Relocate pubs to restore peace to TTDI

I AM a resident living in Villa Flora Condo. I am annoyed over the problems caused by the pubs operating along Lorong Rahim Kajai 14 in Taman Tun Dr Ismail (TTDI), Kuala Lumpur. The patrons who visit these pubs normally double-park their cars along the road, causing residents of Villa Flora and Sri TTDI condo difficulties entering their homes. There is also a van selling food located at the junction opposite Hong Leong Bank which also obstructs traffic.

I shudder to think of an accident occurring here which may cause the loss of many lives as people are standing all over the place having their food here. The noise is also unbearable, especially on weekends. The patrons of the pubs usually get rowdy and I can hear them shouting until the wee hours of the morning, disturbing the residents' sleep.

I hope some action will be taken to overcome this nuisance. If necessary, the pubs should be ordered to close down to restore tranquility in TTDI. I hope the TTDI residents association and the relevant authorities can do something about this.

巴生国会议员查尔斯(Charles Santiago,左图)、安顺国会议员马诺加然(M. Manogaran)及雪州上议员拉玛克里斯南(Ramakrishnan)今日在国会走廊召开记者会,抨击政府仍未从善如流,撤下《连环扣》。

查尔斯表示,他们昨晚紧急开会之后,决定在议会内提呈紧急动议,再度要求教育部长慕尤丁(Muhyiddin Yassin)撤下《连环扣》。

他指出,两间学校共七名印裔学生因为将读本退还,进而导致警方介入调查一事,实非推动国民团结的好事,"尤其是此事件中两间学校涉及老师都是马来裔,学生都是印裔的时候。"

昨日,共有七名来自安邦与新古毛两所国中的印裔学生,因为把此马来文学读本退还给校方,遭警方传唤至警局问话、扣留。

因此,查尔斯希望教育部再度检讨这项决定,郑重考虑不要在使用这本被指歧视印裔的小说。

质疑列教科书有政治目的

另一方面,查尔斯也在记者会上透露,他们将巡回全国,与各地国民探讨此议题。

《连环扣》这本小说从今年起被列为中五的马来文学读本,不过,却因为该书中有将印裔称为"贱民"(pariah)的书写,引发印裔社会不满,兴都权利行动力量甚至因此号召游行,抗议政府坚不撤回之决定。

截至目前为止,也是副首相的慕尤丁已经与印度国大党为首的印裔社群代表会商,并表示续用该小说惟修改内容,降低伤害,但依然引起印裔社会反弹。

安顺国会议员马诺加然提醒,这本小说实际上也有提到其他族群,但是这本已经面世40年的小说时至今日才被选为教科书,他质疑:"是不是有政治目的?"

他指出,这本小说实际上还有原版,当前学校使用的已是增删版,把原版当中歧视华裔与马来裔的语言都删去了,独留让印裔感受不佳的部分。

因此,这三名在野党国会议员同声要求教育部再度检讨将此小说列为教科书之决定。

KUALA LUMPUR, March 9 — DAP will table an emergency motion in Parliament next week to discuss the controversial "Interlok" novel and pressure the government to withdraw the book from the secondary school syllabus.

Klang MP Charles Santiago told a press conference in Parliament today that the party was also seeking to meet with Education Minister Tan Sri Muhyiddin Yassin on the matter.

"We want to appeal to him one more time to withdraw the book from the school system.

"The book was introduced to create harmony and national unity, but now, it is definitely producing division between students and teachers, and also a hostile environment between Malay teachers and Indian students," he said.

He added that DAP leaders held a meeting yesterday and had agreed to file an emergency motion to Parliament on Monday to pressure the government into withdrawing the book.

"We want the issue to be discussed and debated among parliamentarians," he said.

Charles also announced that DAP was organising a nationwide roadshow, to kick off from Sungai Petani in two weeks' time, to explain to Malaysians why the book was an obstruction to the process of forging national unity.

In January, Muhyiddin announced that the controversial novel would remain as a textbook in the literature component of the Bahasa Malaysia subject for Form Five students but with amendments to several aspects deemed sensitive by the Indian community.

He also announced the formation of an independent panel comprising academicians, literary figures and representatives from Dewan Bahasa dan Pustaka, tasked to study the amendments.

Today, Charles pointed to a recent incident in Kuala Kubu Baru where a teacher allegedly used derogatory words on seven Indian students when they sought to return copies of 'Interlok' to the headmaster.

The teacher was reported to have said, "Kenapa orang India garang? India memang suka rosakkan nama sekolah. Keling memang dasar pariah sejak sejarah lagi" (Why are the Indians so fierce? Indians really like to tarnish the school's name. The keling have been pariahs since historical times).

A news portal reported yesterday that three of the students were hauled up by the police for a 10-hour interrogation session.

"This is not the first time this has happened. Similar incidents took place in January this year… in Taman Tasik Ampang, when the headmistress used the same 'pariah' word to her students at the assembly.

"She was asked where she got the word from… she [said she] got it from 'Interlok,'" he said.

He added that "Interlok" had turned schools into "hostile environments" instead of places for education.

"The learning process has become divisive and no unifying. It is also making the teaching and learning process very difficult because Malay teachers will have to address the Indian students and the Indian teachers will have to address the Malay students on this.

"The book will hamper the learning process," he said.

DAP secretary-general Lim Guan Eng said he was shocked that the students were taken to the police station without their parents' knowledge.

"Why are schools hauling up students to police stations without informing their parents? This is to instil a culture of fear," he said.

KUALA LUMPUR, 9 Mac – DAP akan memfailkan usul tergempar minggu depan bagi meminta Parlimen membincangkan isu kontroversial novel Interlok sambila menggesa agar kerajaan menarik balik teks itu daripada digunakan sebagai sukatan di sekolah.

Ahli Parlimen Klang Charles Santiago memberitahu partinya juga berhasrat untuk bertemu dengan Menteri pelajaran Tan Sri Muhyiddin Yassin berhubung isu tersebut.

"Kami mahu merayu kepada beliau sekali lagi agar menarik balik novel itu daripada sistem sekolah," katanya pada sidang akhbar di lobi Parlimen hari ini.

"Buku ini diperkenalkan untuk mewujudkan harmoni dan perpaduan nasional, tetapi sekarang ia pasti akan menyebabkan perpecahan di kalangan pelajar dan guru, dan juga akan mewujudkan persekitaran permusuhan antara guru-guru Melayu dan pelajar India," katanya lagi.

Kata beliau, pemimpin-pemimpin DAP telah mengadakan satu pertemuan semalam dan bersetuju untuk mengemukakan usul tergempar di Parlimen Isnin ini bagi menggesa kerajaan agar menarik balik novel Interlok.

"Kami mahu isu ini dibincang dan dibahaskan di kalangan ahli Parlimen," katanya lagi.

Charles juga berkata DAP akan mengadakan program jelajah negara, yang akan dimulakan di Sungai Petani, dalam dua minggu ini untuk menjelaskan sebab novel itu akan menjadi penghalang kepada usaha menyemai perpaduan negara.

Akhir Januari lalu, Muhyiddin yang juga Timbalan Perdana Menteri berkata novel Interlok kekal digunakan sebagai teks komponen sastera bagi mata pelajaran Bahasa Malaysia Tingkatan Lima dengan pindaan dibuat kepada bahagian yang dianggap sensitif oleh masyarakat India.

Katanya, satu panel bebas akan diwujudkan untuk mengkaji bentuk pindaan dan mengemukakan perakuan kepada kerajaan.

"Keputusan mengekalkan novel ini dengan membuat pindaan supaya tidak menyinggung perasaan kaum India adalah jalan penyelesaian terbaik," katanya.

Novel karya Sasterawan Negara Datuk Abdullah Hussain itu menimbulkan kontroversi berikutan keputusan Kementerian Pelajaran memilih novel itu sebagai teks sastera Tingkatan Lima tahun ini kerana didakwa terdapat perkataan yang menyinggung perasaan masyarakat India di negara ini.

Muhyiddin juga menegaskan bahawa novel Interlok hanya akan digunakan setelah pindaan disiapkan dan diedarkan ke sekolah-sekolah.

Sementara pindaan itu disiapkan, beliau berkata Kementerian Pelajaran akan mengarahkan guru-guru untuk meneruskan pengajaran dan pembelajaran Bahasa Malaysia dengan menggunakan silibus yang sedia ada untuk tidak menjejaskan pembelajaran murid.

Panel bebas mengkaji pindaan novel, Interlok, menjangkakan untuk mengemukakan perakuan kepada kerajaan mengenai bentuk pindaan terhadap novel itu dalam tempoh sebulan dari sekarang.

Pada sidang media hari ini, Charles juga membangkitkan insiden di Kuala Kubu Baru di mana seorang didakwa menghina tujuh pelajar apabila mereka mahu memulangkan novel tersebut.

Guru berkenaan didakwa berkata "Kenapa orang India garang? India memang suka rosakkan nama sekolah. Keling memang dasar pariah sejak sejarah lagi."

"Ini bukan kali pertama insiden macam ini berlaku. Insiden-insiden seperti ini juga terjadi tahun ini, di Taman Tasik Ampang, apabila pengetua wanita menggunakan perkataan 'pariah' ketika perhimpunan pagi," katanya.

Kata beliau, apabila ditanya dari mana beliau mendapat perkataan itu, pengetua itu mengatakan bahawa dari novel itu.

"Proses pembelajaran kini menjadi lebih bersifat memecahbelahkan, bukannya menyatupadukan," kata beliau lagi.

Setiausaha Agung DAP Lim Guan Eng berkata beliau terkejut apabila mengetuai pelajar-pelajar terbabit dibawa ke balai polis tanpa pengetahuan ibu bapa mereka.

"Mengapa sekolah membawa pelajar ke balai polis tanpa memaklumkan ibu bapa mereka? Ini untuk menyemai budaya takut," katanya.

Defence Ministry on a Shopping Spree

After the recent award of a RM6 billion contract to Boustead Naval Shipyard to build 6 offshore patrol vessels in early February, it was announced by DRB-Hicom Bhd on Bursa Malaysia yesterday that it has secured a RM7.55 billion contract from the Ministry of Defence to supply 257 units of 8x8 Armoured-Wheeled Vehicles (AWC) or Armoured Personnel Carriers (APCs).

The award which was made on 23 February is for Deftech Sdn Bhd, a wholly-owned subsidiary of DRB-Hicom Bhd to "design, develop, manufacture, commission, supply and delivery" of the vehicles over a 7-year period at an average price of RM29.4 million for each unit.

I had first raised this issue in April last year, when the letter of intent was first given to Deftech Sdn Bhd for a proposed RM8 billion purchase. I had then given several comparisons on the cost of APCs which have been acquired by other countries recently which are at substantially lower costs.

The Portugese Army bought 353 Pandur II 8x8 armoured vehicles for the amount of EUR364 million (RM1.56 billion) or only RM4.4 million each. The latest version of Piranha III 8x8 armoured-wheeled vehicle developed by the Swiss MOWAG GmBH cost only US$1.2 million, or RM3.9 million.

And in 2009, the U.S. Army has awarded a USD$2.2 billion contract to General Dynamics Land Systems-Canada, one of the best military vehicle and equipment manufacturer in the world, for 724 Light Armored Vehicles (LAV) or equivalent of US$3.04 million or only RM9.9 million each, meant for Saudi Arabia!

Further research has revealed that DRB-Hicom will be acquiring the AWC technology from Turkish company – FNSS Defence Systems Inc which manufactures the Pars 8x8 AWV models. With this deal, Malaysia will be its first foreign customer for this vehicle. What is perhaps of greater alarm is the fact that FNSS has announced that they have sold 257 units of Pars 8x8 AWVs to Malaysia for approximately US$600 million or RM1.83 billion or only RM7.1 million per unit.

As reported by Defense Update (http://defense-update.com), a well-regarded online defense magazine, "the cost of the new vehicle seems excessively high - about US$9.8 million per unit. Malaysian defence officials explained that these figures represent the total life cycle cost of the program, including which usually includes design, development, logistical support and sustainment as well as non-recurring engineering costs and investments associated with the set-up of local production facilities in Malaysia to develop its armoured vehicle manufacturing. Yet, even when considering a 250% mark-up to cover such the price tag on the new Malaysian vehicle seem odd."

The Minister of Defence must explain the glaring gap between the cost of the AWC vehicles and the price to be paid by the Malaysian Government, especially since the award to Deftech was made without any open tenders, just like the RM6 billion award to Boustead Naval Shipyard.

The trends towards mega-military acquisitions without the accompanying transparency and accountability as demanded by the Prime Minister's own Government Transformation Programme makes a mockery of the call for "reform". The escalating defence spending is also a direct affront to the Government's attempt to reign in the ballooning budget deficit, which has resulted in various attempts to curb spending by cutting subsidies for the man-on the street.
