The BN government's announcement today that the price of sugar will be increased by 20 sen to RM2.30 a kg has exposed the real malicious motive for UMNO-owned Utusan Malaysia's dangerous lies of a so-called conspiracy by DAP and Christian pastors to set up a Christian state and a Christian Malaysian Prime Minister. Such lies could be printed on the front-page of Utusan Malaysia even though no Malaysian Christian had ever sought to be Malaysian Prime Minister.

Utusan's lies were designed as a desperate attempt by UMNO to distract attention from economic mismanagement and policy failures that has caused the prices of petrol and sugar to rise. Ordinary Malaysians are heavily burdened by the rise in cost of living which has made the poor's livelihood more difficult. Oddly the price rises would invariably come after a big victory by BN whether in by-elections or state elections.

Utusan's malicious reports would have been ridiculous if not for the fact that Utusan and UMNO leaders were so intent on fanning fear and hatred against Christianity. So many police reports were lodged by UMNO leaders and UMNO support groups asking for stern action against both DAP and Christian pastors. Unsurprisingly no UMNO leader called for stern action against Utusan for spreading such lies.

The increase in sugar prices by 20 cents represents a 10% rise from the old price of RM2.10 per kg. This follows a previous increase in December last year, which saw the price being raised by a similar amount.

The increase is part of the government's concerted subsidy cuts first announced on July 16 last year, when prices went up by five sen per litre for petrol and diesel, 10 sen per kg for LPG and 20 sen per kg for sugar. It also comes after the price of RON97 petrol was increased by 20 sen last week.

BN claims that despite the latest price increase in sugar, the government would save only RM116.6 million for development projects and still have to fork out RM283.4 million in subsidising sugar yearly. DAP rejects such arguments as not proven to be beneficial to the people.

First the RM116.6 million saved will unlikely be used for development projects beneficial to the people so long as there are no open tenders. Corruption is rampant with no open tenders for the proposed new RM 53 billion MRT project and refusal to investigate into the RM52 billion missing bumi/Malay shares scandal.

Last week, the United Nations released a survey projecting a moderate slide in economic growth for Malaysia this year due to lack of political will in carrying out real reforms, rising food and fuel prices. Further why be concerned about a mere savings of RM116.6 million when the BN government can save RM19 billion by ending gas subsidies to independent power producers(IPPs).

Instead of trying to save a miserable RM116.6 million, the BN government can save 163 times more by as much as RM19 billion through ending gas subsidies for IPPs. In the 2009 financial year, Petronas' gas subsidy bill reached RM19 billion, while in the first half the 2010 financial year, the amount stood at RM10.2 billion. Cumulative subsidies borne by Petronas up till November 2010 since the gas price was fixed to the power sector in 1997 and the non-power sector in 2002 amounted to RM126.6 billion.

Utusan has therefore taken the easy way out from explaining the price rises with this dangerous lie against an easy target to bully. By failing to punish and stop the UMNO-owned Utusan Malaysia from continuing this campaign of lies that Islam is under threat, the BN government is making Christians an object of hate and inciting Muslims against the minority Christian community.

Such double-standards by BN leaders lend suspicion that Utusan enjoys full immunity as an UMNO-owned paper to spread dangerous lies and is allowed to conduct its campaign of hate against minority peaceful Christians, who are helpless to defend themselves.

Penipuan berbahaya Utusan Malaysia dengan konspirasi rekaannya bahawa DAP dan para paderi Kristian ingin menubuhkan sebuah negara Kristian dan melantik Perdana Menteri yang beragama Kristian adalah cubaan terdesak UMNO untuk mengalih perhatian berikutan kegagalan dasar ekonomi dan kegagalan polisi yang membawa kepada kenaikan harga petrol dan gula.

Pengumuman kerajaan BN hari ini untuk menaikkan harga gula sebanyak 20 sen kepada RM2.30 nyata mendedahkan motif jahat akhbar milik UMNO, Utusan Malaysia yang sengaja mewujudkan konspirasi kononnya DAP dan para paderi Kristian ingin menubuhkan sebuah Negara Kristian dan melantik Perdana Menteri yang beragama Kristian. Penipuan seperti itu dicetak di muka hadapan Utusan Malaysia sedangkan tiada rakyat Malaysia beragama Kristian yang berusaha untuk menjadi Perdana Menteri Malaysia.

Penipuan Utusan ternyata adalah cubaan terdesak UMNO untuk mengalihkan perhatian daripada kegagalan pengurusan ekonomi serta kegagalan dasar- dasar lain sehingga menyebabkan kenaikan harga petrol dan gula. Rakyat Malaysia biasa yang akan dibebani dengan kos sara hidup yang juga telah menyebabkan kehidupan masyarakat miskin lebih sukar. Anehnya, harga barangan selalunya akan naik berikutan kemenangan besar BN dalam pilihanraya.

Laporan Utusan ini walaupun tidak munasabah, amat membimbangkan kerana motif UMNO dan pemimpin-pemimpinnya sini jelas mengipasi ketakutan dan kebencian terhadap penganut Kristian. Begitu banyak laporan dibuat oleh pemimpin UMNO dan kumpulan sokongan UMNO meminta tindakan tegas diambil terhadap DAP dan para paderi Kristian. Seperti yang disangka, langsung tiada satu pun pemimpin UMNO yang menyeru agar tindakan tegas diambil terhadap Utusan atas fitnah dan pembohongan tersebut.

Kenaikan harga gula sebanyak 20 sen merupakan kenaikan 10% daripada harga lama iaitu RM2.10 sekilogram. Kenaikan ini adalah susulan kenaikan sebelum ini pada Disember tahun lalu di mana kenaikan adalah pada kadar yang sama.

Kenaikan ini merupakan sebahagian daripada pemotongan subsidi pertama daripada kerajaan yang diumumkan pada 16 Julai tahun lalu, di mana ketika itu harga naik sebanyak 5 sen per liter untuk petrol dan diesel, 10 sen per kg untuk LPG dan 20 sen per kg untuk gula. Kenaikan ini juga muncul setelah kenaikan harga petrol RON97 meningkat sebanyak 20sen minggu lalu.

BN mendakwa bahawa walaupun berlaku kenaikan harga gula, kerajaan akan terus menyimpan RM111.6 juta bagi tujuan projek- projek pembangunan dan masih perlu membayar RM238.4 juta subsidi gula tahunan. DAP menolak hujah seperti itu yang tidak terbukti memberi manfaat kepada rakyat.

Pertama, RM116.6 juta yang disimpan tidak akan membawa manfaat kepada masyarakat selagi tiada sistem tender terbuka. Akibatnya, gejala rasuah bermaharajalela dengan tiadanya tender terbuka untuk cadangan pembinaan MRT yang berjumlah RM53 bilion dan keengganan untuk menyiasat kehilangan RM52 bilion saham bumi.

Minggu lepas, PBB telah memaparkan kaji selidik yang menunjukkan penurunan dalam kadar pertumbuhan ekonomi Malaysia tahun ini berikutan inflasi dalam harga makanan, petrol dan kekurangan iltizam politik untuk melakukan reformasi dalaman. Tambahan lagi, kenapa perlu bimbang dengan simpanan RM116.6 juta apabila kerajaan BN sepatutnya boleh menjimatkan RM19 bilion dengan menamatkan subsidi gas kepada pengeluar tenaga elektrik bebas (IPP).

Daripada cubaan untuk menyimpan RM116.6 juta, Kerajaan BN boleh menyelamatkan 163 kali lebih banyak iaitu sebanyak RM19 bilion melalui penghentian subsidi gas untuk IPP. Pada tahun kewangan 2009, subsidi gas Petronas mencecah RM19 bilion, manakala pada setengah tahun pertama 2010, subsidi gas sudah mencecah sebanyak RM10.2 bilion. Subsidi terkumpul yang ditanggung oleh Petronas hingga November 2010 sejak harga gas ditetapkan di bawah Sektor Tenaga 1997 dan Sektor Bukan Tenaga 2002 adalah sebanyak RM126.6 bilion.

Utusan telah mengambil langkah mudah untuk mengelak daripada memberi penjelasan mengenai kenaikan harga dengan mewujudkan pembohongan dan fitnah yang berbahaya terhadap golongan minoriti. Dengan kegagalan untuk menghentikan akhbar milik UMNO, Utusan daripada meneruskan kempen pembohongan bahawa agama Islam berada dalam keadaan terancam, kerajaan BN telah menjadi penghasut kebencian orang Islam terhadap komuniti Kristian.

'Double-standard' sebegini daripada pemimpin BN menimbulkan kecurigaan bahawa Utusan menikmati kekebalan sebagai akhbar milik UMNO dalam usahanya untuk menyebarkan pembohongan berbahaya dan melancarkan kempen kebencian terhadap kaum minoriti Kristian yang tidak berdaya untuk mempertahankan diri mereka.

《马来西亚前锋报》危险地谎称行动党和基督教牧师要建立基督国和让基督徒成为首相,是巫统为了转移视线、走投无路之举,以掩饰他们失败的经济管理及政策,导致油价和白糖起价。

国阵政府今天宣布糖价又再上调20仙至每公斤2令吉30仙,揭发了巫统《前锋报》假造危险谎言的真正动机,它们说行动党和基督教牧师要建立基督国和让基督徒成为首相。虽然从来没有基督徒要成为马来西亚首相,但是这种谎言竟然可以刊登在《前锋报》的封面。

《前锋报》的谎言是巫统设计来转移视线,以掩饰他们失败的经济管理及政策,导致油价和白糖起价。普通马来西亚人因物价上涨生活负担加重,贫民也生活得更辛苦。奇怪地的是,每当国阵在补选或州选中大胜时,物价总是会上涨。

要不是《前锋报》和巫统领袖那么热衷地煽动对基督徒的恐惧和仇恨,《前锋报》的恶意报道可能只是一派胡言。但是,那么多巫统领袖和巫统组织报警,要求当局采取严厉行动对付行动党和基督徒。所以,就算没有任何巫统呼吁当局对付散播谣言的《前锋报》,我们也不会感到奇怪。

白糖价格上涨20仙,意味着白糖比原本的2令吉10仙起价 10%。这是继去年12月的糖上调之后,再一次相同价格上调率。

白糖起价是政府自去年7月16日宣布削减津贴的其是一项措施,当时,汽油和柴油起价5仙,天然气起价10仙、白糖起价20仙。上个星期,RON97汽油也起价20仙。

国阵宣称尽管白糖起价,政府只能省下1亿1660万令吉,用于发展开销,每年还需拿出2亿8340万令吉来津贴白糖。行动党反对这种论调,因为它无法惠及人民。

首先,只要没有公开招标,所省下的1亿1660万令吉,就算用于发展开销也不会惠及人民。国内贪污严重,以致不需公开招标便可以进行价值530亿令吉的地下铁计划,当局也不愿意调查520亿土著/马来股权损失的丑闻。

上个星期,联合国发表了一份报告,指我国粮食、石油价格高涨及政府缺乏改革意愿,将进一步打击马来西亚的经济成长。再说,当国阵可以终止发给独立发电厂的津贴、省下190亿令吉时,为什么国阵只是关心可以省下的1亿1660万令吉?

与其那么辛苦地来省下1亿1660万令吉,国阵政府可以通过终止发给独立发电厂的津贴,省下190亿令吉,比起取消白糖津贴省多高达163倍。2009年,国油发出的天然气津贴高达190亿令吉,而在2010年上半年,这比津贴高达102亿令吉。自1997年为发电领域及2002年为非发电领域定下天然气价格后,截至2010年11月,国油发出的天然气累积津贴已经高达1266亿令吉。

《前锋报》用这种欺负弱势的危险谎言,为物价上涨做了最容易的解释。国阵没有惩罚及阻止巫统《前锋报》的谎言运动,让他们继续假造"回教受威胁"的谣言,这形同让基督徒成为被仇视的对象,同时也在教唆回教徒对抗属于少数群体的基督教社群。

国阵领袖的双重标准不禁让人怀疑,《前锋报》 是不是因为它是巫统拥有的,而享有免控权?以致它可以挑起对少数和平、无力自辩的基督社群仇恨情绪。

ABU DHABI, United Arab Emirates – The top climate panel has concluded
that renewable sources like solar and wind could represent up to 80
per cent of the world’s energy needs by 2050 and play a significant
role in combating climate change.

But the U.N. Intergovernmental Panel on Climate Change warned that
governments will have to do more to introduce policies that integrate
renewables into existing power grids and promote their benefits in
terms of helping reduce air pollution and improving public health.

Governments endorsed the renewable report Monday after a four-day
meeting in which Saudi Arabia and Qatar fought unsuccessfully to water
down language on the benefits of renewables. Brazil — a major ethanol

I had taken the opportunity to read every word in the advertorial placed by PEMANDU to explain and justify the "1Malaysia Email Project" controversy across all major newspapers and even news portals yesterday.

I also read with interest the repeated assertions with regards to "misrepresentations spewed by the vocal minority". Datuk Idris Jala had clarified that "the reason why PEMANDU is clarifying this situation is to make sure that the general public is not misinformed by people who distort the truth" and that "PEMANDU believes in integrity and transparency."

I am not sure if I'm included in this exclusive circle of "vocal minority" who is "bent on distorting the truth", and I shall not be so bold as to think that the criticisms are directed at me. However, after reading the "comprehensive" reply, I'm felt compelled to compile my own list of "frequently asked questions" (FAQs) on "truths and lies about MyEmail"

Fact #1: Tricubes issued a statement on Bursa Malaysia on 4 April 2011 "The Board of Directors of TRICUBES wishes to announce that the Company has on 4 April 2011 accepted the appointment by the Government of Malaysia represented by Malaysian Administrative Modernisation and Management Planning Unit ("MAMPU") vide MAMPU's letter of award dated 29 March 2011 to implement the 1Malaysia Email Project. TRICUBES will enter into a definitive agreement with Government of Malaysia to finalise the detailed terms and conditions of the appointment in due course."

Fact #2: The original text description of the project on PEMANDU website says "The 1Malaysia Email project is a government initiative in providing a unique and official email account and ID for the citizens of Malaysia". After the initial public outcry, the description was however changed to "The 1Malaysia Email project which features the domain name of 'myemail.my' is a private sector initiative led by Tricubes Berhad to provide a unique and official email account and user ID for interested citizens of Malaysia."

Fact #3: Datuk Idris Jala now reclarifies that "it was always seen as a Government initiative, funded by the private sector". The Advertorial also added that "a competitive selection process was undertaken [by MAMPU and GITN] to ensure high technical standards and the right business model are adopted at the lowest cost and highest quality. The evaluation team [from MAMPU and GITN] selected Tricubes Berhad based on these criteria."

The "facts" above issued by PEMANDU and Tricubes is riddled with contradictions which are self-explanatory. What is the truth and which is the lie?


Q2: Is there a "concession" or not in the 1Malaysia Email award?

Fact #4: PEMANDU says "MyEmail is neither a concession nor a long-term commitment which binds the Government to use it for all its correspondences to the public… If there is any company that can come up with a better, cheaper and even more secure email service, the Government and public agencies are completely at liberty to use their services instead of Tricubes.

Fact #5: PEMANDU claimed "the selection process is merely an assessment to find out which company would likely succeed in rolling out the email service based on its capabilities. It does not mean that other companies cannot offer their own version of the service.

Fact #6: PEMANDU also stated that "however, overlapping projects could lead to waste of resources and that is why the evaluation team only selected one company."

The Government claims absolutely anyone can offer the "email" services. At the same time, it went through a "competitive selection process" and argued that "overlapping projects could lead to waste of resources" (Fact #3). Tricubes has announced that it'll be signing a "definitive agreement" with the Government of Malaysia (Fact #1).

So what type of agreement will that be? A "definitive non-binding agreement"? Or certain preferences or advantages will be granted to Tricubes which will not be available to any other companies? What is the truth and which is the lie?


Q3: Will the Government pay nothing for the services?

Fact #7: PEMANDU says "there are a small group of detractors who keep asserting without basis that this project is a waste of public funds. How can this be a waste of public money when not a single sen of public money is or will be spent, while a lot of public money can be potentially saved?"

FACT #8: PEMANDU added that "… Tricubes can generate revenue through service charges to the Government, its agencies and private sector clients as well as users of their value-added services… While the Government will spend money for the services rendered by Tricubes similar to other services it uses, the amount spent will be significantly less than what it is current(ly) spending."

So will the Government pay or will the Government not pay? What is the truth and which is the lie?

PEMANDU is perhaps misdirected in its response, intentionally or otherwise. The people are asking why pay 50 sen for every email sent? That is "a waste of public funds". PEMANDU is arguing that the Government doesn't have to pay for the project, just as the BN Government has argued that the Government need not fork out a single sen to build the various "private" highways. You only pay for it later via toll, as you use the highway, or government compensation.


Q4: Will the Government save RM200 million?

FACT #9: PEMANDU says "the Government benefits because… it can save about 50% of the current cost of sending correspondences. In 10 years, the project can save the four agencies used in the simulations at least RM200 million."

FACT #10: According to PEMANDU, "Government agencies pay up to RM1 per mail and even RM2 for each returned hardcopy correspondence… when you use the MyEmail platform… cost up to 50 sen per email."

FACT #11: By outsourcing it, the Government will avoid having to invest RM50 million and avoid spending money operating the email system… It is more cost efficient and effective to use best-in-practice platforms offered by specialised private entities."

Truth or Lie?

Based on the simulation figures cited by PEMANDU, these 4 agencies alone will issue 400 million emails over 10 years, in order to save at least RM200 million based on RM1 per physical correspondence and 50 sen payable to Tricubes for each email.

Tricubes will hence be investing the assumed RM50 million, gets back RM200 million over 10 years, a 300% return. And if more than 4 Government agencies use the system, then the return will be even higher. Is this 'outsourcing' mechanism more cost efficient and effective? Should the Government to trying to save RM200 million or RM350 million, if the so-called MyEmail project is indeed so effective?


Q5: Is 50 sen per email reasonable?

FACT #12: PEMANDU says "the cost saving is derived from the free email delivery. The remaining cost of 50 sen goes towards extracting the information required from the database and presenting them in the respective formats. Most agencies do not possess this system, also known as the digital bill presentment solution."

FACT #13: PEMANDU says "by investing up to RM50 million in a secure and efficient email system and value-added services over five years, Tricubes can generate revenue through service charges to the Government, its agencies and private sector clients as well as users of their value-added services. The plain email service is free."

Truth or Lie?

PEMANDU or Tricubes should perhaps come out in the open to say for certain, if the 50 sen per email charge is based on emails delivered to accounts in Tricubes' database, or is the 50 sen inclusive of setting up the entire hardware and software infrastructure to deliver government bills and notices to an electronic format, or the so-called "digital bill presentment solution".

They are 2 completely different types of project. The email portion just takes the "output" from the "digital bill presentment solution" and delivers them electronically via email to the account holders. The second involves restructuring and reengineering the billing systems of the Government agencies.

Citibank and Maybank also have "digital bill presentment solutions", but they can still deliver their statements and bills to account holders via free email accounts like Gmail or Yahoo! Mail. Is Tricubes also responsible for the implementation of "digital bill presentment solutions" in these Government agencies? This is of a vastly different scope from what has been presented about the "1Malaysia Email project" so far.


I can go on raising questions on the points raised in the PEMANDU advertorial. But the above 5 questions alone will give you points to ponder. Am I among the "small minority that has already made up their minds" that "even after [PEMANDU] publish these facts, this small group will continue to reject the facts and find ways and means to distort the truth", that Datuk Idris Jala is referring to?

I've presented the statements made by the Government, PEMANDU and Tricubes itself. Malaysians can decide for themselves, what are the truths and which are the lies. It is unfortunate that I will not be able to spend tax-payers' monies to publish the above in all major newspapers and portals.
