL Power Services, Powertek dan Malakoff semasa pentadbiran Mahathir.

EPU telah memaksa Tenaga untuk membeli kuasa daripada pengeluar bebas elektrik (independent power producer –IPP), yakni Genting Sanyen, sebanyak 14sen/kWh walaupun terdapat penawaran sebanyak 12sen/kWh; dan IPP mengenakan bayaran sebanyak 16sen/kWh. Tan Sri Ani dalam pada itu, turut menggelar EPU sebagai 'Economic Plundering Unit' dengan menaikkan tarif elektrik sewenangnya, menyatakan bahawa agensi janakuasa tersebut telah memaksa syarikat janakuasa nasional untuk menandatangani perjanjian pembelian berat sebelah hampir 20 tahun yang lalu di mana Tenaga mesti membeli tenaga yang tidak diperlukan. Hal ini menyebabkan Malaysia mengalami margin simpanan elektrik yang tertinggi di dunia iaitu 52.6% pada tahun 2010.

Sehingga akhir tahun 2010, Petronas telah menjengkalkan subsidi gas asli terhadap sektor janakuasa dan sektor bukan janakuasa sebanyak RM131.3 bilion. Sekiranya harga gas asli tidak berubah (dalam sektor janakuasa pada RM10.70/MMBTU; sektor bukan janakuasa pada RM15.35/MMBTU), sejumlah RM27 billion terpaksa ditanggung pada 2011.

Tenaga Nasional Berhad (TNB) telah dibenarkan untuk menaikkan 7% kenaikan kerana Tenaga perlu membayar lebih untuk harga gas asli yang naik sebanyak RM3 se MMBTU, di mana ianya akan mengurangkan kos subsidi kepada RM25.64 bilion daripada RM27.22 bilion. Jelas sekali, tiada justifikasi untuk Putrajaya menaikkan tarif elektrik sebanyak 7% apabila kajian semula syarat asal IPP adalah memadai daripada pemotongan nilai subsidi tersebut.

'Federation of Malaysian Manufacturers' (FMM) telah menyatakan bahawa harga dalam sektor janakuasa Malaysia belum menjadi lebih kompetitif, walaupun bayaran untuk gas asli adalah lebih murah (RM13.70/mmBtu) berbanding Thailand (RM18.23), Singapura (RM43.32) dan Indonesia (RM21.04). Kos elektrik di Malaysia berikutan kenaikan kadar adalah menghampiri kadar di Thailand. Sekiranya kita membandingkan kadar tenaga elektrik di Thailand yang berkategori tenaga bervoltan rendah, sederhana dan tinggi, kadar tarif Malaysia antara kategori tersebut adalah lebih tinggi.

Perdana Menteri harus menjawab kepada rakyat Malaysia kenapa rakyat harus 'membayar' bagi kesilapan atau perjanjian yang tidak seimbang oleh EPU yang bertentangan dengan kepentingan nasional kerana ia hanya menguntungkan beberapa IPP dengan mengorbankan kepentingan 27 juta rakyat Malaysia.

首相拿督斯里敦拉萨应该交待,丹斯里阿尼阿洛所揭露的事件,经济策划署必须对天然气津贴丑闻负起责任,这导致公众截至2010年损失了1313亿令吉。当年,丹斯里阿尼阿洛宁可选择辞去执行主席一职,也不愿签署不公平的购电合约,这一批交易诞生了马哈迪时代的第一批独立发电厂,例如:杨忠礼发电服务、YTL Power Services, Powertek 以及Malakoff。

经济策划署强逼国能向一家相信是Genting Sanyen的独立发电厂以每小时千瓦14仙购电(尽管当时市价为每小时千瓦12仙);其它的独立发电厂的出售价为每小时千瓦16仙。丹斯里阿尼甚至因为电费调涨而讥讽EPU为"经策掠夺署"( Economic Plundering Unit),他说,这个权威机构强逼国能在20年前签署不公平的购电合约,就算国能不需要电供时,它也必须购电。这导致马来西亚的电供储备量是全世界最高的,达到52.6%。

国能被允许调涨电价7%,是因为国能必须付出更高的天然气价格(每MMBTU涨价3令吉) ,这将会让它的天然气津贴成本从272亿2000万令吉,减少至256亿4000万令吉。很明显地,布城没有理由抬高电费7%,它们其实检讨独立发电厂的合约就够了,而不是取消津贴。

马来西亚制造业联合会已经指出,马来西亚的发电业还没有将它的燃料价格优势变成更具竞争力的电价,尽管我们天然气价格较低,为每MMBTU13令吉70仙,其它国家价格分别为泰国(18令吉23仙)、新加坡(43令吉32仙)及印尼(21令吉4仙)。随着电费起价,我国的电价已经接近泰国。如果与泰国低、中、高电压的电费相比,我国的电费是最高的。

首相必须交待为什么马来西亚人必须为这些错误、或是经济策划署违背国民利益签下不公平的合约付出代价?它牺牲2700万国人的利益,最终只让几家独立发电厂谋利。

The BN Federal Government of Malaysia Should Learn From Germany And Penang By Banning High Risk Nuclear Energy And Rare Earth Industry To Ensure Not Just Green And Sustainable Growth But Also The Health And Safety Of Our Children.

The BN Federal Government of Malaysia should learn from Germany and Penang by banning high risk nuclear energy and rare earth industry to ensure not just green and sustainable growth but also the health and safety of our children. Germany made a historic decision to close down all its nuclear power plants by 2022, despite relying on 23% of its power needs on nuclear energy.

In contrast when Germany is closing down all its power plants, the Malaysian government is intent on building 2 nuclear power plants by 2022. Why is there any necessity to build nuclear power plants to generate more power to be sold to TNB that TNB does not need, when Malaysia enjoys an energy reserve margin that is the highest in the world of 52.6%?

This is the reason why Penang state government had officially written to Energy, Green Technology and Water Minister Datuk Peter Chin Fah Kui that Penang would bar and ban any nuclear plants in Penang. Peter Chin in his reply had agreed that Penang will not be the nuclear site chosen but still chose to justify the necessity of a nuclear power plant elsewhere in Malaysia. Clearly the site of the nuclear power plant will be a BN state since only BN-controlled state will give its approval.

Malaysia should learn from the painful lessons of the Fukushima nuclear power plant in Japan despite the high technological expertise of the Japanese. In contrast, Malaysia has no expertise whatsoever in handling nuclear power. No one has any confidence that Malaysia can handle build and manage nuclear plant safely when it can not build stadiums or bus terminals without the roof collapsing. Even the Parliament roof leaked after a RM100 million renovation.

Further Penang has also opposed any rare earth processing plant such as the one in Kuantan under Lynas Corporation. DAP regrets that BN government has shown that it is not committed to green and sustainable growth but instead is willing to sacrifice people's health for profits.

World Environment Day is the biggest and most widely celebrated global event for positive environmental action, empowering people to be part of a movement to create a cleaner, greener and brighter outlook for themselves and their future generations.

This year, World Environment Day puts the focus on forests with the theme 'Forests: Nature at Your Service', to encourage forest conservation and sustainable consumption for green growth, in support of the UN's International Year of Forests initiative.

Sahabat Alam Malaysia(SAM) has revealed that the Lynas project was fast-tracked for approval by the Pahang State DoE. The DoE received the Preliminary Environmental Impact Assessment(PEIA) on the 21st of January 2008 and approved it in early February. Why is DOE acting with unholy haste to give their approval for such a complex project involving potentially radioactive hazards with a very vague waste management, storage and disposal proposal?

DAP will support the signature campaign opposed to the rare earth processing plant and proposed construction of two nuclear power plants by 2021. We will also ask all members of Parliament including MPs from BN at the coming Parliamentary meeting on 13 June to sign the petition to show their commitment to build a cleaner, greener and safer Malaysia together.

Kerajaan Persekutuan BN Seharusnya Mengambil Iktibar Dari Jerman Dan Pulau Pinang Menegah Pembinaan Logi Tenaga Nuklear Yang Berisiko Tinggi Serta Industri Nadir Bumi Demi Memastikan Pertumbuhan Berterusan Bukan Sahaja Terhadap Alam Sekitar Yang Hijau Malah Juga Kesihatan Serta Keselamatan Generasi Kita.

Kerajaan Persekutuan BN seharusnya mengambil iktibar dari Jerman dan Pulau Pinang menegah pembinaan logi tenaga nuklear yang berisiko tinggi serta industri nadir bumi demi memastikan pertumbuhan berterusan bukan sahaja terhadap alam sekitar yang hijau malah juga kesihatan serta keselamatan generasi kita. Jerman telah mencatat sejarah apabila mereka mengambil keputusan untuk menutup semua logi janakuasa nuklear menjelang 2022, walaupun mereka bergantung kepada 23% sumber tenaga nuklear.

Ketika Jerman membuat keputusan untuk menutup semua logi janakuasa nuklear, Kerajaan Malaysia pula tekad untuk membina dua buah logi janakuasa nuklear menjelang tahun 2022. Kenapa logi janakuasa nuklear tersebut perlu dibina untuk menghasilkan lebih banyak sumber tenaga untuk dijual kepada TNB sedangkan TNB tidak memerlukannya, ketika Malaysia kini mempunyai margin penggunaan tenaga yang tertinggi di dunia iaitu 52.6%?

Inilah alasannya Kerajaan Negeri Pulau Pinang telah menulis surat rasmi kepada Menteri di Kementerian Tenaga, Teknologi Hijau dan Air, Datuk Peter Chin Fah Kui menyatakan bahawa Pulau Pinang menegah dan membantah pembinaan logi janakuasa nuklear di Pulau Pinang. Peter Chin dalam maklum balasnya telah bersetuju bahawa Pulau Pinang tidak akan dijadikan pusat logi janakuasa nuklear tetapi mereka (Kementerian) masih akan memilih tapak lain yang bersesuaian di Malaysia untuk membangunkan logi janakusa tersebut. Jelas sekali bahawa BN akan menjadikan negeri-negeri di bawah pentadbiran BN sebagai tapak pembinaan memandangkan BN pasti mendapat kelulusan.

Malaysia seharusnya mengambil iktibar dari pengalaman yang terjadi ke atas logi janakuasa nuklear Fukushima, walaupun Jepun memiliki kepakaran yang tinggi dalam bidang tersebut. Berbanding Malaysia yang tidak mempunyai kepakaran dalam mengendalikan tenaga nuklear. Tidak ada sesiapapun yang yakin bahawa Malaysia mampu mengendalikan serta menguruskan logi janakuasa nuklear apabila pembinaan stadium dan terminal bas tanpa bumbung runtuh. Malah bumbung di Parlimen juga bocor walaupun selepas pengubahsuaian yang menelan belanja RM100 juta.

Di samping itu, Pulau Pinang juga menentang pembinaan tapak pemprosesan nadir bumi seperti yang ada di Kuantan di bawah Lynas Corporation. DAP kesal dengan Kerajaan BN yang tidak komited dalam memelihara dan memulihara alam sekitar yang berterusan sebaliknya mengorbankan kesihatan masyarakat demi keuntungan.

Hari Alam Sekitar Sedunia merupaka hari yang ulung dan disambut serata dunia untuk meraikan tindakan positif memelihara alam, memberi peluang kepada masyarakat untuk menjadi sebahagian dari tindakan ini untuk membina pandangan masyarakat ke arah yang lebih bersih, lebih hijau dan lebih gemilang bukan sahaja untuk diri sendiri malah untuk generasi masa hadapan.

DAP akan menyokong kempen menandatangangi tentangan terhadap kilang pemprosesan nadir bumi dan pembinaan dua logi janakuasa nuklear yang dicadangkan menjelang 2021. 马来西亚国阵联邦政府应该向德国和槟城学习,禁业高风险的核能发电厂以及稀土业,这不只是为了确保环保与永续发展,也是为了孩子们的健康与安全着想。德国做了一项历史性决定,在2022年关闭所有核电站,尽管目前它们有23%的电供来自核能。

正当德国要关闭核电厂时, 马来西亚政府却要在2022年兴建两座核电厂。马来西亚已经享有全世界最高的电供储备量达52.6%,为什么要兴建核电厂来卖给国能?

这就是为什么槟州政府已经致函能源的、绿色工艺及水源部长拿督陈华贵,我们已经表明槟城将禁止任何核电计划。陈华贵在回函中也同意槟城不会被选为核电厂兴建地址,但是他还是说有必要在国内其它地方兴建核电厂。很明显地,核电厂将建在国阵州属,因为唯有国阵掌权的州属才会批准兴建核电厂。

马来西亚应该汲取日本福岛核电厂的惨痛经验,尽管日本拥有高科技专才。相反的,马来西亚没有处理核能的专家。没有人相信马来西亚政府可以安全地处理核电厂的兴建与管理,因为它连一座体育馆或巴士总站的屋顶都会坍塌。就连国会花了1亿令吉修复天花板还是会漏水。

此外,槟城也反对兴建任何像关丹莱纳斯公司那样的稀土厂。国阵政府已经显示它不是追求绿色与永续发展,而是为了利益愿意牺牲人民的健康。

世界环境日是全球最多人为环境积极行动而庆祝的日子,赋权予民成为环境运动的一分子,为自己和下一代打造一个更清洁、更绿意及更光明的未来。

今年世界环境日的主题是与森林有关:森林, 大自然为您效劳,以为绿色成长促进森林保育与永续消费,以示支持联合国的国际森林年。

大马自然环境之友揭露,莱纳斯工程是彭亨州环境局加速批准的计划。州环境局在2008年1月21日收到初步环境评估报告,在二月上旬就批准了。这项工程涉及辐射公害、含混不清的废料管理、储存与废弃,为什么环境局要如此邪恶仓促地批准他们兴建如此复杂的工程?

行动党支持反对稀土厂和建议在2021年兴建两座核电厂的签名运动。我们也会在6月13日国会复会时,叫全体国会议员(包括国阵国会议员)签署,让展示他们打造更清洁、更绿意及更安全的马来西亚的决心。

Penang's Pro-active Policies To Retain And Attract Human Talent By Relying Not Just On Good Governance, Performance-Based Reward System, Building Innovation And Creativity But Also Setting A Minimum Wage

Penang's pro-active policies to retain and attract human talent by relying not just on good governance, performance-based reward system, building innovation and creativity but also setting a minimum wage. Minister in the Prime Minister's Department Datuk Seri Idris Jala had during a meeting on 2nd June 2011 on setting the framework of the Greater Penang Masterplan(GPM), agreed that a minimum wage must be an integral ingredient of the GPM to make Penang the third megapolis of Malaysian.

Unlike BN and MCA's failed policies such as the unfair distribution of Public Service Department (PSD) scholarships, DAP and its PR partners in Penang had given numerous awards to top students equally based on performance. However Penang state government does not have sufficient funds and can not afford to award scholarships.

Penang state government does not even have any access even with USM, much less any universities as they are controlled by the Federal government. However if DAP has the tens of billions of ringgit in funds available in the Federal government, then all top students will be awarded scholarships that they deserve.

What Penang has done is to form a Penang Science Council to establish Penang as a center of excellence for science and technology by rekindling interest amongst the young and inspiring innovation. A key project is the over RM100 million Penang Tech Center that will serve as a educational tool, one-stop center for the industry, a showcase of all the products invented and manufactured in Penang and a R& D hub.

A Career Assisted Training or CAT center and the Penang Skill Development Corporation Center have been set up to deal with the workers and skill shortage.
Further, Penang is also the first state to offer assistance to small and medium scale enterprises with a 3-prong approach of:-
1. free SMART advisory services ;
2. a RM 40 million SME Center to offer low-cost tenancy to innovative technopreneurs for a two-year period to help their business start-up; and
3. a SME Village grouping all the established SME enterprises in one location.

With good governance and a livable city, Penang is on its way to transform itself into an international and intelligent city. This is shown by Penang topping investment in Malaysia with RM 12.2 billion last year, or 36% of Malaysia's Foreign Direct Investment(FDI) despite having only 6% of the country's population.

These policy initiatives will help not only to stem the brain drain but also inspire innovation amongst the young. BN and MCA has done nothing to stop the 2 million Malaysians who have left the country except to highlight the annual problem of top students not getting overseas scholarships without resolving the problem.

Tidak seperti kegagalan dasar BN dan MCA dalam pembahagian biasiswa pengajian luar negara Jabatan Perkhidmatan Awam (JPA), DAP dan Pakatan Rakyat (PR) Pulau Pinang telah mengiktiraf pelajar cemerlang berdasarkan prestasi peperiksaan yang sewajarnya. Walau bagaimanapun, Kerajaan Negeri Pulau Pinang tidak mempunyai dana yang mencukupi untuk diberikan sebagai biasiswa kepada pelajar-pelajar berkenaan.

Kerajaan Negeri Pulau Pinang juga tidak mempunyai capaian dengan USM, apatah lagi universiti-universiti tempatan lain di bawah Kerajaan Persekutuan. Walau bagaimanapun, sekiranya DAP mempunyai berbilion Ringgit peruntukan dalam Kerajaan Persekutuan, maka semua pelajar cemerlang akan diberikan biasiswa seperti yang sepatutnya mereka terima.

Apa yang dilakukan oleh Pulau Pinang adalah dengan membentuk 'Penang Science Council' untuk menjadikan Pulau Pinang sebagai pusat unggul dalam bidang sains dan teknologi dengan menyalakan semula minat dan semangat di kalangan belia dan memberi inspirasi untuk inovasi. Projek utama Pusat Teknologi Pulau Pinang (Penang Tech Center) yang bernilai RM100 juta akan bertindak sebagai alat pembelajaran dan pengajaran, pusat sehenti atau one-stop center untuk industri tempatan, wadah untuk mempamerkan ciptaan produk dan penghasilan di Pulau Pinang serta sebagai Hab Penyelidikan dan Pembangunan.

Career Assisted Training (CAT Center) atau Pusat Latihan Industri atau Kerjaya dan Penang Skill Development Corporation (PSDC) Center telah ditubuhkan untuk mengatasi masalah kekurangan pekerja yang berkemahiran. Tambahan pula Pulau Pinang menjadi negeri pertama yang menawarkan bantuan kepada pengusaha kecil dan sederhana dengan tiga pendekatan melalui :-

1. Khidmat nasihat SMART percuma;
2. SME Center menawarkan RM40 juta bagi tempoh sewaan kepada teknousahawan bagi tempoh dua tahun untuk membantu memulakan perniagaan; dan
3. Perkampungan SME atau 'SME Village' yang akan mengumpulkan semua usahawan kecil dan sederhana pada suatu lokasi.

Dengan adanya pentadbiran yang baik dan sebuah bandaraya yang sesuai untuk didiami, Pulau Pinang telah bersedia untuk transformasi ke arah bandaraya antarabangsa dan intelek. Hal ini ternyata apabila Pulau Pinang telah mendahului dalam jumlah pelaburan di Malaysia dengan RM12.2 bilion tahun lalu, atau 36% dari jumlah Keluaran Negara Kasar (KNK) meskipun hanya menpunyai 6% jumlah keseluruhan populasi di Malaysia.

Inisiatif dasar-dasar ini akan membantu bukan hanya untuk membendung penghijrahan cendiakawan tetapi juga memberi inspirasi ke arah budaya inovasi di kalangan belia. BN dan MCA tidak berbuat apa-apa untuk menahan 2 juta rakyat Malaysia berhijrah meninggalkan negara kecuali menyoroti masalah tahunan yang dihadapi oleh pelajar cemerlang iaitu masalah biasiswa pengajian luar negara yang tidak menemui penyelesaiannya.

不像国阵与马华失败的政策,如不公平地分配公共服务奖学金,行动党与民联盟友在槟城依据成绩表现,发出无数的奖励金给特优生。但是,槟州政府没有足够的资金,没有能力颁发奖学金。

槟州政府也没有办法进入理科大学或其它大学, 因为这些大学由联邦政府控制。不过,如果行动党像联邦政府那样有数千亿令吉的资金,所有的特优生都会获得他们应得的奖学金。

槟城政府成立了槟州科学理事会,通过启蒙年轻人的兴趣与革新,将槟城打造成一个科学工艺卓越中心。 最主要的项目就是超过1亿令吉打造的槟城科技中心,让它成为工业界的教育工具、一站式的中心、槟州所发明制造的产品的陈列室以及研发中心。

我们已经设立了就业培训中心(CAT中心) 及槟州技术发展合作中心来应对员工与技能短缺的问题。

此外,槟城也是第一个三管齐下,为中小型企业提供援助的州属:
1. 精明中心( SMART)免费的咨询服务;
2. 耗资4000万令吉的中小型企业中心,为具创新能力的企业提供低廉租金两年,协助他们创业。
3. 打造中小型企业村,把所有知名的中小型企业集中在一个地方。

凭着良好施政与宜居城市,槟城正在转型成为国际智能城市的路上。从去年槟城获得122亿令吉的投资额,或占全马外来直接投资的36%可以证明,尽管槟州人口只占全国人口的6%。

这些政策不只能够阻止人才外流,也将启发年轻人的创新思维。对于200万国人移民的事实,除了每年不断地突显高材生拿不到海外奖学金的课题,国阵与马华什么都没有做。

The current agreement is lopsided to guarantee huge profits to Barisan Nasional cronies, says MP Charles Santiago.

PETALING JAYA: DAP today urged the government to review the agreement that Tenaga Nasional Berhad (TNB) has with independent power producers (IPP), saying it was lopsided in favour of the latter and causing suffering to consumers.

Under the agreement, the IPPs are guaranteed 20% to 22% in returns on investments, according to DAP's Charles Santiago, the MP for Klang.

"For every RM1,000 they invest, they are assured of profits between RM200-RM220," he said.

He accused the government of victimising the public in order to maintain subsidies for its rich cronies.

Starting tomorrow, electricity tariffs will be raised by an average of 7.12% or 2.23 sen per kilowatt hour (kWh). Natural gas will rise to RM13.70 per British thermal unit (mmBtu) from RM10.70 and go up by RM3 every month until December 2015, after which market rates will apply.

Santiago said the current agreement between TNB and IPPs compelled TNB to purchase all electricity produced by the latter even if it is beyond its needs.

"TNB always ends paying too much to the IPPs, prompting it to hike up rates from time to time," he said. "The consumers are footing the bill for the excess power it purchases and the IPPs take home millions in profit."

On the gas rate increase, Santiago said the cost of production of per mmBTU was between RM15 and RM16 but that for the past two years, the IPPs had been paying only RM10.70 per mmBTU to Petronas.

"As of June 1, the IPPs must pay RM13.70 per mmBTU, but that also means Petronas is still subsidising about RM2 per mmBTU for IPPs," he said.

"In the end, the rich companies still get government subsidies while the poor get their subsidies removed."
