LUAS Akan Guna Pam Agih Air Ke Kawasan Padi

SHAH ALAM 9 OKT : Lembaga Urus Air Selangor (LUAS) akan menggunakan pam untuk membolehkan air diagihkan ke kawasan penanaman padi di sekitar Kuala Selangor.

Pengarah LUAS, Md Khairi Selamat berkata, pihaknya juga sedang menjalankan siasatan untuk mengenal pasti punca sebenar penurunan paras air di Loji Pembersihan Air (LPA) Sungai Sireh sejak seminggu lalu.

Katanya, paras kritikal muka sauk LPA Sungai Sireh adalah pada paras 0.20 meter. Buat masa ini, paras air di muka sauk berada pada paras 0.05 meter di bawah paras kritikal.

Beliau berkata, setakat ini, LPA Sungai Sireh terpaksa mengurangkan kapasiti pemprosesan air kepada tahap 40 peratus.

"Operasi biasa LPA Sungai Sireh memproses 21 juta liter sehari (JLH) air bersih dan mampu untuk memproses sehingga 27 JLH bagi membekalkan air bersih kepada penduduk di sekitar kawasan Tanjong Karang.

"Keperluan pengairan padi adalah di antara 4 hingga 9 meter padu sesaat bergantung kepada peringkat kawasan penanaman.

"Namun, rekod aliran air Sungai Bernam pada 8 Oktober(semalam) masih lagi tinggi iaitu pada jumlah 2083 JLH. Bacaan paras air di Bernam River Headworks (BRH) juga di atas paras kritikal iaitu 4.2 meter berbanding 3.5 meter.

"Akan tetapi, air tidak mencukupi di muka sauk loji dan kawasan penanaman padi.

"Justeru, kesemua enam pintu air di BRH telah dibuka untuk kemasukan air bagi meningkatkan paras air tersebut," katanya kepada TV Selangor dalam satu kenyataan media.

Khairi bagaimanapun menjelaskan paras air di LPA lain setakat ini masih berada dalam keadaan normal dan di atas paras kritikal serta operasi bagi kesemua LPA berjalan seperti biasa.

Tambahnya, berdasarkan maklumat daripada Jabatan Meteorologi Malaysia, tinjauan cuaca bagi 1 hingga 10 Oktober 2012 menunjukkan peningkatan hujan terutamanya di kawasan pertengahan Semenanjung Malaysia di antara 10 mm hingga ke 70 mm daripada kadar biasa curahan air hujan.

Peralihan musim kering (Monson Barat Daya) ke musim hujan (Monson Timur Laut) bermula pada bulan Oktober juga menunjukkan peningkatan kadar hujan yang diterima.

Manakala, mengikut ramalan kaji cuaca yang dikeluarkan oleh Jabatan Meterologi mendapati, hujan akan berlaku di seluruh Selangor bermula 8 hingga 14 Oktober depan terutama di daerah Kuala Selangor dan Sabak Bernam.

Ahad lalu, Kerajaan Negeri Selangor mengumumkan kaedah pembenihan awan bagi mempertingkatkan penurunan hujan.

Ia akan dilaksanakan apabila kapasiti Empangan Sungai Selangor mencecah tahap 45 peratus yang mana dijangkakan di dalam tempoh 21 hari bermula daripada 2 Oktober 2012.

Fenomena Astronomical Tide Penduduk Diminta Berjaga-jaga

SHAH ALAM, 9 OKT : Penduduk di kawasan Klang diminta bersedia berikutan fenomena 'Astronomical Tide' dijangka akan berlaku bermula 15 hingga 18 Oktober ini dan dilaporkan akan membawa kadar hujan yang agak mendadak terutama di kawasan terbabit.

Pemangku Yang Di Pertua Majlis Perbandaran Klang (MPK),Ehsan Mukri berkata, pihaknya menerima maklumat awal daripada Jabatan Laut Malaysia dan meminta orang ramai untuk berwaspada menjelang fenomena yang dijangka berlaku minggu depan itu.

Menurutnya, fenomena itu juga menyebabkan kejadian ribut dan berkemungkinan air sungai akan mencecah 5.6 meter serta menyebabkan banjir kilat di kawasan ini kelak.

"Penduduk diingatkan untuk berjaga-jaga dan membuat persiapan awal dan pada masa yang sama memberi kerjasama kepada MPK dalam menghadapi banjir kali ini.

"Antara yang perlu dilakukan ialah kebersihan perlu dijaga termasuk penyelenggaraan longkang yang sistematik di halaman masing-masing agar tidak tersumbat dengan sampah sarap akibat faktor sekeliling," katanya dalam kenyataan media.

Ehsan berkata, MPK akan membuat pemantauan dan persiapan rapi bagi menghadapi fenomena Astronomical Tide dan setiap jabatan terlibat bersedia melalui kepakaran masing-masing untuk kemungkinan yang bakal berlaku kelak.

Menurutnya, orang ramai diminta untuk segera menghubungi talian bebas tol 1 800 88 23626 atau 33716044 / 4404 untuk sebarang kes kecemasan berkaitan fenomena itu nanti.

Kerajaan Pusat Tiada Kesungguhan Laksana Gaji Minima

KUALA LUMPUR, 9 OKT : Pakatan Rakyat (PR) mempersoalkan kesungguhan Kerajaan Pusat untuk melaksanakan gaji minima ekoran terlalu banyak alasan yang dikemukakan seolah-olah ingin melengahkan perkara ini.

Ahli Parlimen Kuala Langat, Abdullah Sani Abdul Hamid berkata, terlalu banyak tempoh percubaan yang diumumkan oleh kerajaan serta mengulangi kenyataan bahawa cadangan gaji minima PR bakal mengakibatkan negara muflis.

Jelasnya, melihat kepada sikap acuh tidak acuh ini, beliau percaya kerajaan Umno-BN langsung tidak mempunyai kesungguhan untuk melaksanakannya.

"Dalam laporan Bank Dunia jelas disentuh bahawa perlaksanaan gaji minima tidak akan membankrapkan negara dibawah paras RM1,200 ke bawah.

"Berkata mengenai gaji minima, kita ambil pendekatan negara Korea, jika tidak dilaksanakan (gaji minima), maka tutup kedai. Kita tidak buat sebegitu," katanya di lobi Parlimen.

Pada 30 April lalu, Perdana Menteri Najib Razak mengumukan kadar gaji minima RM900 yang akan dilaksanakan.

Abdullah Sani sekali lagi mengulangi kenyataan bahawa PR bersedia untuk melaksanakan gaji minima RM1,100 dengan suntikan RM2 bilion kepada Industri Kecil Sederhana (IKS) kelak.

WHAT NO TRIAL? French Lawyers Debunk Bernama Report On Scorpenes Hearing

It looks like Prime Minister Najib Razak and his Umno party are pulling out all stops to convince Malaysians that the Scorpenes corruption trial in Paris is a mere figment of the Opposition’s imagination.

With the 13th general election looming and the stakes high, resolving the public perception that Najib had pocketed a massive illicit kickback is a necessity if he is to to be assured of a comfortable win over arch rival Anwar Ibrahim, who leads Malaysia’s Pakatan Rakyat opposition front.

On Monday, quoting a ‘prominent’ French Government prosecutor Yves Charpenel, national news agency Bernama reported that Yves had denied there was an ‘ongoing trial in France’.

“I am aware about all the fuss kicked up by certain media (organisations) in Malaysia over this matter but what I can say is that this is nothing more than a trial by the media,” Bernama reported Yves as saying.

“A trial is a trial with all the rules. Investigation is another thing.”

Contradictory

Whether Yves was accurately quoted and reported in the right context remains to be seen. However, William Bourdon, the French lawyer acting for Malaysian NGO SUARAM has debunked the Bernama report.

“Yves Charpenel’s statement is absolutely contradictory with the current investigations. The Tribunal deGrande Instance has convened a criminal inquiry of which SUARAM has been accepted as a civil party since March 2012,” Bourdon, who was deported from Malaysia when he came to brief his client last year, said in a statement released by SUARAM late on Monday night.

“Upon completion of the inquiry will the investigating judge make the decision of whether the case goes to full trial. It’s the investigating judge that makes the decisions not the prosecutor. To our knowledge the current prosecutors in charge of the case have not made any such statements as suggested by Charpenel. The two Judges, Roger Le Loire and Serge Tournaire continue their investigations on the Scorpene inquiry".

Najib and the Umno-led federal government had hammered through a RM7.3 billion purchase of 2 Scorpene submarines from DCNS in 2002 despite public protest that the ships were unsuitable for the shallow local waters. There was also uneasiness over the exorbitant price tag.

In 2010, SUARAM lodged a complaint with the French authorities, resulting in the current investigative trial against DCNS. The French naval giant is believed to have paid Najib and his Umno party an illegal kickback worth at least 114 million euros to secure the sale of the two submarines to the Malaysian government. The payment was allegedly made through a firm controlled by Najib’s close friend Razak Baginda.

Guilty conscience? Why so SCARED?

The Umno-controlled press has repeatedly insisted that there was no proof of any wrongdoing but Najib and his administration have failed to convince Malaysians, largely because they kept rebuffing all efforts by civil society groups to hold a public inquiry.

The latest attempt to make Najib and Umno account for the murky deal is an invitation by Opposition Leader Anwar Ibrahim to the lawyers of both Suaram and DCNS to come to Kuala Lumpur and brief the Malaysian Parliament on the case.

“I refer to the above ongoing judicial inquiry at the Tribunal De Grande Instance in Paris presided over by Judge Roger Le Loire and Judge Serge Tournaire into the complaint by SUARAM. a Malaysian human rights non-governmental organization alleging that corrupt and illegal payments were made by the French suppliers DCNS and Thies and their joint venture company Armaris to Malaysian citizens and officials in relation to the purchase of the submarines in 2002 which were at the material time authorized by the then Malaysian Defence Minister and current Prime Minister Datuk Seri Najib Tun Razak. where payments of up to 700 milliom ringgit were received by companies ( Perimekar Sdn Bhd and Terasasi ) owned by his adviser and close associate, Abdul Razak Baginda,” Anwar wrote in his letter dated October 2, 2012.

“I am informed that you are representing the interest of DCNS in the above inquiry. As Leader of Opposition in the Malaysian Parliament. 1 have on this same date issued an invitation to the lawyers acting for SUARAM viz Messieurs William Bourdon and Joseph Breham to deliver a briefing on the status and development of the inquiry to interested Malaysian Members of Parliament during this current session of the Malaysian Parliament which will run until 22″ November 2012. I will be inviting all members of the Malaysian Parliament to attend this briefing. As the allegations are in respect of the conduct of DCNS. I am of the view that it is appropriate that you are also invited to attend in order that interested Members of Parliament may also hear from DCNS.”

Najib’s penchant for false public relations and media spin

However, Defense Minister Zahid Hamidi has been quick to object to the invitation on the grounds that the acquisition had followed “legal procedure”.

Umno-linked groups too have rushed to shoot down Anwar’s invite, rather illogically accusing him of trying to sabotage the nation by inviting “foreign interference” in domestic affairs.

In response, opposition leaders have expressed disappointment and concern over the “desperation” revealed by Najib, accusing him of doubletalk as he had just last week vowed to rid Malaysia of corruption and even donated RM1 million to the Vienna-based International Anti-Corruption Academy (IACA).

“The proof of the pudding is in the eating. If Najib and Umno are innocent, let the lawyers from both sides – DCNS as well as SUARAM – come to Malaysia and clarify everything to Parliament. But obviously, this is what Najib and Umno fear most. Their reaction is very revealing,” PKR vice president Tian Chua told Malaysia Chronicle.

“As for the Bernama report, they could have twisted Yves Charpenel’s comment – we don’t know. But what we do know is that in the wake of the Bersih 3.0 rally in April, the Umno-controlled media tried to discredit Australian Senator Nick Xenophon by accusing him of describing Islam as a criminal organisation rather than a religion. Then there is Najib’s contract with FBC Media and US poison blogger Josh Trevino. The fact is Najib has the worst record of abusing the media than any other leader. He has given Malaysia a really bad name overseas. Let’s see if the Yves Charpenel report will blow up in his face.”

Investigative trial stage: Different system, witnesses will be subpoenaed

Tian was referring to Xenophon, a member of the international observer team invited by Bersih to assess if its demands for electoral reform were reasonable. The Australian leader had expressed shock at the Malaysian police brutality towards peaceful Bersih protesters during the April 28 demonstration for clean polls.

For his chiding comments, the Umno-owned NST had deliberately misquoted a speech he made to the Australian Parliament back in 2009. In fact, Xenophon had not referred at all to Islam, but had instead been criticizing Scientologists and their money-raising tactics. The newspaper just substituted the word Islam instead of Scientologist.

As for UK-based consultancy FBC Media and blogger Josh Trevino, both have been disgraced and dropped by various top international media including BBC and the Guardian for not disclosing they had underlying deals to churn out false positive publicity for Najib and Sarawak Chief Minister Taib Mahmud.

Indeed, going through the latest Bernama report and the Yves Charpenel quotes, it is evident that all the French prosecutor may have said was that the Scorpenes case had not gone into FULL trial yet but was still at the investigative trial stage.

This is actually in line with all the disclosures made by Bourdon and SUARAM so far. In fact, SUARAM has made it very clear that what was now taking place was an investigative trial, overseen by 2 investigative judges. The French judiciary system is different from the British, on which Malaysia’s own legal system is based.

Sinking with Najib & the Scorpenes

Industry practitioners question whether Bernama had led Yves on by asking whether a full trial was now ongoing. Hence his denial. The Malaysian news agency could then have written up its report to highlight Yves’ denial, but deliberately omitting to put into full context his statement.

But as Bourdon pointed out, the investigative trial is in full swing and the first witness already subpoenaed to take the stand to answer all the queries the investigative judges wish to make on the case.

Apart from Najib’s foreign media consultants and the NST, Bernama too has attracted controversy of late. Just weeks ago, it was forced to deny it had ‘doctored’ photos depicting a much larger crowd at Najib’s recent Hari Raya open house so as to give the impression that the PM was more popular that he really is.

However, due to the angry reaction of the Malaysian public and the slew of ‘photo-shop mistakes’ pointed out by netizens, Bernama’s chief editor had no choice but to finally admit the photos had indeed been “tampered” with.

Romney’s Approach to Foreign Policy: ‘Deja Vu All Over Again?’

Mitt Romney, like GWB before he was elected and some might add after he was elected, knows little about foreign policy. Therefore, he has to rely on others for his foreign policy. But this, as we saw with Bush when he was faced with contending advice from Secretary of Defense Donald Rumsfled vs. Secretary of State, Colin Powell, becomes dangerous, in a time of crisis (post 9/11) or, as we see now, major transitions in the Middle East.

Facing the next presidential debate with President Barack Obama, he has decided to remedy that perception. But, at the end of the day, it looks like Deja vu all over again?

“The 21st century can and must be an American century.” Romney’s major foreign policy speech reclaims George W. Bush and Republican neocons “New American Century,” speaking now for an “American Century.” Good for U.S. and its friends and allies who have “a longing for American leadership in the Middle East.” Who are they: Gulf rulers, “our partners,” who fear the spread of the Arab Spring “virus” to their countries? Remnants of former dictatorships (military, political, bureaucratic and economic elites) who yearn for return to power and the privileges they enjoyed? Netanyahu’s longing for a return to a president, who like GWB, recognizes (as one senior IDF official said to me) that Israel and the U.S. are “joined at the hip.”

Romney seemed to affirm that uncritical stance with his declaration that “the world must never see any daylight between our two nations,” and his promise of increased military assistance to Israel appeared in the same sentence as its threatened pre-emptive strike against Iranian nuclear facilities. No wonder his commitment or, as he put it, recommitment of “America to the goal of a democratic, prosperous Palestinian state living side by side in peace and security with the Jewish state of Israel” will ring hollow to Palestinians. Moreover, Romney’s return to American century smacks of the long-term unilateralism that even our EU and other global allies resented.

There are many things that have made America a great country, but to fall back on the rhetoric of American exceptionalism, its “proud history of strong, confident, principled global leaderships,” and that “so many people across the world still look to America as the best hope of humankind” is to be deaf to what major polls have reported: that while we are admired for many of our principles, values and accomplishments, many in the world, let alone the Middle East fault us because we do not walk the way we talk. This was true for attitudes towards GWB and, though Obama has articulated a different vision, also for the Obama administrations failure to live up to that vision. This is what fuels anti-Americanism among majorities in many countries who have lived under the dictatorships that the U.S. supported and propped up with their lack of democracy and violations of human rights.

Mitt Romney is correct in stating that there is a “struggle that is playing out across the broader Middle East — a region that is now in the midst of the most profound upheaval in a century.” But to conclude that, “the fault lines of this struggle can be seen clearly in Benghazi itself” is to see diverse populations and progress in nation building in Tunisia, Egypt, Syria and elsewhere through a single lens. He is correct in his analysis regarding U.S. policy in Syria that appears to be in gridlock, supporting the Syrian opposition with words but not weapons, a criticism leveled by many Republican leaders and an increasing number of Democrats. But his promise to include preconditions (he speaks of “clear conditions”) “to urge the new government to represent all Egyptians, to build democratic institutions, and to maintain its peace treaty with Israel” espouses a policy of dictating rather than discussing and negotiating (which he seems ready to do with “our [unelected] partners in the Gulf) with a democratically Egyptian leadership of a sovereign government.

Romney doesn’t get it

Yes, American leadership has been important and remains important in the coming decades and in the midst of post-revolutionary emerging democracies in the Arab world. But that will not happen if the U.S. retreats to the failed policies of the recent based on a conventional wisdom that:

.Failed to live up to U.S. principles and values regarding the right to self-determination, freedoms, and the rule of law.

.Supported and continues to support friends and allies who are autocrats, self-styled Democrats, too many of whom are illiberal secularists.

.Failed to distinguish between terrorists and mainstream Islamists in the past, and now to deal with those who are legitimately democratically elected as partners not clients.

Siasatan Kes Scorpene Berjalan – Peguam

Peguam hak asasi manusia, William Bourdon, yang berpejabat di Paris, berkata tidak timbul soal “perbicaraan sedang berjalan” berhubung dakwaan rasuah dalam pembelian kapal selam Scorpene kerana dua hakim Perancis yang dilantik untuk kes itu masih menjalankan siasatan mereka.

Katanya, Tribunal deGrande Instance telah mengadakan siasatan jenayah di mana kumpulan hak asasi manusia di Malaysia, Suaram telah diterima sebagai pihak parti sivil sejak Mac 2012.

Beliau berkata hanya apabila selesai siasatan itu barulah hakim penyiasat akan membuat keputusan sama ada perbicaraan penuh akan diadakan untuk mendengar kes tersebut.

Bourdon (kiri) menyifatkan kenyataan pendakwaraya kerajaan Perancis, Yves Charpenel bahawa “tidak ada perbicaraan” terhadap kes tersebut, sebagai “bercanggah sama sekali” kerana keputusan sama perbicaraan perlu diadakan, akan diputuskan oleh hakim-hakim berkenaan apabila siasatan mereka selesai, dan dan bukannya pihak pendakwa.

“Setahu kami, pendakwaraya yang bertanggungjawab terhadap kes tersebut, tidak membuat sebarang kenyataan seperti yang disuarakan oleh Charpenel.

“Kedua-dua hakim berkenaan – Roger Le Loire dan Serge Tournaire – sedang meneruskan siasatan mereka terhadap kes Scorpene itu.”

Semalam, Bernama melaporkan seorang pendakwa kerajaan Perancis yang terkenal menafikan laporan media yang tersebar di kalangan beberapa portal berita online Malaysia berhubung perbicaraan yang sedang berlangsung di Perancis, mengenai dakwaan rasuah oleh sebuah syarikat Perancis berhubung pembelian dua kapal selam Scorpene buatan Perancis oleh Malaysia pada tahun 2002.

Yves Charpenel dilaporkan berkata media di Malaysia harus dapat membezakan antara khabar angin dan fakta dan antara siasatan dan perbicaraan.
