怡保市政厅只重视泊车传票“肥水”

行动党德彬丁宜州议员黄文标指怡保市政厅,昨天开始对付600名拖欠罚单超过50张开始锁车镜行动显示该局重视这笔"可观收入"。却忽略对管辖区域乱丢垃圾,破坏公物,非法看车员,电讯塔和燕屋等执法问题。

他今天是与党员出席选区内印裔邀请的开放门户后,表示怡保市政厅对泊车违规车主一向来特别勤力和频密执法,是众所周知的课题。可是在霹雳州明年迎接旅游年前夕,怡保市区还是经常堆满垃圾和非法看车员等破坏市容的问题纠缠。当局根本没有诚意解决或进行执法。

他呼吁怡保市政厅必需拟定条规来对非法看车员,不然以现在根本没有任何特别法律来此课题,到时还是会"抓了又放"的情况继续出现。然后分配执法员去进行不同的执法任务。而不是只专注于对付违例泊车者。

The Minister of Defence should not be mischievous in asking the Federal Opposition to stop objecting to defence procurement but instead answer for the complete lack of action against irregularities raised by the Auditor-General in its annual reports

Bernama has reported that the Defence Minister, Datuk Seri Zahid Hamidi has stated that the Royal Malaysian Air Force will buy new aviation ground support vehicles (AGSV) next year as the existing fleet was becoming too costly to maintain. He said that "The majority of AGSV are old and need to be replaced. The Auditor-General's Report clearly shows the critical need for the new assets."

He urged further for the federal opposition not to question his ministry's need to spend on new assets during times of peace, saying the Auditor-General's report should "open their eyes" to reality.

Datuk Seri Zahid Hamidi should not be so mischievous as to blame the federal opposition for objecting to defence procurement such as to purchase new equipment to replace items which are no longer usable or safe to use.

We have never protested against the Ministry of Defence from purchasing new equipment or vehicles. What we have protested strongly is the complete lack of transparency in the manner where these items are purchased, which appear to cost substantially higher that the necessary spend.

Datuk Seri Zahid Hamidi for example, in his reply to my question in parliament, has refused to clarify what makes the difference between the RM7.55 billion procurement of 257 armoured personnel carriers from Deftech Sdn Bhd and the price which the latter paid to acquire these vehicles from FNSS Defence Systems, a Turkish defense manufacturer for RM1.7 billion. The Minister had claimed ignorance over the RM5.9 billion difference, despite the fact that he witness the signing of the agreement between the 2 companies in Turkey earlier this year.

What is more important is the fact that while Datuk Seri Zahid was quick to state his intent to acquire new AGSVs, he has failed to explain or take action against all various discrepancies and potential abuse cited in the Auditor-General's report. In the report for 2010 for example, the Auditor-General found that the maintenance contracts for the aged AGSVs did not have the necessary expertise to repair the vehicles and late penalties were not meted out to these contractors when they failed to repair the vehicles within the necessary time frame.

The Auditor-General had also criticised the "improper payments" of allowance to the Territorial Reserve Army personnel who according to the records, did not attend the relevant training. He had even recommended that the relevant officers be punished via "surcharge" as permitted under Section 18(b) of the Akta Tatacara Kewangan 1957.

While the Ministry of Defence may need time to "sort out" the problems highlighted by the Auditor-General in the current report, the Minister has no such excuse for not having dealt with the problems raised in the 2009 report. One of the scandals arising from the previous year's report is the construction of a new RM256 million Skudai 7th Brigade Army Camp which was awarded in 1997 but has only achieved 18.3% completion.

I've personally visited the site (see photos) yesterday and found the construction site to be still in deplorable conditions, with massive soil erosion causing major mud floods in neighbouring residential areas and abandoned "ruins and relics" peppering the site. And yet, despite the massive delay, and recommendations by the Auditor-General to do so, the contract with the developer Kausar Corporation Sdn Bhd has yet to be terminated.

What is worse is the fact that Kausar Corporation has collected their construction fees in full via a land swap deal where the company was already given the ownership of a 153 hectares piece of land. Kausar was able to pledge this piece of land to a bank for the amount of RM465 million showing that the land which could be worth as much as RM800 million is well above the cost of construction of the camp.

It is the Army and the tax payers who have to suffer as the Ministry of Defence has already (over)paid for the construction works in full, and yet after more than 15 years, the Army is still awaiting its "new" camp to be completed. Despite the above, no action to date has been taken against the developer, including terminating the contract, charging late penalties or reclaiming the land which has been awarded to them.

The Minister of Defence, Datuk Seri Zahid Hamidi must answer for all of these major scandals instead of just putting his priority gleefully to procure new vehicles, and blaming the federal opposition for taking him to task.

Let Schools Decide over PPSMI

The DAP wishes to state our position in support of the teaching of Mathematics and Science in English (PPSMI) in schools where a determined majority of parents have expressed a preference for it. This is especially in urban schools where the level of competency in English is substantially higher than the rural districts.

DAP Parliamentary Leader Lim Kit Siang had 2 years ago called upon the Cabinet to endorse "the call of Parents Action Group for Education (Page) that schools should be given the option to teach science and mathematics in Bahasa Malaysia or English or in one's mother tongue" and maintain "the use of English as medium of instruction for mathematics and science in secondary schools".

The key reasons why the PPSMI policy was withdrawn by the Government are the inadequacy of the teachers as well as the inability of students, particularly from rural background to cope with the use of English at such a young age.

Therefore the reversal of the 10 year old PPSMI policy should not be a complete one - one that throws out the baby with the bath water - but one which takes into account the advantages and disadvantages learnt over the past 2 decades. The new policy must incorporate the flexibility where PPSMI remains an option for schools in the country where parents express support for it.

We reject the excuse given by Deputy Prime Minister who argued that giving the option to schools will create havoc "kacau-bilau" to our education system. Firstly, these schools have already been conducting their lessons for Mathematics and Science in English over the past 10 years, hence there will be no extra effort incurred to retain PPSMI in these schools. Instead more effort will be required to withdraw PPSMI.

Secondly, and more importantly, every effort should be made to ensure that our schools are able to produce the best human capital for Malaysia as we seek to be part of the knowledge economy, to become a high income nation.

The important principle that the Ministry of Education must adopt is that advanced students should not be held back because of students who lagged behind academically. If parents prefer English as the medium of instruction and the students are more than able to cope, then every effort should be made to allow such schools to continue with PPSMI.

Therefore the argument of administrative hassle as a result of providing the option to parents and students is completely unacceptable as the quality of education our students receive is of paramount importance.

We call upon the Ministry of Education to review its decision to withdraw its decision to withdraw PPSMI completely and to allow room for certain schools to proceed subject to meeting certain requirements such as parental approval and students' performance.

Rahim Noor and Perkasa Starts Facism Movement

It comes as a complete shock that one of the country's former Inspector General of Police (IGP) had the nerve to "liken the rise of the human rights movement in Malaysia to communism".

Disgraced Tan Sri Rahim Noor who gave Datuk Seri Anwar Ibrahim the infamous "black eye", had referred to the human rights movement as a new "religion". He warned that civil liberties activists saw the US and UK as their spiritual home and drew parallels to how the Comintern had engineered the global spread of communism from its Moscow base.

If human rights can be akin to communism, then surely what Tan Sri Rahim Noor is attempting to do during his speech at the 2nd Perkasa General Assembly is to seed and grow the fascism movement in Malaysia. "Fascism" is described in the Oxford English dictionary to include "a belief in the supremacy of one national or ethnic group, a contempt for democracy, an insistence on obedience to a powerful leader, and a strong demagogic approach".

The United Nations Universal Declaration of Human Rights 1948 had emphasized among other things, the fact that "all human beings are born free and equal in dignity and rights", that "all are entitled without any discrimination to equal protection of the law", that "no one shall be subjected to arbitrary arrest, detention or exile" and that "the will of the people shall be the basis of the authority of government; this will shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage".

Tan Sri Rahim Noor's speech and reception at the right-wing Perkasa assembly marks the second time the movement is attempting to derail "reforms" put forth by the Prime Minister, since the latter's inauguration in 2009.

In the first instance, Perkasa was able to force the Prime Minister to reverse his landmark "New Economic Model" (NEM) which sought to reform the country's race-based affirmative action system. The NEM when launched in March 2010, had called for an "affirmative action approach based on "transparent and market-friendly affirmative action programmes", which "will mean greater support for the Bumiputera, a greater support based on needs, not race". It is as opposed to the previous New Economic Policy (NEP) of "imposing conditions to meet specific quotas or targets".

However, within 3 months from the launch of the NEP, the affirmative action policy reform was reversed when the 10th Malaysia Plan re-incorporated the race-based agenda and quota system. Even at the earlier Malay Consultative Council (MPM) lead by Perkasa in May 2010, the Prime Minister had already referred to the NEM as a only a "trial balloon", a clear reversal from the bold reforms announced.

The latest attacks against the human rights movement deemed as subversive is clearly an attempt to reverse Najib's capitulation to civil society movements such as Bersih. Such movements have recently led to the setup of a Parliamentary Select Committee for Electoral Reforms as well as the proposed abolishment and amendment of several draconian such as the Internal Security Act (ISA) and the Printing, Presses and Publications Act (PPPA). These measures are opposed by Perkasa, comprising of many hardliners within UMNO.

Datuk Seri Najib Razak must immediately put a stop to this fascism movement and openly condemn the former IGP and Perkasa's attempt to allude the human rights movement to communism. He must also openly declare his full support for the human rights objectives, as enshrined in the UN Universal Declaration of Human Rights, if he is sincere about his "political transformation programme".

Otherwise, the latest hype surrounding the "political transformation programme" will just become a "trial balloon" like the NEM, where the promised reforms will be severely curtailed or worse, equally draconian laws will be adopted to replace existing ones such as the ISA.

Set Up Financial Accountability Commission

Every year Malaysians are treated to a series of "tall tales" in the Auditor-General Report, which are unfortunately true stories. This year, despite an "upgrade" in ratings for the overall financial management by Government departments and agencies, the tales of financial abuse and degrees of incompetence is no less fantastic than previous years.

In previous years, we had screw drivers worth RM32 was purchased at RM224 or a car jack worth RM50 purchased at RM5,700 making a complete mockery of the Government's procurement process. Last year, Kolej Kemahiran Tinggi Mara in Balik Pulau purchased a whole list of products for its computer laboratory at prices well above that of the market, including 2 Acer computer laptops at RM84,640 when it is worth only be a tenth of the price paid.

This year is no different with the Marine Parks Department taking the leading role by purchasing binoculars worth not more than RM1,940 was purchased at RM56,350, more than 28 times the market price. It was of course not the only offending item – the Department purchased RM192,694 worth of products including common items such as laptops, printers, LCD TV, DVD Player when their total value should not exceed RM20,193.

There were many repeat offenders as well in the current year's report. Of note is the construction of computer laboratories by the Ministry of Education throughout the country. In Sabah, a RM160.7 million project was awarded to equip 300 schools by 2008. However, as at the end of 2010, only 2 computer laboratories were completed.

Majlis Amanah Rakyat (Mara), an agency tasked to uplift the welfare of bumiputeras is again chastised for making high-priced purchases such as an oven worth RM419 for RM1,200, folding beds worth RM100 for RM500 among other things.

What is perhaps more illuminating is the fact that everyone the Auditor-General only has the necessary resources to audit a small sample of Government procurement and projects. And despite that, such tales of incompetence and abuse are in abundance.

The logical conclusion from the Auditor-General's report is that heads must roll, but it rarely or never happens. The Government's Chief Secretary Tan Sri Sidek Hassan has the all-important role to take the necessary disciplinary actions against the relevant offenders, including the supervising officers who failed in exercising their responsibility in a diligent fashion. However, as informed by the Auditor-General during our Public Accounts Committee briefing yesterday, most of these offending officers are only given a letter of reprimand "surat teguran" before the cases were closed.

The natural outcome is, there is little disincentive for government officers to increase its level of competence or reduce the amount of waste, mismanagement and abuse since the "rewards" far outweigh the potential punishment, even if their deeds are hung out to dry in the Auditor-General's Report.

While the Public Accounts Committee (PAC) has the powers to call upon the relevant Ministries and officers to explain their actions and conduct, the PAC has no powers whatsoever to mete out punishment except to make "recommendations" to the Government. This has proven to be completely ineffective, made worse by the fact that the PAC is only able to focus on a handful of the misdeeds highlighted in the Auditor-General's report.

Therefore, given the inability of the Chief Secretary of the Government, the absence of powers endowed upon the PAC as well as the lack of political will from the Prime Minister and his Cabinet to mete out effective punishment and deterrence to offending civil servants, we would like to call for a independent Financial Accountability Commission (FAC) set up via an Act of Parliament to be created.

The FAC should not be staffed with any civil servant to avoid conflicts of interest, but instead by headed by leading professionals in the field of audit and integrity such as the Malaysian Institute of Certified Public Accountants (MICPA) and Transparency International (TI) Malaysia. The proposed Commission should be made answerable only to the Parliament and granted the powers to take punitive and disciplinary actions against officers guilty of misconduct, negligence and sheer incompetence highlighted in the Auditor-General's Report.

MinDef must explain the RM6 billion difference

KUALA LUMPUR, Oct 24 — The Defence Ministry must explain why it paid RM7.6 billion for armoured personnel carriers (APC) procured by DRB-Hicom Bhd for only US$559 million (RM1.7 billion), Tony Pua said today.

Defence Minister Datuk Seri Zahid Hamidi told Parliament last Tuesday his ministry did not have any information about the deal between DRB-Hicom unit Defence Technologies Sdn Bhd (Deftech) and Turkish firm FMC-Nurol Defense System (FNSS) for 257 units of Pars 8x8 APCs.

But Pua said today it was unacceptable for Zahid to say he knew nothing about the deal as the minister had witnessed its signing in February, according to the Turkish press.

"How can he claim to know nothing about the difference in price when he was there (in Turkey) witnessing the signing between the two parties?"

"And the difference in price is so big, surely a responsible government must ask... what are the differences that make up the gap?" the DAP publicity chief told reporters in the Parliament lobby here.

Pua stressed that any government that wanted to rein in its expenditure must be able to account for the RM6 billion difference in pricing.

He added that Zahid should give a proper response in Parliament and not just brush off the question while "acting stupid".

"I don't know whether he's pretending to be stupid or really the ministry doesn't know anything," Pua said.

Deftech chief executive Abdul Harith Abdullah said last year the cost of the FNSS contract includes manufacturing and other costs associated with the production of a new combat vehicle.

The Malaysian-developed APC is built from the Pars APC produced by FNSS of Turkey, in co-operation with US company, General Purpose Vehicle.

Deftech is to build 12 variants from the base vehicle, including personnel carriers, anti-tank weapon carriers, command and control as well as anti-aircraft weapon vehicles.

Muhyiddin's Support for UMNO Bloggers Must Receive Reprimand

Datuk Seri Najib Razak must reprimand his Deputy, Tan Sri Muhyiddin Yassin for giving implicit support to the UMNO bloggers to defame and destroy an innocent 16 year old child

We are shocked and appalled by by the Deputy Prime Minister, Tan Sri Muhyiddin Yassin who reportedly said that if the Penang chief minister "thinks it is important to correct the information, then he has to come up with a strong statement. Mere denial is not enough."

Tan Sri Muhyiddin was commenting on the case where Penang Chief Minister, Lim Guan Eng's 16 year old son was accused of sexual harassment by a plethora of UMNO bloggers which resulted in him being transferred to another school this year.

The Deputy Prime Minister needs to have his head seriously inspected – not only did Lim strongly denied the above incident in the strongest possible terms by calling the allegations by the UMNO bloggers "barbaric lies", we have proven that the case is entirely fictitious when the alleged victim is a 21 year old university student in the United States from Hong Kong who never went to school in Penang.

The alleged victim has even sent a statement to all press, stating clearly that she has not been to Malaysia for the past 7 years, and "the only way in which my 'modesty was outraged' has been the publication of my picture in connection with these scurrilous and unfounded rumours."

The principal of SMK Heng Ee, where Lim's son was studying until the end of last year, Mr Goh Boon Poh has also come out to state that he was shocked by the allegations that Lim Guan Eng's son had sexually harassed a female student of the school, and it is "completely untrue."

Despite Lim having nothing else to prove, Tan Sri Muhyiddin has chosen to lend credence to the despicable rumours and give support implicit to the UMNO bloggers by stating that "mere denial is not enough".

Instead of taking stern action against those perpetrating the evil lies to humiliate the Penang Chief Minister's family, especially since they are all UMNO leaders and members, Tan Sri Muhyiddin has chosen to defend the indefensible. The onus to prove the scurrilous allegations are on the accusers, and not those unjustly maligned.

To protect the image of the Government, the Prime Minister and UMNO President, Datuk Seri Najib Razak must immediately put a stop to this madness by sternly reprimanding his Deputy and all his members from making further unfounded claims against an innocent 16 year old boy. Otherwise, it'll prove to all Malaysians that UMNO has become morally bankrupt in its pursuit to hold on power at all cost, including attacking innocent children.

Stop Intimidation of Malaysian Academics

The Government and University authorities must stop the intimidation of academics who expresses views and opinions differing from the ruling establishment

It is extremely disturbing that academic Professor Dr Aziz Bari has been subjected to rapid fire intimidation by the Malaysia Communications and Multimedia Commission (MCMC), followed by the Royal Malaysian Police and now asked to show cause by the Universiti Islam Antarabangsa (UIA). All the above over-the-top action was a result of Dr Aziz having expressed his learned opinion of the Malaysian Constitution and its laws, which is his area of expertise.

We are not in agreement with the opinions expressed by Dr Aziz all of the time, but we believe that everyone, what more academics in the relevant fields of study, must have the right to voice their views on all matters relating to the Constitution. After all, Malaysia is a country founded on the rule of law, and not one which is enslaved to an absolute authority.

The actions by the Government and University authorities will only prove that there is little room for academic freedom in our tertiary institutions, and that the University and University Colleges Act (UUCA) is used as the tool to ensure rigid conformity among the academics and the students.

The recent release of the Times Higher Education (THE) 400 Top World University Ranking 2011/12, where not a single Malaysian university is included has shown the dire circumstances of our local universities.

On the other hand, only 1 university, Universiti Malaya out of more than 50 universities in Malaysia made it into the QS 200 World University Rankings 2011/12, and that is because the "high impact research and citations" criteria is much lower than that of THE methodology.

In contrast, 60 Asian Universities made it into the THE 400 Top World University Ranking, with 16 from Japan, 10 from China, eight from Taiwan, seven from South Korea, six from Hong Kong, two from Singapore, and one each from India and Thailand.

The poor quality of our universities is a clear outcome from the fact that top Malaysian academics are turned off by the way Malaysian universities are managed, and often prefer to migrate to top universities in the region and the world to pursue their academic career. As a result, our Malaysian students face the double whammy of not only having weaker academics as their lecturers and tutors, they are prevented from exercising their critical thinking and analytical faculties as a result of the restrictive UUCA.

In the interest of arresting the decline in standards of our universities, we call upon the authorities to stop applying undue pressure on Malaysian academics from speaking their minds. The MCMC and police should immediately withdraw their attempt to harass Dr Aziz Bari for merely providing his opinions of the law. At the same time, UIA must withdraw their show cause letter which has added credence to the common perception that university authorities in Malaysia lacks independence and serves merely as a cat's paw for the ruling party to suppress dissenting opinions.

UMNO Must Apologise to Guan Eng's Son

The UMNO bloggers are individuals with absolutely no scruples or morals. They are willing to sink to despicable depths to achieve their political goals. They are the bottom feeders of the society, and are a complete disgrace to their race, religion and country.

They have attempted to defame the 16 year old son of Penang Chief Minister, Lim Guan Eng and humiliate his family with a completely fictitious sexual harassment story. These bloggers even attempted to lend credibility to the concoction by putting up the picture of a young girl.
Nobody from the school of Lim's son knew who she was, including the principal and teachers. It is not surprising, especially since, the girl never studied in Penang, and "better" still, is not even a Malaysian resident!

With some quick sleuthing work by Goh Kheng Teong, our IT Manager at the DAP Headquarters, we soon discovered that the girl in question is not only a foreigner, but also a high achiever. Anya Corke has been Hong Kong's national champion of chess for many years as a teenager, and is now a 21 year old 3rd year student at a top liberal arts college in the United States.

The above proves beyond doubt that all the accusations by these UMNO cybertroopers are nothing by barbaric lies. They are willing to destroy the life of an innocent 16 year old and bring the country into disrepute by defaming a foreign top achiever for political ends.

UMNO Youth Chief Khairy Jamaluddin must immediately withdraw his tweet yesterday which said "Mungkin dia roboh Kampung Buah Pala sebab nak ganti dengan Kampung Buah Dada". His snide remark was not only crass, he was perpetuating the vicious lies to his 64,000 followers on Twitter.

As an UMNO Youth Chief who is a role-model for many Malaysian youths, and who claim to be an example of "new politics", he must take responsibility for his callous action and publicly apologise, especially to the victimised 16-year-old son of Lim Guan Eng. The failure to do so will only further taint his character in the eyes of Malaysians.

We would also like to call upon all UMNO cybertroopers who have concocted the lies and making Malaysia a centre for gutter politics to repent for their actions.

The UMNO disciplinary committee must also take harsh and stern actions against the UMNO members and leaders who perpetrators of the above slander to prove that UMNO is not beyond redemption. The failure to take actions against these rogue and vulgar members such as Dr Novandri Hassan Basri and "Papagomo" will only lead to the conclusion that UMNO is the real culprits behind these concerted efforts to slander and libel Pakatan Rakyat leaders, even if young innocent boys and girls become collateral damage in the process.

Kuala Lumpur: Badan Bukan Kerajaan (NGO) Jingga 13 hari ini mengemukakan laporan polis berhubung kenyataan Presiden MCA Datuk Seri Dr Chua Soi Lek yang dikatakan menghina hukum hudud.

Chua dalam kenyataan dipetik akhbar The Star 29 Oktober lalu berkata hukum hudud akan menjadikan negara ini mundur dan menakutkan pelabur asing.

Menyifatkannya sebagai biadap, Koordinator Jingga 13 Fariz Musa berkata kenyataan itu mengguris perasaan apabila seorang rakyat bukan Islam dengan mudahnya mempersoalkan pelaksanaan hukum hudud di sebuah negara yang majoritinya Islam dan mengaku menjadi model negara Islam.

Katanya, kenyataan Presiden MCA itu juga mampu menghasut masyarakat bukan Islam lainnya untuk membenci hudud.

Malah kedudukannya sebagai presiden parti komponen dalam Barisan Nasional (BN) dikhuatiri akan menyebabkan salah faham besar antara agama dan kaum.

"Kami khuatir kenyataan Chua itu akan menimbulkan kebencian agama dan kaum, selain menggugat dan mengancam keharmonian negara.

"Chua juga perlu serta merta memohon maaf atas kebiadapan itu kepada seluruh umat Islam di negara ini," katanya.

Laporan itu dibuat wakil Jingga 13 Mohd Khairul Zaman Khairan di Ibu Pejabat Polis Daerah (IPD) Dang Wangi di sini.

Beliau turut mendesak supaya akhbar The Star digantung lesen penerbitannya mengikut Akta Mesin Cetak dan Penerbitan 1984 atas sifat melulu dan tidak profesional ketua pengarangnya menyiarkan artikel sedemikian tanpa usul periksa.

"Kami mendesak Chua supaya mohon maaf secara terbuka kerana telah menghina Islam sebagai agama rasmi dan Yang Di-Pertuan Agong sebagai ketua agama," katanya.

Katanya, masa 48 jam diberikan kepada Chua sebelum pihaknya mengemukakan memorandum di hadapan Pejabat MCA di sini Rabu depan.

Sementara itu, Fariz turut menyelar Umno yang selama ini bersikap diam diri apabila Chua mengeluarkan kenyataan sedemikian.

"Kalau mereka boleh adakan Himpunan Sejuta Umat (Himpun) untuk mempertahan akidah umat Islam dari murtad saya minta mereka jangan bersikap pilih kasih dalam hal ini," katanya. -FMT

Women, Welfare and Community Development Minister Shahrizat Abdul Jalil must explain the controversy behind cattle project which is managed by members of her family, which PKR claims the cost has bloated 22 times the projections of the Agriculture and Agro-based Industries Ministry.

PKR's strategic director Rafizi Ramli also insisted that Shahrizat clarify the meat sales from the project to a fine-dining restaurant that is also owned by the latter's family.

At a press conference at the Parliament lobby today, Rafizi insisted that the project, under the National Feedlot Corporation (NFC), has failed in purpose to supply 40 percent local beef demand, instead supplying to a chain of restaurants allegedly owned by Shahrizat's family.

The original policy states that the Agriculture and Agro-based Industries Ministry had estimated RM6.37 million to breed 9,000 cattle with 27.59 percent returns annually.

"However, RM141 million has been spent to rear 8,000 cattle for three years (an average of 3,000 cattle a year) which is 22 times more costly that the ministry's estimation," said Rafizi.

Rafizi, who visited the farm in Gemas disguised as a cattle breeder, also said that it was revealed to him by the employees that some 20 cattle slaughtered in a day were delivered to Shahrizat's fine-dining restaurants namely – Meatworks, Senor Santos and Brawns.

"This is against the original concept behind the mooting of NFC which was to build a comprehensive marketing network and to supply beef to the whole country, and not a private abattoir for a minister's restaurant," he slammed.

He claimed that NFC, as an "integrator project", had failed to implement other functions it was entrusted with such as to develop satellite farming, to supply organic fertiliser and quality beef, among others.

NFC only achieved 5 percent of target

In fact, Rafizi said that NFC's cattle project, under the 9th Malaysia Plan, only achieved five percent of the annual production target.

Yesterday, Agriculture and Agro-based Industries Minister Noh Omar defended the RM73.64 million project, saying it was a success despite the 2010 Auditor-General's Report calling it "a mess".

"NFC should cater at least 60,000 cattle a year which is raised their farm in Gemas, Negri Sembilan. (But) they only managed to rear 8,016 cattle between 2008 and 2010, which makes it less than 3,000 cattle a year," said Rafizi.

Noh had said yesterday that NFC had reared 8,016 cattle from 2008 to 2010, which makes up an  of 2,672 a year.

However, Rafizi said that this is only 4.45 per cent of the 60,000 target and advised Noh to review the entire policy and projection of his ministry before shooting off his mouth.

Rafizi was referring to the policy paper on the project that is still available on the Department of Veterinary Services (DVS) website.

"The target set by the Agriculture and Agro-based Industries Ministry through the Veterinary Services Department is higher than Noh's announcement, which raises concerns whether the minister was lying to confuse the rakyat or he didn't check NFC's numbers with his officers," said Rafizi.

"And yet, the minister (Noh) declared the project a success. He clearly failed to refer to these details. We are not cows, we can count," he said.

According to him, NFC had also failed to draw up a plan to develop 310 small-scale cattle farmers, who annually produce 600 cattle to increase productivity to 186,000 cattle annually.

"The ministry determined NFC to develop independent commercial farms with a target of producing 30,000 cattle a year. This target was also a failure because the company identified had withdrawn.

"Therefore, the target for the entire cattle breeding scheme developed by NFC is supposed to be 276,000 cattle annually, a far more reasonable target than the 8,000 mentioned by Noh," said Rafizi.

These explanations proves Noh's "shallowness" for trying to dupe the people by saying the project was deemed a success, he added.

He also said that as Shahrizat has yet to respond to the allegations, PKR plans to send a delegation to inspect the NFC in Gemas on Thursday.

"The delegation will be led by Sikamat assemblyperson Aminuddin Harun, PKR deputy secretary-general T Kumar and central committee member Fariz Musa," he said.

Pembaziran Tanpa Had: Pasangan Pertama Percepat Waktu Muflis

Seperti rata-rata penduduk Malaysia, penduduk negeri Sarawak turut terkejut dengan gaya hidup serba mewah Perdana Menteri Najib Razak dan isterinya Rosmah Mansor. Kedua-dua mereka terpalit pelbagai skandal salahlaku antaranya skandal melibatkan perbelanjaan dana secara besar-besaran.

Ini termasuk cincin bertatah berlian bernilai RM24 juta, penyalahgunaan kuasa membabitkan jadual lawatan kerja rasmi yang disesuaikan dengan majlis pertunangan ahli keluarga, ditambah pula dengan kos penambahbaikkan dan ubahsuai kediaman rasmi Perdana Menteri – Seri Perdana.

Segala perbelanjaan ini bercanggah pula dengan amaran dan teguran dari dua menteri dari jabatannya sendiri iaitu Idris Jala dan Koh Tsu Koon – yang menyatakan bahawa Malaysia akan muflis jika pemimpinnya tidak menghadkan perbelanjaan, memotong subsidi dan mengurangkan pinjaman.

"Kita tidak mahu berakhir seperti negara Yunani (Greece) dengan jumlah terkumpul hutangnya bernilai EUR300 bilion. Ketirisan kewangan kita (deficit) melonjak kepada RM47 billion tahun lalu (2009). Jika kerajaan meneruskan pada kadar 12 peratus setiap tahun, Malaysia boleh muflis pada tahun 2019 dengan hutang terkumpul senilai RM1,158 bilion," Idris yang dipetik oleh akhbar The Star pada 27 May tahun lalu.

Jangan berlebihan, ini duit kita

Pada masa sekarang, 2019 hanyalah tujuh tahun lagi dan pejalan kaki di kota cukup arif akan tempoh ini seraya menyeru pasangan pertama negara agar 'tidak keterlaluan' bila membelanjakan duit rakyat, sebaliknya menabung untuk hari hujan.

"Kamek (Saya) sik (tidak) setuju dengan perbelanjaan yang sesuka-hati Najib, serta bininya sebab dia orang sik (tidak) duli (peduli) kesusahan rakyat di Sarawak. Kitak (Kita) sepatutnya ada duit untok membina dan membaiki jalan-raya dan sekolah tapi sampai sekarang, jalan pun buruk-buruk, sekolah pun tua-tua. Sekolah anak kamek (saya) dipaksa pindah sik (tidak) lama lagi sebab tanah sekolah hanya disewa keluarga Ong, inilah hal yang di buat pihak perintah (kerajaan)!" ujar Dominic, supir van kepada Malaysia Chronicle sewaktu satu temuduga vox pop diadakan.

Satu lagi maklum balas yang diterima datang dari Albert, pegawai kerajaan; "Najib dan isterinya jangan menipu rakyat. Pegawai-pegawai berjawatan rasmi sering mengingkari batas sempadan kuasanya dan sebagai pegawai kerajaan, saya amat terkejut dengan pembaziran yang diberitakan."

Muflis semakin hampir!

Ada ura-ura menyatakan yang kita akan jatuh muflis sebelum 2019 menjelang – kalau mengikut cara hidup dan tahap pembaziran pasangan pertama itu. Rakyat biasa tidak sekadar bercakap seperti melepaskan batuk di tangga, tetapi sebenarnya risau akan awan mendung yang tidak lama lagi akan sampai juga.

Berhadapan dengan harga barangan utama yang terus meningkat di bawah pentadbiran Najib, golongan berpendapatan rendah dan sederhana bukan sahaja terpaksa mengharungi kos sara hidup yang semakin mahal, tetapi mereka turut terkesan akibat nilai hartanah yang terus meningkat menyeebabkan mereka tidak lagi mampu memilikinya.  Hanya segolongan kecil rakyat Malaysia yang mampu membeli rumah dan kereta sejak akhir-akhir ini. Mereka juga terpaksa akur dengan kualiti yang rendah, rumah yang dibina secara banyak atau kereta Proton yang sentiasa diselubungi masalah.

Pembentangan Belanjawan 2012 Najib yang terbaru ini dikatakan satu langkah untuk membantu golongan berpendapatan rendah, tetapi ia hanya dipenuhi dengan bantuan jenis 'sekali-cukup'. Tidak ada rancangan jangka panjang atau jangka tengah yang disediakan demi meringankan beban yang ditanggung golongan miskin atau mereka yang akan terkesan akibat kadar inflasi yang meningkat.

Sebaliknya, Najib telah sekali lagi 'membuka' paip mengalirkan 'ang pow' dalam usaha memenangi hati rakyat untuk mengundinya dan parti gabungannya ketika pilihanraya umum kelak.

“Perdana Menteri dan isteri seharusnya mengamalkan langkah berjimat cermat dalam penggunaan wang hasil titik peluh rakyat. Kerajaan juga bertanggungjawab menunjukkan butiran perbelanjaan yang telah dikeluarkan," Naib Presiden PKR, N. Surendran berkata dengan nada amaran.

Jejak-jejak perborosan

Setakat ini, satu laporan sah telah menunjukkan pada 31 Ogos, Hari Merdeka, Najib telah ke Perth, Australia untuk 'lawatan peribadi'. Perdana Menteri dan keluarga mengambil kesempatan hari cuti umum tanpa memberitahu negara dan seterusnya melanggar protokol kerajaan dengan berbuat demikian.

Selain daripada itu, pemimpin ini juga masih gagal menjeaskan persoalan tentang penyalahgunaan dana awam ketika melakukan lawatan kerja rasminya ke Kazakhstan yang mana anak perempuannya telah bertunang. Lawatan ke negara itu telah menelan belanja sebanyak RM 1 juta. Tidak hairanlah kalau rakyat merasa terkejut mendengar berita itu.

Pembaziran Najib tidak setakat itu sahaja. Najib membazirkan jutaan ringgit hanya kempen perhubungan awamnya. Syarikat yang dibayar iaitu FBC Media sekarang ini diduga telah melanggar etika kerja selepas ia cuba 'menggilap' imej positif Najib di mata dunia. Siasatan sedang dilakukan oleh Penyelia negara UK terhadap syarikat FBC yang sudah tentu boleh memalukan Najib dan nama baik Malaysia secara umumnya.

Pengubah-suaian yang dilakukan pada Seri Perdana bagi menonjolkan citarasa 'Sang Raja' turut dikecam rakyat Malaysia. Laporan yang dikeluarkan menunjukkan Najib dan isteri telah membelanjakan sebanyak RM48.8 juta. Penggunaan elektrik oleh mereka sahaja sebanyak RM10 juta, manakala bil air mencatatkan RM1.9 juta setahun.

Namun, yang terus mengundang pelbagai persoalan ialah cincin bertatah berlian bernilai RM24 juta (namun ada yang menyatakan ianya USD24 juta) – milik Rosmah yang dikatakan ditempah khas dari kota New York. Walaupun Najib menafikan isterinya telah membeli cincin permata gergasi itu, dan pejabatnya telah mengesahkan yang cincin itu 'tiada' di dalam negara, hanya segelintir rakyat yang percaya bahawa Wanita Pertama itu kecur air liur mahu memilikinya kalau tidak kerana berita panas

Wahai Ketua Audit Negara, Betulkah Nasi RM3 Sepinggan?

Semasa membentangkan Belanjawan Negara 2012 pada 7 Oktober 2011, Perdana Menteri – yang anak perempuannya membelanjakan kira-kira RM180 ribu untuk barangan jenama di David Jones, sebuah gedung terkemuka di Australia – memberitahu Majlis Dewan Rakyat yang sedang bersidang bahawa, untuk memperkukuh pembangunan infrastruktur asas desa secara lebih komprehensif, peruntukan RM5 bilion akan disediakan pada tahun 2012 untuk projek-projek bekalan air, elektrik dan jalan raya khususnya di Negeri Sabah dan Negeri Sarawak.

Berlandaskan konsep-konsep seperti Program Transformasi Luar Bandar (RTP), Pusat Transformasi Luar Bandar (RTC), Projek Penyelenggaraan Infrastruktur Awam (PIA), Projek Infrastruktur Asas (PIAS) dan seumpamanya, Perdana Menteri yang isterinya ghairah dengan cincin berlian, cuba melakarkan Kerajaan Barisan Nasional (BN) sebagai kerajaan yang prihatin terhadap pembangunan desa, Sabah dan Sarawak melalui pengumuman Belanjawan Negara 2012 yang disifatkan sebagai “Belanjawan Pilihan Raya” meskipun para pemimpin BN menafikannya.

Realiti hari ini ialah, BN bakal berdepan dengan krisis “kelangsungan hayat” (survival) memerintah apabila tiba Pilihan Raya Umum Ke-13 (PRU Ke-13) nanti. Senario hari ini menyaksikan betapa pentingnya undi desa, Sabah dan Sarawak terhadap soal kelangsungan hayat BN. Justeru, banyak projek dijanjikan, jumlah peruntukan besar diagihkan. Namun, rekod penyampaian dan pelaksanaan serta dakwaan bazir dan penyelewengan juga mencorakkan perbualan harian rakyat Malaysia dari semasa ke semasa.

Demi kelangsungan hayat diri dan parti yang telah lama menyimpang daripada tujuan asal penubuhannya bergelar Pertubuhan Kebangsaan Melayu Bersatu, Perdana Menteri – yang dirinya ketagih dengan imej cool sehingga sanggup belanja berjuta-juta untuk perkhidmatan syarikat antarabangsa demi mempersendakan golongan berpendapatan rendah dan sederhana dengan sepinggan nasi berharga RM3 – telah menaburkan pelbagai janji khususnya sekitar tempoh Pilihan Raya Negeri Sarawak dan yang terbaru melalui pengumuman Belanjawan Negara 2012 sebagai persiapan menghadapi PRU Ke-13.

Janji si anak bangsawan yang paling hangat diperkatakan malahan dikritik sebagai mengandungi elemen rasuah ialah kenyataan “you help me, i help you” yang dipopularkan oleh dirinya semasa pilihan raya kecil di Sibu dan tersirat dalam ucapan belanjawannya baru-baru ini.

Kelemahan Kerajaan Persekutuan dari segi tadbir urus dan kapasiti pelaksanaan juga dapat dirumuskan melalui pelbagai penemuan Laporan Ketua Audit Negara 2010 yang hanya dikemukakan dalam Dewan Rakyat tujuh belas hari selepas dikemukakan kepada Kabinet BN yang disifatkan oleh “Guru Perlembagaan” Abdul Aziz Bari (gambar kiri) sebagai tidak sah di sisi Perlembagaan Persekutuan.

Memandangkan projek-projek di Sarawak melibatkan peruntukan besar merupakan janji seorang Perdana Menteri dan seorang Timbalan yang hubungan mereka diibaratkan sebagai CatDog (baca akhbar Harakah 31 Oktober – 3 November 2011) dan janji seumpama dibuat semenjak awal tahun 2010 sehingga baru-baru ini, mengapakah Laporan Ketua Audit Negara 2010 tidak menyediakan penemuan berhubung senarai projek Sarawak tersebut bagi tahun 2010? Sejauh mana tahap pelaksanaannya? Adakah majoriti projek tersebut melibatkan rundingan terus? Apakah maklum balas kerajaan terhadap kelemahan dan kecacatan yang wujud? Apa pula cadangan Ketua Audit Negara dalam hal ini?

Pembaca yang celik pasti sedar, lumrahnya “missing part” (kalau ada) lebih menarik daripada apa yang dipersembahkan. Persembahan sepinggan nasi berharga RM3 memerlukan belanja besar perkhidmatan syarikat antarabangsa. “Missing part” tak perlukan juru kamera, “silence is also an answer”.

Berdasarkan jawapan yang diberi kepada ahli parlimen Seputeh Teresa Kok pada 21 Jun 2011 oleh si anak bangsawan, sehingga 30 April 2011, sebanyak 62 program/projek bernilai RM 1.18 billion telah diumum untuk dilaksanakan di seluruh Negeri Sarawak.

Namun, berdasarkan maklumat yang diperolehi Kajian Politik untuk Perubahan (KPRU), apabila diteliti senarai projek yang dijanjikan oleh si anak bangsawan dan Timbalannya, sehingga 1 Oktober 2011, sebanyak 310 projek bernilai RM2.3 bilion telah diluluskan untuk dilaksanakan di seluruh Negeri Sarawak.

Namun, tahap penyempurnaan projek masih tidak memuaskan. Penemuan KPRU (bukan penemuan Ketua Audit Negara) adalah seperti berikut: daripada 310 projek yang dijanjikan, projek yang belum disempurnakan melibatkan projek bernilai besar sehingga mencakupi 91.86% (bersamaan dengan RM2 bilion) daripada jumlah kos keseluruhan bagi semua projek bernilai RM2.3 bilion.

Sesungguhnya, sama ada projek berkaitan masih dalam pelaksanaan atau telah disiapkan, pelbagai kontroversi atau tuduhan yang berbangkit tidak diendahkan oleh pihak berkaitan dalam kerajaan. Kontroversi atau tuduhan yang berbangkit merujuk kepada antara lain, pembaziran yang berlaku, ketidaktelusan kerana pemberian projek secara rundingan terus dan sebagainya.

Umpamanya, projek bekalan elektrik luar bandar bagi kawasan Parlimen Serian dengan kos RM18.7 juta dengan sembilan projek melibatkan 608 buah rumah. Projek tersebut diberikan secara rundingan terus dan menimbulkan kontroversi. Dakwaan penyalahgunaan kuasa oleh Menteri tidak dilayan oleh Kerajaan BN.

Semenjak 21 Oktober 2009, ahli parlimen Batu Tian Chua telah mengemukakan bukti tambahan berhubung dakwaan penyalahgunaan kuasa Menteri Kemajuan Luar Bandar dan Wilayah, Mohamad Shafie Apdal (gambar kiri) dalam pemberian projek Bekalan Elektrik Luar Bandar (BELB) di Sabah dan Sarawak. Shafie didakwa sebagai menteri yang bertanggungjawab telah menggunakan kroni-kroninya sebagai “broker” untuk menganugerahkan projek BELB kepada kontraktor yang sudi memberi komisyen kepada beliau.

Kemudian, Tian Chua mendedahkan bukti mengenai dua lagi syarikat yang diberikan kontrak berjumlah RM30 hingga RM80 juta oleh BELB melalui rundingan terus, bukan melalui tender. Menurutnya, dua syarikat berkenaan iaitu Magnate Innovation Sdn Bhd dan Ternama Tabah Sdn Bhd tidak memenuhi kriteria sebagai syarikat kontraktor kerana tidak berdaftar dengan pusat khidmat kontraktor (PKK) dan tidak berdaftar dengan Suruhanjaya Tenaga serta tiada sijil pengiktirafan taraf bumiputera. Magnate Innovation Sdn Bhd didaftarkan pada 12 Februari lalu dengan modal hanya RM2. Manakala Ternama Tabah Sdn Bhd bermodalkan RM100.

Sehingga hari ini, kes ini tidak melihatkan sebarang perkembangan walaupun telah dilaporkan kepada Suruhanjaya Pencegahan Rasuah Malaysia (SPRM). Kini syarikat projek tersebut dimaklumkan sebagai Shorefield Sdn. Bhd. Apakah syarikat tersebut merupakan penjelmaan baharu syarikat sebelum itu yang didakwa tidak memenuhi kriteria? Pelbagai persoalan menunggu jawapan si anak bangsawan yang menabur janji tersebut.

Lebih penting ialah keutamaan diberi kepada pelaksanaan pemberian projek melalui proses pembidaan atau tender terbuka dan bukannya rundingan terus. Semasa melancarkan Pelan Program Transformasi Ekonomi (ETP) pada 25 Oktober 2010, si anak bangsawan cuba melakarkan harapan baharu kepada rakyat Malaysia dengan menjanjikan pelaksanaan pemberian projek ETP melalui proses tender kompetitif (competitive tender). Izinkan saya memetik kata-katanya:

We will ensure the big projects are conducted in an open and transparent way. To ensure a level playing field, we will use competitive tender as the “default” process. Only in exceptional cases, we will resort to restricted or direct negotiations.

Terjemahannya berbunyi: Kita akan memastikan projek besar dikendalikan dengan cara terbuka dan telus. Bagi mewujudkan suasana sihat dan adil, kita akan menetapkan persaingan pembidaan sebagai proses utama. Hanya dalam kes tertentu, kita akan mengizinkan rundingan terhad atau terus.

Namun, janji si anak bangsawan bahawa projek besar akan diberikan melalui proses pembidaan nampaknya bercanggah dengan apa yang dilaksanakan oleh Kerajaan BN. Hal ini dapat dibuktikan dengan meneliti Laporan Ketua Audit Negara 2010.

Umpamanya, Kementerian Kesihatan telah menandatangani perjanjian bernilai RM92.04 juta pada November 2007 bagi projek pembinaan klinik desa dan dua unit kuarters kelas G (KD2G) meliputi 87 lokasi di seluruh negara. Enam kontraktor telah dilantik secara tender terhad untuk melaksanakan pembinaan di enam zon iaitu Zon Utara, Zon Tengah, Zon Selatan, Zon Timur, Zon Sabah, dan Zon Sarawak. Namun, Ketua Audit Negara mendapati bahawa kesemua 87 projek gagal disiapkan dalam tempoh yang ditetapkan. Sehingga tarikh akhir lanjutan masa pertama, hanya dua projek dapat disiapkan. Sehingga tarikh akhir lanjutan masa kedua, hanya 17 projek dapat disiapkan. Sehingga 31 Disember 2010, hanya 72 projek atau 84.7% dapat disiapkan.

Sesungguhnya, kekurangan ketelusan merupakan salah satu faktor utama pembaziran berlaku dalam perbelanjaan negara. Selain unjuran pembaziran yang dberikan oleh agensi atau pertubuhan yang kredible sebelum ini termasuk Pemudah dan Bank Dunia, projek-projek yang seringkali melibatkan peningkatan kos telah menjadi lumrah di Malaysia apabila diteliti laporan-laporan Ketua Audit Negara yang dikemukakan saban tahun.

Meskipun skrip para menteri dan agensi seperti SPRM cuba melakarkan persepsi bahawa Kerajaan BN akan berubah dan tindakan akan diambil. Tetapi majoriti yang silent tahu, biar si anak bangsawan mempersembahkan kepada kita semua apa yang diingatkannya dapat meyakinkan kita, tiba PRU Ke-13 nanti, kita akan tunjukkan kepada si anak bangsawan apa itu cool dengan mencipta sejarah baharu untuk tanah air yang kita cintai. Ini semangat belia zaman kini yang dipaparkan di segenap pelosok dunia. Sepinggan nasi yang berharga RM3 tidak mampu mengubah trend sebegitu.

Lagipun… wahai Ketua Audit Negara, betulkah nasi sepinggan RM3?

Tidak Ada Pilihan Raya Sehingga Tuntutan Bersih Dipenuhi- Azmin

Pakatan Rakyat menggesa Jawatan Khas Parlimen (PSC)  mengemukakan saranan kepada kerajaan supaya pilihan raya tidak diadakan sebelum proses penambahbaikan dijalankan.

Timbalan Presiden KEADILAN, Mohamed Azmin Ali berkata, PSC juga perlu meneliti lapan tuntutan oleh  Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) bagi tujuan itu.

"Kita mahu jawatankuasa (PSC) kemuka saranan kepada kerajaan supaya tak ada pilihan raya sehingga Jawatankuasa memberikan maklum balas dan cadangan bertujuan menambah baik proses pilihan raya.

"Kami  membawa lapan  tuntutan Bersih dan berharap jawatankuasa memberi ruang yang luas kepada (Pengerusi Bersih) (Datuk) Ambiga untuk kemukakan hujah menyokong lapan tuntutan, yang mewakili 60 NGO dan berharap jawatankuasa ini bebas dari tangan-tangan politik," kata Ahli Parlimen Gombak itu.

Lapan tuntutan Bersih itu ialah membersihkan senarai undi, reformasi undi pos, penggunaan dakwat kekal, akses media yang bebas dan adil, tempoh kempen minima 21 hari, memperkukuh institusi awam, menghentikan rasuah dan menghentikan politik kotor.

Sehubungan itu kata Azmin, Wakil Pakatan Rakyat dalam PSC  akan memanggil Suruhanjaya Pilihan Raya (SPR) sebagai saksi pertama dalam mesyuarat ketiga mereka esok.

"Kita tidak mahu jawatankuasa (PSC) ini dijadikan helah untuk lengah-lengahkan reformasi pilihan raya,"  tambah Azmin pada sidang media di Parlimen hari ini.

Turut hadir dalam sidang media itu wakil Pakatan dalam PSC – Dr Hatta Ramli (Pas)  dan Anthony Loke (Dap).

Sementara itu Anthony Loke berkata, SPR tidak boleh memberi alasan untuk tidak menghadirkan diri ke mesyuarat esok  kerana PSC telah memberi notis kepada mereka.

"Seperti yang kita sedia maklum sebahagian besar masalah tak perlu kepada pindaan perlembagaan kalau SPR serius untuk melakukan reformasi pilihan raya,"

"SPR jangan beri alasan untuk kata mereka tidak tahu. Kita (PSC) telah beri banyak notis beberapa kali. Esok sudah mesyuarat ketiga," kata beliau.

University College London UCL : Anwar Came, Saw, Conquered

Looking at Anwar Ibrahim, the Opposition Leader, deliver his talk, one would never have guessed that he was hounded by the BN government, on a list of trumped-up charges as long as his arm.

He was witty and informative when engaging with the audience; brutal and incisive when mocking Prime Minister Najib Abdul Razak’s administration.

NONEAnwar (right) recently gave a speech at University College London (UCL), entitled 'The Struggle for Justice and Democracy in Malaysia’.

He won over the crowd, who were mainly Malaysians studying or working in England. Anwar has universal acclaim and the 'mat salleh’ who were present can’t have attended just because they were curious to see the man whom BN has portrayed as a raving sex maniac, who can’t have enough of women, or men.

For a man whose private life has been paraded around the world with the farcical Sodomy I and II trials, and Sex Videos I and II, Anwar did not look like a condemned person.

With steely determination, he told the crowd that he has vowed to clear his name, restore his family’s reputation and defend his honour.

BN painted Anwar as a sexual deviant and lined people up to reveal sordid allegations about him. If true, then Anwar should have felt at home in Soho, the racy red light area with its gay bars, porn-shops and fallen women, close to UCL.

But a sexual lunatic he is not.

No compromise

Anwar who is famed for his skill as an orator, talked passionately about Pakatan’s policies, its budget and his vision of a Malaysia that will be shaped by its youth.

He was adamant that the new Malaysia should be governed with transparency, accountability, and where the corrupt would be punished. He offered no compromise on his party’s multiracial policy.

He told the students that they were responsible for determining Malaysia’s future. He said: “Everyone is born to be free. Freedom cannot be negotiated.”

He cajoled and persuaded them: “You must make a stand and exercise your rights….”

He challenged them: “You must learn to ask questions….”, and warned them that Najib’s administration feared the truth.

He criticised Najib’s performance at 'prime minister’s question time’ in Parliament: “I asked him repeatedly, when the ISA will be abolished. I wanted an undertaking that GE-13 would not be conducted before reforms were implemented…. Najib simply smiled. He was unresponsive….. It was like having a dialogue with the deaf….. Why bother calling it 'question time’?”

He questioned the conduct of parliamentarians when he quizzed BN about the fund meant to help poor farmers, which was pocketed by BN cronies: “There was a collective silence.”

mahathir responses to suaram report 02He castigated former prime minister Mahathir Mohamad (right), whom he has forgiven for sending him to jail: “He (Mahathir) levelled charges of sodomy against me because this is taboo with the rural Malays.”

He mocked the religious hypocrisy of the BN elite: “Mahathir’s son bought RM2.9 billion of San Miguel shares but one Malay girl had her life torn apart and was herself almost whipped for a glass of beer.”

With humility he told the audience: “You may listen to me and choose to agree or disagree with me. Or you can support Umno. It is your right. There is no denying it.”

And he injected a bit of comedy in his talk: “For 13 years, BN and the Malaysian media have hounded me, except for three days last Hari Raya…….I had a three day break when they focused on Mat Sabu of PAS.”

The Malaysians had travelled from the East Midlands, Shropshire and the North-East, and the majority were students, from colleges and universities in and around London. Expat Malaysians, concerned about the unpredictable political landscape, came to hear the latest developments.

The talk was at times depressing, particularly the part about BN being prepared to cheat, to 'win’ GE-13. There remained one glimmer of hope; the large presence of Malay students in the audience.

For years, the Malaysian government actively discriminated against Malay students. A culture of fear was promoted by the Malaysian high commissions and embassies around the world.

Consequently, Malay students distanced themselves from such talks.

Malays are deliberately singled out by BN to keep them ignorant. To keep them from learning. And to keep them from being exposed to other cultures, races and thinking patterns.

Dangerous Malay

A knowledgeable Malay is dangerous. BN knows that a questioning Malay would ultimately lead to BN’s demise. One individual can be silenced. But many?

BN treats the Malay like a semi-literate and a slave. Its brainwashing technique has been perfected so that the Malay mind is trapped by his imaginary tempurung, wherever he is in the world.

If we want a better Malaysia, the Malays must be brought into the loop. If we want to progress as a nation the Malays must contribute and share the limelight.

Umno’s propaganda is based on fear and warns of a threat to Malay survival. BN claims Anwar will sell Malaysia to the non-Malays and that Pakatan is controlled by the Chinese.

What BN really meant was that their own survival was in danger.

The Malay elite is at liberty to be open-minded but he subjugates his poorer Malay cousin. The elite cream off the best in life, but leave others destitute.

In effect, Malaysia has been 'stolen’ by its corrupt Malay leaders.

Warning letters

Informed sources allege that the modus operandi of the consulate officials is to warn Malaysian students to stay away from these 'opposition’ lectures.

Sometimes, the Malaysian embassy sends out 'warning’ letters. But as Anwar related, deans of Indonesian and American universities have cautioned the embassies, and threatened reprisals if this practice were to continue.

Some allege that agents of the government masquerade as students, to spy, as they move in student circles.

Most government scholarship holders are Malay, and many come from poor backgrounds. Only the brazen few or privately financed students will attend 'opposition’ lectures.

The majority stay away for fear of losing their funding. They fear the shame of terminating their studies. They fear the wrath of their families. They fear rejection by the community. But most of all, they fear missing the best chance to lift themselves and their families from poverty for a better future.

Isn’t it ironical that students stay away because they fear BN’s long reach? This emphasises the significance of Anwar’s speech 'The Struggle for Justice and Democracy in Malaysia’.

Anwar’s proclamation which rang in everyone’s ears was: “With your help, and given fair and clean elections, Pakatan will form the next government.”

Anwar’s talk was oversubscribed and the huge presence of students, including many Malays, is heartening.

Perhaps the culture of fear which the Malaysian government tried to export to student populations overseas is vaporising.

Perhaps Najib is not only losing his grip on the economy, but also on the students.

BN’s propaganda and emphasis on the sodomy trials, meant that many students were unaware that Anwar was once DPM or finance minister.

Anwar’s talk was an eye-opener and many students responded positively.

This generation of Malay youth wants a well-rounded education and refuses to be cowed by Putrajaya. Overseas, non-Malay students have never felt the crippling grip of the BN government.

Acquiring knowledge at universities around the world is one thing.

But learning to live with freedom of expression, where basic human rights are not denied and where university professors are not suspended or sent live bullets in their mail, is a shallow learning curve for Malaysian students.

Saya mengecam kenyataan palsu dan berunsur fitnah oleh Menteri Belia dan Sukan Datuk Shabery Cheek di Parlimen bahawa Kerajaan Negeri Selangor terlibat dalam kemasukkan seorang warganegara Israel ke Malaysia untuk perfileman siri televisyen realiti antarabangsa, “The Challenger Muay Thai.”

Menteri Belia dan Sukan tidak patut menunding jari pada pihak lain. Sebagai seorgan menteri, beliau patut sedar hal imigresen berada di bawah bidangkuasa Kerajaan Persekutuan.

Selangor telah berjaya menarik siri televisyen bercorak realiti tersebut untuk difilemkan di negeri Selangor. Penerbit siri tersebut merupakan pihak yang mengeluarkan program-program televisyen lain yang telah memenangi anugerah seperti “The Contender,” “The Biggest Loser Asia” dan “The Apartment.”

Walau bagaimanapun, Selangor langusung tidak terlibat dalam penganjuran persaingan tersebut, pemilihan ahli sukan ataupun penerbitan siri televisyen tersebut. Kami tidak menjemput mana-mana ahli sukan ataupun menandatangani sebarang dokumen sokongan untuk membolehkan warganegara Israel memasuki Malaysia. Jika kami dimaklumkan, Kerajaan Negeri Selangor pasti memohon kepada Kementerian Belia dan Sukan dan Jabatan Imigresen supaya menolak kemasukkan warganegara Israel tersebut.

Pendirian Pakatan Rakyat adalah jelas. Demi semangat setiakawan dengan rakyat Palestin, Malaysia tidak patut mewujudkan sebarang hubungan diplomatik, perdagangan, budaya ataupun sukan dengan rejim Zionis-Israel. Hubungan dengan Israel hanya boleh dipertimbangkan kalau dan apabila ia mengiktiraf hak-hak rakyat Palestin dan menghentikan tindakan ganas terhadap negara-negara jiran.

Ini merupakan kali kedua tahun ini Menteri Belia dan Sukan telah membenarkan warganegara Israel memasuki Malaysia dengan pas masuk khas. Kami menyeru Kerajaan Persekutuan untuk menghentikan pengeluaran pas masuk khas kepada warganegara Israel sehingga negara Israel mengiktiraf kenegaraan Palestin.

On the false and malicious statement made by the Youth and Sports Minister in Parliament on 31st Oct 2011

I object to the false and malicious statement made by Youth and Sports Minister Datuk Shabeery Cheek in Parliament that the Selangor Government was involved in bring an Israeli citizen into Malaysia for the filming of the international reality television series ‘The Challenger Muay Thai”.

The Youth and Sports Minister should not point fingers at others, knowing full well immigration matters are under the jurisdiction of the Federal Government. 

Selangor had won the bid for the reality television series to be filmed in the state from the award-winning reality television producers of ‘The Contender’, ‘The Biggest Loser Asia’ and ‘The Apartment’. 

However Selangor is not involved in organising the competition, in the selection of fighters or in the production of the reality television series. We did not invite any of the fighters or sign any support documents for an Israeli national to enter Malaysia. If we had prior information, we would have firmly told the Ministry of Youth and Sports and the Immigration Department not to grant entry.

Pakatan Rakyat policy is clear:- We believe that, in the spirit of solidarity with the Palestinian people, Malaysia should have no diplomatic, trade, cultural or sports ties with the Israeli Zionist regime. Relationship with Israel may be considered only if it recognizes the right to self-determination of the Palestinian people, and all aggression stopped towards its neighbors.

This is the second time this year the Youth and Sports Minister had allowed an Israeli national to enter Malaysia on a special entry pass. We call upon the Federal Government to stop granting special entry for Israeli nationals unless and until Israel recognises the Palestinian statehood.

Meskipun kontroversi cincin RM24 juta yang dikaitkan dengan Datin Seri Rosmah Mansor masih belum reda, pengkritik Datuk Seri Najib Razak kini menjadikan anak perempuan perdana menteri sebagai sasaran mereka.

NONEIni berikutan laporan berita yang dikatakan disiarkan di sebuah akhbar di Australia Barat yang  mendakwa bahawa anak gadis perdana menteri membelanjakan A$60,000 (RM195,000) semasa  membeli-belah di David Jones, antara gedung terbesar di Australia.

Bagaimanapun kesahihan berita itu belum disahkan, tetapi satu salinan keratan berita kecil tanpa tarikh dan logo akhbar berkenaan mula diedarkan di negara ini. Namun ini tidak menghalang para penulis blog pembangkang dan akhbar rasmi PKR,Suara Keadilanmemetik keratan itu dan menyiarkan laporan tersebut.

Selain itu, laporan bertajuk 'Delegates go shopping and sightseeing' atau ‘Perwakilan membeli-belah dan bersiar-siar’ juga dimuatkan di banyak laman Facebook.

Bekas ahli jawatankuasa ousat PKR Badrul Hisham Shaharin atau lebih dikenali sebagai Chegubard, menulis di blognya "ketika rakyat terus dibayah payah meneruskan kehidupan seharian keluarga pemimpin negara terus bermewah".

Makin terhimpit

"Rakyat makin terhimpit dengan kos kehidupan yang makin menggila. Regim penguasa semakin gagal mengawal kenaikan harga barang dan perkhidmatan malah dalam pada masa yang sama perbagai cukai diperkenalkan terus menjerut rakyat. rasuah dan pemborosan semakin menggila.

PKR Supreme Council member cum PKR Sabah Secretary Dr Roland Chia is deeply sad and angry with the failure of computer lab projects in Sabah. It is a "failure" because only two of the 300 labs were ready in December 2010.

According to the 2010 Auditor-General's Report. One of the schools that was singled out was out Sekolah Kebangsaan Kepayan, Penampang which is in the vicinity of the capital city

He singled this out while attending as the guest for a PKR wanita dinner function that was held in Putera Ballroom on the 28 October 2011 which was also graced by Yb Zuraida kamarudin , National Wanita Chief and also Member of Parliament of Ampang. In attendance was also Pn Christina Liew – KK Division Chairlady. The organizing chairladies were Pn Winnie Juani & Pn Edith Poigi.

The auditor report also said that the stock of ICT equipment untouched for three years. "The equipment was found in the original packaging and was not disbursed because 99.3% of the computer labs were incomplete," In addition – it was mentioned that "A portion of these labs are also suffering damages from termite infestation," it said.

Accordingly to Auditor General's report, the RM160.74 million project in Sabah for building and equipping 300 computer labs for primary and secondary schools has failed miserably. Only 2 computer labs have been completed and handed over to the Ministry of Education. . "This is despite a six-month extension and after RM98.9 million (86%) of the RM113.73 million was spent on the construction cost," the report said. The project was purportedly awarded to TimeCom Holdings Sdn Bhd and is supposed to last for 18 months from Oct 31, 2006 to Apr 30, 2008. After prolonged delays, only 2 of the labs were completed as of 2010 with the others in various stages of construction. "This failure to meet the deadline has resulted in the Education Ministry incurring RM3.17 million in liquidated and ascertained damages for the period between Nov 1, 2008 and May 11, 2009. However, the ministry has terminated this contract in March 2010." The audit report stated that the hiring of an untrustworthy contractor had prevented Sabah from implementing the teaching and learning of information and communication technology (ICT) in its schools.

With regards to implementation of ICT in rural schools, Dr Roland Chia has received numerous complaints from the PKR divisions that most of the computer labs were non functioning as there were facing difficulties in electricity connection from the Sabah Eletricity Sdn Bhd authorities. In addition to that, the labs were rendered useless, as many of these rural students struggled even to go to schools due to high transportation cost – who lived more than 20km from the nearest schools. This definitely does not augur well with the 1-Malaysia concept of Rakyat Didahulukan Pencapaian Diutamakan.

PKR Supreme Council member - Dr Roland Chia Ming Shen was on site to inspect the scene, expressed concern over the incident that took place which resulted in the collision between a Sabah Railway train and a fuel tanker yesterday in Kapayan which is in the vicinity of the city.

This incident revealed gross negligece by the part of the relevant authorities in handling of the long standing decade long issues of illegal crossings & private crossings along the railway track from Tanjong Aru all the way up to Tenom. It was claimed that there are hundreds if not thousands of such crossings.

However Dr Roland Chia was relieved that there were no fatalities apart from the reported 12 injuries and wished them rapid recovery. PKR urged the relevant authorities to come up with immediate solutions & answers so that no more lives will perish and also no more lives will be injured which will result in anguish and pain to the families affected.

This accident has also caused a huge explosion at Jalan Kepayan-Jalan Lintas junction near the Kota Kinabalu international airport here which resulted in massive traffic jam and delayed in commuters and car travelers going back home.

This is the second incident that involved the only railway services in Sabah. The earlier was an incident in 2008 in Tenom that rendered 2 fatalities and many injured when the train jumped the tracks and plunged into the Padas river.

Dr Roland Chia urged the government to come out with answers/solutions to the perennial problems as a result of this incident.

1. A Sabah Railways spokesman described the crossing as illegal. Many residents that lived along the railway tracks from Tanjong Aru right up to tenom claimed that there are hundreds if not thousands of such illegal crossings. But the government is silent in solving this long standing problems that has been decades long . If this is a illegal crossing- why there was no concerted effort to resolve this illegal crossings? Ie consultation with residents and commercial owners concern?

2. Why weren't there any automatic gates at major level crossings being put up especially where one involves a petrol station that is near the vicinity?

3. Aren't there supposed to be crossing barriers with alarm sound constructed at every crossing junctions to warn vehicle drivers of oncoming trains? So who's at fault now? There were even claims that some of these thousands and thousands of ringgits at major level crossings are not functioning.

Now the so called delayed tax payers money of RM400 Million railway upgrade project awarded back in 2006 that was scheduled to be completed in 2008 followed by another delay of 18months – which was only commissioned early this year has gone down the drain.

azlanKongres Kesatuan Sekerja Malaysia (MTUC) hari ini memberi jaminan piket yang akan diadakan di seluruh negara Khamis ini akan diadakan secara aman.

Setiausaha Agung MTUC Abdul Halim Mansor juga berkata piket bagi membantah pindaan terhadap Akta Kerja 1955 yang diluluskan Parlimen pada 6 Oktober lepas, tidak akan mengganggu ketenteraman awam serta tidak mengganggu tugas pekerja terbabit kerana ia akan diadakan selepas waktu bekerja iaitu antara pukul 5 hingga 6.30 petang.

Beliau berkata sebanyak 18 lokasi piket telah ditetapkan iaitu Seksyen 15 Shah Alam, Jalan Persiaran Kuala Selangor, Teluk Panglima Garang, Jalan Barat Petaling Jaya, Bukit Raja Klang, Rawang/Sungai Choh di Selangor, Pulau Pinang (Hadapan Pearl View Hotel, Prai), Melaka (Jalan Bukit Beruang Air Keroh), Negeri Sembilan (Padang Majlis Perbandaraan Seremban).

Di Perak (Hadapan bangunan MTUC, Ipoh), Pahang (Padang Masjid Negeri, Kuantan), Kelantan (hadapan Kota Baharu Trade Centre), Johor (hadapan MasjidJamek Kampung Pasir, Batu 5 Jalan Skudai), Kuala Lumpur (hadapan bangunan KWSP Jalan Raja Laut), Sabah (hadapan Tang Dynasty hotel dan Centre Point Kota Kinabalu), Kedah (hadapan Sime Tyre International, Mergong) dan Sarawak (hadapan Bangunan Sultan Iskandar, Kuching).

Ketika dihubungi Bernama, Abdul Halim berkata pihaknya telah menghantar surat kepada Ketua Polis Negara bagi memaklumkan tujuan serta lokasi piket itu diadakan.

"Berdasarkan pengalaman selama 30 tahun bersama MTUC, saya memberi jaminan bahawa piket ini akan berlangsung secara aman bagi membela nasib pekerja dan memastikan perlindungan serta hak-hak pekerja terjaga.

"Insya-Allah piket ini akan mendapat sambutan yang menggalakkan daripada pekerja berdasarkan lokasi yang kita pilih iaitu berhampiran dengan tempat kerja bagi memudahkan mereka datang memberi sokongan," katanya.

Beliau berkata piket itu di jangka melibatkan antara 300 hingga 500 orang di setiap lokasi dan pegawai kesatuan telah diberi tanggungjawab memastikan piket berlangsung secara aman.

Ditanya mengenai bantahan terhadap pindaan Akta Kerja 1955 itu, Abdul Halim berkata isu utama mengenai pindaan akta itu ialah wujudnya kontraktor tenaga kerja dan ini membolehkan majikan 'mengupah' kontraktor itu memberikan tenaga kerja kepada majikan berkenaan.

Beliau berkata sistem itu membuatkan pekerja itu bekerja untuk kontraktor bukan majikan berkenaan menyebabkan majikan tidak mempunyai tanggungjawab secara terus menjaga kebajikan pekerja terutamanya melibatkan caruman Pertubuhan Keselamatan Sosial (Perkeso) dan Kumpulan Wang Simpanan Pekerja (KWSP).

APA HUBUNGAN MALAYSIA DGN ISRAEL ~ SUSAH KE NAK JAWAB

PETALING JAYA: Ahli Parlimen Bakri, Er Teck Hwa berkata sikap membisu Menteri Perdagangan Antarabangsa dan Industri Datuk Seri Mustapa Mohamed apabila diajukan soalan mengenai hubungan diplomatik dengan Israel disifatkan mempunyai 'udang disebalik batu'.
Er mendapati kenyataan dalam sebuah laman web www.anakmudamalaysia.com bahawa wujud beberapa dokumen kastam, buku-buku dan ucapan Menteri Perdagangan dan Industri Israel yang menunjukkan hubungan dagang dengan Malaysia.
Maka penjelasan lanjut dikemukakan beliau ketika persidangan Dewan Rakyat semalam sehingga menyebabkan beliau diarahkan meninggalkan dewan oleh Speaker Tan Sri Pandikar Amin Mulia.
Katanya disebabkan keengganan menteri menjawab disebalik kebenaran laman web itu menunjukkan seolah-olah kerajaan menyorokkan sesuatu berhubung hal tersebut.

"Saya hanya meminta Menteri untuk menjawap benar atau tidak wujudnya hubungan dagang ini. Sekiranya tidak, Perdana Menteri harus menafikan kenyataan Menteri Perdagangan dan Industri Israel, Mischa Harish yang menyebut secara jelas dalam kata-kata aluan beliau dalam majalah promosi perdagangan Isreal.
Menteri Israel itu dipetik sebagai berkata, "The public declaration of the Malaysian Prime Minister and Minister of International Trade and Industry that their country intends to pursue economic relations with Israel is another milestone in the development of trade in this continent."
"Kenyataan Mischa Harish ini boleh mengguris hati bukan sahaja umat Islam di Malaysia tetapi juga seluruh rakyat yang mengutuk kekejaman tentera Zionis Israel terhadap rakyat awam Palestin beberapa tahun ini," dakwa beliau.
Menurut Er selama ini kerajaan Barisan Nasional (BN) kerap menuduh Pakatan Rakyat sebagai agen zionis, namun hakikatnya mereka yang sebenarnya bersekongkol dengan Israel.
Er berkata isu ini bukan kecil kerana ia melibatkan pandangan dunia terhadap Malaysia, memandangkan seantero dunia menyelar kekejaman Israel terhadap Palestin.
Jelas beliau, Malaysia dilihat vocal dalam menyuarakan pandangan mengutuk kekejaman Israel, malah negara kita aktif menyalurkan bantuan kemanusiaan terhadap penduduk Palestin.

Sebuah portal melaporkan seorang pelatih PLKN mendakwa beliau telah diserang oleh 11 jurulatih PLKN di Kem PLKN Tasik Chini, Pahang. Satu berita yang amat merisaukan ibu bapa yang mempunyai anak di PLKN. Sejak 2004 kerajaan telah membelanjakan sebanyak RM4.7 billion untuk program PLKN.

Jika ini hasilnya, berbaloikah bajet RM4.7 billion tersebut untuk pelatih, kerajaan, kontraktor, pembekal, rakyat?

Sebelum ini telah berlaku kes pergaduhan di Kem PLKN Tasik Chini. Juga Kem PLKN Tasik Chini juga pernah ditutup kerana penularan wabak.

Pakatan Rakyat menggesa Jawatan Khas Parlimen (PSC) mengemukakan saranan kepada kerajaan supaya pilihan raya tidak diadakan sebelum proses penambahbaikan dijalankan.

Timbalan Presiden KEADILAN, Mohamed Azmin Ali berkata, PSC juga perlu meneliti lapan tuntutan oleh Gabungan Pilihan Raya Bersih dan Adil (Bersih 2.0) bagi tujuan itu.

"Kita mahu jawatankuasa (PSC) kemuka saranan kepada kerajaan supaya tak ada pilihan raya sehingga Jawatankuasa memberikan maklum balas dan cadangan bertujuan menambah baik proses pilihan raya.

"Kami membawa lapan tuntutan Bersih dan berharap jawatankuasa memberi ruang yang luas kepada (Pengerusi Bersih) (Datuk) Ambiga untuk kemukakan hujah menyokong lapan tuntutan, yang mewakili 60 NGO dan berharap jawatankuasa ini bebas dari tangan-tangan politik," kata Ahli Parlimen Gombak itu.

Lapan tuntutan Bersih itu ialah membersihkan senarai undi, reformasi undi pos, penggunaan dakwat kekal, akses media yang bebas dan adil, tempoh kempen minima 21 hari, memperkukuh institusi awam, menghentikan rasuah dan menghentikan politik kotor.

Sehubungan itu kata Azmin, Wakil Pakatan Rakyat dalam PSC akan memanggil Suruhanjaya Pilihan Raya (SPR) sebagai saksi pertama dalam mesyuarat ketiga mereka esok.

"Kita tidak mahu jawatankuasa (PSC) ini dijadikan helah untuk lengah-lengahkan reformasi pilihan raya," tambah Azmin pada sidang media di Parlimen hari ini.

Turut hadir dalam sidang media itu wakil Pakatan dalam PSC – Dr Hatta Ramli (Pas) dan Anthony Loke (Dap).

Sementara itu Anthony Loke berkata, SPR tidak boleh memberi alasan untuk tidak menghadirkan diri ke mesyuarat esok kerana PSC telah memberi notis kepada mereka.

"Seperti yang kita sedia maklum sebahagian besar masalah tak perlu kepada pindaan perlembagaan kalau SPR serius untuk melakukan reformasi pilihan raya,"

"SPR jangan beri alasan untuk kata mereka tidak tahu. Kita (PSC) telah beri banyak notis beberapa kali. Esok sudah mesyuarat ketiga," kata beliau.

Demokrasi ala Malaysia: Di mana ditambat, di situlah tempat makan dan berak!

"Justeru, mahasiswa, malah rakyat keseluruhannya, tidak sepatutnya diletakkan sama taraf dengan haiwan peliharaan; di mana ditambat di situlah tempat makan, kencing dan berak.

Ada sekurang-kurangnya dua perkembangan positif sejak kebelakangan ini berhubung demokrasi dan kebebasan bersuara di negara ini. Dua berkenaan ialah masing-masing satu daripada administratif dan legislatif

Pertama, pada 30 Oktober 2011, Menteri Pengajian Tinggi, Datuk Seri Mohamad Khaled Nordin dilaporkan berkata, penuntut universiti perlu diberi sedikit ruang untuk melahirkan suara mereka berkaitan isu semasa selari dengan janji demokrasi kerajaan.

Bagaimanapun beliau tidak setuju mahasiswa terbabit dengan sebarang demonstrasi kerana bimbang akan digunakan oleh sesetengah pihak bagi kepentingan politik mereka.


Dan semalam, Mahkamah Rayuan memutuskan Akta Universiti dan Kolej Universiti 1971 (Auku 1971) yang melarang penuntut universiti menyertai politik bertentangan dengan Perlembagaan Persekutuan.

Ini adalah keputusan bersejarah dalam undang-undang membabitkan pentadbiran dan pengurusan institusi pengajian tinggi negara ini.

Mahkamah membuat keputusan 2-1 dalam permohonan empat penuntut Universiti Kebangsaan Malaysia (UKM) – Muhammad Hilman Idham, Woon King Chai, Muhammad Ismail Aminuddin dan Azlin Shafina Mohamad Adzha – mencabar peruntukan 15(5)(a), Auku 1971.

Defendan terdiri daripada kerajaan Malaysia, Kementerian Pengajian Tinggi dan UKM.

Hakim Datuk Mohd Hishamudin Mohd Yunus dalam penghakiman 21 muka surat berkata, Seksyen 15(5)(a) adalah tidak rasional kerana ia menghalang pembangunan pemikiran kritis dan asli penuntut yang institusi pengajian tinggi berusaha untuk mencapainya.

Katanya. universiti seharusnya menjadi tapak semaian ahli reformis dan pemikir dan bukan institusi untuk melahirkan penuntut ibarat robot. Jelas sekali, katanya, peruntukan itu bukan sahaja tidak produktif malah menindas.

Selain itu, menurutnya, kebebasan bersuara adalah satu daripada hak asasi utama yang dinikmati seseorang individu dan hak itu turut diiktiraf dalam pelbagai dokumen hak asasi manusia seperti Deklarasi Hak Asasi Manusia dan Perjanjian Antarabangsa Mengenai Hak Sivil dan Politik.

Ia adalah asas kepada pewujudan demokrasi dan menghormati nilai diri seseorang dan kebebasan bersuara diberi status terunggul dalam perlembagaan kebanyakan negara.

Seperti dilaporkan malaysianinsider.com, beliau tidak dapat memahami cara mana seseorang penuntut yang menyatakan sokongan atau bangkangan terhadap sebuah parti politik, boleh memudaratkan atau membawa kesan buruk kepada ketenteraman awam atau prinisp moral.

Hishamuddin berkata, kebanyakan penuntut universiti sudah mencapai usia matang yang mereka boleh menjalin perjanjian, saman dan disaman, boleh berkahwin dan memikul tanggungjawab ibu bapa serta mengundi jika mencapai usia 21 tahun.

"Namun secara ironi, mereka dimaklumkan secara sah mereka tidak boleh berkata apa-apa yang boleh dianggap sebagai sokongan atau bangkangan terhadap sebuah parti politik," katanya.

Datuk Linton Albert pula dalam penghakiman 15 mukasurat berpendapat seksyen itu melanggar Artikel 10(1)9a) Perlembagaan Persekutuan yang membenarkan kebebasan bersuara dan ekspresi.

"Sebuah enakmen perundangan yang melarang penyertaan dalam PRK adalah aspek penting demokrasi dan tidak dalam sebarang standard dikatakan sebagai munasabah," katanya.

Nah, sekarang jelas. Kepada pihak yang masih terbelenggu dengan dokma lama kononnya mahasiwa perlu 'diikat atau ditambat' agar tidak terbabit dengan sebarang aktiviti politik, kini patut sedar bahawa ia satu tindakan negatif dan amat tidak wajar dari sudut demokrasi, kebebasan berusara, malah hak asasi manusia.

Hujah yang menyatakan pembabitan mahasiswa akan menyebabkan pencapaian akademik terjejas adalah dangkal dan tidak benar sama sekali. Ia satu pembohongan nyata.

Di negara maju seperti United Kingdom dan Amerika Syarikat, mahasiwa diberi kebebasan bersuara tetapi unversiti mereka sentiasa menjadi 'superior' dan berada pada 'ranking' terbaik di dunia!

Apa status universiti Malaysia? Mereka yang menyokong supaya mahasiswa 'diikat dan ditambat' patut tahu apa kedudukan universiti negara ini berbanding universiti negara lain.

Justeru, mahasiswa, malah rakyat keseluruhannya, tidak sepatutnya diletakkan sama taraf dengan haiwan peliharaan; di mana ditambat di situlah tempat makan, kencing dan berak.

Sudah tentu kita semua tidak mahu demokrasi di negara ini menjadi hanyir dan jijik!

Cerita ni bukan diterbitkan oleh akhbar pro Pakatan Rakyat tapi cerita ni terkeluar dari akhbar West Australian dari Negara Kanggaroo yang menjadi tuan rumah persidangan CHOGM baru-baru ini. Cerita bagaimana rombongan anak beranak bershopping sakan kat negara tu, dan dah tentu para peniaga disitu mendapat untung yang berlipat ganda angkara tabiat anak beranak yang suka berbelanja sakan ni.

Akhbar itu melaporkan bahawa anak PM Najib berbelanja kira-kira RM195,000 untuk barangan berjenama di David Jones, sebuah shopping yang popular kat negara itu.


Manakala maknya pulak dikatakan berbelanja lebih hebat dari anaknya. Maknya berbelanja sebannyak RM487,000 hanya dengan membeli mutiara di gedung yang sama.


Memang kesempatan ini digunakan sepenuhnya untuk memenuhi nafsu berbelanja besar oleh anak beranak ini. Dua beranak ni saja dah berbelanja lebih dari setengah juta dalam masa beberapa jam dan didalam satu shopping kompleks saja. Kalau 4,5 hari lepak kat sana, mau berjuta-juta dah habis hanya dengan bershopping sakan.


Sumber berita dan keratan akhbar dari Australia ini diperolehi dari salah seorang ahli politik negara itu yang enggan namanya didedahkan. Bayangkan la ahli politik dari negara Australia pun naik jelek dengan tabiat anak beranak ni perabis duit. Dan tentu mereka kesana atas tanggungan kerajaan Malaysia.


Ahli-ahli rombongan yang pergi mewakili Malaysia kesana terdiri dari Timbalan Menteri Penerangan, Komunikasi dan Kebudayaan, Datuk Maglin Dennis D'Cruz, yang dilantik jadi Timbalan Menteri ikut pintu belakang, Timbalan Menteri DiJabatan Perdana Menteri, Datuk Mashitah 'darurat' Ibrahim, juga ikut pintu belakang dan Presiden PPP yang tewas dalam PRU12 lalu, Datuk M. Kayveas.


Cerita pasal cincin RM24juta yang dibeli dari Jacob & Co pun belum terjawab hingga kini dah timbul pulak pasal isu rantai mutiara. Memang keluarga PM yang keenam ni tak sunyi dari kontroversi.Naib sebagai PM, rasanya tak tertanggung nak berbelanja mewah macam tu.


Ni bukan kali pertama keluarga PM Najib ni dikecam akibat berbelanja mewah melampau-lampau, tapi memang jenis tak reti nak sedar diri lagi kot. Negara menanggung hutang sampai RM437billion, sedangkan keluarga PM bersenang lenang tanpa memikirkan nasib rakyat yang tersepit angkara kenaikan kos sara hidup.

Anak Cina minta peluang niaga, anak Melayu minta litar rempit

Kecoh di Bandaraya Pulau Pinang hari ini, rupanya beratus2 orang Mat Rempit mengamuk marahkan kerajaan negeri kerana tidak bina litar rempit untuk mereka.

Kononnya kumpulan ini hadir dengan upah seorang RM10 di samping sehelai T-shirt, mereka terdiri dari ahli-ahli Pemuda Umno Pulau Pinang.




Kesian aku tengok macam mana anak Melayu diperbodohkan oleh UMNO. Anak-anak muda Cina tuntut dari kerajaan peluang niaga dan peluang dapatkan pendidikan tetapi anak muda Melayu diajar tuntut litar rempit. Lepas ni mungkin UMNO Pulau Pinang akan hasut anak muda Pulau Pinang untuk tuntut kerajaan bekalkan mereka bekalan dadah dan gam secara percuma.

Jabatan Agama Islam Selangor (JAIS) telah mendapat waran tangkap ke atas Pelakon, pengacara dan penulis lirik terkenal Bob Lokman kerana didakwa menyampaikan ceramah agama tanpa tauliah.

Portal berita the Star.com memetik pengarah JAIS, Marzuki Hussin memberitahu wartawan di Shah Alam bahawa waran tangkap itu dikeluarkan pada 28 Oktober lalu yang membolehkan Bob ditangkap jika dikesan di negeri itu

"Jabatan kami sedang mencari Bob (kanan), kerana beliau dikehendaki membantu siasatan yang membabitkan dirinya. Kami dalam proses mengambil tindakan undang-undang bagi membolehkan Bob hadir di mahkamah (syariah).

"Beliau akan dibebaskan dengan jaminan selepas kenyataannya diambil," kata Marzuki dipetik akhbar itu.

Bob ditahan di Masjid Kampung Sungai Lui, Hulu Langat pada 10 Oktober lalu kerana didakwa menyampaikan ceramah agama tanpa tauliah kepada kira-kira 70 hadirin.

Meskipun diminta tampil memberi keterangannya oleh JAIS, Bob yang kini bergiat aktif bersama parti Islam PAS berkata tidak ada sebab untuknya bekerjasama kerana tindakan itu tidak ada kepentingan untuk Islam.

Penulis lirik berhantu "Isabella" itu berkata, ekoran pendiriannya itu, beliau sanggup menghadapi sebarang tindakan, termasuk kemungkinan menghadapi waran tangkap daripada mahkamah.

"Nak tangkap, tangkaplah. Saya tidak akan hadir. Sifat (JAIS) begini bukan hendak jaga keharmonian agama," katanya sambil memberitahu dia akan hanya berserah pada Allah.

Bob nama sebenarnya Muhammad Hakim Lokman, 47, disiasat mengikut Seksyen 119 (1) Enakmen Jenayah Syariah Selangor, yang jika sabit kesalahan boleh didenda tidak lebih RM3,000 atau penjara tidak lebih dua tahun.

Ini bukan kes pertama seumpa itu, sebelum ini ahli parlimen Shah Alam, Khalid Samad juga didakwa atas tuduhan yang sama.
