Ucapan Ketua Menteri Pulau Pinang Lim Guan Eng Dalam Mesyuarat Am Tahunan(MAT) DAP Cawangan Air Putih Di Pulau Pinang Pada 5 Petang Ahad 22 Mei 2011.

Menangani Masalah 3C Di Pulau Pinang Ke arah Pulau Pinang Yang Lebih Bersih, Lebih Hijau Lebih Selamat Dan Kurang Sesak.

Sejak kerajaan negeri mengambil alih pemerintahan kerajaan negeri Pulau Pinang pada Mac 2008, usaha gigih telah dijalankan untuk menangani masalah teruk 3C yang menghantui rakyat Pulau Pinang iaitu, Cleanliness, Crime and Congestion.

Sistem baik dengan tender terbuka dan inisiatif hijau, etika kerja positif hasil pengiktirafan pekerja-pekerja yang membersihkan jalan dan longkang serta semangat berpasukan membolehkan Pulau Pinang menjadi lebih bersih.

Kerjasama dan usaha polis membolehkan Pulau Pinang menjadi No 1 di Malaysia dalam penurunan Indeks kadar jenayah sebanyak 27%. Dalam 3 tahun ini, jelas sekali bahawa Pulau Pinang kini Lebih Bersih, Lebih Hijau dan Lebih Selamat.

Masalah paling rumit adalah kesesakan trafik. Berlainan dengan New Zealand yang mempunyai lebih banyak biri-biri daripada manusia, Pulau Pinang mempunyai kenderaan yang lebih banyak (2 juta) daripada manusia(1.5 juta). Beberapa projek trafik telah dicadangkan. Salah satu pelan rancangan trafik yang dijalankan di bawah adalah dibuka kepada orang awam untuk mendapat pandangan umum.

The Government Should Be Helping The People Instead Of Helping Felda To Increase Its Present Profits From The Sugar Business Of RM 232 Million In 2010 By Increasing Sugar Price By 20 Sen From RM2.10 To RM2.30 Per Kg

DAP regrets that the BN government is more intent to help Felda increase its present profits from the sugar business of RM232 million in 2010 than helping the people by increasing the sugar price by 20 sen from RM2.10 to RM2.30 per kg. The profits earned by Felda in the sugar business was revealed during the listing of its subsidiary, MSM Malaysia Holdings Bhd.

For the first time ever, Felda Land Development Authority (Felda), a statutory body founded in 1956 to alleviate poverty among rural Malays via a land resettlement scheme, will be floating its sugar business. This follows the RM1.5 billion acquisition in January 2010 of Kuok Brothers-controlled PPB Group Bhd’s sugar assets, namely Malayan Sugar Manufacturing Co Bhd (now known as MSM Malaysia Holdings Bhd), a sugarcane farm in Perlis, a 50% stake in Kilang Gula Felda Perlis Sdn Bhd (KGFP) and a 20% share in Tradewinds (M) Bhd.

Currently, Felda, which owns one of the world’s largest diversified agriculture groups, is targeting to list MSM, in which it has an 85% stake, around July. The remainder stake is owned by Koperasi Permodalan Felda Malaysia Bhd.

The initial public offering, to be managed by CIMB Investment Bank Bhd, values the company at RM2.46bil or RM3.50 a share. MSM houses the sugar plantation and refining operations of Felda. MSM produces close to 60 % of the refined sugar production in Malaysia and is valued at approx MYR 2.3 billion, For 2010 MSM made a profit of RM 232 million.

This profit of RM232 million should be sufficient to cover any savings in sugar subsidies from the government increase in sugar prices. Domestic Trade, Cooperatives and Consumerism Ministry secretary-general Datuk Mohd Zain Mohd Dom had announced that the sugar price increase was to reduce government sugar subsidy by RM116.6 million from RM400 million per year.

What is RM 116.6 million compared to RM 232 million in profits earned by MSM last year? Instead of doing its corporate social responsibility to help Malaysians, especially the poor, Felda would benefit from the RM116.6 million extra to be paid by Malaysians.

The BN government can easily transfer this M116.6 million cost to MSM since it is owned by Felda. Instead, in line with BN's misguided and corporate-centric policy of helping the rich companies at the expense of poor ordinary Malaysians, BN has chosen to hit the pockets of 27 million Malaysians first than the already huge profits of corporate giants such as Felda or MSM.

BN has not been able to explain why no action has been taken to reduce gas subsidies of RM 19 billion annually to Independent Power Producers(IPPs), when it can take action to reduce diesel and gas subsidies of a few hundred million ringgit that hurts ordinary Malaysians. A more just and fair socio-economic policy should be to cut the subsidies of the rich first instead of the poor.

DAP calls on the BN government to withhold any action on cutting diesel or sugar subsidies that affect ordinary Malaysians until action is first taken to cut gas subsidies to IPPs. The failure by BN to do so clearly shows that BN is about Barang Naik instead of PR (Price Reductions)

Kenyataan Akhbar oleh Setiausaha Agung DAP dan Ahli Parlimen Bagan, Lim Guan Eng pada 23 Mei 2011 di Kuala Lumpur.

Kerajaan sepatutnya membantu rakyat bukan membantu Felda dengan meningkatkan keuntungan perniagaan gulanya sebanyak RM232 juta pada tahun 2010 dengan kenaikan harga gula sebanyak 20 sen daripada RM2.10 ke RM2.30 sekilogram.

DAP kesal terhadap Kerajaan BN yang lebih cenderung membantu Felda dengan meningkatkan keuntungan perniagaan gulanya bernilai RM232 juta pada tahun 2010 berbanding membantu rakyat dengan menaikkan harga gula sebanyak 20sen daripada RM2.10 kepada RM2.30 sekilogram. Keuntungan yang diperolehi oleh Felda dalam perniagaan gula didedahkan oleh anak syarikatnya, MSM Malaysia Holdings Bhd.

Untuk pertama kalinya, Felda Land Development Authority (Felda) yang ditubuhkan pada tahun 1956 merupakan badan berkanun yang bertujuan mengurangkan jurang kemiskinan di antara masyarakat Melayu luar bandar melalui skim penempatan semula tanah akan mengembangkan perniagaan gulanya. Ini diikuti dengan pengambilalihan pada tahun 2010 oleh adik- beradik Kuok – dikuasai oleh PBB Group Bhd iaitu Malayan Sugar Manufacturing Co Bhd ( kini dikenali sebagai MSM Malaysia Holdings Bhd), sebuah ladang tebu di Perlis, 50 peratus saham gula di Kilang Gula Felda Perlis Sdn Bhd dan 20 peratus pegangan saham di Tradewinds (M) Bhd.

Ketika ini, Felda yang memiliki salah satu kumpulan terbesar di dunia dalam kepelbagaian bidang pertanian menyasarkan untuk menyenaraikan MSM di dalam Bursa Saham sekitar Julai di mana ia memiliki saham sebanyak 85 peratus. Baki saham dimiliki Koperasi Permodalan Felda Bhd Malaysia.

Tawaran umum yang dikendalikan oleh CIMB Investment Bank Bhd pada awalnya menganggarkan saham syarikat tersebut bernilai RM2.46 bilion atau RM3.50 untuk setiap saham. MSM merupakan ladang gula dan beroperasi di bawah Felda. MSM menghasilkan hampir 60 peratus daripada pengeluaran gula halus di Malaysia yang bernilai lebih kurang MYR 2.3 bilion. Pada tahun 2010, MSM memperolehi keuntungan sebanyak RM 232 juta.

Keuntungan sebanyak RM232 juta ini sepatutnya mencukupi untuk mengawal sebarang penjimatan subsidi gula daripada kerajaan berbanding kenaikan harga gula. Setiausaha Kementerian Dalam Negeri dan Hal Ehwal Pengguna, Datuk Mohd Zain Mohd Dom telah mengumumkan bahawa kenaikan harga gula adalah untuk mengurangkan subsidi gula sebanyak RM116.6 juta daripada RM400 juta setahun.

Apalah sangat RM116.6 juta berbanding RM232 juta keuntungan yang diperolehi MSM tahun lalu? Daripada menjalankan tanggungjawab sosial membantu rakyat Malaysia terutamanya golongan miskin, Felda menerima manfaat daripada RM11.6 juta yang dibayar oleh rakyat Malaysia.

Kerajaan BN boleh memindahkan kos sebanyak RM11.6 juta kepada MSM dengan mudah memandangkan ianya dimiliki oleh Felda. Sebaliknya, dengan dasar BN yang terpesong dan polisi 'coprorate- centric' yang hanya membantu syarikat-syarikat besar, sanggup mengorbankan rakyat biasa yang miskin, BN telah memilih untuk memberi tamparan kepada 27 juta poket rakyat Malaysia daripada mengenakan syarikat raksasa yang berkeuntungan besar seperti Felda atau MSM.

BN belum mampu untuk menjelaskan mengapa masih tiada tindakan diambil untuk mengurangkan subsidi gas sebanyak RM19 bilion setahun kepada penjana tenaga bebas (IPP) sedangkan ia berupaya untuk mengambil tindakan mengurangkan berjuta-juta subsidi gas dan diesel yang membebankan rakyat Malaysia biasa. Dasar sosial-ekonomi yang lebih adil seharusnya direncanakan dengan mengurangkan subsidi kepada golongan kaya dan bukan golongan miskin.

DAP mendesak kerajaan BN untuk tidak mengurangkan sebarang subsidi diesel atau gula yang akan memberi kesan kepada rakyat Malaysia sehingga tindakan untuk memotong subsidi gas kepada IPP diambil. Kegagalan BN melakukan perkara tersebut memberi gambaran jelas bahawa BN adalah berkaitan Barang Naik manakala PR (Price Reduction).

联邦土地发展局自1956年创办,以通过土地分配计划消除马来乡区的贫穷问题,做为法定机构,它第一次涉足白糖业。该局于2010年1月以15亿令吉收购了郭氏兄弟控制的PPB集团白糖资产,马来西亚糖厂有限公司(MSM马来西亚控股)、位于玻璃市的甘蔗种植地、Felda玻璃市糖厂私人公司的50%股权以及贸易风(Tradewinds (M) Bhd)的20%股权。

目前,联邦土地发展局拥有世界最大的多元农业集团,要让MSM在七月上市,它持有85%股份。其余股份由马来西亚联邦土地局合作社所有。

由联昌投资银行处理的首日公开发行估计,其市值达24亿6000万令吉或每股3令吉50仙。MSM拥有甘蔗种植园和联邦土地局的炼糖设施。它生产全马约60%价值23亿令吉的白糖,2010年,MSM就赚了2亿3200万令吉。

这笔高达2亿3200万令吉的利润,应该足以应付政府在取消白糖津贴所省下来的钱,国内贸易、合作社及消费人事务部秘书长拿督莫哈末再因已经宣布,白糖起价是为了削减政府的白糖津贴,从每年4亿令吉减少1亿1660万令吉。

1亿1660万令吉比起MSM去年赚的2亿3200万令吉算什么?联邦土地发展局应该履行企业社会责任协助马来西亚人,特别是贫困的一群,而不是赚取上述原本要补贴人民的1亿1660万令吉。

由于MSM属于联邦土地发展局,因此国阵政府可以轻易地转移1亿1660万令吉。国阵还是一如既往,采纳其方向错误、以企业为中心的政策,劫贫济富,牺牲普通老百姓的利益来协助富有的企业。国阵首先选择掏空2700万名国民的口袋,而不是那些赚大钱的大企业如联邦土地发展局或MSM。

国阵政府还无法解释,为什么他们还不采取行动,削减每年给予独立发电厂的190亿令吉津贴?反而却从老百姓下手,削减几亿令吉的柴油和天然气津贴?一个公正与公平的社会经济政策应该是削减富裕者的津贴,而不是贫穷者的津贴。

行动党呼吁国阵政府,在削减独立发电厂所获得的天然气津贴之前,不要取消柴油和白糖津贴。如果国阵做不到,只能证明国阵是名符其实的"通货膨胀"(Barang Naik ,BN)",而民联则是"物价下调"(Price Reductions ,PR)"。

Kerajaan negeri Pulau Pinang akan mencadangkan pemberian sebanyak RM 25,000 kepada semua 25 orang mangsa dan Rumah Anak Yatim.

DAP mengucapkan takziah kepada semua 16 orang mangsa yang maut dan 9 orang lain yang cedera dalam malapetaka tanah runtuh Rumah Anak-anak Yatim dan Anak-anak Hidayah Madrasah Al-Taqwa di Batu 14, Hulu Langat, Selangor.

Malapetaka ini amat menyayat hati dan telah menyentuh hati semua rakyat Malaysia tanpa kira bangsa dan agama yang penuh simpati dan kesedihan kepada mangsa-mangsa.

DAP juga ingin ucapkan terima kasih kepada pasukan penyelamat dan pihak polis yang bertungkus-lumus menjalankan kerja mencari dan menyelamat mangsa-mangsa dengan penuh dedikasi.

Competitiveness Rankings Drop: Just "Perception"?

The steep decline IMD Competitiveness rankings in the categories of "Government Efficiency" and "Business Efficiency" from 2010 to 2011 proves that investors has had enough of "transformation" rhetoric from the Najib administration

Our global competitiveness rankings for 2011 as produced by the Switzerland-based Institute of Management Development (IMD) ranked Malaysia 16th out of 59 countries, marking a significant drop of 6 places from 10th in 2010. This was after a much-hyped jump in rankings from 18th in 2009 to 10th last year.

While the overall rankings decline is disappointing, it is shocking to discover that our ranking for 'government efficiency' and 'business efficiency' tanked from 9th and 4th to 17th and 14th respectively.

What is worse is to for the Minister of International Trade and Industry to justify the drastic drop in rankings due to the fact that these two categories are measured on "perception" and hence insinuating that they are not accurate!

Dato' Seri Mustapa Mohamed's statement in response to the above rankings decline emphasized the fact that it was due more to "perception-based factors" which declined as opposed to "real/hard data" which showed our "Economic Performance" rankings improving marginally from 8th to 7th this year.

On the contrary, when there were reported improvements last year when the country was ranked 9th and 4th respectively for these 2 categories, the Minister did not hesitate to pour praises on the Government's performance. His statement last year had exclaimed "the remarkable advancement in our Government Efficiency rating" and he was gloating that based on "Government and Business Efficiency ratings, Malaysia's performance is now ahead of developed countries such as Luxembourg, Switzerland, Canada, Denmark and Sweden."

Why didn't the Minister qualify his "joy" by saying that the improvements were just "perception" and not based on "real/hard data" last year?

However, if it is really a problem of just "perception" as highlighted by the Minister, then perhaps the entire public relations team in Pemandu as well as the Prime Minister's Department, such as APCO should be sacked for doing such a terrible job in improving the "perception" of our Government despite the hundreds of millions which have been spent on public relations and related exercises.

The fact is, the Government has never done or spent so much public relation exercises, launched in conjunction with multiple programmes - NEM, GTP, ETP, 10MP etc. - written beautifully by expensive consultants such McKinsey and Boston Consulting Group.

The steep decline in rankings for these 2 categories is due to the fact that the business community and the public at large have seen through the glossy "transformation" programmes, the snazzy event launches and the choreographed speeches delivered by our Ministers and Government.

After more than 2 years of "transformation" rhetoric, they have realised the real change has not been forthcoming, critical reforms have been quietly shelved while government business favouring politically-connected parties are continuing business as usual.

Very simply, no amount of fancy PR consultants will be able to change that "perception" if the Government fails to deliver on its promises of change and transformation.

Both the Prime Minister and Minister of International Trade and Industry must recognise that it is the Government's failure to implement the necessary reforms as well as its repeated U-turns in policy-making which has caused the stark drop in global competitiveness rankings. The failure of Dato' Seri Najib Abdul Razak to recognise this will only result in further loss of competitiveness and ultimately the failure to breakout of our middle income trap to achieve the much coveted 'high-income status'.
