Penang Pakatan Rakyat Has An Unblemished Record Of Three Straight Years Of Surpluses Since We Took Over From BN In 2008 By Relying On Corruption-Free And Good Governance Based On Competency, Accountability And Transparency (CAT).

MCA should stop believing its own lies when MCA President Datuk Seri Dr Chua Soi Lek claimed in a Malaysiakini interview published fully in The Star today that, "Penang had allowed the water tariff to increase by 20 percent while Penang was now running on a deficit budget, which he expects to deepen next year."

This is untrue as Penang PR has an unblemished record of 3 straight years of surpluses since we took over from BN in 2008 by relying on corruption-free and good governance based on CAT. This has been confirmed by the Auditor-General's Report that Penang is the best financially managed state for two years running. Penang is the only state or Federal government in Malaysian history that has been praised by Transparency International for fighting corruption.

Penang recorded the highest budget surpluses in history with RM88 million in 2008, RM 77 million in 2009 and RM33 million in 2010. The budget surplus would have been RM92 million in 2009, if not for the state government paying RM15 million to the High Court due to the Tang Hak Ju land scandal caused by the previous BN government.

It is this healthy financial management by the state government that allowed Penang PR to distribute RM12 million yearly to Sekolah Agama Rakyat, mission, Chinese, Tamil and Sikh schools. Was RM 12 million given to these schools yearly by the previous BN state government?

Penang did not increase water tariffs for domestic users, which is heavily subsidised, but imposed a water conservation surcharge on those who waste water. Chua is being dishonest by deliberately distorting this difference. In fact the failure by PR to increase water tariffs for domestic users has been severely condemned by NGOs who wanted steep tariff increases to reduce water wastage.

Only water tariffs for business were increased to equivalent to production cost. If Chua is unhappy about such increases, why did he not oppose the water tariffs increase in Johor, until water tariffs in Johor is 3-6 times higher than Penang?

Penang still enjoys the lowest water tariffs for both domestic and business in the country. Due to the low water tariffs, Penang suffers the highest consumption of water at 291 litres per person per day in 2010 as compared to the national average of 205 liters.

Penang PR's sterling financial performance is not limited to the state government's administration but also turning around and saving MPSP from bankruptcy. From 2000-2007, MPSP suffered record deficits every year, losing and spending RM230 million by the previous BN state government. MPSP was practically bankrupt when PR took over.

However in only one year, PR CAT's governance managed to rescue MPSP from financial bankruptcy by recording a small surplus in 2008 and surplus again for all 3 years as follows:-

2008 RM 3 million
2009 RM 15 million
2010 RM 23 million

Chua is in saying that "BN has a lot of weaknesses, corruption, abuse of power and it is not living up to its words" The disappearance of RM230 million in MPSP and the RM40 million Tang Hak Ju land scandal is the best example of such corruption and abuse of power. As for BN not living up to its words, perhaps Chua should refer to his predecessor's statements of Chua's broken promises made during their bitter MCA presidential elections.

There is no doubt the Penang under PR has performed so far better than BN. This confidence is reflected by the Penang recording the largest investment in history and being No. 1 in Malaysia with RM12.2 billion. Penang has also the highest reduction in crime index in the country with a drop of 27% and No. 1 in health tourism and air passenger growth (25%) in the country.

Chua should seek truth from facts and not seek lies by twisting facts to gain popularity and attack PR. PR is not perfect and willing to correct any mistakes made but PR is different from BN in that PR does not indulge in corruption or cronies.

Pakatan Rakyat Pulau Pinang mempunyai rekod yang tidak tercela dengan lebihan bajet (surplus) untuk tiga tahun berturut-turut sejak mengambil alih tampuk kepimpinan Kerajaan BN pada 2008 dengan hanya mengamalkan urus tadbir baik dan bebas rasuah yang berlandaskan konsep Cekap, Akauntabiliti dan Telus (CAT).

MCA harus berhenti daripada terus melakukan pembohongan kepada diri sendiri apabila Presiden MCA, Datuk Seri Dr Chua Soi Lek dalam satu wawancaranya bersama Malaysiakini yang disiarkan secara penuh dalam The Star hari ni mengatakan bahawa 'Pulau Pinang telah membenarkan kenaikan tarif air sebanyak 20 peratus dan kini Pulau Pinang sedang mengalami bajet defisit, di mana akan menjadi lebih teruk menjelang tahun hadapan'.

Perkara ini adalah tidak benar sama sekali kerana Pakatan Rakyat Pulau Pinang mencatat rekod lebihan bajet untuk tiga tahun berturut-turut sejak mengambil alih tampuk pemerintahan BN pada tahun 2008 atas amalan bebas rasuah dan urus tadbir yang berasaskan CAT. Ini turut disahkan oleh Laporan Ketua Audit Negara di mana Pulau Pinang merupakan negeri yang mempunyai pengurusan kewangan yang baik selama dua tahun berturut-turut. Pulau Pinang merupakan satu-satunya kerajaan negeri atau negara yang telah dipuji oleh Tranparency International di Malaysia kerana berjaya memerangi rasuah.

Pulau Pinang mencatat surplus yang paling tinggi dalam sejarah dengan RM88 juta pada tahun 2008, RM77 juta pada tahun 2009 dan RM33 juta pada tahun 2010. Anggaran surplus pada tahun 2009 sepatutnya bernilai RM92 juta jika Kerajaan Negeri tidak perlu membayar RM15 juta atas perintah Mahkamah Tinggi disebabkan skandal tanah Tang Hak Ju yang telah dilakukan oleh Kerajaan BN sebelum ini.

Dengan pengurusan kewangan yang baiklah telah membolehkan Kerajaan Negeri Pakatan Rakyat Pulau Pinang mengagihkan RM12 juta setahun kepada Sekolah Agama Rakyat, Sekolah Mubaligh, Sekolah Cina, Sekolah Tamil dan Sekolah Sikh. Adakah RM12 juta juga diberikan oleh Kerajaan BN sebelum ini?

Pulau Pinang tidak menaikkan tarif air untuk pengguna domestik malah telah membiayai subsidi yang besar, tetapi mengenakan surcaj pemuliharaan air kepada mereka yang membazirkan air. Chua tidak jujur kerana memutar belitkan perbezaan ini. Keengganan Pakatan Rakyat menaikkan tarif air kepada pengguna domestik telah dikutuk hebat oleh NGO yang menginginkan kenaikan tarif air bagi mengurangkan pembaziran air.

Tarif air hanya dinaikkan untuk perniagaan sahaja setara dengan kos pengeluaran. Sekiranya Chua tidak gembira dengan kenaikan ini, mengapa beliau tidak menentang kenaikan tarif air di Johor, yang mana tarif air di Johor adalah 3-6 kali lebih tinggi daripada Pulau Pinang?

Pulau Pinang masih menikmati tariff air yang terendah bagi kedua-dua domestik dan perniagaan di Negara ini. Disebabkan tarif air yang rendah ini, Pulau Pinang menanggung penggunaan air yang tertinggi dengan purata 291 liter seorang, sehari untuk tahun 2010 berbanding purata kebangsaan sebanyak 205 liter sahaja.

Prestasi kewangan Pakatan Rakyat Pulau Pinang bukan hanya untuk pentadbiran Kerajaan Negeri sahaja tetapi juga telah menyelamatkan MPSP daripada menjadi muflis. Dari tahun 2000- 2007, MPSP terpaksa menanggung defisit setiap tahun di mana, kehilangan RM230 juta yang telah dibelanjakan oleh kerajaan negeri BN sebelum ini. MPSP berada dalam keadaan muflis secara praktikal semasa Pakatan Rakyat mengambil alih negeri ini.

Walau bagaimanapun, hanya dalam masa satu tahun, Kerajaan CAT Pakatan Rakyat berjaya menyelamatkan MPSP daripada terus muflis dengan mencatatkan sedikit surplus pada tahun 2008 dan seterusnya untuk tiga tahun berturut-turut seperti berikut :-

2008 – RM 3 juta
2009 – RM 15 juta
2010 – RM 23 juta

Chua mengatakan bahawa 'BN mempunyai banyak kelemahan, kegiatan rasuah, penyalahgunaan kuasa dan tidak melakukan seperti yang dikatakan'. Kehilangan RM230 juta di MPSP dan RM40 juta ke atas skandal tanah Tang Hak Ju merupakan contoh terbaik kegiatan rasuah dan penyalahgunaan kuasa. Manakala kenyataan BN tidak melakukan seperti apa yang dikatakan, Chua seharusnya merujuk kembali janji-janji yang telah beliau taburkan ketika pilihan raya pemilihan presiden MCA yang lepas.

Tidak diragukan sememangnya Pulau Pinang menunjukkan prestasi yang jauh lebih baik daripada BN. Keyakinan diiringi dengan kejayaan Pulau Pinang mencatat jumlah pelaburan yang tertinggi dalam sejarah dan menduduki tempat pertama di Malaysia sebanyak RM12.2 bilion. Pulau Pinang juga mengalami penurunan indeks jenayah yang tertinggi di Malaysia dengan penurunan sebanyak 27 peratus. Pulau Pinang juga menduduki tempat pertama dalam sektor pelancongan kesihatan dan pertumbuhan penumpang udara sebanyak 25 peratus di Negara ini.

Chua seharusnya mencari kebenaran melalui fakta, bukannya berbohong dengan memutar belitkan fakta semata-mata untuk meraih populariti dan menyerang PR. PR tidak sempurna dan bersedia untuk memperbaiki setiap kelemahan yang dilakukan tetapi PR berbeza dengan BN kerana PR tidak memanjakan diri dengan rasuah dan kroni.

马华总会长拿督斯里蔡细历在接受《当今大马》采访时说,"槟州允许水费调高20巴仙,槟州的预算案也正面对财政赤字,而且预计明年的赤字还会再飙高。",这新闻也刊登在今日的《星报》,马华应该停止相信自己的谎言。

这并非事实,因为在2008年从国阵手中接管槟州后,槟州民联政府以杜绝贪污的能干、公信、透明 施政方针(CAT)下,已创下连续3年无瑕疵的盈余记录。一连2年的总稽查司报告,已证实槟州是最佳的财务管理州属,槟州也是全马唯一获得国际透明组织表扬极力肃贪的州属。

槟州在2008年财政预算案取得史上最高的8800万令吉盈余,2009年7700万令吉盈余和2010年的3300万令盈余。若非前朝政府造成的陈合裕土地案丑闻,导致州政府必须依据高庭判决赔偿1500万令吉,2009年的财政预算盈余应该高达9200万令吉。

这良好的财务管理,让槟州民联政府有能力每年拨出1200万令吉给宗教学校、教会学校、华小、淡小和锡克学校,在这之前,国阵州政府曾每年拨款1200万令吉给这些学校吗?

槟州并没提高家居用户水费,而是提供很大程度上的补贴,我们只是向浪费水源的用户收取水源附加费,蔡细历却撒谎和故意歪曲这当中的差异。事实上,民联政府未能提高家居用户水费以减少水源浪费,已蒙受非政府组织的谴责。

槟州只将商业用水费提高至与我们的生产成本相符之水平,如果蔡细历不高兴这项调整费,为什么他不反对柔佛州提高水费?柔佛水费甚至高出槟州的三倍至六倍。

槟州至今仍享受全国最低的家居和商业用水费,因为低廉的水费,2010年槟州的人均用水量高达291公升,全国的人均用水量才205公升。

槟州民联政府的出色财务表现不限于州政府行政上,也转向挽救威省市政局免于破产。从2000年至2007年,威省市政局每年面对财务赤字记录和损失,被前朝国阵政府花掉2亿3000万令吉, 在民联政府接管时几乎濒临破产。

但是,在短短的一年内,民联猫政府成功拯救威省市政局免于破产,于2008年转亏为盈,创下略有盈余的记录,接下来的3年都是盈余,分别是2008年盈余300万令吉,2009年盈余1500万令吉和2010年盈余2300万令吉。

蔡细历自己也说了,"国阵有许多弱点,贪污,滥权和食言",威省市政局损失了2亿3000万令吉和4000万令吉的陈合裕丑闻,就是最好的贪污和滥权例子。说到国阵食言,也许蔡细历应该提到他自己失信于那场苦涩的马华党选。

毫无疑问的,槟州在民联的管理下,表现远远超越国阵,槟州在2010年成功以高达122亿令吉总投资额,创下槟州史上最佳表现和全马居冠的投资记录。槟州总罪案率下降27%也是全马罪案率下降最多的州属,更是全国排名第一的医疗旅游和航空搭客成长率(25%)。

蔡细历应该事实求是,不要颠倒是非、企图通过歪曲事实和谎言来赢取声望及攻击民联,民联并不完美的,不过愿意改正错误,但不同的是,民联不像国阵那样沉迷于贪污和朋党关系。

DAP National Deputy Chairman and MP for Kepong Dr Tan Seng Giaw calls on the Domestic Trade, Cooperatives and Consumerism Ministry to get its act together including having better IT facilities for 1 Malaysia Pengguna Bijak or 1MPB portal so that millions of consumers can access it.

On 10.6.2011, Dr Tan follows the teething problems of 1MPB, hoping that the ministry improves its price watch portal.

A price watch portal such as 1MPB is a way of letting consumers check prices of goods. Since the ministry operates the portal on goods sold at 1,255 outlets in the country, there have been 3.5 million hits, paralyzing the system. Apparently, it only expected 300,000 hits. It would have to realize that there are 2.7 million Malaysians. There should be no abuse of the system.

The Minister Datuk Seri Ismail Sabri Yaakob says that his ministry will improve the www.1pengguna .com portal. Consumers expect him to be true to his words. He also wishes that the recent increase in electricy tariff does not affect the prices of goods. He has to improve his enforcement, showing that he is tough but reasonable.

The hike in electricity tariff puts pressure on inflation. His words on the cut of super-subsidy may not help unless he shows that he is fair.

As millions access 1 MPB portal, the ministry has to pull its socks up and ensure that it has the technology and the facilities to serve the people.
