The Klang MP believes that the federal government’s decision to bail out Syabas was contradicting its original intention of privatising the water company.

PETALING JAYA: An opposition MP said that the federal government's decision to bail out water concessionaire Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) showed that the country's privatisation model had failed.

Klang MP Charles Santiago said the bailout itself was contradicting the government's original intention of privatising utility companies in the first place.

"The idea to privatise was mooted to cut cost on the government's side and to improve the water company's delivery system as it is run by the private sector.

"But now the government has to step in and spend a lot of money to save the company which was irresponsibly managed," said Santiago.

On Wednesday, a financial daily reported that Syarikat Pengurusan Aset Air Bhd (PAAB), the federal government's water asset management company, would acquire Syabas' bond debts for a whopping RM6.5 billion.

Earlier, the Selangor government had offered of RM6.3 billion to Syabas in its attempt to acquire its assets before the federal government stepped in.

The water concessionaire's problem began when it was barred from implementing a 37% tariff hike agreed upon in January 2009, as the Selangor government claimed the water distributor had not done enough to reduce leakages which cost the state millions.

Santiago believed the entire episode could have been avoided if Syabas had a managed itself responsibly in the first place.

"In a normal scenario, when a company makes money it will first pay off its debts before paying out dividends to its shareholders.

"Here we have the water concessionaire (Syabas) doing the reverse which had caused this problem," said Santiago.

He added that this also proved that the government was willing to pay for the mistakes of a private entity as long as it was a government crony.

"It's taxpayers' money that is being used to save this company. Is this the economic system the federal government is promoting under the New Economic Model (NEM)?

"The government seems to have money to bail out its rich cronies but it doesn't have enough funds to provide subsidies for the poor," said Santiago.

(雪蘭莪‧巴生25日訊)班達馬蘭武吉克拉容路(J a l a n B u k i tKerayong)沿路的地段,今早險些上演拆屋風波。

班達馬蘭武吉克拉容發展計劃的承包商,原定今日上午,在武吉克拉容路沿路的地段進行"清理"工作,包括拆除一間住家和一間汽車噴漆廠。

相關單位仍進行談判

不過,有關屋主和業者堅持此事件中的所有相關單位,仍在進行談判且未有最後結果,因此極力阻止對方進行"清理"工作,承包商見狀惟有收隊,無功而返。

據瞭解,承包商一早便安排挖泥機到現場,準備隨時展開"清理"工作,惟有關屋主黃清良和業者吳亞順,同樣嚴陣以待,其中黃清良更把自己的貨車停放在路口處,以阻止挖泥機駛入。

巴生區國會議員查爾斯在接獲武吉克拉容搬遷委員會主席徐志榮的投訴後也趕到現場,並與承包商代表張先生進行瞭解,讓此事件在和氣下獲得調停,未引發任何不愉快事件。

查爾斯:若承包商一意孤行屬違例

查爾斯說,各造的談判仍在進行中,未達任何共識,而且此案目前也在法庭審訊中,若承包商一意孤行進行拆除便是違例。

他說,根據承包商日前向屋主與業者發出的通知,雖指在本週三(25日)進行的是"清理"工作,但相信一旦有關工作展開,工程且將延伸至巴板路木屋區。

他表示已聯絡雪州行政議員依斯甘達,要求雪州政府介入協商,指示有關發展商暫停所有"清理"和拆除工作,直至談判結果出爐為止。

查爾斯說,事實上,這已是承包商第四次欲展開"清理"工作。同時相信承包商將會再有行動。他表示,若承包商一意孤行,他們將申請庭令禁止拆除,但這將導致事件再拖延個兩、三年,相信此舉對任何一方都沒有好處。

另一方面,徐志榮說,目前雙方的談判仍未有任何決定,他們還在等待中。

"最後一次的談判是在去年10月,我們希望對方可以前來與我們繼續協商,而我們的要求依然不變,即以1間賠1間,雙層樓的屋身面積是是20X70,總面積為2千平方呎,然而,發展商給予我們的賠償是一層半的屋子,總面積僅有1千400平方呎。"

據瞭解,有關發展計劃共佔地230英畝,其中涉及的地段包括武吉克拉容的50英畝和巴板路木屋區的95英畝;前者有25住家和工廠,以及3間神廟,而後者則還有117間木屋住戶。

DAP National Deputy Chiarman and MP for Kepong Dr Tan Seng Giaw calls on the Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi to present to Parliament a full report including the expenditure on the National Service training in the country.

Let us have a debate on the merits and demerits of this type of training before actually exending the period of training to longer than three months.

On 27.5.2011. Dr Tan comments on the statement by YB Datuk Seri Dr Ahmad Zahid Hamidi.

Yesrerday, the Defence Minister said the National Service training programme's three-month period might be extended as three months was too short a time to develop noble characters and foster a sense of patriotism. The matter would be discussed at a meeting of the National Service Training Council

We regard the instillation of universal values into youths as acceptable. We have to consider the millions of ringgits spent and the effectiveness of training programmes.

The National Service Trianing Department has 3,698 contract staff. They would be given permanent employment. How good are they?

We urge Datuk Seri Dr Ahmad Zahid Hamidi to present a detailed report to Parliament on the above-mentioned training programmes, so that we can assess the nature and the effectiveness of these trainings. Are they value for money?

"The Tiger That Lost Its Roar" Out Now!

My new book, the first one in English, "The Tiger That Lost Its Roar" is finally printed after countless "interruptions" (like elections)! It's a tale on Malaysia's Political Economy, written in such a way that I hope will be accessible to all Malaysians.

It's 350 pages thick, covers issues from foreign investment, privatisation, subsidies, NEP/NEM, financial scandals (especially PKFZ), education as well as other problems and solutions to be implemented to resolve our declining competitiveness.  Plus, I drew that sad, scrawny-looking tiger on the cover. ;-)

Scholarship Merit?

Dato' Seri Nazri Aziz should be rapped for failing Malaysian's crème-de-la-crème while defending the Public Service Department's little Napoleons

Datuk Seri Nazri Aziz attempted to protect the officers of the Public Service Department (PSD) despite their obvious failure to ensure that the country's crème-de-la-crème are given JPA overseas scholarships as promised by the Prime Minister, Datuk Seri Najib Abdul Razak.

Instead Nazri himself should be the person to apologise to all Malaysians for the Government's failure to deliver on its policies because he is directly the Minister in the Prime Minister's Department in charge of the PSD.

The Minister now claims that the Government never promised the top SPM scorers overseas scholarships. Instead, he argued that the only thing which was promised to students who scored more than 8A+ in their SPM results was a full scholarship, with no guarantees that they will be sent overseas.

It is indeed true that Najib had made the announcement that all with SPM results better than 8A+ will be assured of a local or overseas scholarship. Nazri was however highly mischievous by leaving out the fact that both Najib and himself had also disclosed and clarified that the 20% of JPA overseas scholarships will be awarded based entirely on merit.

This means that out of 1,500 students who have been given overseas scholarships for this year, 300 should be awarded entirely based on merit. Under such circumstances, there should be no room at all for the fact that students with more than 10A+ failing to receive overseas scholarship awards for there are less than 300 students who have obtained such excellent results.

Based on information published so far, it is not the odd student or two who have been denied the scholarship, which can be attributable to genuine mistakes by the PSD. The number who has been denied under the merit scheme adds up to tens, if not hundreds of students. This can only happen if there was a systematic attempt by the PSD to deny these brilliant students their rightful entitlement as promised by the Government.

Therefore Nazri must be rapped not only for failing to perform his duties and responsibility as the Minister in-charge of the PSD and for the award of scholarships, he must be taken to task for trying to defend his officers by misleading the public with half-truths. His attempt to defend the indefensible makes a complete mockery of the Prime Minister's slogan of "people first, performance now".

The Government's lack of urgent action to right all the wrongs in the award of scholarships after decades of controversy will only result in more Malaysians, particularly the best and brightest, losing confidence in Najib administration's to retain talent, and reverse the brain drain that is bleeding the country's economy.

This further strengthens our call for the function of scholarship award to be delegated to the Talent Corporation to give hope to Malaysians that all is not lost, and perhaps next year, we'll indeed see the end of the annual scholarship circus we are now accustomed to.
